distributed this past year.

once again offer bus service from 6:30 p.m. 3:00 a.m. on New Years Eve. Merry Christmas and Happy
New Year to the citizens, colleagues, and staff. Thanked all citizens who volunteered one way or another
during the past year.

6.1 Public Hearing: Fixing the Special Levy Rate - Business Improvement Area
Motion: That Moncton City Council approve the following:
That formal approval of the Downtown Moncton Centre-ville Inc. proposed operating budget for the
year 2012, in the amount of $732,883.00 be granted;
That given no formal objections to the proposed budget when published were received, that the Special
Levy Rate for 2012 be established at 0.16/$100.00 of Assessment based upon projected data 2012
Assessments;
That City Council give first reading to the Special Levy By-law being By-law #A-1002.11 a By-law in
Amendment of a by-law relating to the approval of the budget for Downtown Moncton Centreville Inc.
and to establish a special Business Improvement Area Levy in the City of Moncton as reflected on the
agenda as item 7.1

Tender: #TCS11-101 Supply and Installation of Emergency Diesel Generator (Turtle Creek Pumping
Station)
Motion: That the renewal of the yearly maintenance contract with Oracle Corporation to supply upgrade
and support services to the City of Moncton be approved for the period January 01, 2012 to December 31,
2012 and that the Mayor and city Clerk be authorized to sign all related contract documentation.

Motion: That the purchase and installation of Three (3) Cab Enclosures for ATV Units #768, #769 and
#772 be awarded to the Vendor offering the lowest total quoted price meeting the Specifications, being
Veseys Equipment, at a total cost of $13,548.54 including HST @ 13%, and the recommended safety
features.
That Moncton City Council authorize the release of funds from the General Capital Fleet Reserve Fund for
the purchase and installation of the cab enclosures in the amount of $12,400.97. This amount includes the
Total Quoted Price less the HST rebate.

Resolution: Withdrawal from General Operating Reserve for 2011 Deferred Maintenance Costs incurred
RESOLUTION
WHEREAS
Section 90 of the Municipalities Act of New Brunswick confers power on City Council to create a
General Operating Reserve Fund; and
WHEREAS
Regulation 97-145 under the said Act requires that withdrawals from the General Operating
Reserve Fund be authorized by resolution; and
WHEREAS
the City Council approved Deferred Maintenance projects by way of adopted decisions of Council
with costs to date totalling $519,739.45
WHEREAS
Section 90 of the Municipalities Act of New Brunswick confers power on City Council to create a
General Operating Reserve Fund; and
WHEREAS
Regulation 97-145 under the said Act requires that withdrawals from the General Operating
Reserve Fund be authorized by resolution; and
WHEREAS
the City Treasurer recommends a withdrawal from the General Operating Reserve Fund in the
amount of $2,000,000 to offset the projected deficit in the 2011 General Fund;
THEREFORE BE IT RESOLVED that authorization be granted for a withdrawal in the amount of $2,000,000
from the General Operating Reserve Fund to offset the projected deficit in the 2011 General Fund.

RESOLUTION
WHEREAS
Section 90 of the Municipalities Act of New Brunswick confers power on City Council to create a
General Operating Reserve Fund; and
WHEREAS
Regulation 97-145 under the said Act requires that withdrawals from the General Operating
Reserve Fund be authorized by resolution; and
WHEREAS
the City Council approved the withdrawal of $ 450,000 from the General Operating Reserve Fund
during the 2011 Capital Works Budget approval to be applied against the Capital costs for Capital
Projects of Micro-surfacing and Crack-filling in the amount of $ 250,000 and Millennium(Linear)
Trail Development in the amount of $ 200,000 ; and
WHEREAS
the City Council approved the 2011 Capital Works Budget on February 7, 2011
THEREFORE BE IT RESOLVED that authorization be granted for a withdrawal in the amount of $450,000 from
the General Operating Reserve Fund to be applied against the Capital costs for Capital Projects of Micro-surfacing
and Crack-filling in the amount of $250,000 and Millennium (Linear) Trail Development in the amount of $
200,000.

WHEREAS the said Act requires that deposits made into the General Capital Reserve Fund be authorized by
resolution; and
WHEREAS the City Treasurer recommends the deposit of $23,002.08, be made to the General Capital Reserve
Fund for the net proceeds from equipment auctions.
THEREFORE BE IT RESOLVED that authorization be granted for a deposit in the amount of $23,002.08, into
the General Capital Reserve Fund.

