Annexure-I

01.00.

PERFORMANCE GUARANTEE OF CRUSHERS:-

01.01

The material used shall be new and best of its kind available and shall
conform to relevant Indian and International Standards.

01.02

The supplier shall guarantee satisfactory performance of equipment/


system as per GCC.

01.03

The guarantee shall also cover faulty design/ materials/ workmanship. All
rectification or replacement under the guarantee shall be done by the
Supplier free of cost.

01.04

The conditions regarding guarantee of equipment shall also be governed


by the relevant clauses of general commercial condition.

01.05

The Supplier shall guarantee the fulfilment of duty condition as indicated


in this technical specification.

01.06

The Tenderer should study the specification and satisfy himself regarding
the workability of the proposed system and shall take full responsibility for
the design of the equipment, quality of the material, workmanship,
guaranteed operation and smooth performance etc. of the equipment.
This technical specification is only guidance to the Tenderer and hence all
the items necessary for safe and satisfactory operation and guaranteed
performance of the proposed equipment shall be included in the scope of
supply, though this might not have been specifically mentioned in the
technical specification.

01.07

The approval of drawing and/or inspection by Purchaser or their


authorised representative does not absolve or relieve the Supplier from
any of his obligations under this contract and he shall be wholly and solely
resposible for the satisfactory operation and guaranteed performance of
his supply .The Supplier is solely responsible and accountable for any
defects and subsequent delays in supply due to re-inspection.

01.08

Any equipment /part/ facility not specifically mentioned in the


specification, but necessary for the satisfactory and smooth operation of
the system supplied and/ or from safety point of view shall also be
included in the scope of supply of the Tenderer.

01.09

After the crushers are completely erected at Purchasers site, each


crusher (equipment) shall be thoroughly inspected for correctness and
completeness of the installation and they shall be subjected to final tests
as to performance and guarantee to be carried out in the presence of
Contractor or his representative to demonstrate the performance of the
equipment conforms to relevant standards and specification and meet
the requirements as given in this specification.

01.10

During operation of the crusher at no load and at full load, performance of


all the drive shall be checked in respect of current drawn by the motor,
temperature rise, vibration, gear box noise and its heating, bearing
heating etc. Consumption of power and various consumptions like
lubricants etc. shall also be measured and compared with the respective
rated values.

01.11

Any other observation / test felt necessary for judging the performance of
the machines and mutually agreed between Contractor and Purchasers
shall be carried out.

01.12

If during the test runs, there is an interruption exceeding 2 hour due to


any cause other than power failure or shortage of input materials for
which the Purchaser is responsible, the test run shall be discontinued and
fresh date shall be decided by both the parties.

01.13

The Contractor will prepare and submit a draft performance test


procedure for each crusher within three months of order (the date of
L.O.I). The final performance test procedure will be prepared jointly by the
Purchaser/. Consulting engineers and the Contractor based on the draft
performance test prepared by the Contractor and various requirements
indicated in the technical specification.

01.14

Within three months of receiving L.O.I Quality Assurance Plan shall be


submitted by the Tenderer for each of the crusher separately with the
break up of assembly, subassembly & part/ component or for group of
equipment having same specification.

01.15

The equipment shall be considered to have performed satisfactorily when,


i)

Design capacity of crusher output is delivered with all its drives and
accessories functioning properly over a minimum period of eight
(8) hours of continuous run.

It runs successfully for a continuous period of 30 days at the rated


capacity.

01.16

All the equipment, tools and tackles required for the successful
completion of the performance tests shall be supplied by the successful
Tenderer.

01.17

All the instruments for the performance tests as required shall be supplied
by the successful Tenderer and shall be retained by him till the
satisfactory conclusion of all tests at site. All costs associated with the
supply, calibration, installation and return of test instruments shall be
included in the scope of supply. All test instruments shall be as per
standards approved by Purchaser.

01.18

The guaranteed performance figures shall be achieved under all the


conditions:

Handling of coal 20% moisture

01.19

Each crusher shall be capable of delivering rated tonnage with specified


maximum input size of material while handling damp & sticky material
during monsoon season.

01.20

Measured noise level produced by any rotating equipment individually


and collectively should not exceed 80 DBA at a distance of 1.86 m from it
in any direction under any load condition.

01.21

Vibration levels shall be measured and shall be acceptable as per VDI


2056/BS 7854-1996.

All equipment shall operate at rated capacity without spillage,


jamming, overflow.
No undue vibration of the equipment & vibration level of bearing
within allowable limits as per manufacturers catalogue.
Smooth running of rotating parts.
No overheating of the bearings.
Noise level of equipment within 80 DBA at 1.86 m distance from
equipment.

Clause: Liquidated Damages & Penalties:


PG & LD Clause:
a) Rated Capacity: 500 TPH. For every 1TPH shortfall in rated capacity
liquidated damage @ 2% of contract price prorates will be charged
subjected to a maximum of 10% of the contract price. However, in
case the capacity goes below 495 TPH, the plant shall be rejected.
b) Generation of fines (-) 5 mm size during crushing: For every 1.0%
increase in fines generation, LD @ 5% of contract price shall be
applicable with a maximum limit of 10% of the contract price.
However, in case the fines generation (-) 5 mm goes above 2% more
than allowable limit, the plant shall be rejected.
c) Generation of over size: For every 1% increase in oversize generation,
LD @ 1% of contract price shall be applicable with a maximum limit of
5% of the contract price. However, in case the oversize generation
goes above 5% more than allowable limit, the plant shall be rejected.
d) Electrical energy consumption: For every 1.5% increase in power
consumption, LD @ 1% of contract price shall be applicable with a
maximum limit of 5% of the contract price.
JSPL can impose the penalty in case Contractor fails to achieve the
mutually agreed monthly targets during execution of the contract.
Clause: Rejection clause
If guarantees regarding parameter indicated in LD Clause falls more than
the limit specified, and in case contractor is not able to make the
deficiency and bring the capacities to rated output within the allowable
limit within 90 days on conducting PG test, Crusher will be rejected and in
such case, JSPL will recover all the payments including taxes & duties
made by them to the contractor on account of rejected Crusher.
