Volunteerism Public Awareness Campaign Coordination

Peace Corps Armenia intends to award a 3-month contract to an Armenia-based


organization to coordinate a nationwide Volunteerism Public Awareness
Campaign in conjunction with the Volunteerism Initiative Program (V2) awarded
under the previous RFP No. 10-01.

You are invited to submit a proposal in accordance with the requirements of the
enclosed RFP No. 10-02. Proposals must be received by Peace Corps Armenia no
later than the local time on the due date stated above and in the RFP.

This solicitation in no way obligates Peace Corps Armenia to award a contract,


nor does it commit Peace Corps Armenia to pay any cost incurred in the
preparation and submission of a proposal in response hereto. Furthermore,
Peace Corps reserves the right to reject any and all offers, if such action is
considered to be in the best interest of the Peace Corps.

Offerors are encouraged to read the entire solicitation, which includes all
pertinent technical sections and the terms, conditions and instructions
required for submitting a proposal. By email only, please submit all questions
about this RFP no later than 12:00 hours (Yerevan time), Friday 25 June 2010,

I.
SUPPLIES OR SERVICES
1.1 PURPOSE
The purpose of this contract is to provide technical assistance and services as described
in detail in Section II, Statement of Work (SOW) for the coordination of the V2
Program nationwide Volunteerism Public Awareness Campaign in Armenia in order to
increase the knowledge and understanding of volunteer community service activities
within the general population and emphasize the importance of volunteer service for
improving social conditions and communities in general.
1.2 CONTRACT TYPE
This is a Fixed-Fee (FF) term contract for services and supplies in local currency at the
exchange rate on the contract signing date. For the consideration set forth below, the
Contractor shall provide Level of Effort as described in Section 3.4.
1.3 PAYMENT OF FIXED FEE
The payment will be paid via EFT in dram. The payment cycle will be determined
during the contract negotiations.
II. Statement of Work
2.1 Goals and Objectives
This Statement of Work is intended to obtain technical assistance support to promote
increased understanding, appreciation of, and participation in volunteer and
community service activities in Armenia within the general population. Technical
assistance services are specifically intended for V2 Workshop participants to build
their professional knowledge, skills and abilities to plan and implement local
communication campaigns on volunteerism in order to increase the profile of
volunteer work and inspire more people to participate in volunteer community service
activities. This will be achieved through the Contractor providing technical support
activities at the regional level and coordinating a nationwide Volunteerism Public
Awareness Campaign.
The primary objectives of the Statement of Work are:
Volunteerism Public Awareness Campaigns (Part 2 of overall V2 Program)
- The contractor will coordinate with and provide assistance to V2 Workshop (Part 1)
participants for implementing at least 15 local public awareness campaigns and
implement a nationwide Volunteerism Public Awareness Campaign between 12 July
and 12 October that highlight what is occurring at the community level. These
campaigns will be broad-based and may consist of but not be limited to the promotion
of community service events, door-to-door canvassing, announcements via mass media
outlets, public service announcement, posters, leaflets, etc. These events will also be
designed, in part, to promote the Youth Camps & Forums to be held August –
September 2010 (Part 3).
2.2 Background
As a global service organization with nearly 50 years of experience, the U.S. Peace
Corps headquarters launched a Volunteerism Initiative as a way to help Volunteers
inspire and support host country volunteerism by integrating elements of service
learning into community development work. This collaborative process built upon
some of the best existing resources available in the field of service learning and the
current work of Peace Corps Volunteers and field staff. These efforts along with the
recommendations of a task force that was charged at looking how the Peace Corps
can better leverage the valuable opportunities presented to support and expand host
country volunteerism in the countries in which the Peace Corps serves resulted in the
development of the V2 Volunteerism Action Guide: Multiplying the Power of Service
(attached).
Over the past 17 years, Peace Corps Armenia has placed Volunteers in small and
medium sized communities with schools or non-governmental organizations (NGOs)
as their primary counterparts. Many Volunteers have reported that the terms
“volunteer” and “volunteerism” generally do not have the same meanings for residents
of Armenia and PCVs, and they have found it difficult to motivate and inspire their
host community members to organize or participate in volunteer activities. In
Armenia, there appears to be a gap between understanding volunteering for
community service activities and being a volunteer with an organization. Too often,
people do not see the link between civic responsibility and participating in volunteer
community service activities for the betterment of their communities and in turn their
personal and families lives. Volunteerism can give people a greater sense of ownership
of their communities and control over community development processes.
To address these issues, Peace Corps Armenia, with funding from the USAID Armenia
Mission through an inter-agency agreement, developed the V2 Program to increase
the knowledge, skills, and attitudes about volunteerism of the host country
counterparts with whom the PCVs work and live. This three part project aspires to
educate and increase awareness of volunteerism and civic responsibility in Armenia
where Armenians and Americans can learn from one another and develop new skills
through community service activities.
Through the V2 Program, Peace Corps Armenia hopes to transfer the necessary
knowledge, skills and attitudes for sustained, relevant, and vibrant volunteer activities
and communities to host country counterparts and organizations. The V2 Program
aspires add to the critical mass of people doing community service to make Armenia a
better place to live and thrive
2.3 General Program Parameters and Requirements
The overall goal of the V2 Program is for PCV host country partners to build their
professional aptitude in three specific areas; 1) Improved knowledge of volunteerism
and community service programs; 2) Enhanced skill at developing & managing
volunteer programs, communication campaigns, & events, and recruiting & evaluating
volunteer work; and 3) Exemplify a positive attitude towards volunteer work for
creating vibrant communities and using volunteerism as a means of professional
growth. This RFP seeks services to promote increased understanding, appreciation of,
and participation in volunteer and community service activities in Armenia within the
general population via public awareness campaigns.
The following general guidance is provided with respect to the strategy, geographic
focus, program management, gender considerations, and sustainability. These
parameters and requirements apply to the overall performance of the Contract.
a. The proposal strategy should be based on the following principles
i. Alignment with other community service/volunteerism promotion efforts in
Armenia and create synergies through effective linkages with other partners,
programs, and activities
ii. Use existing structures and resources, e.g. PCVs, local NGOs, local
governments, community leaders, etc.
iii. Use resources effectively and strategically
iv. Achieve quality programming with the ability to scale-up and broaden the
scope of volunteerism promotion
b. The geographic focus is outside of Yerevan in the regional provinces at the local
level. The proposal should specify where the public awareness campaigns will take
place and the strategy for a coordinated nationwide campaign.
c. The program management structure should be clearly defined with roles and
responsibilities and how the Contractor envisions working with Peace Corps
Armenia and PCVs in the field.
d. Gender considerations are important and must be woven into all activities and
content
e. The proposal should show how the methods, materials, and interventions proposed
will achieve sustainable action beyond the V2 Program
2.4 Services and Tasks Required
The Contractor will provide the services and deliverables specified below.

