The three candidates running for two seats
on the Mehlville Board of Education shared
their diverse views on everything from how
the district is funded to whether they support a new school of innovation last week
at a candidate forum sponsored by the Call.
Incumbents Larry Felton and Lori Trakas

are running for re-election for their seats,


which carry three-year terms, and Oakville
resident Kevin Schartner is seeking his first
term on the board. Felton is the longestserving member of the board, first elected in
2007, and Trakas was first elected in 2013.

Two incumbents and a political newcomer are vying for two seats on the Mehlville
Board of Education in the April 5 election.
Incumbent Larry Felton, newcomer Kevin
Schartner and incumbent Lori Trakas are
seeking election Tuesday.
The seats carry three-year terms.

Asked to identify the most important issue in the race, the candidates responded:
Electing two school board members
who will continue to maintain the forward
progress and unprecedented cooperation
between the community and the school
district, Felton said.

With OK of $25 million in tax incentives, Crestwood mall demolition to begin

With the approval of $25 million in tax incentives for
the owner of the former Crestwood Plaza, demolition is
expected to begin almost immediately at the 47-acre site
at Watson and Sappington Roads.

The Board of Aldermen voted 7-0 last week to approve


the second readings of five ordinances related to Chicagobased UrbanStreet Groups $104.3 million mixed-use
redevelopment of the mall property. Ward 4 Alderman
Cindy Minor was absent.
The $25 million in tax incentives for UrbanStreet in-

clude $15 million in tax-increment financing, or TIF,


assistance, or a Chapter 353 tax abatement; $5 million in
Community Improvement District funds; and $5 million
in Transportation Development District funds.
UrbanStreet, which purchased the mall for $2.265 million

address the biggest challenge facing the
school district increasing student enrollment.
Michael Bitzenburg, Jennifer Miller,
David Reinhardt, Mike Tsichlis and incumbent Gary Ujka are vying for two seats
in the April 5 election. Incumbent Kara
Horton, who has served on the board since
2010, did not file for re-election.

week whether they want to receive the same
stormwater services from the Metropolitan
St. Louis Sewer District as other county
residents, and whether they want to pay
now or later for billions of dollars in sewer
upgrades mandated by the U.S. Department
of Justice.

in this race. We have an excellent start with
high community engagement stemming
from Prop R, the current superintendent
and most of the school board. We need to
continue this by meeting the Prop R commitments, ensuring clear communication
with the community and continued transparency, Schartner said.
Fiscal transparency and accountability.
Why? With the passage of Prop R, the community is holding the district responsible
to use increased revenues as promised,
Trakas said.
Felton, 69, 5949 Briarmist Place, 63128,
is an information technology consultant
for Technology Partners Inc. He and his
wife, Martha, have ve grown children.
All graduated from Mehlville High School.
Felton, who has served on the board since
2007, said he is seeking re-election because
I originally ran for the Mehlville school
board because I wanted the children in this
community to have the same opportunities
that my children had. I am running for reelection because I am still as committed to
that purpose today as I was then. My experience on the board, and my background
in planning and process improvement will
be an asset to the board as it maintains the
unprecedented cooperation between the
community and the school district.
Schartner, 45, 3081 Woodbridge Creek
Drive, 63129, is program manager for
continuous improvement at Ameren. He
and his wife, Beth, have two children who
attend Mehlville schools.
Schartner, who has not held elective
ofce, said he is seeking election to continue the positive momentum in our district
that started with Prop R, pursue academic
excellence in our schools for all children
from early childhood education through
college and career readiness, and scal
responsibility to ensure effective stewardship with taxpayer funds.
Lori Trakas, 48, 3900 Butler Hill Road,
63129, owns a certied court reporting
business, Verbatim Reporting Inc. She is
married to Ernest and has a stepdaughter,
Allyson, who attends Belmont University.
Trakas, who was elected to the school
board in 2013, said she is seeking reelection to be a voice valuing academic
excellence, scal responsibility and traditional values.
The candidates gave the following responses to a Call questionnaire:
How did you vote in the November
2015 election on the school districts taxrate increase measure, Proposition R for
Restore? Why?
Felton said, I voted yes on Prop R. I
supported it because a clear nancial need
was documented and explained to the community, and the community came to the
board and asked us to put this measure on
the ballot. As a board member, I had seen
rsthand the impact that reduced spending
was having on the operation of the school
district, including student achievement.
Schartner said, I voted for Proposition
R. The data I gathered indicated we did

if we did not correct
this, we would see

Trakas said, I voted no. I questioned
the integrity of the nancial information
that was made available to the public,
the districts debt of $60 million was not
addressed, and no long-term facility and
infrastructure vision was casted.
How will you vote in the April 5 election
on the school districts 4-cent no-taxrate-increase tax transfer, Proposition A
for AC? Why?
Felton said, I will vote yes on Prop A
because it starts the process of providing
capital funding to pay for capital improvements as-we-go. Its a no-tax-increase
transfer of a 4-cent tax from the debt fund
to the capital fund. If approved, it will help
fund the replacement of aging roofs, old
furnaces and air-conditioners with highefciency units.
Schartner said, I will vote for Proposition
A for the following reasons: Proposition A
maintains our current tax rate and is not an
increase in rates. Proposition A is a payas-you-go process that will repair and/or
replace roofs, heating and air conditioning
each year based on a schedule that has been
posted on the school district website. With
this pay-as-you-go method, the district is
able to spend all of this money on capital
improvements ...
Trakas said, No. Ofcial Prop R ballot
language called for restoring, repairing and
upgrading HVAC systems.

Felton said, Yes. Dr. Gaines is providing educational, planning and evaluation
leadership that is moving this district forward. He has used his expertise with data
and continuous improvement to provide
the district with a clear understanding of
where we are the State of the District
presentation and the steps needed to
implement the priorities of the Strategic
Plan.
Schartner said, Yes. Dr. Gaines is a
thoughtful, strategic and tactical thinker
who is effectively leading our district
through the Prop R commitments, Choice
School of Innovation and a waste identication and reduction program. Dr. Gaines
is the right leader at the right time.
Trakas said, As a member of the board,
I am currently in the process of evaluating
Dr. Gaines performance for the past eight
months.

