A day after Prime Minister KP

Sharma Oli tendered his
resignation, President Bidhya

called on the political parties
represented in Parliament to
elect a new prime minister
within seven days on the basis
of political understanding.
The President has ordered
to remove difficulties as per
Article 305 of the Constitution
of Nepal and asked the political parties represented in
Parliament to elect a new
prime minister based on political understanding as per
Article 298 (2) of the same
constitution within seven
days, reads a press statement
issued by the Office of the
President on Monday.
However, chances of a new
government based on political understanding, which
squarely means a national
consensus government, are
slim. Hence, efforts to form a
majority government, as per
Article 298 (3), will start after
the seven-day deadline of the
President ends.
Article 298 (3) of the constitution states: In the event of

Advising the leaders to

asked them to narrow down
differences among parties.
It would be easy to address
the remaining issues if
relations between the major
parties remain cordial, the
President is learnt to have

In response, Dahal and
Deuba
informed
the
President that the major
parties would move ahead
with the spirit of consensus.
Similarly, PM Oli on his
part told the Head of State

More wet spells expected

Several eastern Tarai districts brace for flooding
POST REPORT
KATHMANDU, JULY 25

With monsoon in full swing,

moderate to heavy rains have
continued unabated, particularly in the eastern Tarai
region, causing floods in
Jhapa, Sunsari, Mahottari
and Morang among other
districts.
Moderate to heavy rains
have been witnessed in all the
regions for the past one week
and more wet spells are
expected over next couple of
days, said Rishi Ram
Sharma, director general at
the Department of Hydrology
and Meteorology (DHM).
The active low pressure system developed across the
country, particularly in the
eastern, central and western
Nepal for over a week now, has
released intense rains in
Chure Tarai and mid-hills
districts. Data compiled by the
DHM from June 1 to July 24
this year shows the total rainfall this monsoon at around
750mm, more by 150mm than
average rainfall for the
period. The average rainfall in
Nepal
during
monsoon
season
between
June
and September is around
1,500mm, with August being
the wettest month.

Koshi water flow at

years record high
ITAHARI: Water flow in the
Saptakoshi river on
Monday evening was
recorded 250,630 cusec,
the highest for the year.
Heavy rainfall in various
hill districts in the East
for the past 10 days has
caused water levels in the
Saptakoshi river to suddenly rise. Authorities
have switched on red
lights in the Koshi
Barrage, in an indication
that water flow has
crossed the danger level.
Authorities have opened
32 sluice gates after the
increase in water levels
in the river. (PR)

A flood bulletin issued by

the DHM said that weather
has been active in the Eastern
Nepal, particularly in the
Chure and mid-mountain districts since Sunday night.
With heavy rains expected
to continue for at least two
more days, settlements living
near rivers in many districts
are at high risk. Incessant
rainfall in upstream areas of
the Saptakoshi, Kankai, Ratu

and Khando rivers has made

thousands of people living in
Jhapa, Ilam and adjoining districts vulnerable to floods.
Local administration offices in the respective districts
have alerted locals in vulnerable areas to stay in safer locations until water levels in
major rivers and their tributaries recede, according to
Binod Parajuli, a hydrologist
at the DHM. On Monday, the
DHM issued yet another flood
bulletin for the Kankai and
other rivers, urging locals living near the riverbanks in
Jhapa to move to safer locations until further notice.
According
to
the
Meteorological Forecasting
Division, Simara recorded the
highest rainfall (182.3mm), followed by Dharan (135.3mm),
Lumle (132mm) and Nepalgunj
(107mm) within 24 hours till
Monday morning. Rainfall
measuring above 100mm within 24 hours is considered
extreme
precipitation,
which means increased risk
of floods and landslides.

Shutdown affects public

POST REPORT

The nationwide shutdown

enforced by the Netra
Bikram Chand-led CPN
Maoist affected life in
Kathmandu and other parts
of the country on Monday.
Fewer public vehicles
operated on the road, giving
commuters a hard time
while all the schools

were
torched by the banda enforcers. Police said they held two
suspects.
The strike also affected
life outside the Valley. In
Chitwan, a truck laden with
medicines was torched by an

Superintendent of Police
Jayaram Sapkota said the
truck (Na 5 Kha 7432) was

POST REPORT

BHARATPUR, JULY 25

KATHMANDU, JULY 25

In its bid to make the public

aware about wildlife conservation, the Chitwan National
Park (CNP) has launched a
campaign
dubbed
One
Minute for Conservation.
Starting Monday, the CNP
employees were mobilised in
Tikauli area along the
East-West Highway tasked
with a mission of stopping
the passing vehicles and
teaching
their
drivers
and passengers about wildlife
conservation all within one
minute window as the campaigns name suggests.
The campaign will last for
one week.
The CNP came up with the
campaign after the increase
in incidents of wildlife deaths
caused
by
vehicles,
particularly in Barandabhar
area, said CNP Chief
Conservation Officer Ram
Chandra Kandel.
The other objectives of the
campaign is to discourage the
passengers from chucking
leftover food and snacks
from moving vehicles, because
we have had cases of animals
getting sick after consuming
food items that were thrown
by passengers on roadsides.
The CNP has also installed
10 closed-circuit cameras
along the highway section to
monitor the movement of
wildlife as well as vehicles.
The campaign is supported
by District Forest Office,
District
Administration
Office and local forestry consumers groups.

Lack of awareness of the law

and the social stigma around
human trafficking keep many
victims in Nepal from
approaching the courts, even
as the number of such cases
being prosecuted is slowly rising, a district court judge said.
Some 8,500 Nepalis are trafficked every year, according to
the National Human Rights
Commission. Only a few hundred cases come to the courts,
Tek Narayan Kunwar said.
It is a small but still significant number, and an improvement from before, Kunwar,
judge at the Chitwan district
court in Bharatpur said.
People are still not aware
of their rights, or they are too
scared to file a police complaint. They are also afraid of
the social stigma in the village, he said.
In his court, Kunwar has a
help desk for victims, the
option to do a video conference, or give in-camera testimony.
Even ensuring that the toilet for women is clean, that
there is drinking water, and
that the progress of the case is
posted on the notice board

helps build confidence, he

said. You have to take care of
the little things; they make a
big difference to the victim.
Nepal, both a source and a
destination country for forced
labour
and
trafficking,
strengthened its anti-trafficking law in 2007. Its implementation remains uneven however, with most victims being
women and children from
rural areas with limited
access to resources and
little knowledge of the legal
process.

Wagle that caters to the need
of the individuals like him.
Ankit is the eldest of the
three children of Puja and her
late husband, Dr Chitra

died of cancer in October
2013.
Ankit attended regular
school until his teachers
advised Puja to take him to
the school for children of special needs after he started to
faint during classes.
He really enjoyed going to
school. These days he is confined to home, said Puja.
She has appealed all concerned sides to help her son
get an education.
As a single mother, Puja
has been facing difficulty taking care of her teenage autistic son and two other girls,

15-year-old Ankit is
the eldest son of
late Dr Chitra Prasad
Sharma Wagle and his
widow Puja
ages 9 and 12.
Her husband, Dr Wagle had
dedicated his life serving people in remote areas in the districts like Arghakhanchi,
Palpa and Pyuthan districts
for which he had earned
national recognition. He had
improved the services at
Arghakhanchi
District
Hospital and started aroundthe-clock service.
Dr Wagle was among a few

He was working as the medical

emerging as new destinations
in addition to India and

Men are trafficked to India,
the Middle East and Southeast

The workers send home
vital remittances which make
up nearly 30 percent of the

Many however, face abuses
such as lack of freedom of

movement, long working

hours, unsafe working conditions and withholding of their
salaries, say activists.
These cases must also be
tried as trafficking cases, as
we can deal with them quicker, Kunwar said.
You cant ban people from
going abroad to work, but we
need to be vigilant and punish
those who exploit them, he
said.
Nepal
inconsistently
implemented anti-trafficking
laws, as many government
officials continue to employ a
narrow definition of human

trafficking,
the
U.S.
Department of State said in
its 2016 Trafficking in Persons
report.
The Nepali government
prosecuted alleged traffickers
in 341 cases in the year to July
2015, the report said, taking
on the prosecution of
cross-border trafficking cases.
At the district level, courts
convicted 260 traffickers
during the fiscal year,
compared with 203 traffickers
the previous year, it said.
Activists say cases of
trafficking increased after
twin earthquakes struck
Nepal last year in April and
May, which killed some 8,800
people and left about 2 million
homeless.
Kunwar, who was named
the best judge in 2013 by the
Judicial Council of Nepal, is
credited with introducing
several measures to speed up
trafficking trials.
He has also taken steps to
make the process less onerous
for victims, ensure stiffer
sentences and compensation
for victims.
They have already suffered so much, and they are
taking a big step in coming
forward. We have to protect
and encourage them, he said.

Nice massacre divides French society

AGENCE FRANCE-PRESSE
PARIS, JULY 25

The Bastille Day attack in

Nice -- the third terrorist massacre to hit France in 18

What is clear is that it has

ED I T OR I A L

Mixed legacy

thekathmandu post 06

Strengthening of local food systems would give people greater choices while making decisions about migration

