2.1 GENERAL
A compulsory tender briefing and site visit will be conducted to ensure that the tenderers are fully
informed of the extent of work.
ElectraNet requires high levels of commitment towards the responsible and efficient management of
environmental, cultural heritage and native vegetation issues. The tenderer is also required to ensure
efficient management and communications/consultation with property owners along the line route to
ensure construction progresses smoothly. The tenderer will also be responsible for all QA
management issues during project construction.

2.1.1 Major Crossings (eg. Transmission Lines, Railway Lines,


Highways and Rivers)
Crossings of other transmission lines, rail lines, highways and rivers are as generally listed but not
limited to:

Distribution Lines (LCM50 Project Schedule Item 19);
Highways (LCM50 Project Schedule Item 20);
Roads (LCM50 Project Schedule Item 21);

Contractors will be deemed to be aware of regulatory requirements of Public Authorities whose assets
are crossed by the Works under the Contract. It is the responsibility of the Contractor to comply with
these requirements.

2.2 STANDARD SPECIFICATIONS


All equipment, materials and processes used shall comply in all respects with the latest issue at the
closing date for tenders of the relevant Standard Specifications of the Standards Association of
Australia, or lacking such Australian Standard Specifications, of the British Standards Institution,
provided that where the requirements of any such Standard Specification are specifically varied by
this Specification, then this Specification shall prevail.
The table below is provided as a quick reference guide to the various standards listed within this
Specification with which the Contractor shall comply and does not relieve either party to the Contract
form complying with those standards not listed.

2.4 CONTRACTOR REQUIREMENTS


The minimum Contractor requirements are:
a) Deliver the scope of work detailed in this RFT within the timeframe required and comply with
the specified safety, quality, environmental and contact conditions;
b) Ensure that the Contractors nominated Project Manager is the single point of contact for liaison
with ElectraNet for all aspects of the Works;
c) Provide and maintain a program in the format as described in Section 2.3 Program;
d) Provide (LCM50 Project Schedule Item 15) progress reports in format and content as specified
in Section 2.3 Program;
e) Attend regular (LCM50 Project Schedule Item 16) and special project progress meetings with
ElectraNet in Adelaide;
f) Allow ElectraNet access to undertake a Quality Assurance audit of the project documentation or
construction at any stage;
g) Immediately advise of any intended change of nominated personnel and obtain ElectraNet
approval;
h) Set up and facilitate a project start-up workshop in Adelaide with ElectraNet at the inception of
the project;

i) Set up and facilitate a project risk assessment workshop in Adelaide with ElectraNet prior to any
work commencing on site;
j) Manage Variations and Delays as per Contract requirements set out in Part C Conditions of
Contract of this RFT;
k) Liaise with ElectraNet and endeavour to minimise the negative impact of issues which may
affect the project outcome or which provides a basis for a potential claim against ElectraNet;
l) Exercise a Duty of Care throughout the project and encourage fellow project members to do the
same;
m) Ensure that Invoices are issued in an accurate and timely manner;
n) Refer all media enquiries regarding the project to the Superintendent;
o) Ensure that QA procedures are adhered to and associated documentation is submitted to
ElectraNet on a weekly basis;
p) Obtain approval from Superintendent for as-built changes, prior to implementation;
q) Liaison and communication with property owners along the line easement.

2.5 PROGRAM
The Contractor shall provide a detailed baseline program to the Superintendent within 10 working
days of Contract award.
The program shall consist of a resourced critical path, analysed bar chart for the procurement,
manufacturing and construction of the project, and provide sufficient details to accurately monitor the
project progress. The program is to be updated bi-weekly and presented in Microsoft Project or
equivalent acceptable to ElectraNet.
The schedule is to show the following milestones as a minimum:

The Project Program as submitted in accordance with the ElectraNet RFT Document and
encapsulated within this Contract shall not be altered or otherwise varied unless the alteration has
been submitted to and approved by the Superintendent.
The program shall be based on relevant dates provided in the ElectraNet RFT Document and stated
elsewhere in the Specification. The Contractor will be deemed to have made due allowance in their
tender for any reasonable action necessary to enable the dates specified to be met. The Program will
be deemed to include adequate allowance for all factors for which the Contractor shall not be entitled
to an extension of time or variation in payments.