- The contractor will coordinate with and provide assistance to V2 Workshop (Part 1)

campaigns will be broad-based and may consist of but not be limited to the promotion

September 2010 (Part 3). The Offeror should describe how they envision working with
Peace Corps Armenia, the participants from Part 1 including the PCVs in the field, and
how they will address sustainability for the promotion of volunteerism.
2.5 Expected Results
The Contractor shall work in conjunction with Peace Corps and key stakeholders to
address the following overall results:
Outcomes:
1. At least 15 public awareness campaigns will be planned with and implemented by
the participants of Part 1 and PCVs in the region/area over a 3 month period to
raise the profile and social perception of volunteerism. The number is dependant
upon the number of participants in Part 1 and collaboration between the
participants.
2. People in the communities where the campaigns are conducted gain a greater
appreciation for volunteerism.
3. People in the communities where the campaigns are conducted are more willing to
become a volunteer in their community.
4. The profile and perception of volunteer community service will be raised in the
general population leading to increased participation in volunteer activities.
Outcome 1 will be assessed by PCVs in the field. The Offeror should propose how to
assess Outcomes 2 through 4.
2.6 Key Personnel
The Offeror shall identify the key personnel for the performance of this contract. This
includes the person who will manage the overall contract and performance
requirements must be specified. A brief description of this person’s qualifications
must be included as well as his/her resume attached. The Offeror shall also provide
names of coordinators and other personnel and a brief description of their
qualifications.
After the award, no replacement of personnel shall be made by the Contractor without
the written consent of Peace Corps.
2.7 Reports and Deliverables
The following reports and plans are required of the Contractor:
1. Collaboration Plans

3. Monitoring and Evaluation and Plans
4. Progress Reports
5. Financial Reports
6. Special Reports
7. Final Report
Following the award, Peace Corps will determine the content and schedule for these
reports and plans in collaboration with the Contactor.