PM Oli tried to redefine our geopolitics

but left us deeply divided internally

ven before he became prime minister, KP Sharma

Oli had been a polarising figure. Although a leader of a major communist party, he did not hesitate to espouse conservative views that many
thought were more in line with the belief system of
the erstwhile Panchayat era. There were questions
about his commitment to Nepal becoming a federal
republic and whether his value system was in keeping with a modern-day democracy.
As we take stock of his nine months in office, it is
important to understand the context of his tenure
in Baluwatar. Oli became prime minister in an
extraordinary time of widespread shortages of fuel
and other essentials thanks to an undeclared border
blockade imposed by India. Protests were raging in
the southern plains over the contents of the constitution, and post-earthquake reconstruction was
already facing a tremendous backlog from the previous NC-headed government.
In his handling of New Delhi, Oli took a nationalistic approach. If Delhi had thought that a few
weeks of border blockade would break the back of
the government in Kathmandu and would help it
regain leverage in Nepal affairs, it was mistaken.
Oli was bent on making sure that the opposite happened. He drove a hard bargain with New Delhi,
while seeking to engage Beijing. In a sign of defiance against India, he managed to receive the first
consignment of fuel from China. Though that was a
meagre amount, it had symbolic significance. He
also struck a government-to-government deal on
importing fuel from the northern neighbour, breaking the monopoly of the Indian Oil Corporation.
When Delhi invited him for his first official visit,
the customary first port of call for all incoming
Nepali prime ministers, with the exception of
Pushpa Kamal Dahal, Oli accepted the offer. But he
kept the public pressure on India to lift the blockade
for the visit to take place. Though he always denied
it, Oli did play the China card effectively and that
perhaps played a crucial role in India lifting the
blockade before his Delhi visit. On
Sunday, in his swansong as
head of the government, he
once again declared his
signature quote, Big or
small, sovereignty of a
country is equal.
His push for infrastructure projects,
including the KerungKathmandu-Lumbini
rail network, and the
signing
of
the
Agreement on Transit
Transport with China
will remain his major legacy, regardless of whether
these deals materialise or not.
But he also sometimes made wild claims about
developing the countrys infrastructure, including
piping cooking gas to every home, operating a
Nepali flag vessel on the high seas and generating
electricity from air. They became household jokes.
Yet his biggest undoing came on the domestic
front. Oli did very little to strengthen national unity
in the face of widespread opposition to the contents
of the constitution. His continued refusal to engage
the agitating Madhesi and Tharu communities
weakened the country internally at a time of backto-back crises: the earthquake, the protests and the
blockade. He heavily politicised the post-disaster
reconstruction process, delivering precious little
during his nine months.
Neither Prime Minister Oli nor other senior government leaders demonstrated much empathy to
the Madhesi concerns. Rather than negotiating
with the protestors, Prime Minister Oli seemed
intent on tiring them out. While his coalition partners and even the opposition Nepali Congress
sought to find an accommodating formula, Oli scuttled any prospect of an agreement each time there
was some positive momentum. Over 30 rounds of
negotiations failed to offer a breakthrough, primarily because Oli was unapologetically intransigent.
He repeatedly argued that the protests were orchestrated and actively supported by external forces to
destabilise Nepal, a refrain he once again repeated
in his resignation speech, and an approach he is
sure to take beyond the House.
At a time when the Nepali Congress had left the
office amid strong public criticism, the Maoists
were clearly on the defensive and Madhesis were
only looking for a political accommodation, it just
needed a leap of faith on the prime ministers part
to sell the constitution to the aggrieved parties.
Instead, Oli ended up alienating minority groups so
badly that there is now a staunch perception that he
is perhaps the most conservative prime minister
Nepal has seen in recent times, a person who was
willing to push back all the gains made after the
2006 Jana Andolan II.
On final analysis, Oli will remain a path-setting
hero for a small group of people but a deeply polarising prime minister for the rest who left the nation
a lot more divided than when he came into office
nine months ago.

chieving food security has become a

critical development issue worldwide. It
is more so for Nepal, as it is facing serious social, political and economic problems. The issue has become a concern
for the households, the nation, and
development agencies. However, the dilemma is that they are taking a rather divergent
approach to deal with it.
Globally, progress in food security is rather slow and contentious. A variety of contextual factorslow food production, inequitable distribution of arable land resources,
rapid increase in food prices and fluctuations in food availability, greater reliance on
energy-dense, meat-based diets and imported food, and increased vulnerability of food
production systemshave exacerbated food
insecurity. For example, The State of Food
Insecurity in the World 2015, a report of Food
and Agricultural Organisation of the United
Nations, shows that 794.6 million people in
the world are chronically malnourished;
most of them (779.9 million) live in developing regions.
The past two decades have witnessed significant improvements in overcoming hunger and malnutrition, but South Asia, where
food insecurity and malnutrition are concentrated, has seen limited progress. Poor
households, children and women are the
ones who suffer most from food shortages
and malnutrition. Malnutrition rate among
children is still very high. Nepal continues
to face a high level of food and nutritional
insecurity even though there has been some
progress in a few nutrition indicators. There
has been a rapid decline in the poverty level
in the past 20 years in Nepal (from 42 percent
in 1995-96 to 25 percent in 2010-11), but this
has not translated into nutritional and food
security outcomes, and there are recurrent
food crises.
No choice but to migrate
There are three main pathways that households could follow to improve their food
security: (1) increase household food production and gain income from local livelihood
opportunities; (2) migrate and send remittances to buy food; (3) rely on society or governments social security mechanisms.

Reorientation in policy
Policies and practices need to bring the
three pathways to food security together for
facilitating better livelihoods outcomes. The
strengthening of local food systems would
give people greater choices while availing
themselves of migration opportunities. The
migration
pathway
could
generate
much-needed investment for local agro-ecology and enterprises.

But at present, lack of an appropriate

investment environment for local agro-enterprises and resource conservation has
eroded the capacity to produce food and
income locally. This has led to further abandoning of farmlands and importation of
food grain (mainly rice) and packaged food
with serious implications on nutritional
security. Social remittance such as skills
learned overseas could help start new enterprises to produce goods and commodities,
but at present these skills are not capitalised
on. A few examples of successful enterprises
have been found, but there are various barriers to expansion. Whatever is seen has been
the result of a few enterprising individuals
who struggled against various odds in the
policy environment and social norms.
In sum, policies and institutional set-up in
Nepal have been unnecessarily sectoral.
Nepali society and economy have restructured and changed rapidly. But policy-makers and institutional set-up have remained
more or less stagnant. This has been unhelpful. A reorientation in policy that integrates
the three pathways would be beneficial for
sustainable food security in Nepal.

hat will surface in Nepal in the coming years in view of the last two decades of conflict (1996-2006), followed
by the peace process and the promulgation of the constitution, only time
can tell. Nepals political and economic
course can be perceived to be moving forward, but the challenges facing the country
in the immediate future as well as in the
long run can result in political confusion
and adverse economic consequences.
The country is currently facing major
challenges of transition on the political,
economic, diplomatic, governance, social
and security fronts. The fault lines have
been particularly visible with the Madhesbased political parties discontent with the
constitution, increasing labour out-migration, and an ailing economythe lowest
GDP in the last 14 years and an inflation
rate of 9.5 percent.
On the political front, the country is yet
again ready to welcome another government. The constitutional silence on succession provides ample evidence of how our
political leaders have a real talent for finding ways to avoid the important work of
proper governance. Politics in Nepal is
fragmented and bewildering.
The political circumstances are not as
well contemplated as they may seem. The
unresolved Madhes issue will have long
term implications for the federal set-up. The
recent Madhes movement has taken a step
forward with the amendment bill in
Parliament. Meanwhile, other protests have
been staged in the Capital by the the federal alliance. Thus, for the Nepal government, focusing on the issues raised by the

country needs to have a firm political commitment and a strong economy. Nepal has
neither. Therefore, people have no choice but
to migrate.
The problem with government policies as
well as those of development partners is that
they treat the three pathways as separate
and distinct, assuming that one would negatively impact others. Consequently, the second pathway (migration) has improved
short-term food security in Nepal but has
eroded the first pathwayensuring food sovereignty of the country and households. Our
recent studies in both the middle hills and
the Tarai clearly reveal this emerging tendency. The international trade blockade,
global increase in food prices and difficulties
in importing food have led to food shortages
in the country. Without a course correction,
such instances will recur, potentially causing food riots and other social problems.

The next decade

Voice Of The People

QUICK MONEY

Many Nepali households have taken the second path.

Given that most households have a small
landholding and that there is limited social
and government support to produce food,
farming as a pathway to food security is
becoming inadequate and less attractive in
the country. As a result, households have
preferred to send members, especially males,
to foreign countries to earn. Local food
production and rural enterprises are slowly
moving out from the states priority. All
these have led to a decline in food production, fallowing of land in the middle hills
and the Himalayan region and conversion
of arable land into real-estate housing
plots, mostly in the Tarai and places near
major highways.
The import of cheap rice has partly
caused a decline in food production, as
imported rice is often cheaper because of
subsidies given by the government where it
is produced. Food production is costlier in
Nepal than in other countries in South Asia.
The third option is also not significant for
households in Nepal, as the government
does not have a strong social security policy
and adequate resources. Apart from a small
amount of subsidised food distribution and
some food-for-work programmes, there is no
significant social security arrangements. To
have a robust social security programme, a

joked about the new bus service from

Pokhara to Delhi which, we felt,
should be extended to Doha, Dubai,
Kuala Lumpur etc., much to the
mirth and delight of other bus passengers. We had no doubt that these
bus services will serve Pokhara well,
ferrying out migrants and returning
with loads of rich tourist cargo. This
is when the Rai youth mentioned that
nobody in Nepals villages, including
Khotang, wants to stay behind; they

Learning from others

The ISIL crisis in the Middle East has global impact today. It has been a century since
the Sykes-Picot agreement, which divided
the spheres of control in the region, was
signed in 1916. The agreement disregarded
the criteria required for the formation of a
nation-state: demography, economic viability and geographical barriers. It paid more
attention to the interests of the colonial
powers than to local realities while carving
up the region. If the states were demarcated taking into account geographic realities,
minority concerns and economic viability,
the Levant territory would have been more
stable today.
Promoting inclusiveness and making
opportunities available for the under privileged and the minorities are vital. But at
the same time, it is important to make sure
that we do not risk the conventions, value
and spirit of national institutions for the
countrys long-term benefits. Indias experience of the constitutional provision on reservations and the difficulty in making
amendments is a case in point.
The attack in Afghanistan in which
Nepali security guards were killed
shocked the nation. But thousands of Nepalis have died
due to various reasons while
working abroad. The numbers speak volumes; so
many youths going abroad
for work is a direct result of
the lack of employment
opportunities at home.
Remittances account for
almost one third of the
countrys economy.
There are disagreements
about federal delineation. It is very
important to
question

all want to migrate to Kathmandu for

earning opportunities. What he next
said made a lot of sense. He said that
if someone toiled in the farm for
months planting paddy and maize, he
has to wait for three or four months
for the harvest (Feeding ourselves,
July 22, Editorial). Yet, there is no
guarantee that the harvest will be a
bumper one or it will bring any
income. There are chances that
weather and other elements might
damage the crop bringing in loss and
despair to the farmers. Rather than
take such chances, he said, villagers
preferred to migrate to Kathmandu
to work as labourers and construction workers where they can earn

over 1,000 rupees a day instantly. No

need for waiting to harvest the crop
and no need to worry that the crops
will fail. A year or two in Kathmandu
and the migrants are ready to fly

whether the provinces will have the potential to serve their people, develop by themselves and get adequate assistance from the
central government. Has their economic
viability been considered? Foreign assistance is important, but with the changing
dynamics in the political sphere in the US,
Europe and Asia, aid may come with additional conditions. International political
dynamics and psychological change in governance will make policymakers look
beyond 2016.
The upcoming election in the US and
Trumps policies have raised concerns for
stability and peace not only within the US
but also around the world. The killings in
Florida, terrorist attacks around Europe,
and the crisis and changing security
dynamics in the Middle East will impact
international relations from which Nepal
cannot remain unaffected.
The axial shift of power from the US and
Europe to China and India is unrelenting.
By 2030, Asia will surpass the combined
power of North America and Europe in economic might, population size and military
spending. The US will still be the most powerful international player, but China
and India will increasingly dictate

the terms of global governance.