The Contractor and the Superintendent shall keep each other informed of occurrences that may affect
the programme. Both parties shall make all reasonable efforts to nullify delays to the overall
program.
The Contractor shall update his work program to show the progress of all activities and to illustrate
any deviation during the previous month from the planned program and shall include:
a) The forecast time to complete each activity delayed
b) Actual start and finish dates for activities
c) Milestones for delivery of information (refer Clause 2.8)
The program shall be used for the purpose of progress reporting.

2.6 MATERIALS
2.6.1 Materials Supplied By the Superintendent
(a)

All conductors;

(b)

All OPGW;

(c)

All insulators;

(d)

Hardware (not ElectraNet preference).

Conductor, Insulators and OPGW will be available from the ETSA Utilities Angle Park Warehouse
usually between the hours of 9:30am and 4:00pm, Monday to Friday, after 30th Sept 2005, unless
otherwise agreed.
The Contractor shall liaise with The ETSA Utilities Warehouse Manager to arrange timing and
release of these materials. Usually, 5 working days notice will be required to arrange release of any
materials, unless otherwise agreed with the ETSA Utilities Warehouse Manager.
The Contractor shall be responsible for the delivery of these materials to site, including unloading.

2.6.2 Materials Supplied By The Contractor


All other materials not specified in 3.4.1, and all labour, tools and equipment required to carry out the
Contract shall be supplied by the Contractor.

2.6.3 Cable Drum Lengths


The Superintendent will supply the conductor on standard steel drums. Olive conductor will be
supplied in nominal drum lengths of approximately 2500 metres.
The optical fibre ground wire (OPGW) will be supplied on wooden drums in appropriate lengths 6000
metres per drum.
Upon request, the Contractor will be advised of the approximate weights and dimensions of the cable
drums to be supplied by the Superintendent.
All lengths quoted are approximate figures only and are given in good faith. The Superintendent shall
not be responsible for any variation between estimated and actual lengths.

2.6.4 Transport of Materials


Conductor, Insulators and OPGW:
(a) Availability of the above items will be as detailed in Section 3.4.1.;

(b) Prior to the transport of OPGW, the Contractor shall carryout the necessary tests to verify that
the fibres of the OPGW are in proper working order. The Contractor shall liaise with the
ETSA Utilities Warehouse Manager to make arrangements for this activity;
(c) The Contractor shall prepare suitable areas on the easement for these field dumps and shall be
responsible for provision of the access necessary to reach them. Access and site storage areas
shall not be prepared or used unless approved by the Superintendent. The approval of the
Superintendent shall not be unreasonably withheld but will take into account local land use
considerations, environmental factors and the possibility of damage to or vandalism of the
materials. The cost of field dumps and access to them and site weed management shall be
included in the schedule of rates for stringing;
(d) The Contractor shall be responsible for the security of these items from time of taking
possession from the Superintendent. Where the Contractor has made provision for the direct
delivery of conductor/OPGW, etc; to field dumps then the Contractor shall accept
responsibility for the security of these items upon delivery and for the workplace health and
safety of those in and around the dump (i.e.: private vehicle movement etc);
(e) The Contractor shall promptly return empty steel cable drums to the nominated freight depot
in Adelaide. The Contractor shall load and unload these here, including the provision of
necessary loading and unloading facilities. All empty drums are to be returned within one
month of completion of Stringing of each section of the work. The Contractor is to dispose of
wooden drums and packing in a manner approved by the Superintendent. Burning on-site is
not permitted;
(f) The Contractor shall be responsible for the cost of repair for any damage to steel conductor
drums whilst they are in the Contractors possession.