WHEREAS section 90 of the Municipalities Act of New Brunswick confers power on City Council to create a
Utility Operating Reserve Fund; and
WHEREAS the said Act requires that deposits made into the Utility Operating Reserve Fund be authorized by
resolution; and
WHEREAS the City Treasurer recommends the deposit of $400,000, be made to the Utility Operating Reserve
from surplus funds generated in the 2011 Utility fund.
THEREFORE BE IT RESOLVED that authorization be granted for a deposit in the amount of $400,000, into the
Utility Operating Reserve Fund.

WHEREAS
The Province of New Brunswick has notified the City of Moncton that
the 2012 Tax Base Denominator for Rate purposes for Assessments is
$6,639,708,000.
THEREFORE BE IT RESOLVED THAT: the sum of $133,078,435 be the total operating budget of the
Municipality, that the sum of $108,844,735 be the Warrant of the Municipality for the ensuing year, and that the tax
rate for the Municipality be $1.6393.
The Council orders and directs the levying by the Minister of Local Government of said amount on real property
liable to taxation under the Assessment Act within the Municipality of the City of Moncton.

WHEREAS
Section 90(4) of the Municipalities Act of New Brunswick confers power on City Council to pass
a by-law creating a General Capital Reserve Fund; and
WHEREAS
the City of Moncton on April 02, 2002, enacted By-Law number A-702 for such purpose; and
WHEREAS
the said Municipalities Act requires that expenditures from the reserve fund be restricted to those
which authorize the payment of capital expenses and such expenditures be authorized by
Resolution or By-Law; and
WHEREAS
the City has purchased the following by way of adopted decision of Council on December 19,
2011
$12,400.97
NOW THEREFORE BE IT RESOLVED THAT the sum of $12,400.97 be released from the General Capital Fleet
Reserve Fund covering the purchase and installation of the above-noted equipment, this being the procedure dictated
by way of Provincial Legislation.

une bonne anne tous. Elle remercie les employs du travail qu'ils ont accompli tout au long de l'anne.

Il remercie le personnel pour leur appui au cours de la dernire anne. Il remercie John Martin et son
personnel pour le budget de cette anne.

Elle rappelle tous de prendre le temps d'admirer les lumires partout dans la ville. Elle remercie
galement le personnel pour son travail acharn.

aimeraient recevoir des dons cette priode de l'anne.

Il flicite M. Sean Tobin pour ses nouvelles installations. Il mentionne que la Journe des botes d'aliments
de l'organisme Headstart est ce jeudi, partir de midi. Cet organisme sans but lucratif vient en aide
beaucoup de familles dans le besoin. Il souhaite un joyeux Nol et une bonne anne tous.
Kathryn Barnes
Elle mentionne qu'elle a assist aux comptitions de badminton qui se sont droules la semaine dernire et
que beaucoup de pays y taient reprsents. Codiac Transpo offrira encore cette anne le service d'autobus
de 18 h 30 3 h la veille du jour de l'An. Elle souhaite un joyeux Nol et une bonne anne tous les
citoyens, ses collgues et au personnel. Elle remercie les citoyens qui ont fait du bnvolat d'une faon ou
d'une autre au cours de la dernire anne.

Il remercie le personnel, ses collgues et les citoyens, ainsi que les entreprises, qui ont travaill fort tout au
long de 2011.

Il fait remarquer quel point l'anne 2011 a t remarquable pour la Ville de Moncton. Il remercie
personnellement ses confrres et consurs membres du Conseil. Il remercie tous les membres du
personnel pour leur aide faire de la ville ce qu'elle est aujourd'hui.