This calls for sophisticated diplomacy
from Nepal by strengthening its relations
with India with immediate effect. Nepal
should also enhance its relations with
China to foster development activities, especially in strategic communication infrastructure, which will develop deeper understanding between China, India and Nepal.
Time for introspection
The post conflict scenario, divided frame of
mind, temporary migration for work and
religious conversion in Nepal are indications of social disorder in the future. The
world is witnessing many events and
attacks by different religious groups and at
the same time forceful conversion of religion
due to poverty and lack of opportunities.
The social order will be unpredictable as
uncertainty of the political atmosphere and
international concerns will have an impact
in the last phase of the ongoing peace process. The formation of Truth and
Reconciliation Commission (TRC) and
Commission of Investigation on Enforced
Disappeared Persons (CIEDP) eight years
after the signing of the Comprehensive
Peace Agreement is a milestone. The international community, National Human
Rights Commission, prominent political
leaders, the Chairs of the TRC and CIEDP,
and the Supreme Court have called on the
government to ensure that the TRC bill
meets international standards and have
argued that the conflict victims should
receive justice through the transitional justice mechanism. The decision will have
political and security ramifications.
The question is: do we desire to see the
next decade that is steeped in uncertainty
or do we want to put our thoughts together
to lay the foundations for a stable and prosperous Nepal?

The government has a daunting
task in hand to inspire confidence
among the farming community. If it
wants to improve agricultural production, it has to first sit down with
farmers and find out what is ailing

Revisiting Rautes
The last of the nomads should be allowed to
set the pace of integration into Nepali society

MANI RAM SHARMA

was passing through the centre of

the district town of Salyan when a
schoolgirl ran up to me and spoke
breathlessly, The Raute is here,
hurry up! I ran back to my friends
house and found a Raute elder
named Main Bahadur Shahi sitting
on a chair. He smiled at me from
across the courtyard and motioned
me to step forward. I told him about
my desire to study the Raute people
and the need to preserve their way of
life. They could become dependents of
the Nepali state and settle down with
sedentary villagers, but they are
afraid of attending school. If they
were to adopt village life, they would
join the poorest, most exploited underclass in Nepali society next to landless
labourers like other recently settled
hunter-gatherers in South Asia. But
unlike marginalised social groups,
Rautes are a resilient society.
Nepalis too
Development agencies and the government of Nepal have assigned the
nomadic Rautes the dubious status of
Disadvantaged Groups (DAGS), lumping them together with women, Dalits
and other small ethnic groups. The
large government budget has been
allocated to empower DAGS. Nepali
schools classify Rautes according to
the edicts spelled out in the legal code
of Nepal. Today, while the constitution of the republic of Nepal states
that all people are equal, society continues to classify castes according to
the status hierarchy given in the traditional legal code. Although the constitution has done away with social
caste status, villagers continue to
employ caste and ethnic status as a
significant facet of social identity.
Rautes are neither proud nor
embarrassed to identify themselves as

Nepalis. When asked whether they

are Nepalis, they say, Yes, we are
Nepalis too. But like Surya Narayan
Shahi has said, The president of
Nepal is the president of the people of
Nepal, the Rautes are the king of the
forest. I take this statement to mean
that Rautes want sovereignty over
themselves. Let them rule their
nomadic forest with freedom and let
the government of Nepal control the
rest of the country.
This could mean that they are arguing for the existence of multiple, overlapping and flexible identities, and
ultimately an identity that prioritises
ethnicity over nationalism. Raute
identity is styled to keep party politics
at a strategic distance from the everyday politics of their lives. I put this

question to Raute chief Bir Bahadur
Shahi, and he said that whichever
party was good for Nepal was good for
them. We dont reject them, but we
dont vote either. We respect the party
that all Nepalis support. If we were in
a party, we could say that we are in the
party. But it is better to keep quiet as
we respect all the parties.
Raute aspirations
I was stunned, confused and a bit
scared. I visited Rautes in the village
of Dang two years ago to study their
lifestyle, culture and challenges. The
recently promulgated constitution
states explicitly that the government
should provide fundamental needs to
all the people. Rautes are deprived
and rejected. Why? This is a violation
of the constitution, he said. As history has repeatedly proved, innova-

tion-driven development is the key to

putting global growth back on the
right track. Rautes require the government to create innovation-driven
development for their meaningful
socialisation. Rautes have been with
us for all of human history even
though they have not always been
called by that name.
It is the states responsibility to
provide education to Rautes, particularly children, and ensure their livelihood in the community. Culture, tradition and customs are also something
to be learnt from them. They lack
many things. Their own identity
should not be abandoned. Rautes are
special and must be protected accordingly. The knowledge possessed by
Rautes should not go to waste. The
irresponsible nature of the political
parties who rose to power after the
Maoist insurgency must have affected
Rautes. It is painful to see the situation of Rautes in the present day
when we are talking about modern
technology and innovation for social
well-being.
Deprived Rautes are now seeking
reservation and basic requirements
from the government. Empowering
nomadic castes like Rautes contributes to the all-round development of
the country. So Rautes should be considered at every stage of development.
If Rautes fail to see the development
of their community, the dream of a
prosperous Nepal we have today may
not be fulfilled. Development will only
come after our policies address the
aspiration of Rautes. No matter what
Rautes say, they want Nepal to be a
developed country; and they are not
against our society or the constitution. Rautes disagree with the pace of
their integration into the rest of
Nepali society through agriculture
education, but the state should understand the culture and tradition of
Rautes and how they want to adapt to
the modern world.

Men have often given

their female offspring
more opportunities
than their female
partners, perhaps
seeing their children
as extensions of
themselves
JILL FILIPOVIC

ou can tell a lot about a person by

whom they choose to marry. As
the nominees selected at this
weeks Republican National
Convention and next weeks
Democratic one take the stage
along with their family members, they
will display not only stark policy differences, but also two competing views of
marriage, kin and the role of women in
society. What we saw from Republicans:
Men who want their wives at home
while they celebrate the professional
successes of their daughters.
The Republican Party has long
praised traditional family values and
intrinsic differences between men and
women, while Democrats emphasize
egalitarianism and expanding opportunities for women and girls. Few candidates in recent history have embodied
those dissimilarities in such sharp
relief as Hillary Clinton and Donald J.
Trump. On Monday night, Mr. Trumps
wife, Melania, spoke about her husband and their family values. The
speech was, like the woman herself,
fairly unobjectionable on its face, with
platitudes about family and country,
patriotism and hard work. Like much
of the Trump image, though, the shiny
veneer hid shoddy construction: The
very same parts of the speech that
lauded integrity, hard work and honesty were lifted almost word for
word from Michelle Obamas 2008 convention speech.
It seems not even purported Trump
family values are authentic. To borrow
from Mr. Trump: sad.
One traditional value Mr. Trump
does hew to: wanting an old-fashioned
wife but a modern, professional daughter. On Thursday, convention-goers
heard from the elder Trump daughter,
Ivanka, a successful businesswoman
whose feminism-tinged speech about
the gender wage gap and affordable
child care sounded less like any policy
positions ever pushed by Mr. Trump
and more like her book-in-progress,
Women Who Work. They also witnessed how the Trump family embodies a very old sexist hypocrisy: Men
who want one thing for their wives and
another for their children.
While Trump family values may not
be particularly honorable, they are perversely traditional. Melania Trump
told the R.N.C. audience that Donald
is intensely loyal to family, a claim
belied by his own marital historyshe
is wife No. 3, and No. 2 was the woman
with whom he cheated on No 1. Mr.
Trump has children with three different women; he blames giving his wife
too much responsibility in his business
for his first divorce, and his wifes
wanting him to spend too much time at
home with her and their daughter for
his second.
The qualities Mr. Trump seeks in his
romantic partners are remarkably
retro. Melania Trump is a former
model with her own QVC jewelry line
and skin care brand who emphasizes
that her role as a mother comes before
all else; Mr. Trump has spoken disparagingly of working women, does little
in the way of child care, and expects
women to be more aesthetically appealing than intellectually substantive. We

Melania and Ivanka Trump with Donald Trump.

know our roles, his wife has said. I

didnt want him to change the diapers
or put Barron to bed. Mr. Trump
agrees: I wont do anything to take
care of the children, he told Howard
Stern in 2005. Ill supply funds and
shell take care of the kids. By contrast, Mr. Trump took out a campaign
ad featuring Ivanka, and said of her: I
am so proud of Ivanka. She is a terrific
person, a devoted mother and an exceptional entrepreneur.
It can feel unfair to criticize political
spouses, who are often dragged into the
spotlight only because of whom they
married. Mr. Trump, though, is running for office, making his treatment
of womenpersonal and politicalas
relevant as his treatment of his
employees or business partners. The
distinctions between the Clinton marriage and the Trumps reflect an
uncomfortable evolution also happening in homes across the United States.
In the past half-century, American
women have undergone a transformation in roles, and married couples
now look a lot more like the Clintons
or Ivanka Trump and her husband,
Jared Kushnerthan whatever traditional view of women and home life
that Mr. Trump holds: Most women
work outside the home full time, and
men increasingly marry women
who are their educational and professional equals.
But the public remains deeply
ambivalent about these shifts. Today, 40
percent of women are their familys
primary breadwinners, and nearly 80
percent of Americans agree that
women should not return to traditional
roles in society. A third still say its
best for small children if Mom doesnt
work at all. The Republican Party has
particularly struggled to accept this
new model, and still pushes back on
womens progress by opposing policies
that would help women work and plan
their families: things like federally
funded child care, paid parental leave
and access to birth control. Ivanka
Trumps speech on Thursday was closer to a laundry list of the very policies
Democrats have promoted and
Republicans have tried to block.
And like Mr. Trump praising his
daughters business acumen, men want
different things in their wives than in
their daughters. Changing gender roles
look less threatening when its their
children who benefit. According to a
survey published by Maria Shrivers
Shriver Report, American men listed
intelligence as the top quality they
valued in both a wife and a daughter,
but then the responses split: More men
said they wanted their wives to be
attractive and sweet than said the same
about their female children. For daugh-