Three Mehlville candidates
are seeking two board seats

the Calls March 23 forum at Andres


South, moderated by Mehlville Fire Protection District Board of Directors Chairman Aaron Hilmer, with Felton and Trakas
emphasizing their experience on the board,
but for different reasons.
For Felton, the biggest changes in the
district have come in the past two years.
We have a feeling of cooperation between the community and the school district that Ive never seen before in the
24 years Ive been here, he said. This
didnt happen by accident this happened because board members made decisions two, 2.5 years ago that put this in
motion. We hired (interim Superintendent)
Dr. Norm Ridder he made it cool to be a
planner. He freed those of us that are hopelessly horizontal in our thinking.
In contrast to Feltons support of the
direction the district is headed, Trakas
embraced her frequent role as the contrarian of the board, who asks the questions
that Mehlville needs to be asked and has
filled up with information over the past
three years. In the last year, Trakas has
compared the districts spending to that
of Greece and opposed Proposition R and
Proposition A.
She first voted for the strategic plan, but
then later spoke against it.
Recently it was said to me that it only
takes one match to light up a dark room,
Trakas said. For outsiders in the education world, it can feel like you are in a
dark room. However, one only needs the
perseverance to begin creating a spark in
oneself that eventually reaches a glimmer
of light into our educational system.
Schartner is new to the school board, but
not to strategic planning, since he works
as a program manager for continuous
improvement at Ameren.
Ive been in charge of multimilliondollar budgets for most of my career,
Schartner said. I am a fiscal conservative every Saturday is Balance the
Checkbook Day ... With other peoples
money, Im even more focused.
As treasurer of the pro-Prop R campaign
committee, the Mehlville-Oakville United
Committee, Schartner oversaw more than
$50,000 in donations last year but, when
the campaign met all its funding goals, he
put out a call on Facebook to let people
know not to donate anymore.
I knew it was other peoples money
and I knew if I were going to contribute
money for a purpose and it wasnt going to
go there, I would want to know, Schartner
said. Thats how I roll.
Later in the forum, Schartner noted that
he is not a fan of tax increases, despite
what some people might think of getting
involved with MOU.
In response to a reader-submitted question on whether the candidates support the
project-based school of innovation proposed by Superintendent Chris Gaines that
could open next year, Felton and Schartner
said they back the new school, which would
open in existing facilities, as a positive step
to make Mehlville a destination district.
With problem-based learning, every-

body has a stake in it, and its a collaborative environment, Felton said.
A lot of the world is problem-solvers,
Schartner said. Whats great about this is
youre applying it as youre learning it ...
This is going to lift everybody, but its not
going to displace traditional education.
In her answer, Trakas redirected the conversation to a film Gaines has screened
twice at Mehlville, Most Likely to Succeed,
which explores innovative and projectbased learning, and its executive producer,
venture capitalist Ted Dintersmith.
Although Trakas said she applauds some
innovative learning techniques Mehlville
already uses, she objects that Dintersmith
served as part of a delegation representing
the United States in the United Nations
General Assembly.
When you start digging into the school of
innovation, you see ... the author of it, the
movie thats been playing, hes got some
political ties and thats a concern to me,
she said. School districts are supposed to
be local control, local decisions. He has
been assigned to the United Nations General
Assembly by Barack Obama, which kind of
tends to tell you that its looking for a global
education which is different than what
education should be, a local control.
Trakas joined the board in a unanimous
vote Jan. 28 to give the go-ahead to preliminary planning for the school, with Felton
absent. On the Calls questionnaire, Trakas
wrote that she was initially optimistic about
the school of innovation, but now has concerns that it could be a back-door attempt to
take over Mehlville curriculum.
I have concerns that the school of innovation may be another federal education program wrapped in a new package,
designed to enhance the U.S. Department
of Educations control over decisions that
should be made locally, Trakas said.
With Gaines in the audience, the candidates took different approaches to a
question on whether they support Gaines
ambitious plans for the district and
whether they have ever disagreed with him.
Felton said Gaines has done what the
board hired him to do: Challenge the community and bring Mehlville to the next level.
If were going to be a destination district
and move forward, we really have to adjust
our thinking, he said.
I dont think that you do great things by
having mediocre plans or tentative plans,
Schartner said, noting that at one point he
probably will disagree with Gaines. Im
sure its going to happen, and Im not going
to be shy about saying it when that does
happen, but you can do that respectfully
and you can work toward a better solution.
Trakas, who voted against hiring Gaines
last year and criticized his lack of leadership in an open letter before Prop R, said
different superintendents bring different
visions.
I think he is ambitious, and he has
brought a vision that is meaningful to him
and is educating the district on what that
would look like, Trakas said. There are
going to be disagreements from time to
time, and it is about respectfully disagreeing, and it is about respectfully honoring other peoples opinion. Sometimes on
school districts, people really struggle with
the differing opinion.

