We found a trace of the electric arc on the power cable termination surface at Incoming No. 1 of MV switchgear of Kizil Ravat as shown on the attached photo. The fact that there is a trace of arc is the evidence which ground fault happed at least one time and continued for some duration. The ground fault relay provided with the MV switchgear which was supplied by Ortex in the substation should have detected this ground fault and shut down power supply automatically to the cable (to Pump Station), however actually it did not work. We are not sure that the protection relay was correctly selected, really mounted, correctly connected, or properly adjusted in the MV switchgear at the substation. We shall request you to urgently review and test it with a fault as real as possible. We are worried about that no protection against ground fault is possible to cause a human killed in the worst case. In addition, we would request you to inspect the cable with termination which has the trace of the arc. Inspection by the insulation tester may not be enough to confirm that no arc is repeated. Power frequency withstand voltage test may be required.