ters, men ranked being independent,

strong and principled as more important qualities than those same characteristics in wives. Two-thirds of men
want an independent daughter, but
only one in three wants an independent
wife. Fourteen percent of men said
they wanted a wife who was a homemaker; just 5 percent said the same
about their daughters.
This dynamic seems to play out in
the Trump family: Mr. Trumps wife is
professionally attractive, anecdotally
nice and by her own telling fairly traditional, while his elder daughter is a
strong, independent and well-educated
businesswoman who was mentored by
her father and rose to prominence
inside his companies. Ivanka has been
more publicly involved in the campaign
than her stepmother, serving as something of a surrogate spouse to Mr.
Trump by defending his treatment of
women and emphasizing his good character. And it was Ivanka, not Melania
Trump, who not only introduced Mr.
Trump as the Republican Party nominee on Thursday night, but highlighted
what he would do in office to help
women.
This female empowerment narrativeof the daughter, not the wifeis
one Americans are more ready to
accept. A man who says hes never
changed a diaper and is on his third
marriage to a former model may appeal
to a resentful male minority, but will
look unfamiliar and unappealing in
much of the country. A successful
child, thoughthats relatable and
desirable. When men have daughters,
their attitudes shift and they begin to
adhere less stringently to traditional
gender roles; no similar effect happens
to mothers of girls. Fathers of daughters are also more likely to support
reproductive rights than men who
dont have girls.
Men have often given their female
offspring more opportunities than
their female partners, perhaps seeing
their children as extensions of themselves. Even today, many men find
themselves newly appalled at sexism
after having a girl, a reaction apparently not stoked by being born of a
woman, married to a woman or simply
seeing women as human. In our reluctantly feminist America, one question
this election poses is whether weve
evolved enough to value women as individuals instead of assessing them relationally, as an attractive wife supporting her husband or as a high-achieving
daughter reflecting a flattering light
back on her parents.
Its a question Mr. Trump has
addressed in his personal life. His
answer isnt very pretty.

Fair decentralisation
Any forced effort to impose centralisation of power should be shunned and resisted

ATUL K THAKUR

he CPN (Maoist Centre) decided to withdraw support to the

Oli government in a hopeless
bid to make its Chairman
Prachanda lucky without
luck. Prachandas political spine
is lost, and as Baburam Bhattarai
is in the process of bringing an
alternative version of left ideology, he had no option but to make a
last thundering bid for the throne
of Kathmandu. But why a bid to
make Prachanda lucky without
luck? This is probably so as he
runs his party like a family enterprise. Added to that, he has
received assurances of support
from the Nepali Congress.
Certainly, there is no broad
commitment or aim behind this
move, and ideology is nowhere.
This is politics of convenience
where politicians are trying to be
fit enough to survive. The thing
which will haunt Olis successor

most is retained legacy in the

wake of his failure to ensure governance and reconstruction work.
The last one and a half years were
a wasted phase for Nepal where it
lost every chance of course correction after the deadly earthquake, unresolved constitutional
crisis and unwavering political
directionlessness.
Of late, socialism appears
clownish instead of an ideology
or mandate in the constitution
which doesnt shy away from discriminating among humans and
denying equal rights to all citizens. Regarding its larger meaning and relevance, we will have to
go much deeper; and we know
where it is moving with endless
cases of misuse by its bearers.
So, its a case foregone, but not
without the potential of making a
comeback. In late-stage capitalism, the world will see its revival,
but certainly not in the fashion
imagined by Prachanda. A secular/erstwhile Hindu nation
deserves not to be a conversion
land, it should simply tread a dispassionate path on religion.
There cant be two views that the
Maoists should still do politics
rather than sordid evangelism for

rogue Christian missions. This is

in reference to their core

extra-curricular activities which

are not serving anyone elses

cause except their own.

But while we debate these

issues, it becomes essential to

look at the response from the
Nepali Congress. Shouldnt it act
on the ground and come out of
unfortunate
hiber nation?
Shouldnt it stop enjoying riding
piggyback to reclaim its role in
domestic politics? Why are they
not attempting to lead the country for fresh elections, keeping in
view the unresolved issues of the
constitution, pending reconstruction work and development?
Even amid the gloom, one
shouldnt become a votary of a
presidential form of democracy,
and certainly the Westminster
model is still better even when
Nepal gets a prime minister
too frequently. After the royal
massacre of 2001, Nepal was
bound to live with the latter
after the chance of retaining partial monarchy was lost. This
should be the time to recall that
and find out where things actually went wrong in the parliamentary form of democracy. In a fledgling democracy like Nepal, it is
unfeasible to go with the centralisation drive of Prachanda or Oli,
as they negate the chances of fair
decentralisation and federal system in harmony. Their versions

of political alternatives are

not capable enough to address the
issues of Nepals regional and
ethnic diversity and deal
with pressing matters beyond its
borders.
Surely Nepal deserves stability
and continuance in place of disruptions, nepotism and chaos.
Even then, it should stick with
the present system and open a
debate for electoral reform and
bringing accountability in public
life. While observing the latest
political developments, one can
hold a view that the issues of
Nepal are artificial in nature and
can be solved by adhering to the
basics. In any case, any forced
effort to impose centralisation of
power should be shunned and
resisted. This is a time when the
games in Kathmandu should not
be taken lightly, as any delay will
make the plight of the masses
worse. Prachanda is not a holy
cow. His performance shows it
and his on-going plan makes him
a lesser politician. Till the awakening comes, Nepal will suffer
from his whims and fancies.

Dear Mr A,
I would definitely suggest
upgrading to a 64-bit operating system. Remember
that 32 and 64-bit are information sets that can only be
utilised if both your hardware and software support it.
So, for 64-bit support, youll need
to install a 64-bit Windows and support for the 64-bit Windows comes
from your processor. Dont worry
though, since most modern processors support 64-bit. If you have an i3

Dear Aunt,
I am an 18-year-old-boy who just
graduated high school. I always
came first in school and did well in
college too. I have always been particularly fond of math and science.
My parents want me to study engineering further and thats where my
interests lie so I decided to give it a
shot. I have been taking preparation
classes for engineering entrance
exams for more than a month now.
But as I have been going to the classes, I have started to realise that I
dont like the subject. I have been
constantly failing in the tests they
take at the centre and I dont really
like studying. But my parents and
family are so happy about me studying engineering and they have
already invested a lot in my extra
classes. I dont want to tell them that
I dont want to study engineering
anymore as they will be disappointed in me and their money will be
wasted but then I dont even
want to go to the classes as it
is too much for me. What
should I do, can you please
help me, Aunt?
Wishing for a time turner
Dear Wishing for a time
turner,
Your future is completely in
your hands. What you give
shape to now will shape your
future, so you have to think carefully before deciding on anything. Are
you finding the subject tough to
understand or do you think your
interests lie somewhere else? If
youre finding the subjects difficult
to grasp and hence are failing them
then I suggest you give it some time,
and a bit more hard work. But if you
think you will not be able to pursue
the subject further into a career then
I think its best to stop wasting your
time and your familys. Youve got to
pursue what youre good at and what
you enjoy doing in life. Thats the
only mantra to happiness, even success. Of course, youre family may
be confused with your decision, but I
am positive they will respect it and
support you. Please dont burden
yourself about disappointing your
family; you have the right to make
the choices you want to make!

most of the people here have formed

groups. I tried many times to talk to
people and be friends, and its not
that they are bad or mean, its just
that I dont really feel comfortable
around them as they are so different
from me. Maybe because I was
always with the same people for all
these years that I am not good at
making friends but even though I
tried so much I feel like I dont
belong in this place. I feel so lonely
in the school and I cant even concentrate on my studies because of
this. Can you please tell me how I
can make friends and make best of
my time here in college?
Lonely Gal
Dear Lonely Gal,
The Aunt can understand how
you must be feeling.
Its not easy to
make new
friends, especially in a

new place where you dont really

know anyone. Youve had the same
group of friends for a majority of
your life and it is understandable
that youre finding it tough to break
out of your shell and be open to new
people. I went through the same
thing, (your Aunt was quite shy
when she was younger, believe it or
not) and I took quite a while to open
up to the possibilities of new friendships. But when I did, I met the most
wonderful people and made the most
beautiful of friendships, friendships
that still remain strong. So, my
advice to you is to just be open. Be
open to talk to new people, embrace
their different views, and make new
friendships. Dont be too self-conscious, after all, everyone out there
is just trying to find their place just
like you, and make a few friends
along the way.

Making new friends

Dear Aunt,
I just finished my SLC exam and
joined a new college three weeks
ago. I had been studying in the same
school for the last 10 years and had
really good friends there. But since I
joined my new college this year I
have not been able to make any

in another school so I dont know
anyone in this college. And already

On a sweeter note

Ankita Agrawal is known better around town as just Annie. Always a lover of delicious food, she had never thought this love would translate into a vibrant business
one day. Now the proud owner of the Jhamsikhel-based AnniesCreating Moments, a dessert parlour hogging the news this summer, Ankita spoke to the Posts
Alisha Sijapati about the spur-of-the-moment decision that gave birth to Annies and the passion that sustains it. Excerpts:
You are very new to the food
industry. How did the idea of
launching Annies come about?

That is very spontaneous, to say

the least. Did you
have any experience in preparing
desserts before?
Once we regis-

introducing ice cream flavours that

have never been explored in the
Capital before. We are introducing a
lemon ginger flavour and a banana
caramel flavour for the monsoon and
winter seasons. We will also be
branching out into waffles, mocha
and chocolate mint flavours as the
cold sets in.

How has the response been to the

dessert parlour? What flavours have
hit a sweet note this summer?

Ice cream parlours in Kathmandu

seem a dime-a-dozen. Why does
Annies stand out from the rest?
Here we are trying to take things
to a different level. All our ice creams
and desserts are homemade, and
we rotate our flavours every day.
None of our desserts are made with
pulp or artificial flavours; it is ice
cream made from scratch every day,
with fresh locally-bought fruits and
ingredients. We also put out ice
creams according to the season;
right now our summer mango flavour
is doing really well.

What about winter flavours?

I am really excited for our first winter season. We are looking forward to

Its just been three months since we

opened our doors and the response
has been extremely awe-inspiring.
We are already receiving multiple
offers to open some more chains
in central Kathmandu. What surprises me is that customers from all
over Kathmandu come here, and it
has all been word of mouth. They all
love the paan-flavoured ice cream; we
run out every day.

You would think a parlour like this

would be located in Durbarmarg

or Thamel, why did you pick a

small space in Jhamsikhel?
I love Jhamsikhel. It is very upbeat
and new. I like the silence here, but
we still get a steady stream of customers. This location is also ideal for
lounging and enjoying a cool dessert
with a book in hand. Initially I didnt
want any WiFi, so that Annies could
become a space for socialising as well
as enjoying ice cream, but not many
people were happyincluding ourstaff. We had to bring that back, but
this location is a lot more laid-back
than say a Thamel or a Durbarmarg
and we love it here.

