DESCRIPTION AND SCOPE OF WORKS

1 GENERAL DESCRIPTION OF THE ALTO MAIPO PROJECT


1.1 Overview
The Alto Maipo Hydroelectric Project (AM Project) will be located southeast of the city of
Santiago, in the municipal district of San Jose de Maipo, Cordillera Province, Metropolitan
Region, specifically in the high Maipo River basin.
It includes the construction of two hydroelectric plants which are Alfalfal II and Las Lajas, and
which are laid out in a hydraulic series.
The Alfalfal II plant, whose powerhouse will be located underground in the Colorado River
valley, opposite its confluence with the Aucayes creek, will use the waters contributed by the
Yeso River and several tributaries of the Volcan River. All these waters, limited to a design
flow volume of 27 m3/s and associated with a gross head of approximately 1,160 m, permit
the installation of a plant with capacity of about 264 MW, which will be distributed in two
generating units.
The Las Lajas plant will use the flow volumes discharged by the AlfaIfaI II plant and the
existing Alfalfal I plant, as well as the flow currently used by the Maitenes plant, conducting
them through a headrace tunnel to an underground powerhouse also located in the Colorado
River valley, but approximately 3 km downstream of its confluence with the Aucayes creek. At
this point, the maximum total flow of 65 m3/s associated with a gross head of 483 m permits
the installation of a plant with two generating units with total capacity of about 267 MW.
Finally, the waters used in this second plant will be taken through a discharge tunnel and
returned to the Maipo River about 5 km downstream of the confluence of this river with the
Colorado River, opposite the existing La Laja substation.
Thus, the hydroelectric complex will permit developing total capacity of approximately 531
MW.
1.2 AM Project Location Area

Although the Project will be developed in an extensive geographic area, because of being a
fundamentally underground Project, the main surfaces areas involved are as follows:

EI Volcan Zone: A high mountain zone located in the upper Volcan River basin, a subbasin
of the La Engorda streams system, corresponding to the intake area of the
Colina, La Engorda, Las Placas and EI Morado streams, which will be located at
approximately 2,530 m.a.s.1.
EI Yeso Zone: A high mountain zone corresponding to the intake area of the Yeso
River, downstream of the Yeso reservoir. All the surface works that connect both basins
(Volcan and Yeso) are located in this zone at approximately 2.500 m.a.s.1.
EI Alfalfal Zone: It is located in the Colorado River valley.
The EI Canelo Zone which includes the discharge works of the Las Lajas tailrace tunnel
to the Maipo River.

1.3 Alto Maipo Hydroelectric Project


The implementation of the AM Project requires the construction of tunnels, underground and
surface works, electromechanical supplies and mountings, erection and commissioning, and
transmission lines to connect the power plants to the existing grid.
Up to five contracts have been foreseen to implement the Project. These are:

Scope includes the following principal works, both underground and surface, which are
described below:

Technical Specifications.
It is not included in the Scope of Works the following activities:

o Suply and Installation of Meteorological Stations and related Instruments
o Suply and Installation of Definitive Lighting and services for Access Tunnels and Caverns
o Excavation of S-1 and S-2 Drillings
o Any facilities in the cable shaft

The Control System considered for the operation of the AM Project is a distributed control
system (DCS) with hierarchical architecture; the upper level, located in the existing AlfaIfaI
Plant building with authority to control and supervise the control centers in the following level,
will be made up of the control centers of the Alfalfa I II Plant, Las Lajas Plant, the Alto Maipo
Substation and all water intakes and other surface facilities.
The basic design includes Site Control Systems (SCS) at Discharge Channel Alfalfal and
Discharge to Maipo River which manages their respective Local Control Units (LCU), see
Drawing 600-SC-PLA-001 for details.
The water intakes and other surface facilities, all of which have been conceived to normally
operate through an unattended, completely remote controlled system, will have the facilities
necessary for their local operation using local switchboards.
Whereas is applicable, Local PLCs shall be provided by the Contractor and used to
supervise, execute remote and local control and perform proper operation sequences at each
controlled surface facility.
All operating signals produced by the hydro-mechanical equipment located at surface
facilities shall be integrated to the PLC.
To communicate the SCS with the Main Control System located at existing Alfalfal Station the
protocol and communication equipment provided by the AM-C0510 Contract must be used
by the Contractor.
To communicate SCS with LCU, contractor can use any open control protocol or use the
same protocol used between SCS and Main Control System.
The supply, installation, testing, commissioning and turnover of SCS and LCU are part of the
AM-C0630/620A Contract.
For the proper remote and local control of Alfalfal Discharge Channel, Las Lajas Forebay,
Alfalfalll Forebay, Alfalfalll Surge Shaft, Las Lajas Surge Shaft, Discharge to Maipo River all
necessary civil works for local control, local instrumentation, local AC and DC power supplies,
local cabinets, heating and ventilation boards, local surveillance cameras, local
communication pole must be provided by the AM-C0630/620A Contract.
The water catchment works and other surface works, all of which have been conceived to
normally operate through an unattended, completely remote controlled system, will have the
facilities necessary for their local operation.

