be unable to attend may submit the name of a substitute or replacement at any
time, in writing, at least seven (7) days before the Conference. The fee maybe
refunded in full if cancellation is done 10 days before the conference. If
cancellation is made 5 days before the conference (with no replacement), the
refund will be subject to 10% service charge.