What apart from Annies keeps

you busy?

off the track

I have always loved food and desserts, but the thought of actually
owning a place of my own had
never occurred to me. One
evening, me and my brother
were desperate for some good
dessert after dinner but were
disappointed not to find any
ice-cream parlours that served
good home-made ice cream.
In a spur-of-a-moment we
decided we wanted to try a
crack at it. We went to register our company the very
next day.

tered the company we quickly realised that we had no idea where to

begin! Although, we came from a
family that loved to cook and eat,
starting a commercial venture based
on it, as we found out, was completely
different. We would have to complete
a diploma course in making desserts
from Mumbai before we actually
rented a small space to start
operations.

I also run a travel agency, called My

Choice, and Pashmina retails, both
out of the dessert parlour. So, you
could say I practically live here. I love
being busy, though, and with the way
Annies has taken off, it has been a
very busy summer indeed.

poaching. The hearing was completed in the last week of May and the
order reserved by the high court.
He has been acquitted in both the

counsel Hastimal Saraswat said.
Khan was accused of killing a blackbuck and chinkara in two separate
incidents. One of the animals was

Jodhpur on September 26, 1998, and
the other at Ghoda Farms on
September 28, 1998. Shooting for the
film Hum Saath Sath Hain was on at
the time. Salman had earlier been
lodged in Jodhpur jail in the cases.

Guitarist Manoj Kumar KC

The latest chapter in the Star Trek
saga performed respectably, but
its opening is down from the two
previous films in the series. Star
Trek Beyond couldnt match the USD
70.2 million launch of 2013s Star
Trek Into Darkness nor could it top
the USD 75.2 million bow of 2009s

of USD 185 million, plus tens of millions in promotional spending, the
film needs to perform well overseas if
its going to make a profit.
Star Trek Beyond represented a
passing of the baton. JJ Abrams, the
director who revitalised the series by
arming it with a youthful cast and

John Hanke, founder of Niantic

was welcomed with loud applause
from more than 6,500 fans on a stage
usually reserved for star-studded
presentations from movie studios
and TV networks.

villain, played by Idris Elba. In North
America, the film got a lift from Imax
screenings, earning $8.4 million from
387 locations.
On Sunday, Paramount brass
argued that under Abrams, the Star
Trek series has broadened its international appeal. The films emphasis
on action and the studios decision to
partner with the likes of Alibaba
have strengthened its connection to
foreign audiences, they said.

ogy, had been mind-blowing.

The game, released July 6, was
evolved from an earlier Niantic Labs
AR app game called Ingress, which
Hanke said has also gained in popularity after the release of Pokemon
Go. Pokemon Go has captivated fans
around the world, with 21 million
active US users in under two weeks of
its launch. Stock prices for Nintendo
soared after the games launch.
Hanke said updates and new features would be rolled out in the coming months and years as the game
grows to include more creatures and
elements of the vast Pokemon universe. During a question-and-answer
session with the audience, Hanke
said the team was aware and fixing
the glitches and bugs in the game and
took fans suggestions on what to add,
such as possible functions to breed
Pokemon. He said they were working
on enhancing the functions of
pokestops and gyms, located at
various landmarks within a users
neighbourhood, and unveiled the
identities of the three virtual leaders
of the teamsBlanche for Team
Mystic, Spark for Team Instinct and
Candela for Team Valor.
The developer said AR can
enhance the things we already do to
get out of the house, and wanted
Pokemon Go to encourage people to
go outdoors, be active and meet new
people. Many players at the panel had
hopes that a rare Pokemon may have
been released just for them, but
Hanke disappointed them, saying no
new rare creatures were at the convention. The small team at Niantic
Labs has struggled to keep the games
servers running as more users join,
Hanke said.

A bus full of ugly people had a head on collision with a truck.

When they died, God granted all of them one wish. The first
person said, I want to be gorgeous. God snapped his fingers
and it happened. The second person said the same thing and
God did the same thing. This went on and on throughout the
group. God noticed the last man in line was laughing hysterically. By the time God got to the last ten people, the last man
was laughing and rolling on the ground. When the mans turn
came, he laughed and said, I wish they were all ugly again.

Origi to fight for first-team spot

Cagliari target Adebayor: Report

Striker Divock Origi does not fear competition for

places at Liverpool and the striker said he is ready to
fight for a first team spot after the club brought in a
host of players during the close season. Origi, who
initially struggled to break into the starting lineup,
impressed last season and scoring 10 goals in 33
appearances.

Serie A new boys Cagliari are hoping to lure out-of-contract veteran striker Emmanuel Adebayor to the club,
reports said Monday. Adebayor is without a club after
scoring just one goal for Crystal Palace in a six-month
spell in the Premier League last season. Adebayor, 32,
played arguably the best football of his career in the
Premier League with Arsenal and Manchester City.

WASHINGTON, July 25

Serge Aurier scored twice as

Paris Saint-Germain (PSG)
beat Inter Milan 3-1 on Sunday
at the University of Oregons
Autzen Stadium.
Layvin Kurzawa also scored
for PSG on a stunning freekick in the 61st minute in the
International Champions Cup
match. Stevan Jovetic scored
for Inter Milan on a penalty
kick in stoppage time following the first half. The
International Champions Cup
is an exhibition tournament
involving 17 teams playing on
four different continents. It
serves a tuneup for the regular season.
Inter Milan were coming
off a 2-1 victory over Real Salt
Lake earlier in the week in
Utah. Striker Mauro Icardi
played in that match, and was
given the day off against PSG.
The game was played amid
rumours that Inter Milan
manager Roberto Mancini
might resign. Mancini said:
We played for 60 minutes
with the senior players and
afterward it was difficult.
PSG are embarking on their
first season under Unai
Emery, who took over for
Laurnet Blanc. In addition to
the new manager, PSG will
also need to adjust to the
departure of enigmatic forward Zlatan Ibrahimovic, who
signed with Manchester
United earlier this month.
Ibrahimovic had 38 goals in 31
French league games last sea-

Frances Gael Monfils saved a

match point and battled back
with sharp returns in sweltering heat to defeat Ivo Karlovic
5-7, 7-6 (8/6), 6-4 in Sundays

The 29-year-old Frenchman
took his sixth ATP title, his
first since 2014 at Montpellier,
first outside of Europe and
first outdoor trophy since
Sopot in 2005 as well as claiming the top prize of $348,200 on
the US capital hardcourts.
Im very happy, Monfils
said. It has been a good year
so far. Its a good step but
hopefully I will have bigger.
Monfils withstood a barrage of 27 aces from the
37-year-old Croatian, firing
back 16 of his own. He ended
Karlovics streak of 70 unbroken service games when the
Croatian served for the match
in the 10th game of the second
set. Flamboyant Monfils
denied Karlovic on a match
point in the second-set tiebreaker as well, broke him
again in the third game of the
final set and held from there
to win in two hours and 13
minutes.
Monfils became the third
French player to win the
Washington crown after
Yannick Noah in 1985 and
Arnaud Clement in 2006 and
noted how Noah and 1973 winner Arthur Ashe were special
inspirations to him. To have
my name with them, it means

Emery said. And of course all

Di Maria had just returned
to his club team earlier in the
week after taking some time

off following the Copa

America tournament. He

Argentina in the final, which
Chile won on penalty kicks.
David Luiz apparently did not
make the trip to Eugene from
Los Angeles, where PSG were

Aurier, who played in the

2014 World Cup for his native
Ivory Coast, left-footed the
rebound of a freekick off goalkeeper Samir Handanovic
into the bottom left corner in
the 14th minute. Inter evened
it on Jovetics penalty kick
into the top right corner in
extra time. The penalty was
awarded when Lucas Moura

was called for a handball.

Aurier had a good chance in
the 57th minute but his shot
hit the crossbar. A few minutes later, Kurzawa struck a
perfectly placed freekick that
Handanovic couldnt reach
that put PSG in front. Auriers
second goal was a header off a
cross from Alec Georgen in
the 87th minute.

Its been far from a classic

Tour de France but the 2016
edition did provide one of
the
most
memorable
moments in races history.
Just like the 1978 strike,
the tears of
Richard
Virenque when kicked out of
the 1998 Tour over the
Festina affair, or Lance
Armstrong going off road on
a dangerous mountain
descent
yet
remaining
upright, this years race provided an image that will
endure for years.
It was Chris Froome, the
reigning champion and race
leader, who would go on to
win a third title, clad from
head to toe in yellow and on
foot, sensationally running
to the finish line of the races
most iconic mountain, Mont
Ventoux. The race wont live
long in memories, but that
moment will, as Froome
demonstrated
the
single-minded determination
that would guide him again
to victory.

alone through an imposing

tunnel of boisterous fans, no

and with pandemonium all
around. Its the kind of incident that could have made
this one of the most spectacular Tours of all time, along
with the collapsing inflatable
arch that knocked young
Briton Adam Yates off his
bike the day before Froomes
own troubles.

Such
photo-friendly
moments disguised to a certain extent the lack of action
on the roads, at least when in
came to the important prizes. Froome was more dominant than in his previous
two Tour successes. Ever
since taking time from his
rivals on an audacious downhill attack on stage eight,
before riding the windy 11th
stage better than the rest to

further extend his advantage, Froome and his Team

Sky were in control.
Superior in descent and
on the flat, Froome then
crushed all the rest on the
13th stage time-trial and took
his gap out to minutes rather
than seconds. At no time, a
least whilst seated on his
bike, did he ever look flustered or in trouble. He had
initially lost time and lost
his lead due to the Ventoux
incident, but the race jury
decided external factors had
caused an unfair change to
the standings and he was
reinstated as leader.
With Nairo Quintana out
of sorts, claiming an allergy
was the reason, and Alberto
Contador quitting the race
during the ninth stage after
illness weakened him having
also been diminished by
crashes on the first two days,
Froome had no true rivals.
It left young Briton Yates
and the unheralded Bauke
Mollema of the Netherlands
as Froomes closest two competitors for the largest part
of he race, and neither had
arrived at the Tour with title
ambitions. Froome himself
was frequently miffed, questioning from one stage to
another why his rivals
hadnt attacked him.

Kohli targets Test domination

west indies-india first test
Reuters
MUMBAI, July 25

their first Test match at the Sir Vivian Richards Stadium in North Sound, Antigua on Sunday.