4.1
La conseillre Barnes dit ne pas tre certaine des aspects ngatifs de la fluoration et tend vouloir appuyer
la motion.
La conseillre Thriault appuie la motion.
Le conseiller Boyce a lui aussi effectu un sondage, mais par courriel. Il a sond environ 4 000 citoyens et
une majorit crasante souhaitait que la fluoration de l'eau cesse.
Le conseiller Bourgeois explique les raisons qu'il a de vouloir que la fluoration de l'eau cesse dans le
systme d'aqueduc municipal. Il appuiera la motion. Voici ce qu'il suggre au Conseil :
Que le Conseil et le personnel communiquent avec les districts scolaires et leur demandent de
fournir chaque lve, chaque anne, une brosse dents et du dentifrice.
Examiner les autres produits chimiques qui sont ajouts au rseau d'aqueduc pour valuer leur
efficacit, et s'ils ne sont pas utiles, les liminer eux aussi.
Le conseiller Hicks mentionne que bon nombre d'autres collectivits ont cess d'ajouter du fluor l'eau de
leur rseau d'aqueduc. Il appuie la motion.
Le maire LeBlanc remercie tous ceux qui ont particip au dbat. Il donne l'exemple de la municipalit de
Dorval, au Qubec, qui a cess de procder la fluoration de son eau pour ensuite constater une
augmentation considrable de la carie dentaire. La municipalit a depuis recommenc ajouter du fluor
l'eau. Il stipule que la dcision ne devrait pas tre prise par les municipalits, mais par le ministre de la
Sant de la province ou mme par Sant Canada. Il lit une lettre qu'il a reue de Sant Canada. Aprs
avoir lu la documentation de Sant Canada, il votera contre la motion.

crer un fonds de rserve de fonctionnement gnral;
ATTENDU QUE le rglement 97-145 en vertu de ladite loi exige que les retraits provenant du fonds de rserve de
fonctionnement gnral soient autoriss par une rsolution;
ATTENDU QUE
le Conseil municipal approuve les projets d'entretien diffrs par voie de rsolution
adopte par le Conseil, un cot s'levant 519 739,45 $ ce jour.
ATTENDU QUE l'article 90 de la Loi sur les municipalits du Nouveau-Brunswick autorise le Conseil municipal
crer un fonds de rserve de fonctionnement gnral;
ATTENDU QUE le rglement 97-145 en vertu de ladite loi exige que les retraits provenant du fonds de rserve de
fonctionnement gnral soient autoriss par une rsolution;
ATTENDU QUE le trsorier municipal recommande que soit effectu au fonds de rserve de fonctionnement
gnral un retrait de 2 000 000 $ pour contrebalancer le dficit projet du fonds d'administration

crer un fonds de rserve de fonctionnement gnral;
ATTENDU QUE le rglement 97-145 en vertu de ladite loi exige que les retraits provenant du fonds de rserve de
fonctionnement gnral soient autoriss par une rsolution;
ATTENDU QUE le Conseil municipal a approuv le retrait de 450 000 $ du fonds de rserve de fonctionnement
gnral lors de l'approbation du budget des travaux d'immobilisations de 2011 pour que cette
somme soit applique aux travaux d'immobilisations de surfaage et de remplissage des fissures
s'levant 250 000 $ et d'amnagement du sentier du millnaire (linaire) s'levant 200 000 $;

IL EST PAR CONSQUENT RSOLU QUE le budget d'exploitation de la municipalit s'lve 133 078 435 $,
que la somme du mandat municipal soit de 108 844 735 $ pour l'anne qui suit et que le taux d'imposition de la
municipalit soit fix 1,6393 $.
Le Conseil demande au ministre des Gouvernements locaux de procder au prlvement dudit montant sur les biens
rels assujettis l'imposition en vertu de la Loi sur l'valuation au sein de la municipalit de Moncton.

ATTENDU QUE le paragraphe 90(4) de la Loi sur les municipalits du Nouveau-Brunswick autorise le Conseil

ATTENDU QUE le 2 avril 2002, la Ville de Moncton a dcrt l'arrt A-702 cette fin;
ATTENDU QUE ladite Loi sur les municipalits stipule que les dpenses provenant du fonds de rserve se limitent
celles autorisant le paiement de dpenses d'immobilisations et que de telles dpenses sont
autorises par voie de rsolution ou d'arrt municipal;
ATTENDU QUE la Ville a fait l'acquisition suivante par voie de rsolution du Conseil adopte le 19 dcembre

Trois (3) cabines de VTT, dduction faite du remboursement de la TVH

IL EST PAR CONSQUENT RSOLU QUE la somme de 12 400,97 $ soit retire mme le fonds de rserve
d'immobilisation gnral de la flotte pour l'acquisition et l'installation du matriel susmentionn, conformment la
