SCOPE
M/s. Olayan Financing Company shall be setting up Al Bustan II project. A resort housing
compound and school, with a gross built up area of approximately 240,000 sqm. CH2M Olayan
has been appointed to provide preliminary engineering design for utility complex.
2.0
STANDARDS
Design and engineering of electrical installations shall be in accordance with latest revisions of
IEC and shall meet all statutory requirements of the National and Local regulations currently in
force in Saudi.
Electrical equipment and materials shall comply with relevant project specifications and
respective datasheets.
In the event of contradiction between various referenced engineering standards, datasheets and
national/local regulations the following shall be in the order of preference

SERVICE CONDITIONS
The electrical installation and all materials used shall be new and suitable for continuous
operation under the service conditions as per climatic condition of the project.
Reliability
of
all
equipment
to
perform
continuously
in
the
service
conditions
specified is essential. Equipment typical of that being supplied shall have been in operational use
elsewhere for a minimum of two years. Prototype or unproven equipment not having a wellestablished record will not be considered.

Category of loads i.e. continuous (all loads required continuously for normal operation
running all the time), intermittent (all loads required for intermittent operation and
running occasionally) or standby (all loads required for in emergencies only)
Rated active power in kW (shaft output), rated power factor, rated current, rated
efficiency
The Continuous (Sum C), intermittent (Sum I) and Standby (Sum S) loads shall be
summated separately.
A diversity factor shall be applied to each of these summations so that the Total Plant
Running Load (TPRL) and the Total Plant Peak Load (TPPL) can be calculated.
The recommended diversity factors are 1.0 x (Sum C), 0.3 for (Sum I), 0.1 for (Sum S).
Adequate care needs to be given to the requirement that 0.3 x (Sum I) shall not be less
than the largest single intermittent load. A suitable diversity factor shall be applied to arrive
at the actual power requirement.
The TPRL shall be sum of 1.0 x (Sum C) and 0.3 x (Sum I). The TPPL shall be sum of 1.0 x
(Sum C), 0.3 x (Sum I) and 0.1 x (Sum S).
In general DF/LF of the 0.8 shall be considered for utility loads.
A separate Load schedule shall be prepared for each MV and LV switchboard.

5.1
ELECTRICAL SYSTEM
System Voltage and Frequency Variation
System utilization voltage and frequency shall not vary more than the following;

However, all electrical equipments shall be suitable for +10% voltage and +5% frequency
variations. The combined voltage and frequency variation shall be 10%.
5.2 Voltage Definitions
208/120V 3 phases, 4 wires, 60 Hz, neutral solidly earthed for lighting and small
power.
Any other auxiliary/control voltage required apart from the above mentioned voltages shall be
developed within the package/equipment.
The standard utilization voltages for electrical equipment shall be selected from the following:

EQUIPMENT REQUIREMENT
Degree of Protection
Depending upon the location of the electrical equipment, one of the following minimum
degrees of protection against contact with live or moving parts against ingress of solid foreign
bodies and liquids shall be selected in accordance with appropriate standards of IEC.
The degree of protection to environmental conditions for equipment located outdoors shall be
at least;
-
IP 55W for electric motors. (Sun shade or canopy shall be provided for motors without
air cooled heat exchanger or other coolers)
IP 55W for motor cable terminal boxes and bearing housings, junction boxes, control
stations, lighting fittings and auxiliary equipment.
For vertical motors (with downward Driving end) canopy shall be provided at nondriving end.
For heat generating equipment such as rectifiers, inverters and heater control
cabinets, IP 31 is acceptable.

The design of the electrical power distribution systems and generation systems
where applicable, shall ensure that electrical faults and loss of generation prime
movers are correctly and safely isolated with the minimum disturbance to the healthy
systems.

document no. AB2-GGN-DRW-3.35PE-08.
7.2
Emergency System
Emergency diesel generator shall be provided to meet the black start load demand
for TG set. Loads critical for safe shutdown of the facility as dictated by the system
requirements and emergency load/ lighting shall be connected to an emergency
switchboard. Under normal conditions, the emergency switchboard shall be supplied
from the Main power supply. In the event of loss of normal supply voltage, the

Outdoor transformer bays shall be adjacent to the Power Station building and shall
incorporate two hour rated firewalls between adjacent bays. Sunshades shall form an
integral part of the transformer bay design, arranged such, not to impede ventilation.
Each bay shall be provided with a lift off mesh security screen, with padlocked access
door.

Wherever applicable, bus duct entries through walls shall have a fire seal.