India need to dominate Test

matches and players cannot
be content with just looking to
improve, captain Virat Kohli
said after the tourists
thrashed West Indies by an
innings and 92 runs in the
first test in Antigua on
Saturday.
The margin of the victory,
secured within four days, was
Indias largest outside Asia
and gave the side a 1-0 lead in
the four-match series. We are
not at a stage now where we
need to come and improve,
Kohli, who scored his first
double hundred during the
Test, said. We should be
ready enough in international
cricket to start dominating
Test matches and win those
crucial situations and sessions. Thats how we become a
better team.
If you think we are going
to keep learning every series,
learning every game, we will
never get that hunger and that
mindset to win games from
difficult situations, added
Kohli. We need to challenge
ourselves a little bit, which
this team has been willing to
do and which is a wonderful
sign. The way we finished the

Test, it all panned out pretty

nicely.
While Kohli has led India to
a Test series win in Sri Lanka
and beat South Africa 3-0 at
home, their record outside
South Asia in the longest format has been poor. They have
lost series in South Africa,
New Zealand, England and
Australia on tours since late
2013, something new coach
Anil Kumble has said he
wants to rectify.
Kohli replaced Mahendra
Singh Dhoni as Indias Test
captain after the wicketkeeper-batsman retired from that
form of cricket during the
tour of Australia in late 2014.
Kohli wants his side, who are
currently second behind
Australia on the International
Cricket Council Test rankings, to target consistency as
well as wins. If we have a
chance to win 4-0, then why
not, Kohli said.

Allardyce dealing
in reality, not
England potential
Reuters
LONDON, July 25

New manager Sam Allardyce

said the days of talking about
Englands potential were over
and it had to become reality as
he looked ahead to qualifying
for the 2018 World Cup.
Holding his first news conference since being named as
Roy Hodgsons successor,
Allardyce said he fits the
chair and can turn around
the countrys fortunes after a
torrid Euro exit. Englands
youthful squad arrived in
France with high hopes after
a faultless qualifying campaign but bowed out to Iceland
in the last 16 last month.
The most important thing
is we qualify (for the World
Cup), then we can go into
more in depth levels as to how
we can produce better results
in a tournament, Allardyce,
61, said on Monday. Its not
potential any more, its got to
be reality now. We have to
stand up and be counted.
These young players have had
a lot of experience now, even
though some of those experiences have been pretty bitter.

n Sam Allardyce

But that could be a great help

in making sure they dont feel
like that again, said
Allardyce.
Allardyce has a reputation
for turning around struggling
clubs but has never won any
domestic silverware. However,
he rejected suggestions his
style relied on playing route
one football, highlighting his
work at Sunderland last season when he saved them from
relegation. Style of play has
always been a tag for me I
cant shake, said Allardyce,
overlooked by England 10
years ago in favour of Steve
McClaren.

Murali mounts
blistering attack
Agence France-Presse
COLOMBO, July 25

Sri Lankas record-breaking

spinner
Muttiah
Muralitharan launched a blistering attack on Monday on
his former bosses after they
complained about his behaviour in his new role as a mentor to Australia.
After his former employers
said Muralitharan was damaging his legacy, the 44-yearold accused Sri Lankas board
of setting him up as a fall guy
if the hosts lose a series to the
visiting Australians. And
Muralitharan, the highest
wicket-taker in Test history,
then accused the board president of knowing nothing
about cricket and angrily
denounced any suggestion of
being a traitor.
If Sri Lanka lose, they will
say it is because of Murali,
he said in a recorded statement. They have no right to
accuse me of being a traitor.
Have they done one hundredth
of what I have contributed to
cricket in Sri Lanka? This is a
political game to cover their
shortcomings, he added. I
am being used as a pawn to
cover their failings.
His outburst was sparked

n Muttiah Muralitharan

by a complaint by the board

that he had bullied groundsmen
into
letting
the
Australians practise on the
pitch which hosts the opening
match in a three-Test series
from Tuesday.
In lodging the complaint,
board president Thilanga
Sumathipala
accused
Muralitharan of insulting Sri
Lanka team manager Charith
Senanayake. Muralitharan is
a hero in Sri Lanka after taking 800 Test wickets before
retiring six years ago. But his
decision to impart his local
knowledge to the tourists has
raised eyebrows, not least
because he was once labelled a
chucker by Australias thenprime minister John Howard.

a left-off before lunch when he
was dropped in the slips by
Cook off Ben Stokes. It proved
a frustrating day for Stokes
who later limped off with a

Opener Mohammad Hafeez
had looked reasonably secure
but fell on 42 when he was
caught by Gary Ballance at

for his 35 before he was bowled

England, trailing 1-0 in the
series after defeat at Lords,
had not enforced the follow-on
and Cook and Root quickly
piled on the runs in the morning session, the captain making 76 not out and Root finishing unbeaten on 71. Pakistan
would have to score the highest total achieved in a Testmatch run chase to win. The

Nepal will need an installed electricity capacity of 10,092 MW by

2030 if its Gross Domestic Product
(GDP) grows at a constant 5 percent per year, a study on energy
demand has revealed.
The survey jointly conducted
by the National Planning
Commission
(NPC)
and
Investment Board Nepal (IBN)
showed that the power demand
forecast made by
the Nepal
Electricity Authority (NEA) was
repressed.
The NEA forecast that the total
energy demand would reach 4,280
MW by 2030 in its annual report
for the fiscal year 2014-15, or less
that half of what the NPC and
IBN have projected.
According to the NPC and IBN,
their study has taken different
variables including latent demand
into account and considered electricity as the key input for economic growth. Meanwhile, the
NEA said its forecast was based
on trend analysis over several
years.
A senior NEA official said that
they basically relied on trend
analysis of power demand but
also gave due consideration to different variables.
However, we will also give due
consideration to the study conducted by other government agencies while conducting different
tasks and signing power purchase
agreements, the NEA official
said.
The NEA has often been
accused of discouraging the private sector by not signing power

capacity of 10,092 MW.
n A yearly 7 percent GDP growth rate
will require an installed electricity
capacity of 11,560 MW.
n A yearly 10 percent GDP growth rate
will require an installed electricity
capacity of 14,702 MW.

The forecast was based on certain assumptions like the

population growing at a constant rate of 1.35 percent annually
purchase agreements on the basis
of its low demand forecast. Lately,
the NEA had exhibited uneasiness
over signing a PPA with the West
Seti Hydropower Project as it
feared there would be surplus
power after it comes online.
IBN sources claimed its study
showed a more realistic demand
for electricity than other studies
because it had taken latent
demand into account.
Latent demand is the desire for
a product or service that a consumer is unable to enjoy
because of his or her ignorance or
unavailability of the product or

Banks will be allowed to sell
the Swedish kroner, Danish

Previously, they could only
buy these currencies but not
sell them.
We are planning to issue a
directive within the next three
weeks,
said
Basudev

The facility is being made
available as announced in the
monetary policy for the current fiscal year 2015-16.
The provision has been

tion as international travel
has increased substantially,
said Adhikari. In the past,
returnee migrants remained
in the country so there was no
need to allow banks to sell
diverse foreign currencies.
The dynamics have now
changed, and we are liberalizing the foreign exchange
regime, said Adhikari.
In recent years, Nepali outbound has become a common
phenomenon for different
purposes, largely for foreign
employment.
According to bankers, they
cannot open nostro accounts
in currencies whose selling

nostro account is an account
held by a bank in a foreign
currency in another bank.
Customers cannot open
accounts in these currencies
either, said Rajan Amatya,
deputy general manager of
Nepal Investment Bank
Limited (NIBL). He said that
the new provision would simplify things for both banks
and customers and business
deals would become easier.
The provision for trading

time. The Chinese yuan,

Korean won were allowed to

tricity has always been suppressed, said the IBN official.

So, while conducting this study,
we considered different scenarios
under which demand could
be different.
Also, we have considered electricity as the basic input for economic growth.
Similarly, the country will need
an installed electricity capacity of
11,560 MW by 2030 if the economy
grows by a constant 7 percent over
the period.
As the GDP growth rate is
higher than in the first scenario,
the electricity requirement has
also increased correspondingly,
the report said. Nepal will need an
installed electricity capacity of

14,702 MW by 2030 if the economy

maintains a constant annual
growth rate of 10 percent.
According to the study, the
forecast was based on certain
assumptions like the population
growing at a constant rate of 1.35
percent annually, decreased
dependency on fossil fuels and
major changes in sectoral contribution to the GDP.
For example, in the first
scenario where the GDP grows at
an annual rate of 5 percent, the
contribution of agriculture to the
GDP was predicted to decline to 22
percent from the existing 33 percent.
Similarly in the scenario
where the economy grows at an
annual rate of 10 percent, the
study has assumed that the
contribution of manufacturing to
the GDP will increase to
25 percent form the current 2.4
percent.
The 24th board meeting of IBN
on Friday decided to endorse the
report and decided to direct the
National Planning Commission
through the Prime Ministers
Office to make the necessary
policies, plans and programmes
after incorporating the studys
recommendations.

points on the day.
Stakeholders have attributed the record surge to the
reduced broker commission
rate, leading to more investments on stocks. The market,
according to them, was backed
by the good financial reports
posted by the banks and financial institutions. The investors trading expenses reduced
after the new provision of
reduced broker commission
came into effect, boosting
investors morale, said
Rabindra Bhattarai, a stock
market analyst. Moreover,
the market is largely backed
by banks and financial institutions as they have started to
file in good financial reports
than previous year.
Despite facing the impact
of prolonged Indian embargo,
Nepals banking sector has
been posting good profits.
The market was largely
driven by the commercial
banks which saw a total turnover of Rs1.2 billion. The
banking index saw a rise of
42.09 points to close at 1,736.33.
The commercial banks have
the largest share in the total
volume of listed stocks. The
insurance companies and the
development banks were the
distant second and third with
shares worth Rs398 million
and Rs327 million changing
hands respectively. Two

reports and lowered broker

investors confidence as they
traded shares, said Suchita
Khanal, managing director of
Sweta Securities. Moreover,
the increase in trading hour
has also led to such a rise.
According to Khanal, the
transaction volume might
surge further in the coming
days as talks on to increase
the number of system-logins
for brokers from the current
two to three. This will enable
more transactions at the same
time. Eight out of the top 10
gainers are commercial
banks. Siddhartha Bank
topped the charts for the day
with a turnover of Rs193.6
million, followed by Prime
Commercial Bank (Rs106.2
million)
and
Nepal
Bangladesh Bank (Rs100.1
million). Indices of all the
sectors except hydropower
rose, while the share prices
that of a majority of the
micro-finance companies took
a dip. Stakeholders say the
investors interest in the
stocks of micro-finance companies has waned for fear of
loss in their profitability following the revision of the
interest spread rate as per the
new monetary policy. Out of
the top 10 losers, six are
micro-finance
companies
with Kisan Microfinance
Bittiya Sanstha losing nearly
8 percent of its value.