Gary Ujka are seeking two seats.
While four of the five candidates can
be termed outstanding, we believe
Reinhardt and Tsichlis are the cream
of the crop.
Reinhardts tireless devotion as a
volunteer, particularly serving as cochair of the Proposition G campaign
committee, make him deserving of
election to the board. Tsichlis track
record of promoting transparency, ethics and accountability as a Crestwood
alderman is impeccable. He would be
a welcome addition to the board.
The Call endorses Reinhardt and
Tsichlis.
Mehlville
Three candidates incumbent Larry Felton, newcomer Kevin Schartner
and incumbent Lori Trakas are
seeking two seats.
Felton, who has served on the board
since 2007, has come into his own
over the past year, demonstrating the
maturity, vision and common sense
needed to lead Mehlville forward.
Schartners work on the Prop R
campaign, coupled with his leadership skills and long-range view of
making Mehlville a destination district, more than qualify him to serve.
The Call endorses Felton and Schartner.
School district voters also will
consider Proposition A, for AC, a
4-cent, no-tax-rate-increase tax transfer. Prop A would not increase the
current tax rate, but would extend a
4-cent tax for facilities for another 10
years. If Prop A is approved, roughly
$685,000 annually would be placed
into a dedicated fund for replacement
of roofs and aging HVAC systems.
Prop A is a simple, straightforward
measure thats a no-brainer. We urge
voters to approve it.
MFPD
Mehlville Fire Protection District
voters will consider Proposition S for
Simplify or Streamline, which seeks
to consolidate the districts general
fund tax levy and alarm fund tax levy
into one fund, resulting in the elimination of the alarm fund levy.
The districts alarm fund currently
levies 5 cents per $100 of assessed
valuation. As proposed, that 5 cents
would be added to the general fund
levy and the ambulance fund levy
would be eliminated.
Prop S is also a no-brainer. We urge
voters to approve it.

Passage of Prop A would result in no overall increase

In November, district voters overwhelmingly approved Proposition R, and two video updates have outlined our progress relative
to those funds.
As the Board of Education was deciding to put Prop R on the
ballot last summer, I recommended that 4 cents be placed on the
April ballot. The board decided to move forward in January and
placed Proposition A on the April 5 ballot.
Prop A asks voters to increase our capital projects fund by 4
cents, with a subsequent reduction in the debt service fund of 4
cents no overall increase. This continuation of a current tax
allows the district to have a dedicated source of funding for roof
and HVAC projects to not only maintain your investment, but
improve the efficiency of outdated heating and cooling systems.
The 4 cents may seem like an odd number. It is the remaining
tax rate paying down general-obligation bond debt that voters
approved in 1992-1993. We are about to pay off that debt and
are asking to continue the 4 cents to fund the following roofing
projects:
2016 Forder Elementary, $438,000.
2017 Beasley Elementary, $144,000, and Point Elementary,
$283,000.

2018 Wohlwend Elementary, $67,000,


and Oakville High, $425,000.
2019 Jefferson Barracks, $140,300.
2020 Trautwein Elementary, $41,000;
Wohlwend Elementary, $445,000; and Point
Elementary, $185,000.
2021 Mehlville High School, $1.5
million.
2022 Bierbaum Elementary, $585,000,
and Oakville Middle, $495,000.
2023 Bernard Middle, $604,000, and
Chris Gaines
Buerkle Middle, $670,000.
2024 Oakville High, $1.4 million.
2025 Washington Middle, $345,000.
These could move forward or back in time as projects are bid
and we see costs relative to our estimates.
The projects, and others funded by Prop R, will improve the
efficiency of our buildings by replacing inefficient roofs and
HVAC systems. Thank you for becoming an informed voter, and
I encourage you to vote on April 5.

Trakas a voice of reason on Mehlville board, earns letter writers vote


To the editor:
In April, the taxpayers will vote who
shall serve on the Mehlville Board of Education.
Lori Trakas has earned my vote because
she is a voice of reason, demonstrating good
stewardship over the taxpayers money. At
the same time, Lori continues to push for
academic success. She understands that
with 40 percent of the students at a basic
level they will struggle to achieve their full

potentials. How can any community stay


viable when its not producing, nor promoting, excellence in academics?
Conversely, one of Loris opponents, Larry Felton, has voted for tennis courts, an
auditorium, a $200,000 superintendents
contract, all the while not voting for classroom supplies, facility upgrades such as
HVAC and transportation for the children.
Academics have remained mediocre under his leadership.

Larry treats the superintendent like the


emperor and our taxes like his personal
piggy bank without questioning how this
will benefit the children or the community.
The choice is simple. A vote for Lori
Trakas, and only Lori, is a vote for honesty, transparency and a better future for the
children and the community of Mehlville
School District.

Crestwood resident backing Ayouaz for Ward 4 aldermanic position


To the editor:
I am so pleased that the aldermen did the right thing and are
finally moving Crestwood forward again.
It has been too long coming, but the mayors leadership has prevailed. This is also one of the reasons I support Ismaine Ayouaz
for Ward 4 alderman. He has stood firmly behind this plan, after
really studying all the alternatives and the financial impact before
even deciding to run for alderman.
It is amazing and encouraging to me that a young, busy family

man and a new American could be so committed to his city that


he actually took the time to attend 90 percent of aldermanic meetings and other open public forums for the past two years. Ismaine
is the kind of dynamic and caring individual we need to help lead
our great city into the future.
I strongly encourage Ward 4 voters to get out and vote on April
5 and to vote for Ismaine Ayouaz.

The single biggest problem with communication is the illusion that it has taken
place.
This aphorism accurately captures the
source of increasing and needless
drama in Lindbergh Schools in recent
years, culminating in the unilateral determination of the current teacher salary
schedule.
Jennifer Miller and incumbent Gary
Ujka are two school board candidates who
will work to improve communication and
thereby strengthen the Lindbergh School
District.
Importantly, residents should elect candidates who sincerely value honest, clear
communication. It is also imperative that
board members possess the strength of
character to ask difficult questions when
necessary and challenge any interests that

compete with those of Lindbergh students

Fribis a grand, knowledgeable, proven servant


To the editor:
The March 17 Call contained a citizens
editorial condemning Sunset Hills Ward 4
Alderman Pat Fribis for her decision and
vote to not change an existing ordinance.
Pat Fribis has served this city for nearly
30 years. She has tirelessly worked for the
benefit of all our citizens. She has donated
tens of thousands of hours to learn and
know what is best for Sunset Hills.
She has voted thousands of times deciding issues that best serve this city. She has
always directed her efforts to a decision
she believes will maintain a smooth running civic organization in a manner that
benefits all of us.
To call out one of five people who voted
to deny a contentious change to an ordi-

nance, and condemn her alone for doing so,


appears to be extremely self-serving and
inconsiderate of recognizing the concerns
of others in the community. In her letter,
the complainant judges Ms. Fribis as being
incompetent, unprepared and unethical.
Vote however you like. Vote for whatever reason you believe to be important.
But we cannot condemn a devoted civic
servant with a proven 30-year record of
service to this city and its citizens just
because a minor contested issue did not go
your way.
Please, dear friends, vote for a grand,
knowledgeable, proven servant of our city.