LV Switchgear shall comply with project specification for LV Switchgear (AB2-GGNSPE-3.35PE-03). Equipment shall have short circuit rating and other technical
specification in accordance with project specification and SLD/datasheet.
12.0 TRANSFORMER
12.1 Oil Immersed Transformer
Power and Distribution transformers shall be oil immersed type. The transformers must be
designed for erection outdoors and continuous operation. The ratings and technical
specifications of the transformers shall comply with the requirements listed in the equipment
specification and schedule document.
Overloading of transformer in accordance with IEC 60354 shall be possible and the bushings,
tap-changer etc. shall not restrict such duty.
Where a combination of two methods of cooling is applied to one transformer as for
ONAN/ONAF units, the transformer shall be capable of operating under the ONAN condition
up to the load as stated in the schedules.
Transformers shall be provided with voltage control equipment of the tap changing type for
varying the effective transformation ratio without phase displacement. Transformers equipped
with a manual or automatic on-load tap changer shall have a separate switching
compartment so that the oil can be independently sampled and filtered during operation.
Externally operated off circuit tap changing facilities shall be provided. Tapping range
shall be -5%, -2.5%, 0%, +2.5%, +5%; the values shall be clearly marked.

Padlocking facilities shall be provided for locking the tap changer in each tap
position.
13.0 AC UPS SYSTEM
AC UPS system shall be provided for critical process loads and instrumentation
system requiring uninterruptible maintained AC supply. Following loads in general
shall be connected to the AC UPS system:

The DC UPS system shall comprise of 2 Nos. 100% rated rectifier/ charger units and
2 nos. 50% rated back-up battery banks.
DC Distribution boards shall have at least 20% spare outgoing feeders.
A design margin of 10% shall be considered in deciding the total capacity.

15.0 BATTERIES
Batteries shall be rated to fulfill load requirement at an operating temperature of 5C
to 55C.
While sizing the batteries, temperature correction factors and ageing factor shall be
duly considered.
Normal vented nickel cadmium batteries fitted with recombination vent plugs shall be
used for high reliability and availability, long service life, survivability in site
temperature extremes and minimizing the need for charging during shipping, storage
and installation. However, for special cases where space is constraint, valve
regulated lead-acid (VRLA) batteries with absorbed electrolyte in a micro porous
structure can be specified.
All batteries shall be located in a suitably conditioned environment, preferably in
dedicated battery rooms, separate from the UPS unit but located as close as
possible to it.
16.0 BATTERY AUTONOMY TIMES:
The battery autonomy times are detailed below:

Start, reset, forward, reverse pushbuttons etc., shall be of the non-latching flat
shrouded actuator pushbutton type. Color shall be in accordance with the
respective IEC standard.

Indication lamps shall be of the low power consumption, long life type and
visible from a wide viewing angle.

Motors rated above including 5.5kW shall be provided with field ammeters.
Ammeters shall be of the flush mounting type with an accuracy class 1.5 or
higher according to IEC 60051 and shall be suitable for operation from a
current transformer with a 1 amp secondary winding. The ammeter shall have a
full-scale deflection with remaining scale compressed for the motor
starting current and be complete with an adjustable red pointer.
18.0 MOTORS
Squirrel cage induction motors shall be specified on account of their robust construction and
lower capital cost. For application where power factor compensation is beneficial and cost
permits, synchronous motor may be used.
All motors shall be designed for Direct On Line starting unless otherwise other methods of
reduced voltage starting are specifically mentioned.
Unless stated otherwise, the method of motor cooling shall be: -
a) M.V. Motors - TEFC or closed air circuit, air cooled (CACA) or as specified
elsewhere.
b) L.V. Motors - Totally enclosed fan cooled (TEFC), or unless specified elsewhere.
All motors shall be rated for continuous duty except for cranes/hoists/engine starting
which may be rated for envisaged duty cycle.
Winding insulation shall be class F. The motor temperature rise shall be as for class B.
Motors rated at 132 kW and above shall be provided with a minimum of six
embedded resistance temperature detectors, two per phase, in the hottest parts of

the stator winding with the connections brought out to a separate terminal box.
Motors rated 30kW and above shall be provided with a suitably rated anticondensation heater. Anti-condensation heaters shall be suitable for operation on a
single phase, 120V, 60Hz supply. Where there is a likelihood of condensation
occurring due to service or process conditions, anti-condensation heaters shall be
provided in motors rated less than 30 kW in a case to case basis. In case, the
supplier does not provide anti-condensation heater, the supplier must provide an
undertaking that there will be not be any detrimental effect on the life of the motor
due to condensation.
Motor starting current shall not exceed 6 times full load current inclusive of
tolerances.
All motor terminal boxes shall be on the left hand side of motor viewed from nondriving end. Terminal box of motor shall be suitable for rotation by 90.
Motor control systems shall be designed so that in the event of a component failure
or control power supply loss, the system will fail in a safe condition.
Under no circumstances shall drives be allowed to start only on reset of a stop
pushbutton or trip device. Drives shall be allowed to start only after fault has been
cleared in faulty circuit.
Each motor shall be provided with a control station located within 1 metre of the
motor unless specified otherwise. The switch shall be lockable in OFF position. The
control station shall be hardwired directly to the motor starter. Control station shall
include Start / Stop push button as a minimum unless stated otherwise.
The control for duty and standby selection of related drives shall be performed by the
control system.

