MINUTES OF THE GENERAL BODY MEETING OF ALL INDIA CENTRAL EXCISE INSPECTORS’ ASSOCIATION (AHMEDABAD. UNIT) HELD ON 10" DECEMBER, 2016 AT 10.00 A.M. A) EXCISE BHAWAN AMBAWADI, AHMEDABAD - 380 O15 1. Annual General Body meeting of the Association was held at Central Excise Bhavan on the 10.12.2016 to discuss the agenda as announced in the Circular dated 20-07- 2015, of the meeting, Considering the fact that, an important issue of ost implementation and subsequent Transfer and posting, AGM of All India Central Excise- Inspectors Association Ahmedabad was convened alongwith the Annual General Body Meeting of AIACEGEO. The officers of Superintendent Association were also present to discuss the agenda and other issues, 2. Shri Sanjay Shukla, Inspector, welcomed all the members on behalf of the Associations. The proceedings of the house commenced with two minutes silence in the memory of sad demise of Shri §.7, Rathor, Shri ¥.R.Ninama and Shri GL Meena, Shri Sanjay Shukla, Inspector than requested the president of respective ‘Associations to declare the house open and both the president deciared the house open 3. Shri Manoj Kumar Singh President requested! the house to go through the minutes of meeting held on 25.07.2015 and work done by the Association’ which were already circulated to the members for approval of minutes and to discuss the points, if any However no points regard the AGM held on 25.07.2015 was raised and the same. was approved by the house unanimously : 4. Shri Manoj Kumar Singh, thanks the members for their support to convene all India CEC meeting held on 25/26" Sept. 2016 at Armedabad. They also motivated the members to participate in the matters to strengthen the Association. The members evaluated their performance and appreciated their contribution towards the Association specially change in policy (AGT) of customs & Excise. Shri Lokesh Kumar, Inspector, on behalf of Shri Sanjay Sukla, treasurer presented thd accounts of income & expenses upto Nov, 2016, before the house. The same were acknowledged by the present members. 6. Fill up the Vacant post: After long interaction with, the members of AICEIA, Ahmedabad, in connection some vacant post, the house unanimously co-opt some now office bearers till next election will immediate effect, The new elected /co-opt (under Art. 39)are as under. Manoj Kumar Singh thanked the mernbers for their continuous faith in the sociation and pledged to make the Association stronger than ever before. Goth the President, President, informed the house that now the issues related to GST implementation, cadre restructuring and reorganization and rotation policy will be taken up. They requested Shri Vijay Thakkar, AC, ADG Vigilance to enlighten the house regarding salient fluctuations that will occur due to GST implementation and its impact on present structure of cadre. Shri Vijay Thakkar apprised the house of the proposed structure with inputs from Shri K.J. Kina iwala. Shri Jitendra Singh, President than presented a brief regarding the proposed structure. A. The house unanimously opted that the association should fight for the 1.5-10 ratio of offices i.e. Qne Commissionerate — Five Divisions- Ten ranges so that no officers suffer the pain of displacement. Members suggostion (i) that the association should see that no officers are transferred out of Ahmedabad Zone.(ii) the deputation to inter and intra state is concemed it should be on the basis of willingness of the officer and no officer shall be deputed to state unless he/she is willing. (ili) Proposed that the impact of GST implementation on Customs Policy may be kept in mind. (iv) Raised the concern that on creation of more ranges with Rajkot Sector officers of Ahmedabad Zone are likely to be transferred to Rajkot Sector. To this Shri Jithedra Singh, President asSured to take up the issue with the administration and that no officer will be transferred: to Rajkot Sector to mitigate the vacancy arisen in Rajkot Sector. &. Shi Jitendra Singh, and Manoj Singh both the Prebident than asked the house to approve the proposal to push for 1-5-10 structure of offices while implementing GST and the same was approved by the house and it was decided to take up the issue with the administration to follow the norms of the Board to create § Divisions with each having 10 Ranges in each proposed GST Commissionerate. They also satisfactory replied to all the queries raised by members and the house agreed that it will be beneficiary o all the officers if AGT is delayed till July -2016 and only service tax staff is rotated and posted to newly created ranges (Divisions on implementation of proposed GST if implemented w.e.f from 01.04.2017 and the remaining staff may be rotated in the month of July 2016 to avoid inconvenience to the administration and staff. The house unanimously approved the proposal and it was decided to take up the issue with higher authorities 9, President then declared the house open for discussion A. The issue of website of the association was also raised by Shri Manoj Kutt + Superintendent to which Shri Jitendra Singh, President replied that the website is already created and working however there is no one ready to take the responsibility to majntain and update it. Hence the website is expired after ‘one year and no subscription was paid subsequently in absence of officer taking the responsibility to update the me. To this Shri Manoj Kutti stiowed willingness to maintain the same. Shei Ankul Baria, Inspector proposed to use the website to also include details regarding Inspectors and also showed willingness to update and maintain the website and the same were accepted by the house. Proposal: Sli Manoj Kr. Singh President, also informed the house that the officers of Kandla and Mundra has sent the proposal to merge these two Commissionerate with Abmedabad Inspector Association for welfare of officers who are posted there. He also present the house the copy minutes of meeting and consent given by the officers of Kandla and Mundra for subscription and attached with Inspector Association Ahmedabad, on the grounds that Administrative control (CCO) is ‘situated and Ahmedabad and majority of staff are‘posted trom Ahmedabad. In their minutes it was unanimously decided to form unit under All India Central Excise Inspector Association, Ahmedabad so that the problem faced by tho officers of Kandla Commissionerate may be resolved through a single platform that is wider roof of AICEIA, Almedabad’ Sini Manoj singh informed that house that ie has already talked with Shiri Abhishek Kamal SG AICEIA and the has assured that-he will do needful for the welfare and strengthen the association, The officers wish that (i) Constitution of new Body of Representatives under AICEIA, AHMEDABAD. (ii) To get the approval from AICEIA to attach with Ahmedabad Association,)iii)It_ was decided to initiate membership drive and annual subscription is to be deducted from salary through DDO Certificate to AICEIA, AHMEDABAD onward submission to AICEIA, The house of AGM approved welcome the initiative taken by Shri Manoj Singh. 10. NECESSARY RESOLUTIONS PASSED AT THE AGM: > Kandla and Mudra Commissionerate will be merge with AICEIA, Ahmedabad and four post of officers bearer (Iwo vice president and two Joint Secretary) will be electedinominated for these two Commissionerate to represent Kandla and Mundra at local level to resolve local issue, * To get the approval from AICEIA to attach these Kandla and Mudra Commissionerate with Ahmedabad Association Renovation of residential quarters, pool aecotmnodation should be implemented and present status of vacant.quarters should be intimated to the needy one. > Medical bills sfiould be reimbursed within a reasonable time. >» Welfare Committee should be constituted and fund relating to those should be raised > Improper behaviour of CGHS staff and difficulties faced by the officers for availing facility of CGHS. The matter will be taken up to the authority. » One of the members proposed that the medical grant may be merged with salary head to which Shri Manoj Singh assured that issue will be taking up together with the superintendent Association as well as AICEIA 11.