Research candidates before voting, Beezley says


To the editor:
Recently a former alderman who is currently running for alderman in Crestwood
Ward 4, Steve Nieder, told a Crestwood
resident who was attending a Board of
Aldermen meeting to shut up.
I think every time I see a sign in someones yard do they really know who the
person is behind that sign. It might be good
to review this individuals past before you
vote on April 5.
It seems every time you see a Nieder sign
you also see a Mike Tsichlis sign.
Mike served on the Crestwood Board of
Aldermen and was elected president of
the board. Last year, two of his peers on

the board placed on the agenda to discuss


removing him as president. They did not
succeed in this removal, but I was present
the night of the vote. From my recollection, one of his other peers noted issues
with the way he tends to address people
and certain situations.
Please take a moment to really look into
who you are voting for, they can appear to
be the nicest people in the world when they
are in control at your door.

The rst phase of the $10 million redevelopment of Affton Plaza is set to break
ground this week after the County Council
unanimously approved a redevelopment
plan and tax-increment nancing, or TIF.
The council unanimously approved the
Affton Plaza TIF 5-0 March 22, with
1st District Councilwoman Hazel Erby,
D-University City, and 3rd District Councilwoman Colleen Wasinger, R-Town and
Country, absent.
Developer Larry Chapman of Chapman
Ventures says the $2.5 million TIF will

revitalize Affton Plaza, a loosely connected 10.9-acre site of seemingly unrelated


buildings bordered by Gravois, Mackenzie
and Weber roads, which currently sits
mostly vacant as businesses have left.
The Affton TIF Commission unanimously recommended the TIF at a public hearing Jan. 28, with the full support of the
Affton School District and the Affton Fire
Protection District. At that hearing, Chapman said he wants to start construction as
soon as possible, breaking ground as soon
as April 1 for six months of construction.

Gaming Commission approves River City sale


The Missouri Gaming Commission unanimously approved River City Casino owner
Pinnacle Entertainments request to sell its
Missouri casinos last week, a move that will
place most of the states casinos under one
owner, Gaming and Leisure Properties, Inc.
The petition, granted 5-0 by the state
panel, allows Pinnacle to sell River City
and the Ameristar casinos in St. Charles
and Kansas City. Nationwide, Pinnacle
shareholders signed onto a deal that would

sell 14 of the companys 15 casinos to


GLPI. Pinnacle will still operate the casinos, however, leasing them back for a total
of $377 million a year.
The Lemay casino, which opened in 2010,
led the St. Louis casino market on both
sides of the river in February net gaming receipts, according to nancial data
released by the Gaming Commission. River
City saw an increase in revenue of 12 percent, to $19 million.

Fortunately for Ward 3 voters, we have a
candidate who has the depth of knowledge,
experience, and independence to be the
kind of legislator who knows what it takes
to be an effective public servant. That candidate is Jerry Miguel. Mr. Miguels practical experience negotiating redevelopment
legislation, as well as his rigorous review of
city nances would give the board the foundation it needs to navigate the citys future.
It is clear that at times the collective inexperience of the current board has led to a
lopsided dependence on professional consultants. Mr. Miguel would help change
that dynamic, saving the city money in
professional fees, while adding muchneeded scrutiny to the legislative process.
He possesses the wisdom to challenge
prevailing opinions when they do not represent the best interests of the city.
Electing seasoned aldermen to the board
at this crucial juncture will ensure that the

voice of residents will not be muted by


those who favor short-term political accomplishments at the expense of long-term
municipal viability. Jerry Miguel is the candidate best suited to represent the interests
of Ward 3 voters; his courage in aggressively pursuing what is best for the city,
even in the face of criticism, places him in a
category unmatched by his opponents.
I will vote with condence for Jerry
Miguel on April 5, and I strongly encourage my fellow Ward 3 residents to join me.

Hancock students give back to community

Some area high school students chose to
spend spring break on vacation, catching
up on sleep or playing video games but
two Lemay students spent part of their
break delivering meals to senior citizens.
For years, Hancock High School seniors
Samantha Mallory and Adrienne Compton,
along with other members of the Hancock
Place Key Club, have made weekly Meals
on Wheels deliveries around Lemay.

When Samantha and Adrienne heard that


the South County Senior Resource Center
needed volunteers to take meals to seniors
on Good Friday, they didnt hesitate to
step up. With some help from Hancock
Superintendent Kevin Carl and Rep. Bob
Burns, D-Affton, the students made the
rounds to 14 homebound elderly residents.
The team was also joined by Burns wife,
Dianne, and South County Senior Center
Administrator Pamela Guest.