3.3 Project Overview:
This Request for Proposals (RFP) is to award a contract to an Armenian organization
for the services described in Section II of this solicitation. An organization may choose
to submit with partner organizations or sub-contractors. If so, then the prime
contractor must be clearly identified along with the roles of the sub-contractors.
This component of the overall V2 Program consists of attendees at the V2 Workshop
implementing local public awareness campaigns throughout Armenia and coordinated
by the Contractor into a national Volunteerism Public Awareness Campaign to inform
people of projects connected to the V2 Program, and increase their understanding of
and attitude towards volunteer community service. Coordination between Parts 1 and
3 is essential for optimal program effectiveness.
The overall goal of the project is to increase awareness and participation at the local
level throughout Armenia on civic responsibility and volunteerism. The overarching
goal for the program and for its sustainability is that Armenian participants will
continue to organize and implement community service activities with only advisory
assistance from Peace Corps.

Project Duration: 60 working days (estimated)
*Note: The chosen implementation partner(s) will work with Peace Corps on final timeline
dates. However, Peace Corps is very committed to sticking to this overall timeline. Partner(s)
will work with Peace Corps to create best practice monitoring tools throughout the life cycle of
the project to ensure the best tracking of the overall success of the project at its completion.

3.5 Budget:
Peace Corps Armenia has a set budget for implementation. No award shall exceed
4,500,000 AMD in total. Within the project proposal submission, a budget narrative as
a companion to the budget template is required.
With the submission of your proposal the spreadsheet needs to be attached for
consideration. The organization must fill out all costs associated with implementing
this project for review.
The following is a review of all the areas to ensure the spreadsheet is filled out
correctly.
1. Organization Fees is a section to fill out for staff time/salaries and any fees
charged by the implementation partner for delivery this project.
2. Travel for Organization is an area to put any travel costs for the staff
implementing the project (site visits, meetings in Yerevan, and so forth).
3. Travel/Per Diem is an area to estimate the costs of travel for project
participants.
4. Food and Lodging is the area to put these costs associated with project
participants if needed.
5. Materials/Supplies/PR is the area to put all costs associated with administering
this project – Peace Corps Armenia expects the implementation partner
organization to buy materials, resources, production services, etc. needed for the
campaigns.
6. Other is for any costs not represented in the other areas which are needed for
the project (such as any costs associated with monitoring throughout project for
success, bank fees, and so forth).
Any line item over 40,000 AMD will need a price quote attached for review in the
proposal submission. Peace Corps Armenia wants the most competitive rates.
3.6 Submission Information:

Any Armenian organization that has the capacity and experience to implement this
project with Peace Corps Armenia may submit a proposal for consideration. An
organization may choose to submit with partner organizations or sub-contractors. If
so, then the prime contractor must be clearly identified along with the roles of the sub-
contractors.
Offerors must include the following information in their final submission. Offerors can
also submit additional information other than what is required below. Any missing
required information may be grounds for not considering the proposal. All
submissions must be in English.

• Explanation & Examples of How Organization will implement project; include
training activities, coordination plans, awareness campaign

include how many staff are needed for the project, past experience/references for
this kind of implementation, and so forth
• Detailed Timeline for Work Implementation
• Detailed Budget for Project & Budget Narrative
*Note: Peace Corps will own the copyright on all information at the completion of the
project – however, the implementation partner will be recognized throughout the
project for the work done and the material will be made freely available to any
organization that requests it.
3.7 Evaluation Criteria:
Peace Corps Armenia will award this contract based on a “best value” for services. This
means that the proposed services and supplies are of high quality and within market
value. Proposals will be evaluated on the following criteria:
• Activities are innovative and well integrated with all components of the V2
Program
• Personnel have appropriate expertise and background
• Promotional material/activities show a high assurance for repeated use and
sustained campaigning after the project ends
• Budgeted costs for services and supplies are within local market ranges

3.8 Submission Deadline:

submission through mail is acceptable. Nicholas Bruno is the point 0f contact if you

Again, all project proposal submissions are due Tuesday 29 June 2010 by
18:00 hours; and must be in sent via email or arrive at the Peace Corps office by
that date and time. Proposals sent/received after the submission date will not be
considered for this project.
