Principle
In accordance with reference NAVHOSPBFTINST 3440.1P series, plans and
information specific to Naval Hospital Beaufort and Branch Health Clinics are
established to educate personnel prior to an emergency. The Emergency
Action Plan (EAP) is site specific and designed to be user-friendly, to help
hospital staff prepare, plan and respond quickly to an emergency or disaster.

Immediate Action
1. Call the Front Desk at 3500. Call (843) 228-3500 from a cell phone.
2. Report the nature and location of the medical emergency and a general
description of the person involved.
3. Render first aid if trained to do so.
4. Keep the patient calm and comfortable until help arrives.
5. Inform supervisor or chain of command.
6. Clear personnel not directly involved from the area.
7. Upon arrival of EMS, direct them to the ailing person.

Infant/Child Abduction
Activated when someone is attempting to abduct an infant or child
Immediate Action
Reporting an Infant/Child Abduction
1. Immediately call the Front Desk at 3500. Call (843) 228-3500 from a cell
phone. Provide the location where the child was last seen and a description
of the child.
2. Stay with the person reporting the missing child and remain in the area
the child was last seen.
3. The Front Desk will announce a Code Pink for the missing infant/child via
the 1MC.
4. Provide the responding personnel with the relevant supporting
information (e.g., the childs description, the abductors description (if
known), the location or unit where the child was last seen, etc.)
Responding to an Infant/Child Abduction
1. When Code Pink is announced over the 1MC, Secure your Area. Do not
allow non-staff personnel to enter or leave your area until all clear from Code
Pink.
Note: DO NOT be confrontational with suspects or do anything that may
endanger the child, staff or others in the area.
2. Search your area. Perform a thorough search for the missing child in your
department.

LOST CHILD/ADULT
Activated when someone becomes lost
Immediate Action
Reporting a Lost Child/Adult
1. Call the Front Desk at 3500. Call (843) 228-3500 from a cell phone.
Provide the location where the child or adult was last seen and a description
of missing person.
2. Stay with the person reporting the missing child/adult and remain in the
area the child/adult was last seen.
3. The Front Desk will announce a Code Silver for the missing child/adult
via the 1MC.
4. Provide the responding personnel with the relevant supporting
information (e.g., the child/adult description, the location or unit where the
child/adult was last seen, etc.)
Responding to a Lost Child/Adult
1. When Code Silver is announced over the 1MC, secure your area. Do not
allow non-staff personnel to enter or leave your area until the Code Silver is
secured.
Note: DO NOT be confrontational or do anything that may endanger the

HAZMAT SPILL/RELEASE
Activated for hazardous material spill/release
Immediate Action
Do not use a cell phone, radio or other transmitting device within
300 meters of a suspected HAZMAT or CBRN device.
1. Evacuate or SIP if appropriate. Leave the immediate area of the HAZMAT
or CBRN material. If outdoors, move upwind and uphill of the danger.
2. Alert nearby personnel to the danger. If doing so will not expose you to
the hazard, evacuate injured personnel. Isolate individuals potentially
exposed to HAZMAT away from contact with others. Seek medical aid for
exposed personnel immediately.
3. Do not eat, drink or smoke in the area of a HAZMAT or CBRN incident.
4. Call the Front Desk at 3500. Call (843) 228-3500 from a cell phone. When
emergency responders arrive, remain calm and follow instructions. Tell
responders where known or suspected contamination exists, and as much as
you know about the nature of the material involved.
5. Inform supervisor or chain of command.

ARMED INTRUDER/ACTIVE SHOOTER
Activated for an armed intruder or active shooter
Immediate Action
Run-Hide-Fight
1. IF IN IMMEDIATE DANGER: Escape or seek cover. Pass the word to others
as you move. As a last resort, attack the active shooter with teamwork,
surprise, speed and violence of action.
2. When it is safe to do so, Call the Front Desk at 3500. Call (843) 228-3500
from a cell phone. Provide shooter location and direction of movement,
number of shooters, description of shooters, number and type of weapons,
your location, and the number of potential victims at the location.
3. Immediately evacuate or SIP.
a. If sheltered in place, secure yourself and your location. Lock the
door. Barricade. Block visual access. Turn off the lights. Place cell phones
on silent only. Limit your movements.
b. If evacuated, assemble in a safe area out of the line of sight of the
active shooting event location. Be alert for additional hostile actors outside
the shooting venue.

UTILITY SYSTEMS FAILURE
Activated when utilities fail
Immediate Action
Utility failures involve lights, HVAC and water.
1. To report a failure at BHC MCRD, contact Facilities Maintenance Division
Trouble Desk at 3405 from a BHC phone. Call 843-228-3405 from a cell
phone.
2. Inform supervisor or chain of command.
3. Report any potential safety hazards.
4. Evacuate if prudent or ordered to do so.

COMBATIVE PERSON

Immediate Action
1. Immediately Dial 911 so that emergency responders can be notified.
2. Call the Front Desk at 3500. Call (843) 228-3500 from a cell phone.
3. Have other staff, patients and visitors evacuate the area while avoiding
the vicinity of the threat.
4. When necessary shelter in place (SIP)
5. Note the physical description, diagnosis (if known), and direction the
person was traveling.
6. Inform others when their life and safety are immediately impacted by the
incident.

DESTRUCTIVE WEATHER
TORNADO, SEVERE THUNDER STORM
In case of destructive weather (Tornado, Severe Thunder Storm)
Immediate Action
1. IF INDOORS: Stay calm. Do not go outside. Stay away from windows and
electrical appliances. If damage to your building is imminent, crouch in a
structurally strong location (under a desk or in an inside corner of the
building) and cover your face and head with your arms. Stay away from
glass, windows, and outside doors and walls.
2. IF OUTDOORS: Seek cover indoors. If caught outside, stay away from,
and lower than, high or conductive objects. If a tornado is imminent, lay flat
and face-down on low ground, protecting the back of your head with your
arms. Stay out of storm drainage areas that may be subject to flash floods.
Do not drive through flood waters, however shallow they may seem.

Tropical Cyclone
In case of destructive weather (Tropical Cyclone)
Immediate Action
1. When preparing for a hurricane or tropical storm, follow the site specific
Condition of Readiness (COR) listed in this plan.
2. COR condition level will be directed by the Commanding Officer.
3. Report COR attainment via chain of command.