2.6.5 Losses and Breakages of Material


The Contractor shall use his best endeavours and care to economise in the use of materials supplied
by the Superintendent and in particular shall avoid distributing and using conductors or OPGW so
that short lengths are left unused.
No allowance has been made by the Superintendent for any losses or breakages of, or damage to
materials caused by the Contractor.
The Contractor should be aware that there are lead-times of up to 26 weeks on some materials
supplied by the Superintendent and that shortage of material caused by the Contractor's actions or
omissions will not be grounds for an extension of time.

2.6.6 Materials Not Accounted for and Materials Not Used


The Contractor shall in respect of all materials supplied by the Superintendent, account for the same
by including them in the works or by returning them in good condition to the location nominated by
the Superintendent within the Adelaide metropolitan area nominated. All such materials not so
accounted for shall be paid for by the Contractor at rates certified by the Superintendent as being the
costs to the Superintendent in respect of their acquisition plus costs associated with their storage and
transfer to the Contractor or at current replacement values whichever is the higher.
Insulators to be returned shall be properly crated and surplus conductor in good condition shall be
wound on drums and battened as directed by the Superintendent before return to the Superintendent's
Store.
The Contractor shall be responsible for the costs of returning all surplus materials, not required by the
Superintendent, to a scrap merchant.

2.7 PROJECT MEETINGS


The Contractors nominated project manager and relevant technical personnel shall attend progress
and review meetings with ElectraNet representatives in Adelaide. These may include but are not
limited to the following meetings:

2.7.1 Inception meeting


A project inception meeting will take place in Adelaide at a mutually agreed time early in the project
period prior to any work on site or procurement of materials. All key personnel are to attend this
meeting as the purpose of the meeting is to provide an introduction of team members and also as a reiteration of ElectraNet expectations and requirements. The Contractor can also make use of this
opportunity to obtain high-level clarification of both Contractual and project issues.

2.7.2 Regular progress meetings


Regular progress meetings (LCM50 Project Schedule Item 16) are to be attended by the
Contractors representative and will take place in Adelaide. The Contractors representative is
required to present a regular report to the ElectraNet stakeholders at these meetings, and also provide
general feedback to project progress, covering areas such as equipment procurement, construction,
commissioning, training and Quality Assurance. A joint review and update of the Project Risk log
will also take place during these meetings. This forum will provide the opportunity for open dialogue
between stakeholders to promote an awareness of issues relating to the project amongst all parties.

2.7.3 Overall Project Co-ordination Meetings


The Superintendent will require to periodically convene an overall project co-ordination meeting in
Adelaide to discuss interface matters between the various contracts established. The timing and
frequency of these meetings are not yet been determined, but will be held as deemed necessary by the
Superintendent. It is envisaged that the frequency will not exceed one meeting every six (6) to eight
(8) weeks. The Contractor will be required to attend these meetings when called by the
Superintendent.

2.7.4 Project close-out meeting


A closeout meeting will be held after practical completion of the project. The purpose of this
meeting is to finalise any outstanding issues in terms of Contractual matters and to review
experiences gained and lesson learnt throughout the project life.
Prior to this meeting, the Contractor will be required to submit, to the Superintendent, a report
detailing the Contractors opinion as to the manner in which the Superintendent has delivered the
project. This should indicate positive actions by the Superintendent in the project and areas that
require improvement to assist the better success of future projects.

2.8 QUALITY ASSURANCE AND RECORD KEEPING


2.8.1 Right of Access
The Contractor shall provide access for the SQAR to the Contractor's and the Subcontractor's
premises or working area for the purpose of quality surveillance, progress assessment and quality
audits.