Resident calls mayors limit
on speakers reprehensible

in 2014, is proposing one large retail facility that could contain a grocery store,
a multi-screen movie theater, a tness
center, two dine-in restaurants, an ofce
building, a 225-unit apartment complex
currently envisioned as senior housing and
11 to 13 acres of open space and community gardens.
Approval of the redevelopment project
poses no risk whatsoever to the city, according to Mayor Gregg Roby.
Under the terms of the agreement with
the developer, demolition of the mall
must begin within 90 days of the boards
approval of the incentives and the project
must be substantially completed within 36
months. UrbanStreet may only be reimbursed from new revenues generated by
the project, and must construct at least
120,000 square feet of retail space before
any reimbursement begins.
In addition, city ofcials negotiated for
$1.5 million that will be used to remove
the medians on Watson Road, increasing
access to businesses on the roadway.
Lindbergh Schools ofcials have voiced
concerns about the apartments proposed
for the site, saying they would exacerbate the aggressive enrollment growth that
already is challenging the district.
Under the redevelopment agreement, if
non-senior housing is constructed, the tax
revenue will pass through to the school
district and other taxing entities.
As done at the March 8 board meeting in
a departure from past practice, speakers at
the March 22 board meeting were limited
to three minutes with Director of Public
Services Jim Gillam timing them and issuing a warning when 30 seconds remained.
At the March 8 meeting, City Administrator Kris Simpson recommended aldermen conduct only a rst reading of the
mall-related ordinances, noting that residents had not had time to fully review all
of the documentation.
... I think in fairness to the public and to
give everyone an adequate amount of time
to review and provide comment on such an
important development, I think its appropriate that we only do a rst reading at this
meeting if the board so desires, and consider a second reading and nal approval of
all of those ordinances at its next meeting
..., said Simpson, who did not attend the
March 22 meeting.
Roby announced March 22 that residents
would not be able to comment when the
board considered the perfection second
reading of the mall-related measures,
only during the designated period for public comment.
Resident Martha Duchild, who later told
the Call that she had comments prepared
for each ordinance, strongly objected to
Robys limitation on public comment.
... Youve had the benet of the developer and his entourage of lawyers, consultants
theyve had the benet of your ear for
months, and its just reprehensible that after
all these documents were given to us two
weeks ago, we have three minutes three
minutes that the citizens have to voice their
concerns. That just shows how lopsided this

whole process has been ..., she said.


Resident John O. Bell contended city ofcials had not fullled their responsibilities for code enforcement at the mall site.
... We could be where we are today
many, many months ago if you had just
simply said to the developer, Thank you
very much for buying the property and
were looking forward to your plan and
project. But we are putting you on notice
we enforce our codes fairly and broadly.
We do not play favorites, especially when
we have a scal gap because materially
and constructively youre going to exacerbate that scal gap, he said. These
ladies and gentlemen who are representing
the developers are here tonight, but if in
fact you go and you make a decision in
this second reading to approve all these
ordinances that are under consideration are
going to take a full bite in time.
They will be gone and they dont give a
rats ass about the health, safety and welfare of this community. And if they did,
they would not have appealed the assessed
value of their property, No. 1. They would
have not created a wedge between the
school district and the community ...
UrbanStreet successfully appealed the
2014 assessed value of the mall property
and is appealing the sites 2015 assessed
value. If the 2015 appeal is successful, the
amount of tax revenue going to Lindbergh
will be reduced by $95,000 annually.
Lindbergh Superintendent Jim Simpson
told the Call he was not surprised by the
outcome, and hopes the redevelopment of
the mall site is a success.
... It was a foregone conclusion. School
districts cant stop TIFs. They dont have
the power. The system is set up to where
they cant really do anything other than
comment ... But we did want to make
our point and we did ... We are still very
concerned about TIFs moving into the
residential development arena ..., he said.
Because of the changing nature of retail,
particularly the impact of Internet sales,
Jim Simpson said, Developers, therefore,
arent able to attract the retail that they
could 15 years ago. But developers being
developers still want to develop, and so
theyre saying, I still want TIF dollars, but
I want that for housing, and that is very
destructive to school districts and not in, I
think, the best interests of anyone ...
Lindbergh ofcials are pleased that if the
apartments are non-senior apartments, the
tax revenue will pass through to the school
district and other taxing entities, he said.
... Thats clearly a nod toward Lindbergh
Schools and helping us, and we do appreciate that, Jim Simpson said. ... But its not
lost on us that this is the rst TIF that Ive
ever encountered which was given with
zero retail contracts on the table before
the money was given. So were hopeful
that those retailers do show up and that it
is an exciting shopping area that energizes
everybody in the commercial corridor ....
However, Lindberghs relationship with
Crestwood clearly is damaged, he said.
I think theres a very damaged and broken relationship between Crestwood and
Lindbergh Schools. We felt zero love from
Crestwood on any project, really, Jim
Simpson said, citing the districts expansion of Long Elementary School in 2013.

Carl said he wasnt surprised that the


students stepped up, since the district
focuses on character education as early as
elementary school, with a special emphasis
on giving back to the community.
They know the adults that were serving, and they wanted to make sure that
they had that meal today, just like any
other day, Carl said. So spring break,
bad weather, whatever it is were kind
of like the mailmen. Were going to be
there and deliver no matter what.
After delivering lunch last week to a
man they know from their regular route,
Adrienne said he and the other senior
citizens they meet help the students just as
much as the other way around.
For me its just getting to see his face

hes just always so happy, so it just makes


me feel happy, he said. Somebodys got to
do it, and Im happy to do it, so why not?
We need community service to graduate, but we do it because the people need
it, Samantha said.
The two seniors are both heading to Truman State University this fall, and Burns
honored them with Glory Awards at the
Missouri Legislature earlier this month.
Although Adrienne will soon move to
Kirksville, he said he looks forward to
returning to Lemay after college and helping out with Meals on Wheels again.
Theres just something about Lemay
I love coming back to my hometown to
help out, he said.
The Burnses joined the students the same
day as their 49th wedding anniversary.
They were familiar faces to some of the
residents on the route because they have
often served as Meals on Wheels drivers.

Country-rocker Yoakam keeps rolling

Dwight Yoakam sees several parallels


between his current album, Second Hand
Heart, and his 1986 debut album, the altcountry classic Guitars, Cadillacs, Etc.,
Etc.
It feels in a strange way connected to
the very first record, Guitars, Cadillacs in
the way that it came about, Yoakam said
in a recent phone interview. That album
(Guitars, Cadillacs, Etc., Etc.) was an EP
originally, and then Warners signed me in
85 and I re-released it in January of 86 as
a full-length ... And this one has its own,
its almost as if that album had its own
journey and a couple of lives.
As Yoakam suggested, both Guitars,
Cadillacs, Etc., Etc. and Second Hand
Heart include songs that had a previous
life before being re-done in somewhat different ways for the two albums.
Several songs from Guitars, Cadillacs
first surfaced on an independent EP that
was later supplemented with other songs
and re-released as Guitars, Cadillacs,
Etc., Etc.
Second Hand Heart, includes a few
songs that had been gestating with Yoakam
for some time. Vs of Birds, was a song
Yoakam had thought of covering as far
back as the mid-1990s.
The title track was written and under consideration for Yoakams previous release,
the acclaimed 2012 album 3 Pears, while
another original, Dreams of Clay, originally surfaced in a far different form on the
2000 album Tomorrows Sounds Today.
The (new) album kind of created itself.
And you know, funny enough, Guitars,
Cadillacs ... the first album did that, he
said. It was an example of the album
leads you to where its going to go.
Another parallel is both Guitars, Cadillacs and Second Hand Heart are on
Warner Bros./Reprise Records, the label
Yoakam called home for his first eight
albums before parting ways and releasing
his 2003 album, Population Me, and his
2005 album, Blame the Vain, on independent labels.
Whats more, both Guitars, Cadillacs
and Second Hand Heart were recorded
in the same studio the legendary Capitol
Records Studio B.
That rooms just flat out got magic in
it, Yoakam said. Lets see, the first six
studio albums of my career were done
at Capitol Studios, Guitars, Cadillacs
through Gone. So that feels like home
always. That room doesnt lie. You better be on your game when you go into B
because it just spits back to you in your
face exactly what you just did.
But what might be the biggest link between the two albums is an attitude Yoakam
brought to the projects a spirit, as he
put it, of reckless abandon, mischief making and fun that reminded him of why he
wanted to make albums in the first place.
Its a feeling he says has been present at
times on all of his albums, but was never
articulated as well as it has been with
certain songs from 3 Pears and now
Second Hand Heart.

You hear it on all of the albums, Yoakam


said of that reckless abandon. You hear it
on things like Long Way Home. Another
song that would have that expression in it
would be Only Want You More, a raved
up rockabilly coming-off-the-rails (kind of
song). And in (the 1995 album) Gone, I
think the song Never Hold You has a bit
of that thing. But left to my own devices,
Im pushing more kind of the envelope
maybe on 3 Pears and now this (album),
in terms of the sonics of it.
That sort of full-throttle, hard-rocking
sound pops up on the new album in his
cover of Man of Constant Sorrow.
Yeah, thats a collision of the Ramones
ambushing Bill Monroe, Yoakam said of
his take on Man of Constant Sorrow.
If Yoakam rarely rocked as hard on his
earlier albums as he does on Man of Constant Sorrow and Liar, his sound nevertheless proved very successful, especially
during the first decade of his career.
A native of Pikeville, Ky., who grew up
in Columbus, Ohio, Yoakam came to Los
Angeles in 1977, inspired by the rocking country sounds of Bakersfield-based
Buck Owens and the Sweethearts of the
Rodeo-era Byrds.
He scuffled for several years before getting signed by Warner Bros., which took
his indie EP, Guitars, Cadillacs, Etc.
Etc., expanded it with several additional
songs and released it as Yoakams 1986
full-length debut album.
It started Yoakam on a commercial roll
that lasted for more than a decade. In all,
he has notched 22 top-20 country singles
and nine platinum albums. His total album
sales stand at 25 million.
Yoakam figures to play a career-spanning set in his live shows, and a couple of
members of his touring group also played
extensively on Second Hand Heart,
lending a continuity to both the album and
live show.
Its just gratifying to have the musicians
Im working with on stage work on the
record with me, he said. There is a purity
of energy and intent that you capture.
Dwight Yoakam will perform at 8 p.m.

the board in 2014.
Miller, Reinhardt, Tsichlis and Ujka attended the March 10 forum sponsored by
the Board of the Education. Board President Kathy Kienstra served as moderator.
Bitzenburg did not attend the forum.
Kienstra noted that the districts biggest
challenge for the foreseeable future will be
dealing effectively with annual increases
in student enrollment. She asked how the
district should address the challenges of
growth with very little new revenue.
Tsichlis said, ... It (growth) has been a
source of vitality for the district, but then it
comes as sort of a two-edged sword in the
sense that we do need to accommodate this
increased enrollment. How are we going
to do that? Well, I know the district thinks
long range, as much as it can. It likes to
think a step or two out. Its often difficult
to plan for these circumstances ...
But some of the things I think are important will be to retain or try and hold on to a
significant reserve fund that can take care
of facilities issues. Thats going to be very
important when pressure is on to expand.
I think the district is doing the right thing,
looking at available properties in the area and
whenever one can be located and secured,
thats great. Because what weve got to do in
the end is keep our class sizes down. Thats
going to require more space and yes, its
going to require more faculty and staff ...
Ujka said, Growth is a great problem to
have. It makes our district exciting. I expect
the board, prior to me being involved,
would be visionary and looking out five
to seven years and they were doing that ...
You have to be looking out five to seven
years. Growth is something we talk about
continually because growth can catch up
and will bite you. Working in Rockwood,
now 36 years, Ive got a lot of experience
with growth. We were one of the fastest-

many, many years ...
Its just something you have to plan for.
We just got enrollment projections Tuesday night and we started looking at those to
see what we have to plan for into the 2020s
and thats kind of a long way away, but its
something you have to think about ... Its a
balance between keeping our teachers paid
well, that they stay with us, and keeping
our class sizes the appropriate level for
what I call the Lindbergh way ...
Miller said, I agree that we need to continue to be proactive on this issue. It looks
like its not going to stop anytime soon,
all these new students coming into our
district. And as Gary said, we have to look
at our teachers salaries, our other staff
salaries. We need to be concerned with
our class size. We need to look at ways
of increasing revenue. This may mean we
need to have community committees ... to
discuss possible ways to make this happen.
At some point, were going to have
to have another elementary school if the
enrollment projections are coming like
they are. So were going to have to discuss
ways we can make that happen, and I think
we all need to work together ...
Reinhardt said, ... No. 1, I dont see
growth as a problem. Its a challenge. Its a
big challenge, but its definitely not a problem. So I dont really like it when I hear that
student growth is a problem ... More and
more people are coming to this community ...
Second, I like what Lindbergh is doing
structurally with future buildings for
growth. Theyre building a new elementary school ... that will allow 600-plus students. They bought Johnnys Market. Its
going to open up 10 to 12 classrooms at the
high school. They opened up ECE (Early
Childhood Education) West Annex ... I
do think Lindbergh continues to be proactive and makes positive moves with the
resources they currently have to address
student growth ... Lindbergh teachers and
staff will continue to give the children the
very best educational experience ...

Prepare your air conditioner for summer
Its never too soon to begin preparing for
the dog days of summer.
This includes taking a few simple steps to
make sure your air-conditioning system is
ready to properly cool your home.
Begin by clearing the area around your
outdoor compressor, removing leaves,
twigs and other debris that may have
accumulated over the winter. The space
around and above the unit should be clear
and uncluttered.
Next, check the systems filters, typically
located along the return duct. Dirty filters
can block airflow and reduce system efficiency, so its important to clean or replace
them regularly, preferably every month
when the system is operating.
Holes or separated joints in the ductwork
can also impact airflow and efficiency,
so turn your system on and make sure air
is flowing properly through the vents. If
you suspect a leak in the ductwork, hire a
professional to make the necessary repairs.
Use this time to caulk and weather-strip
around doors and windows. This often
overlooked step will help keep cool air
inside your home during warm summer
months and warm air outside.
Its also a good idea to add insulation
around air-conditioning ducts when they
are located in unconditioned spaces, such
as attics, crawl spaces and garages.
Finally, contact a certified technician to
do a preseason check of your system. An
annual inspection should include:

Cleaning For Safety


Household and pool chemicals,
paints, and poisons should be properly
marked and stored under lock and key,
away from childrens reach. Dispose of
any that are leaking, expired, or that look
bad.
When cleaning up hazardous
chemicals, wear rubber gloves and follow
the safety direction on the packaging.

Yardwork Safety

Limber up. Yard chores may seem


easy, but they involve muscles you
probably havent used in a
while.

Always wear protective clothing


when you handle pesticides and
fertilizers.

Never mix chemicals in the same


container. If you dont know
how to dispose of them, seek
outside advice. Never put

Then and Now

Oakville has always been my hometown. When I think of Oakville, what


comes to mind? To me the old McDonalds where Crusoes now sits, Arrowhead Golf Course, where the
subdivision now sits, or
Panteras Pizza in Andres Plaza. What great
memories I have in
Oakville, growing
up as a kid.
In 1976 my
father, Barney
Miller, worked
for the Kroger
Company
in
Olathe, Kansas,
where I was
born.
Kroger
transferred my
father to St. Louis
the year I was born,
where and when
my family moved to
Oakville. Oakville has
been my and my familys
home ever since.
Growing up in the Mehlville School
District, I attended Beasley Elementary
from 1981-1985, 1986-1988 at Blades
Elementary, 1989-1990 at Washington
Jr. High, 1991-1994 at Oakville Sr. High.
Oakville has been my home my whole
life, what a wonderful township.
During my years at Oakville Sr. High,
I played many sports. I was on the freshman, J.V., & Varsity Basketball team. I
swam on the swim team, ran track, and
played volleyball. Oakville is also where
I met my wonderful wife Karen PickensMiller.
My wife Karen Miller is also a lifelong
resident of Oakville. Her mom Patricia
Arb-Pickens and father Cecil Pickens
moved to Oakville from High Ridge in
1984. Karen attended Bernard Elementary, Oakville Jr. High, and Oakville Sr.
High. Karen was in the High School
Band, Cheerleader, and also was the
mascot Tiger at most of the football

games. In 2005, Karen took my hand in


marriage. Karen is a wonderful mother
to my sons Joseph and Zachary. She is
also the most loving person I have ever
met. My son, Joseph, now attends Oakville Sr. High as
a freshman playing on
the Basketball team.
He will also be working at the Oakville
Butcher Block.
In
1996
I
started
working full time at
my fathers grocery store. They
started me in
the meat department
packing
chicken and other meat products.
Working at Floodland
Warehouse
Foods for the last
19 years as a manager,
butcher, and co-owner has
been a wonderful experience
learning to run a business. My meat department at Foodland Warehouse this
last year grossed 1.4 million in sales.
This could not have happened without
my right hand man, Joseph Pulizzo.
Pulizzo came to work for my family in
2009. In only 3 years with us, my family
made the decision to make Pulizzo our
head meat department manager. Pulizzo
has 15 years experience in the restaurant
business and now going on 8 years with
my familys business. He will be the second man in charge at the Butcher Block.
My goal at the Oakville Butcher Block
is to bring high quality meats to the
Oakville area at an affordable price. We
will be cutting USDA CHOICES BEEF,
USDA PRIME BEEF special order only
on Prime Beef , and Grass Fed Organic
Beef. There will be USDA Harvested
Pork, and Free Range Chicken available
at the Oakville Butcher Block. Once Im
able to serve you, you will be back.

