3RD CONSUMERS INTERFACE AT CUTTACK ON 15.09.

A consumer interface meeting was held at Cuttack in order to create more consumer
awareness of Cuttack Electrical Circle, which was presided over by Sj. Pravakar Swain,
Secretary, OERC, Bhubaneswar & Sj. Priyabrata Pattanaik, Joint Director (Economic
Analysis), OERC, Bhubaneswar as Guest of Honour. The President of the GRF
Er. Narayan Nayak; Member, Sj. Mrutyunjay Kar of CESU, GRF, Cuttack along with
S.E. (Elect.), Cuttack were also present in the said meeting. All the Executive Engineers
of different Divisions under Cuttack Circle along with other staffs were also present. In
addition to that consumers of different divisions have assembled there to air their
grievances. Chairperson of the meeting Sj. P. K. Swain welcomed all the consumers as
well as staffs of licensee and explained them the purpose of meeting and requested the
consumers to put their grievances & valuable suggestions in the meeting and also
requested the concern authorities of the licensee to respond to their grievances, which are
as follows:

Sj. P. Pattanaik, Jt. Director (Economic Analysis), OERC started discussion stating that
the officials in the field level should not be callous to the grievances of the general public.
Through mutual discussion many problems can be resolved. All the communication
channels should always remain open for the consumers to put forth their grievances.
Avoiding to listen consumer grievances would attract greater problems in future.
Consumer should not be treated as threat but as a friend.
Mr.Pankaj Kumar Bhanjawa, Representative of DTE & T, Orissa said that, he is
satisfied by the service of licensee in all respect.

Mr. Bhawani Pandit, Rajendra Prasad Sharma & Manas Das, Representative of
Orissa Industrial Association said that he is satisfied by the service of CESU, but alleged
that there are not getting uninterrupted power supply for 8 hours to run their industries.

He further stated that a meeting was conducted with Chairman, CESU S.E. & Executive
Engineer, in which it was resolved to provide alternative power supply to Jagatpur
Industrial Estate by tapping Bahugram 33 KV Feeder and draw AB Cable in Industrial
Estate area. Till date the promise has not been fulfilled. The Executive Engineer and S.E.
stated that the scheme is included in CAPEX programme and likely to be completed
within 2 months. The work has been halted due to non-availability of Breaker. Secretary,
OERC instructed CESU authorities present to complete the work within 15 th November
positively. It was requested by the office bearers of the Industries Association to hold an
Interactive meeting at Jagatpur Industrial Area to have first hand experience of various
electrical problems faced by the Industries. Secretary advised to send a request to the
Commission, so that a programme can be made in October to hold a meeting at Industrial
Estate, Jagatpur.
Sj. P. Pattanaik, Jt. Director (Economic Analysis), OERC wanted to know, if all the orders
made by GRF are carried out by Divisions in time. Ex. Er., CDD No: II replied that were
facing certain difficulties in implementing the Order. When the Joint Director of the
Commission referred to a particular case he replied that a requisition for release of meter
has been placed with the Headquarter office and instruction has been sought from
Headquarter for revision of bills. Secretary intervened and instructed to comply the
orders within 7 days, which have not complied so far.
During Discussion, it was raised by Executive Engineer, CDD No: II, that most M.I.
Industries are running at low power factor, since there is no provision for power factor
penalty for L.T. Consumers in the existing Tariff structure. This leads to revenue loss of
the licensee.
The Industries Association also requested the Commissions Officer to categorize
industries having load upto 50 KVA in Small Industries category by amending the Supply
Code.
Cuttack Electrical Division, Jobra, Cuttack

Mr. Tusar Kanta Swain & Badri Narayan Lenka of Gopalpur Electrical Sub-Division said
that in their village Jagulaipada, a lone 100 KVA transformer is catering to the demands
of 200 consumers. This leads to overloading of the transformer. One additional Substation is required in their area. To this S.E. (Elect.) responded that estimate for
installation of additional transformer has already been processed and he would monitor
the matter.
Athagarh Electrical Division, Athagarh
The Representative from KBK Nilachal stated that they are availing construction power
through a 250 KVA transformer. They are experiencing low voltage, as it is fed from
Khuntuni Sub-Station. They have planned to get supply from Choudwar, through a
separate feeder.
Participating in the discussion Jt. Director OERC said that CAPEX program is going to
be completed within 2014 and there is provision for investment of Rs. 2400 Crores for
system improvement in the State. The condition of supply system will appreciably
improve after its implementation.