All 4-20 mA operating signals produced by the hydromechanical equipment located at


intakes, forebay, discharge channels, etc. and their relevant return from the Powerhouse's
control room must be operated at the terminals of the relevant switchboards. The terminals
and all the local installation are part of this Contract and, therefore, they are the limit with the
AM-C0510 and AM-C071 0 Contracts.
2.4.5 LMT Electric Lines
The LMT Electric Lines included in this Contract are aimed at supplying electricity at points
near the work fronts and the camps needed for the construction of the Alfalfal II and Las Lajas
Power Plants and hold an OPGW-type optic fiber cable needed for AM Project operation; so
these LMT Electric Lines must not be removed at the end of the AM-C0630/620A Contract.
To this end, the Owner has, or has contracted with third parties, the construction of the
following lines in the area of the AM-C0630/620A Contract:

A 12 kV line from Maitenes Substation to Adit VA 1 Access Tunnel to Alfalfal II


Powerhouse,
A 23 kV line from La Laja Substation up to the Maipo River Discharge Tunnel,
A 12 kV line from Maitenes Substation up to VL4 Access Tunnel to Las Lajas
Powerhouse, including a tap-off derivation for the consumption requirements of the
Biobio VL5 Adit, and
A 12 kV line from Maitenes Substation up to the existing Alfalfal Power Plant, including
a tap-off to feed the EI Colorado VLB Adit.

a) 12 kV line from Maitenes Substation to Adit VA2.


The existing 12 kV line from Maitenes Substation to Adit VA 1 is foreseen with the
purpose of supplying energy to the Alfalfal II Plant Powerhouse sector.
From this line, the Contractor must build a permanent extension of the 12 kV line, from
the C 2380 structure to the C2610 structure, approximately 2,200 meters long (drawings
630-LT-PLA-008 and 029) to supply energy to Adit VA2.
b) Existing 23 kV line from La Laja Substation up to the River Maipo Discharge Tunnel.
It is considered that the 23 kV line from La Laja Substation will supply energy for the
excavation of the tailrace tunnel of the Las Lajas plant into the Maipo River (VL 1 Adit).
c) Existing 12 kV line from Maitenes Substation up to VL4.
It is considered that the 12 kV line from the Maitenes Substation to VL4 Access Tunnel
to the Las Lajas Powerhouse will supply energy to the powerhouse sector of the Las
Lajas Plant.
The AM-C0601 Contract of Preliminary Works includes a tap-off derivation for the
consumption requirements of the Biobio VL5 Adit.
d) 12 kV line from Maitenes Substation up to the existing Alfalfal Power Plant.
The 12kV Maitenes-Alfalfal line is foreseen to feed the working sites from Maitenes to
the Las Lajas Forebay.

The Contractor must make permanent extensions, as shown in Drawing 630-LT-PLA075, to feed the Forebay Las Lajas works; the modification works of the Discharge
Chanel of existing Alfalfal Hydroelectric Plant and the future works at Maitenes Intake
and Disander.
The line-supporting structures of lines a), b), c) and d) above, and its permanent extensions,
will be made of reinforced concrete; they will be 15 m long, with horizontal support capacity of
1,500 kg at the end of the structure. The conductors will be made of an aluminum alloy, and
porcelain insulators and metallic crossheads will be used.
On the electric power line poles, an OPGW-type optic fiber cable must also be installed,
which will be used for voice communications, measuring, supervision and control.
In addition, on the basis of the LMT lines described in points a), b), c) and d) above, the AMC0630/
620A Contract will build and operate the extensions of such lines (including a tap-off
derivation to feed the consumption of EI Trescientos VL7 Adit); the relevant low voltage
substations and the entire electric power distribution network in medium and low voltage
required by the Contractor to reach its consumption levels.
2.4.6 Power and Lighting
Include all power and lighting system necessary to feed Alfalfal Discharge Channel, Las Lajas
Forebay, Discharge to Maipo River and other surface facilities that must be provided
according Contractor Design Engineering and Construction Documents and Technical
Specifications.