Solar plane nears end of historic round-the-world trip

AGENCE FRANCE-PRESSE
ABU DHABI, JULY 25

Solar Impulse 2 was on Monday

approaching the end of its epic
bid to become the first sun-powered airplane to circle the globe
without a drop of fuel to promote
renewable energy.
When the experimental aircraft touches down in Abu Dhabi
in the early hours of Tuesday it
will cap a remarkable 42,000-kilometre (26,097 mile) journey
across four continents, two
oceans and three seas.
With Swiss explorer and project director Bertrand Piccard in
the cockpit, the plane is due to
land at Al-Bateen Executive
Airport in the UAE capital where
it launched its tour on March 9,
2015. On Monday Solar Impulse 2
was flying over the Saudi desert

north of Riyadh, heading towards

the Gulf.
After a turbulent night from
extreme high temperatures, the
sun rose above a desert of sand
dunes above #SaudiArabia,
Piccard said on Twitter.
Dubbed the paper plane,
Solar Impulse 2 is circumnavigating the globe in stages, with
58-year-old Piccard and his compatriot Andre Borschberg taking
turns at the controls of the single-seat aircraft.
It took off from Cairo on its
final leg early on Sunday, having
previously crossed Asia, North
America, Europe, and North
Africa. Borschberg, 63, smashed
the record for the longest uninterrupted journey in aviation history with the 8,924-kilometre
(5,500-mile) flight between
Nagoya, Japan and Hawaii that

lasted 118 hours. No heavier than

a car but with the wingspan of a
Boeing 747, the four-engine battery-powered aircraft relies on
around 17,000 solar cells embedded in its wings.
Its broad wings and light
weight make it particularly sensitive to turbulence.
The plane has clocked an average speed of 80 kilometres (50
miles) an hour.
The pilots use oxygen tanks to
breathe while at high altitude

and wear suits specially designed

to cope with the extreme conditions. They must withstand temperatures inside the tiny cockpit
ranging from minus 20 degrees C
(minus 4 degrees F) to plus 35
degrees C (plus 95 degrees F).
The plane, equipped with a
parachute and life raft in case of
an accident, flew at an altitude
exceeding 30,000 feet (9,144
metres) over Saudi Arabia on
Sunday. Piccard has said he
launched the project in 2003 to

show that renewable energy can

achieve the impossible. His
dream looks set to come true but
it took much longer than
planned.
The bid was initially expected
to last five months, including 25
days of actual flying.
But the aircraft was grounded
in July last year when its
solar-powered batteries suffered
problems halfway through the
trip. The project has also been
beset by bad weather conditions

and illness which forced Piccard

to delay the final leg.
While in the air, the pilot is
constantly in contact with the
mission control centre in
Monaco, where a team of weathermen, mathematicians and engineers monitor the route and prepare flight strategies.
Its a project for energy, for a
better world, were Piccards last
words to journalists in Cairo
before taking off.
A psychiatrist who made the
first non-stop balloon flight
around the world in 1999, Piccard
had warned that the last leg of
the Solar Impulse 2 tour would be
difficult due to the high temperatures.
Its been two hours now Im
flying into high up and down
drafts. And I cant even drink. Its
really exhausting..., he tweeted

on Sunday. Speaking to the BBC

from the cockpit, Piccard
described the final stage as a
fantastic moment and likened
the plane to a flying laboratory.
We are testing all these new,
clean and modern technologies in
order to fly with an endless
endurance, he said.
While the pilots do not expect
commercial solar-powered planes
any time soon, they hope the project will help spur wider progress
in clean energy.
We have new insulation material, new LED lamps, we have
new extremely light carbon fiber
structures... All this can be used
now on the ground, dividing by
two the energy consumption and
therefore the CO2 emissions of
the world, Piccard said. Its a
complete revolution in the protection of the environment.

SINGAPORE: Oil prices
dipped on Monday,
extending last weeks
losses on fresh worries
about a global supply
glut as more US rigs

contracts sank Friday
after a report showed the
number of active US

fourth straight week as
firms are tempted to reopen them by the relatively higher prices.
However, the increase in
production adds to an
already painful oversupply crisis. Crude oil

German business
confidence falls
in July

FRANKFURT: German
business confidence fell
in July in the first reading of companies mood
since Britains June vote
to quit the European
Union, the Ifo economic
institute said on Monday.
The Ifo institutes closely-watched index fell to
108.3 points in July from
Junes figure of 108.7,
which had been based on
data collected before the
Brexit referendum.
Falling confidence was
due to far less optimistic business expectations
on the part of companies, Ifo head Clemens
Fuest said in a statement. Analysts had forecast a decline in July as
uncertainty over the consequences of Brexit
begins to make itself felt.
Ifo calculates its headline
index on the basis of
companies assessments
of the current business
environment and the
outlook for the next

Energy Ministry letter halts

work on Mid-Hill Highway
TIKA PRASAD BHATTA

The prospect of a road connectivity

has now changed into rage following
the halt to the road construction

MANTHALI, JULY 25

The work on a section of the

Mid-Hill
Highway
at
Ramechhap has been halted
after the Energy Ministry
asked the Ministry of Physical
Infrastructure not to construct road along Sunkoshi
River where two hydropower
projects are planned to be
developed.
The
government
has
planned to develop two storage-type hydel projects
Sunkoshi A and Sunkoshi B.
A contract for the construction of a bridge over
Tamakoshi River has also
been cancelled.
Energy Ministry has sent
us a formal letter not to build
a road along the lower banks
of the river, said Ayodhya
Prasad Shrestha, chief of the
Eastern Region of Mid-Hill
Highway. The letter has
been circulated to all the agencies under Department of
Roads.
Locals had been pleased
that an important highway

was
passing
through this locality.
The prospect of a road connectivity has now changed
into rage following the halt to
the road construction. The
construction of bridge over
Tamakoshi River in Benighat
along with a road towards
Dovantar from the bridge has
been halted.
On Friday, about 1,000
locals gathered to express

their concerns and

urged the concerned
authorities
not
be
abandoned the projects.
Nawaraj Majhi, a resident
of Seleghat, said people from
Seleghat, Puchhigat, Dakha,

Sitkha, Belghari, Kothaway,

Lubhughat,
Sinduretar,
Chiyadi had been demanding
that the road be constructed
as per the existing survey. The

Singapore to further boost

money laundering controls
REUTERS
SINGAPORE, JULY 25

Singapores central bank said

it will enhance controls
against money laundering
and take swift action against
banks following damaging
findings that financial institutions in the city-state handled
money flows linked to
Malaysian state fund 1MDB.
There is no doubt that the
recent findings have made a
dent in our reputation as a
clean and trusted financial
centre, Ravi Menon, managing director of the Monetary
Authority of Singapore, said
at its annual news conference
on Monday.
MAS is determined to fix

the problem, working together with the industry.

Menon said the central
bank will bolster its enforcement, conduct rigorous investigations and take swift action
against errant financial institutions. The comments came
after authorities in Singapore
announced last week that they
had seized S$240 million ($177
million) of assets in an investigation of 1MDB-related fund
flows for possible money laundering.
They also said they found
problems at three major
banks: top local lender DBS
Group Holdings Ltd, the
worlds largest private bank
UBS AG, and UK-based bank
Standard Chartered. An ons-

ite inspection of another

Swiss bank, Falcon PBS,
owned by one of the worlds
leading sovereign wealth
fundsAbu
Dhabis
International
Petroleum
Investment Company (IPIC),
in April 2016 found substantial breaches of anti-money
laundering regulations, the
MAS said.
Last weeks announcement
came after Singapores central
bank said in May it was closing down the Singapore operations of Swiss private bank
BSI AG for serious breaches
of anti-money laundering
rules, the first such action in
32 years.
Menon said the central
bank would not go into the

details of its ongoing investigations into banks and other

financial institutions, but it
shows that the financial sector is particularly vulnerable
to money laundering and illicit financing risks.
The MAS will also take a
different tack when it comes
to money laundering offences,
potentially naming and shaming banks for larger breaches,
Menon said, deviating from
its past practice of conducting
investigations on other offences in private. Menon said the
central bank is exploring the
use of machine learning algorithms to identify manipulative trading behaviors in capital markets or to detect money
laundering transactions.

the 2011 Fukushima nuclear disaster, after the accident sent energy import bills soaring and led to a string of deficits.
AFP

locals are planning to go to

Kathmandu to put their concerns before the authorities.
According to the Mid-Hill
Highway Office, the Energy
Ministry has asked them to
build the road 600 metres
above sea level to avoid inundation after the construction
of a dam on the river.
Following the ministrys letter, the dozers have remained
idle at the project site.
But the locals are against
the ministrys plan. We will
be displaced from here and we
dont have any alternative,
said Majhi. The 10-meter wide
road under the Mid-Hill
Highway is being constructed
in Ramechhap on the assumption that the BP Highway
in Sidhuli will not sustain
heavy traffic.
Project chief Shrestha,
however, tried to clarify that
the letter says the road should
be built 600 metres above sea
level not that of the river.
Many sections of the under
construction road are above
600 metre above sea level,
he said.

GOLD SLIPS AS
STOCKS RISE
AHEAD OF FED,
BOJ MEETINGS
REUTERS

LONDON, JULY 25

Gold fell on Monday as the

dollar firmed and a recovery
in risk appetite supported
stock markets near ninemonth highs ahead of central
bank meetings in the United
States and Japan.
The worlds major economies pledged at a G20 meeting
this weekend, dominated by
last months British vote to
leave the European Union, to
use all policy tools available to
boost growth. That lifted both
shares and the dollar, weighing on gold.
Spot gold was down 0.4 percent at $1,316.60 an ounce at
1135 GMT, while U.S. gold
futures for August delivery
were down $7.20 an ounce at
$1,316.20.
Gold eased for a second
week last week, by 1.2 percent,
after rallying to its highest in
more than two years in early
July in the wake of the Brexit
vote, which drove up demand
for the metal as a haven from
risk.
At the moment gold is
struggling a bit because there
is lower safe-haven demand,
and at the same time you
have the Fed (meeting) coming up, which is making
people a bit more cautious,
ABN Amro analyst Georgette
Boele said.
You have these massive
speculative positions still out
there, and they are vulnerable
if the Fed is more hawkish
than expected.
Investors are anticipating a
hectic week that includes a
Federal Reserve meeting,
European bank stress tests
and what could be another
super-sized slug of stimulus
from Japan.
Speculators cut their record
bullish bets on COMEX gold
futures and options for a second straight week, taking the
total to its lowest in a month,
US Commodity Futures
Trading Commission (CFTC)
data showed on Friday.
Even so, they remain highly
elevated.

