NEED

Appropriate planning and implementation of RD policies and


schemes is a continuous demand, given the need to ensure that
public resources are well utilized for intended purpose. For this
reason, demand for evaluation is rapidly growing. This has also
called for much stronger evaluation in order to ascertain whether
expenditures on a programme are delivering the desired results. At
the same time, development partners are becoming equally
interested in partnering with research and academic institutes to
generate effective and sustainable solutions. Development
evaluation therefore becomes central to streamlining programmes
and making informed policy choices. This programme proposes to
use examples of rural development programmes / schemes
contemporary to examine the core elements that constitute the
practice of development evaluation. It is therefore, felt necessary to
equip the rural development and M & E practitioners to enhance
the capacities on evaluation strategies of those involved in
implementation of rural development programmes / schemes.
Keeping in view of this requirement, the present programme has
been designed with the following objectives.

programmes at SIRDs / State / District level
OBJECTIVES
1. To discuss and understand key principles underlying successful
Planning, Monitoring and Evaluation (PME) for results
2. To understand appropriateness of evaluations and

3. To develop a model evaluation management plan for
selected RD programmes

TRAINING METHOD
Lectures cum discussions, case studies presentation, group exercises
by participants. In the group exercises, each participant group will
be given a task of analyzing any one of the rural development
programmes and to prepare an appropriate evaluation
management plan.