The generators shall be sized to have at least 20% spare capacity for design margin. Motor
starting requirements and emergency loads shall be duly considered for sizing of generators.

Facilities shall be provided to enable full load test of the emergency generators during normal
plant operation. Necessary synchronizing facilities shall be provided where parallel operation
is envisaged.
20.0 LIGHTING
Lighting system shall consist of the following:

Normal and emergency lighting shall be fed by AC supply while escape/ critical lighting shall
be fed from self contained batteries and DC supply.

A multiplying factor of 0.8 (Maintenance factor) shall be used in the calculation for
the illumination level.
Lighting shall comprise internal lighting of buildings, plant lighting, area floodlighting,
security lighting, perimeter fence and unless otherwise specified.
Suitable fixtures (FTL / Incandescent / HPSV combination) shall be used for indoor
lighting. High-pressure discharge lamps may be used for practical and economic
reasons in case of lighting of tall buildings (e.g. Compressor sheds etc). Highpressure sodium luminaries shall be used for area floodlighting. Low pressure
sodium luminaries may be used for road lighting and security lighting.
All outdoor luminaries shall be provided with readily available safe means of
personnel access for maintenance purposes. Floodlighting poles may be 8-12m
high.
Lighting distribution boards shall be triple pole and neutral configuration with an
incoming isolator. Distribution boards shall have at least 20% spare circuits with a
minimum of two spare circuits.
Lighting circuits shall be single phase. Maximum loading for each circuit shall be

1.5kVA.
Distribution boards located outdoors shall have IP 65 rating and be provided with
personnel weather shelters. The boards shall have thermostatically controlled
heaters to ensure the correct operation of circuit breakers at low temperatures.
Measures shall be taken to avoid stroboscopic effects in the vicinity of rotating plant.
Control room lighting shall use low glare fluorescent luminaries with electronic
control gear together with dimming facilities in selected areas to ensure that the
control panel displays and VDU screens can be viewed by operators without glare,
reflections or eyestrain.
Lighting in external control panel areas shall be arranged to minimize shadows and
glare on control panel faces.
Aviation lights shall be placed on buildings / structures in accordance with applicable
standards.
21.0 EMERGENCY LIGHTING
Emergency lighting in all process and utility unit plant areas and buildings shall be
provided consistent with the requirements of plant operating and personnel safety
needs under failure conditions of the normal supply.
During normal operation both emergency and normal lighting shall be fed by normal
power source. On failure of normal supply, emergency lighting load shall be
transferred to Emergency source.
The number of emergency lighting fittings to be installed as a percentage of total
number of fittings shall be determined as follows:

Emergency lighting for escape inside buildings having a HVAC system controlled
environment shall be by fluorescent luminaries. The illumination level under
emergency conditions shall not be less than 5 lux average over the escape route.
Fire alarm call points and fire fighting appliances shall be adequately illuminated by
emergency lighting.
22.0 CRITICAL LIGHTING
All critical light fittings shall be equipped with integral battery backup.
Recommended areas for critical lighting are:
a) Control room
b) Substation
c) Emergency escape route
d) Any other specific areas requiring critical lighting
23.0 SOCKET OUTLETS AND PLUGS
These outlets shall include:
63A, 480V AC 3-phase, neutral and earth BS EN 60309 socket outlets in all plant areas
for connection to portable welding equipment and it shall be metal clad, outdoor
ndustrial type.
5A, 120V AC single-phase, neutral and earth BS 1363 socket outlets in control
rooms, offices, Guard Room, Switchrooms etc.

PMS panel shall have memory backup to avoid reprogramming after any power
interruption. All numerical relays of all types shall be communicable and connected
to PMS/DCS on IEC protocol with time stamping and time synchronization. The PMS
hardware shall be considered as redundant for CPU, Power supply, Communication
Modules etc
26.0 OTHER CONTRACT REQUIREMENTS
The requirements for As Built Drawings, Operation and Maintenance Manuals and
Spares shall be specified in the Contract Documentation.
