To Whom It May Concern
This letter is meant as a notice of culmination for Mr. Devin Rosenberger in his achievement of a
successful internship practicum. As such, this letter, for my part, is also meant as a letter of
professional endorsement for Mr. Rosenberger. I was pleased and privileged to serve during the
summer and fall semesters of the 2016 academic year as Mr. Rosenbergers university mentor
and internship supervisor. Mr. Rosenberger implemented the components of the required
practicum experiences as a member of the teaching staff at KIPP Ujima Village of the City of
Baltimore. Frostburg State University offers its sincerest thanks to KUVA Principal Michael
Lucas for dedicated and expert guidance to our intern.
The internship practicum in Educational Leadership (the internship) is designed to provide the
candidate with authentic, hands-on administrative experience in a field placement setting. The
program secures its authority from the Educational Leadership Constituent Council (ELCC)
standards and elements, the Maryland Higher Education Commission (MHEC) and the State of
Marylands Department of Education. In addition, this program carries the authority provided by
Frostburg State University, a member of the coalition of institutions under the banner of the
University of Maryland System.
The internship experience, as secured by Mr. Rosenberger, featured a substantial number of
individual experiences, a wide variety of activities calling upon the student to administer and to
react in the same manner as the accomplished school leader. Again, such effectiveness was
required to be documented at every turn. The entire experience reflects two (2) three- (3) credit
semesters of work. That work was required to include, at minimum, 180 hours of experience per
semester which was to be systematically distributed among the NCATE and ELCC standards and
elements. Therefore, the actual minimum of clock hours of documented work for this portion of
the students Master Degree program was 360 clock hours.
Specifically, Mr. Rosenberger provided 368 hours of documented experience across 25 ELCC
standards-based elements. The recently adopted documentation formatting for FSU students is
only in its second year, wherein which each student is to provide their own Weebly-platformcrafted website of documentation. Now, long gone are thick paper -filled binders. This means
that at the outset, our successful interns begin with a highly technologically-oriented product, fit
for a state of Maryland which demands cutting edge technology demonstrations among
educational staff members.

Beyond the technological achievement, with a view to a highly-detailed profile of work, a review
of Mr. Rosenbergers website demonstrates an impressive array of documented achievements:

His portfolios requirement of inclusion of a leadership profile featured extensive

work in visioning. Sections on Visioning for Learners, Visioning for the
Educational Organization, A Vision for Teaching, Visioning for Professional
Growth, and, ultimately, Vision Attainment make for an impressive introductory
section for this student.
Mr. Rosenbergers documentation of a most worthwhile experience in day-to-day
building coverage. A specific example was his attention to daily dismissal time
transportation monitoring.
Certified in special education, Mr. Rosenbergers role as inclusion specialist provided
him with planning, implementation and supervision experience in the areas of special
education, a key area, notably documented nationwide as a critical need for
administrators in education.
The documentation of Mr. Rosenbergers success at the conduct of a professional
development, school leadership, supervision, and implementation for KIPP Ujima in all
phases of extra-curricular programming. These included athletics and such student
activities as Step Club and cheerleading. These leadership services by Mr. Rosenberger
were on behalf of all volunteers for such activities at their charter school
His development of Culture Fridays, featuring student researching of a wide array of
areas from the 2016 Presidential Election to the all-important school-local topic of
bullying.
The efforts at positive school culture development through a program aimed at boys
who show promise as leaders called Mansquad. For the Mansquad-ers, a focus on
good school grades is cool.

As Mr. Rosenbergers University Mentor and upon the completion of his internship practicum, I
stand at the service of the student as he seeks consideration for professional advancement into
the field of education administration. Anyone interested in additional information regarding
Devin Rosenberger and his preparation for work in educational administration is urged to contact
me through the offices of the College of Education, the Educational Professions Department, as
well as through the leadership of Frostburg State University.
Sincerely,
John L. Stoothoff