2.8.2 Quality Assurance by the Contractor


All Quality Assurance issues on site shall be the sole responsibility of the Contractor. The Contractor
must appoint a full-time Quality Assurance Representative (CQAR) to manage all QA issues. This
representative shall not be the Construction Manager or another officer who also holds an additional
role on site, unless otherwise agreed with the Superintendent.
The Superintendent will appoint his own Quality Assurance Representative (SQAR), as a means to
verification of submitted QA documentation. This representative will carry out random checks, to
ensure that all QA issues are being conducted in the correct manner.
Each activity on site and the installation of each structure must be supported by relevant QA
documentation including, but not limited to, digital photos and inspection test plans. This
documentation shall be submitted to the SQAR on a weekly basis. It is required that the CQAR and
EQAR meet on a regular basis to discuss any issues arising from the regular weekly documentation.
These meetings shall occur prior to the regular progress meeting, to enable QA issues to be handled
separately.

2.8.3 Stock Items


The Contractor shall notify the Superintendent of any products supplied from their inventory (stock) and
shall, if requested, demonstrate by objective evidence that they were manufactured under a recognised
Quality System.

2.8.4 Traceability

2.8.5 Records
During the Contract:
The Contractor shall retain sufficient records as objective evidence to assure the Superintendent that
Contract requirements are being met.
A register of those records shall be maintained.
Subcontractors' records and suppliers' certificates pertinent to the Contract shall be included.
The Register of Records shall be made available to the SQAR for verification on request. Originals
of documents shall be provided for examination on request. The minimum records that the
Contractor is to maintain for this Contract are:

The Contractor shall supply to the Superintendent two copies of the above mentioned records within 2
weeks of the completion of each element of the work, i.e. foundations, tower fabrication, tower
erection, stringing etc.
The Contractor shall provide the Superintendent with copies of any test results requested by the
Superintendent, within the time stipulated by the Superintendent.
On Completion of the Contract:
The Contractor shall submit the Register of Records to the Superintendent within 4 weeks from the
Date of Practical Completion. The Superintendent may select specific records from the Register and
the Contractor shall provide these.
Records for products subject to approval by the relevant Regulatory Authority shall be delivered to
the Superintendent no later than when the product is delivered. The Contractor shall retain the records
for 18 months after Practical Completion.

2.9 DOCUMENT/NOTICE SCHEDULE


This schedule is intended as a quick reference guide to the timing of the various notices and
documents required in this Specification. However, it is by no means exhaustive of the requirements
of either the Contractor or the Superintendent. This schedule does not include General Conditions of

The Contractor shall ensure that any calculations and drawings that are prepared by the Contractor for
permanent structures and foundations shall undergo independent design verification and be certified
by an ElectraNet nominated private certifier in accordance with the South Australian Development
Act 1993.
Should the Contractor wish to supply any alternative designs, the issue of certification must be
discussed with the Construction Manager regarding ElectraNet design management and quality
control process.
Prior to design verification, the contractor shall submit the proposed design including all design
documentation to the Construction Manager for functional engineering review to ensure compatibility
with the design intent and acceptance of the proposal.

2.11 SUBSTATION ACCESS


2.11.1

General Access

The Contractor will be required to liaise with the substation works contractor to arrange access to the
substation. Only a properly endorsed contractor and individuals with the correct accreditation will be
granted permission of access.

2.11.2

Terminal Structure

The substation terminal structure will be available to take landing span loads as of 1st December 2005.
The Contractor should take this into account when developing the work programme.

2.12 ENVIRONMENTAL MANAGEMENT


The Contractor shall comply with the Environmental Management Plan (EMP) developed for the
Bungama Project, included in Section C of the RFT. The EMP requires the Contractor to prepare a
Construction Environmental Management Plan (CEMP), which is acceptable to the Superintendent.
Items that must be addressed in the CEMP include vegetation, clearance management, cultural
heritage management, erosion control and waste management.
The Tenderers attention is particularly drawn to the requirements included in the EMP, to set up
nematode and weed control wash down areas, at locations nominated in the Access Plans included in
Section C of the RFT.
Any costs associated with complying with the requirements of the EMP eg. spraying of vehicles to
control the spread of nematode and weeds, shall be deemed to be included in the rates submitted.

2.13 STRUCTURE DRAWINGS SUPPLIED BY THE


SUPERINTENDENT
The Superintendent will supply the following drawings:
