AMTEC was created in response to the need for an official testing agency for agricultural machinery to guide
stakeholders in determining suitability of agricultural machinery under Philippine conditions. It was
established in 1977 by virtue of a Memorandum of Agreement (MOA) between the Department of Agriculture
(DA) and the University of the Philippines Los Baos (UPLB).
A. MANDATE
1. Establish standard specifications, test procedures and performance indices for agricultural machinery.
2. Conduct testing and evaluation of agricultural machinery using established standards.
3. Publish and disseminate test standards and test results.
4. Train students, technicians, engineers on standards development and testing of agricultural machinery.
5. Assess field performance of agricultural machinery.
6. Assess after-sales service capabilities of firms engaged in sales of agricultural machinery.

Director
AMTEC is headed by a full-time Director appointed by the UPLB Chancellor from among the faculty of the
College of Engineering and Agro-Industrial Technology (CEAT). The Director is reports directly to the Dean of
CEAT. He spearheads program planning and implementation, as well as sourcing of external funding for
projects and infrastructure development. His term of office is for three (3) years extendable to a maximum of
six (6) years continuous service.
Advisory Board
The members of the Board are as follows:
1. The Undersecretary for Operations of the Department of Agriculture (DA) shall Chair the Advisory Board;
2. The Chancellor of UPLB shall be the Vice-Chairman;
3. The members shall be the Executive Director of NAFC, Program Director of AgFiMech, Director of BPSDTI, Executive Director of MIRDC, Dean of CEAT, Representative from Farmers Group, and
Representative from Fisheries Group.
4. The Director of AMTEC shall serve as Secretary of the Advisory Board.
Administrative Services Section
The administrative services section provides critical support to the technical sections. It prepares records of
personnel, administrative and financial documents. Drafting, driving and janitorial services are part of the
section.
Standards Development Section
1. Formulate, review and finalize standards on terminology, specifications, performance and procedures of
test and inspection of agricultural machinery.
2. Conduct surveys on spare parts and after-sales service capabilities of agricultural machinery
manufacturers, suppliers and distributors.
3. Formulate, review and finalize standards for critical machine parts for interchangeability and
complementation.
Testing and Evaluation Section
1. Conduct laboratory and field tests to verify machine specifications, performance, quality of manufacture
and suitability to local farming conditions.
2. Assess field performance of agricultural machinery.
3. Design and fabricate test rigs, and calibrate and maintain all test instruments.
4. Maintain the test laboratories and fields.
Training and Information Section
1. Conduct training on standards development, and test and evaluation of agricultural machinery.
2. Manage the AMTEC Database Information System.
3. Publish the developed standards and results of tests of agricultural machinery.
C. ACTIVITIES
1. AMTEC has developed several standards for agricultural production machinery, postharvest equipment,
agricultural structures and engineering materials.
2. AMTEC tests and implements the Philippine Agricultural Engineering Standards. All offices of DA are
required to adopt and comply with the standards.
3. Machine testing: prime movers (electric motor, engine, hand tractor, 4-wheel tractor and farm carrier),
irrigation (drilling rig, water pump, sprinkler head and mole drain), production (plow/harrow/furrower,
planter/seeder/transplanter, weeder/cultivator, spratery/nozzle/regulator, harvester/reaper, and
aerator/mixer) and postharvest equipment (thresher, sheller/husker, dryer, rice/ corn mill, hammer mill,
chipper, chopper, huller, oil expeller, root crop processor, centrifugal fan, fogging machine, moisture
meter, black pepper thresher, paddy cleaner, garbage shredder, bio-waste converter).
4. Maintains webpage (http://www.uplb.edu.ph/ceat/amtec)
5. Publishes test bulletins and Philippine Agricultural Engineering Standards.
6. Trains BS Agricultural Engineering students as part of the On-the-Job training program.
D. EXISTING FACILITIES
AMTEC's facilities include the following:
Precision instruments and equipment for machinery testing such as tachometers, polycorders, load
cells, amplifiers, pressure gauge testers, torque transducers, sound level meters, moisture meters,
surface hardness testers and others;
Mechanical testing facilities which include prony brake dynamometers, generator-type engine
dynamometers, blower test rigs, fuel consumption gauge, waterproof test rig for power tillers,
sprayer test rigs such as continuous running, patternator, cut-off valve durability, pressure chamber
fatigue, drop/strap test rigs and water pump test rigs;
Grain Laboratory equipment such as abrasive and friction whiteners, rubber roll hullers, aspirator,
and other grain analysis equipment;
Fabrication facilities for test rigs such as lathe, drill press, hydraulic press, welding machines, power
hacksaw, and other machine shop tools and equipment;
Two- hectare test field with upland and lowland fields; and
Two-storey building housing the library, conference room, training room, staff offices, testing
laboratory and machine shop.

presented in Appendix 1.1.

The Center for Micro-Hydro Technology for Rural Electrification will function primarily as the R&D and
Industrial Extension arm of DOE and provide assistance in manpower training. This is in line with the
University's vision and mission to be a resource of Church and Nation
Until recently, new and renewable energy sources such as micro- and mini-hydro power in the Philippines are
becoming viable sources of power generation, particularly for small isolated communities. The initial
investment might look big, but the long term benefit to the community and to the environment (e.g.,
greenhouse gas emissions reduction) will outweigh the investment. Once electricity is distributed and
managed by the local communities, downstream industries can be established, bringing in much needed
development for the community

The Lighting and Appliance Testing Laboratory (LATL) is mandated to develop product energy efficiency
programs, formulate and implement energy standards, and conduct laboratory testing and research to
improve the energy consuming devices in support of the national energy conservation objectives. The Fuels
and Appliance Testing Laboratory (FATL) now the LATL was established in 1991 under the DOE through the
assistance from the UNDP. The LATL serves as a neutral test laboratory wherein energy performance tests
on household appliances, lighting systems, and other energy consuming devices are made. It also serves as
the energy testing requirements of the Philippines industry sector.
The Department of Energy has always been a staunch supporter of ELI's market transformation activities,
most especially through the Product Qualification and Testing program with the LATL. In April 2002, LATL
received testing equipment procured with ELI funds. LATL continues to learn and develop proficiency in the
use of the testing equipment to be able to effectively test products compliance to ELI qualification levels. In
time, as DOE-LATL acquires more expertise and auxiliary testing equipment, they can consider extending
their testing capabilities to other UNDP-GEF programs around the Asian region, much like how the ELI
program envisioned DOE-LATL to service the testing needs of the global ELI community.
To further establish LATL as a world-class testing laboratory capable of effectively supporting the global
testing activity, ELI sought to build capacity at the LATL by providing technical assistance to upgrade its
laboratory and testing standards, complying with ISO 17025 standards.
On 19 June 2003, LATL received from DTI-BPS the documents granting the Lighting and Other Electrical
Devices Section of the LATL accreditation based on ISO/IEC 17025 under the DTI-BPS Laboratory
Accreditation Scheme. The accreditation covers electrical testing of compact fluorescent lamps on the
following performance characteristics: light output, power input, input voltage, power factor, input current, and
efficiency.
With ELIs support, the LATL has gained international recognition for quality and expertise in providing ELI
testing services for the global ELI program. As of June 2003, the LATL has been regarded as an ELI global
lighting facility, the first ELI Testing Center in Asia and one of the very few laboratories in the Asia Pacific
capable of running energy performance tests for lighting products.
Existing Test Equipment
LATL maintains various reference standards and measuring instruments for electrical and temperature
requirements. However, some of these instruments are either damaged or obsolete, therefore, there is need