Feed My People is south St. Louis Countys and northwestern Jefferson Countys food
pantry and emergency help center. Helping those who have lost their jobs and those
who are trying to survive on a low income - whether from a minimum-wage job or
from low levels of Social Security or Disability - Feed My People is able to provide food,
help with utility bills, medicine, affordable housing, fans, heaters, school supplies, new
shoe certificates for children, weatherization materials, housing rehab, help in getting
food stamps, circuit breaker and earned income credit, jobs and legal counseling,
2 low-priced thrift stores and special programs which provide help at Christmas and
other special occasions.
Feed My People started in 1982 by Carol and John DeGuire in a little house near the
South County Shopping Center and moved to its present location at 171 Kingston
in Lemay in 1986. In 1989 two special things happened - the Oakville Call was born
and Feed My Peoples second office opened, this time in northern Jefferson County
near Fenton. This office moved into a larger facility in 1992. In 1996, the Lemay facility
expanded into the building next door which had been occupied by the South County
Health Clinic, and in 1997, the Jefferson County facility purchased a building near High
Ridge which was expanded a few years later. In 1999, the Lemay facility acquired 48
units of affordable housing directly across from its office.
Because of the economic crisis which our country and community is
experiencing, the rise in the number of people coming to Feed My People for help has
jumped 15% over the last year, placing a major burden in trying to raise enough funds
and food to meet the needs. In addition many donors have been affected and some
have even become new clients in need of help.

When I was growing up I felt very
self-conscious of my facial hair and was
always looking for something to remove
the hair so that no one noticed the hair
on my face.
When I was 30 years old, Laser Hair
Removal had just come out and was

Charles Brucker started Electro
Door Systems in the summer of 1966
selling and installing garage door
openers and repairing garage doors.
He did this part-time until 1970, when
he started full-time by adding garage
door sales, installations and door openers.
Late in 1970, his son, Bill, returned
from active duty with the SeaBees in
the Navy. He joined the business parttime and worked for another operator
company in St. Louis part-time. Bill
joined full-time after about a year and

and one part-time.

Necessity is the mother of
invention... In 1947, Leonard
Fred Detmer decided to build a
concrete block wall at his home in
Lemay. When he discovered a six
month waiting list, he decided to
make his own witha hand crank
cement mixer and a block mold.
People driving by saw the
concrete blocks in the yard and
stopped to inquire about purchasing
them. He sold the blocks as fast as
he could make them. Leonard was
never able to build his wall but

In 1971 Hoppy Huelsman was an
apprentice for Jaccards Jewelers in
downtown St. Louis. The repair department was closed, so after a few years of
working other jobs full-time and working a bench out of his flat in south St.
Louis, he opened Huelsmans Jewelers
in November of 1976. He did work for
many of the chain stores; Venture, Stix,
Baer & Fuller and independent smaller
jewelers stores.
Sue, his wife, joined Hoppy in 1978.
After a few years, their clientele grew so
much it outpaced the work from other
stores. In 1990, we moved to a larger
suite in the Paul Brown Building. March
of 1996, the building was sold to rehab
lofts and we had six months to relocate.

Over 29 years ago, Kit Whittington was


caring for her grandmother. As the only family
available, Kit was acting as primary caregiver
while working full time and it was growing

Since opening, both the business and the industry


have grown leaps and bounds.
Rental is its own growing ever-popular industry, Ficken said. We are looking to continue growing our skidsteer and backhoe/excavator fleets. Last
year, we took on Scag for its walk-behind mower
to keep up with high demand for a reliable walkbehind mower.

Clarices Bridal
Clarices Bridal is celebrating its grand opening in south county! In
advance of the ocial grand opening March 1, the stores employees
gathered for a a ribbon-cutting and family celebration.
The new larger location of the family-owned bridal boutique, at 5714
S. Lindbergh Blvd. in Green Park, marks a move to south county from the longtime
Clarices location at 4627 Hampton Ave., which closed in February.
Today, the bridal store is owned and operated by Susan Caito and her niece, Katie
Creech Surkamp. Susan and her mother Clarice Creech rst opened Clarices in the
Holly Hills neighborhood in December 1979. It moved to Hampton in 1986. The
Hampton stores last day of business was Feb. 6.
The new, extravagant, beautiful Lindbergh location is
signicantly larger than Clarices has ever been, which allows more space for dressing rooms and displays, Surkamp
said. Just in time for prom season, the store will now also
have room to sell prom dresses.
The place is beautiful, and I cant wait to help out customers at our new shop, Surkamp wrote on the stores
Facebook page.
In advance of the south county opening, Surkamp told
the Call the story of Clarices, noting, It all started in a
small 800-square-foot building at the corner of Macklind
and Eichelberger, in the Holly Hills neighborhood.
Surkamp has been working at Clarices for 14 years, but
she credits the stores decades of success to the teamwork of
her aunt and grandmother, who worked side by side at the
store for nearly 30 years, she said.

their hearts and souls into every aspect of the business. They are the
foundation of Clarices Bridal and made it the great name that it is
today. Clarice was a one-of-a-kind person - her love and personality radiated. Today, Sue and I carry on Clarices legacy, along with the wonderful and
unique women who are our sales team. These women continue to show the same
love and excitement that Clarice did 37 years ago.
Leaving the Hampton location is bittersweet, Surkamp said.
I have spent my entire childhood watching and helping brides nd the perfect
wedding gown. I have so many special memories of coming into work with my aunt
and grandma, she said. I would sneak away to dance in
the mirrors and put veils on upstairs, and I cannot forget
walking the runway as I modeled in all the runway shows!
That was always so much fun as a child. I can only imagine
how special the memories are for my aunt, as she was able
to work with her mother for nearly 30 years at Clarices.
This is a very emotional move for many of us, she
continued. However, we are so excited to embark on this
journey and create new memories at our new location. I
would like to thank my Aunt Susie for making the new
Clarices Bridal on South Lindbergh a reality. For years,
our team and myself could only dream of a larger location for Clarices, but (she) made it happen. We have a new,
extravagant, beautiful building that we will be opening on
Thursday, Feb. 11, and I know that Clarice is looking down
so proud of all the accomplishments we have achieved. She
always dreamed big, and Im looking forward to seeing her
legacy continue for generations to come.