Global deals may drop $1.6 trillion if Brexit talks lag

ASSOCIATED PRESS
LONDON, JULY 25

Global mergers and acquisitions

may drop by as much as $1.6 trillion
over the next five years unless
Britain quickly agrees to leave the
European Union under terms that
give it continued access to the single
market, according to a report
released Monday.
While the UKs decision to leave
the EU will reduce takeover activity
under any scenario, a disorderly
exit marked by difficult negotiations
will result in increased political and
economic uncertainty and a bigger
decline in transactions, a forecast
from the law firm Baker &
McKenzie shows.
The study comes just days after a
gauge of business activity suggested
that Britains economy was weakening at the fastest pace since the global financial crisis in early 2009,

underscoring the need for the government to swiftly negotiate a new

relationship with the EU.
An active M&A market is all
about confidence and credibility,
Michael DeFranco, global chair of
mergers and acquisitions at Baker &
McKenzie, said in a statement. To
restore that confidence, the U.K. government will need to get to grips
with the enormous challenge of
negotiating a new trading relationship with the EU as quickly as practically possible. Otherwise we move
into more dangerous territory.
The fallout from so-called Brexit
will be concentrated in the UK and
Europe and wont lead to a crash in
global takeovers like the one that
followed the collapse of Lehman
Brothers at the start of the financial
crisis, the law firm said. Still, it
could take four years to catch up
with levels of activity that were predicted if Britain had decided to stay

n A file

Bank of China Chairman Tian Guoli at a meting in Beijing.
AP
in the 28-nation bloc. The vote is
likely to trigger a $240 billion, or 24
percent, drop in UK mergers and
acquisitions over the next five years
even with a relatively quick departure that preserves access to the single market, the study found. That
would increase to $340 billion, or 34

percent, if Britain is unable to negotiate favorable terms. Without a

clear Brexit roadmap, a more damaging cycle of political and market
uncertainty could be unleashed with
subsequent repercussions for transaction activity globally, Baker &
McKenzie said. In this adverse

Brexit scenario, the UK vote to leave

adds to the existing strength of populist mood across Europe, leading to
further questions about the unity
and stability of both.
Despite the declines, Baker &
McKenzie said lots of activity would
still take place in London because of
the primacy of English law for
cross-border deals and the fact that
the city will retain a remarkable
concentration of financial, legal and
economic talent. The drop in the
value of the pound since the EU referendum will also make UK assets
more attractive, despite the ongoing
uncertainties. Should the exit be
orderly, things should recover quickly. The data was based on financial
modeling by Oxford Economics.
On Friday, IHS Markit released its
latest purchasing managers index,
one of the first measures of how the
economy responded to Britains
June 23 vote on leaving the EU.

EU orders Spain
to recover fast
train test funds
BRUSSELS: The EU
ordered Spain on
Monday to recover 140
million euros ($150 million) in illegal state aid
set aside for a high speed
train test centre that
Brussels said was unnecessary. The commission,
the EUs powerful executive arm, in 2015
launched a probe into
the plans for the unique
testing site mear Malaga
where, if completed,
trains could travel as fast
as 520 kilometres (320
miles) per hour. There
does not appear to be any
interest in the market to
develop products that
run at such high speeds,
the commission said in a
statement. In fact, the
(centre) was expected to
generate losses throughout its entire period of
operation, it added.
The commissions verdict is particularly
embarrassing for Spain
where a decade-long
construction binge
sent the economy crashing in 2008. The worst
symbols in that crisis
were vast yet pointless
public projects with
links to political cronyism, including several
ghost airports that lie
virtually deserted. (AFP)

Russians top
list of foreign
tourists in Goa

PANAJI: Russians topped

the list of foreign tourists visiting the state in
the 2015-16 tourism season, according to statistics tabled in the Goa
assembly on Monday.
According to tourism
ministry statistics,
106,754 Russian tourists
visited Goa from October
2015 to May 13 this year,
considered the official
charter tourism season
in Goa. The United
Kingdom ranked second
with 34,549 tourists, followed by Ukraine. In all,
1.58 lakh foreign tourists
arrived in Goa on 798
charter flights on short
term visits to the coastal
state from October 2015
to May 13 this year. (IANS)

Huawei first half

revenue up 40pc

SHANGHAI: Chinese telecoms equipment giant

Huawei said on Monday
that revenue surged 40
percent year-on-year in
the first half of 2016,
boosted by steady growth
in smartphone sales.
Total sales revenue
reached 245.5 billion
yuan ($36.7 billion) in
January-June, audited
results released in a company statement showed.
The company did not
provide a breakdown of
the figures. We are confident that Huawei will
maintain its current
momentum, and round
out the full year in a positive financial position
backed by sound ongoing
operations, Huawei
chief financial officer
Sabrina Meng said.
Huawei is one of the
largest providers of network infrastructure globally, but its consumer
products are less wellknown outside of China.
Its consumer business,
including smartphone
sales, has strongly supported the companys
performance, soaring 73
percent to 129.1 billion
yuan last year. (AFP)

G20s deference for

Chinas economic
policies irks Japan
REUTERS
SHANGHAI/TOKYO, JULY 25

China dodged criticism of its

economic management at a
G20 meeting it hosted on the
weekend, even winning plaudits for yuan transparency,
much to the frustration of
Japanese officials who are
calling for more reforms from
Beijing.
It was a marked contrast to
a February G20 gathering of
finance heads in Shanghai,
when Chinese policymakers
were on the defensive about
the risk of another devaluation of the yuan.
While the worlds second-largest economy has
slowed and the yuan has fallen to 5-1/2 year lows against
the dollar over the past five
months, G20 finance ministers and central bank chiefs
appeared more concerned
about the fallout from
Britains June vote to leave
Europe. We have been very
polite with China, said a
European official at the meeting in the southwestern
Chinese city of Chengdu, adding Tokyo failed to keep its
concerns about Chinas economic performancea major
risk for Japanon the table.
Chinas growth problems
and exchange rate decline
have not been much of an
issue here. Japan with its concerns has been left a bit alone,
no one wanted to join in, the
official said.
Japan has already failed
this year to win support from
its industrialised peers to cur-

tail a strengthening yen,

which has soared to 2-1/2 year
highs against the dollar even
as the economy faltered and
exports fell.
Japan remains concerned
about Chinas economy and
we will call on the US and
Europe not to shift attention
away from China, a Japanese
official said, but added that
Tokyo had decided to be
quiet on currency during the
meeting.
The yuan has fallen over 5
percent against a basket of
currencies
tracked
by
Thomson Reuters since the
G20 finance ministers meeting in February.
The yen, meanwhile, has
become both stronger and
more volatile this year, surging on safe-haven buying even
as Japan adopted negative
interest rates in its so-far
futile effort to escape defla-

tion. Data on Monday showed

Japans
quandary,
with
exports falling 7.4 percent in
June from a year earlier, the
ninth straight month of
decline. The rising yen has
weakened Japans export
engine as China increases its
share of global trade.
At the G20 meeting,
Japanese Finance Minister
Taro Aso said it was closely
watching the impact of a
declining yuan, and that he
had agreed with US Treasury
Secretary Jack Lew on the
need for structural reform in
China and transparency in
the forex market.
In contrast to Japan, the
United States, a long-time critic of Chinas currency policies, appeared satisfied with
Beijings recent handling of
the yuan. Lew complimented
Beijings improved transparency and said the yuan had

been moving in response to

market factors. US officials
even noted China had actually
been intervening to prevent
the yuan from falling too
quickly.
The G20 meeting came at a
sensitive time for China-US
relations after the Permanent
Court of Arbitration in the
Hague earlier this month
ruled Beijings claims to vast
swathes of the South China
Sea invalid.
It also immediately followed the nomination of
Donald Trump as the
Republican Party candidate in
the US presidential election.
Trump has said if elected he
would have China declared a
currency manipulator as one
of his first acts in office.
Sources at the G20 said
there was little discussion of
Chinas new regulations on
cybersecurity, seen as regulating foreign software companies out of the domestic market. There was also little progress in opening protected
parts of Chinas economy to
foreign investment, sources
said, although the final communique did express concern
about protectionism.
However, the G20 did refer
to worries about industrial
overcapacity, particularly in
the steel sector.
Many of Chinas trading
partners accuse it of dumping
excess steel in overseas markets to avoid massive
layoffs in its state-dominated
steel sector, in turn eroding
steel employment in other
countries.

post attempted coup

Clouds gather for

Turkey economy
AGENCE FRANCE-PRESSE
ANKARA, JULY 25

A six percent loss in value of

its currency, a plunge on the
stock market and a downgrade by a key ratings agency.
The last week alone has
shown that life is not going to
be easy for Turkeys economy
after the coup aimed at unseating President Recep Tayyip
Erdogan from power.
But economists say a sharply lower economic performance including a recession
is not inevitable and avoiding
doom-laden scenarios largely
rests on the choices Erdogan
and his government make.
Since the coup more than a
week ago, the lira lost six percent of its value against the
US dollar. More than 10 percent in value has been wiped
off the stock market.
Turkeys ultimate fragility
is the fact that it cannot afford
to see the currency go where it
may, Michael Harris, Turkey
strategist and head of
research at Renaissance
Capital told AFP.
He said in countries from
Britain to South Africa falls in
the value of currency mean
people would lose money but
do not alter the macroeconomic dynamics in a substantial
way like in Turkey.
Instead, in a country that
has experienced high inflation, a weaker exchange rate
risks placing further upward
pressure on consumer prices.
The authorities have had
some success in pushing down
inflation in recent months,
reaching 6.57 percent in May.
In Turkey if the currency
falls too much, its very painful for Turkish corporates.
And that then leads to the

recessionary scenario, said

Harris.
Turkey experienced a banking crisis in the early 1990s
and high inflation followed by
a full financial crisis in 20002001 that nearly sent the economy into meltdown.
For many Turks, the six
zeros on a bank note and needing to be lira millionaires to
make simple purchases is a
painful memory.

Since the coup more

than a week ago, the
lira lost six percent
of its value against
the US dollar
Since the ruling Justice and
Development Party (AKP)
co-founded by Erdogan, came
to power in 2002, Turks have
grown accustomed to solid
GDP growth, outperforming
fellow emerging markets
excluding India and China.
But that could soon come to
an end, said William Jackson,
senior emerging markets
economist
at
Capital
Economics, warning of a
potential recession. I think if
growth and incomes were to
weaken, potentially we can
see some rise in non-performing loans and tighter credit
conditions, he told AFP.
So there are quite a number of factors that could lead
to a sharp slowdown in the
economy at some point in the
next few yearspotentially
even a recession.
The economy was set to
grow by 3.5 to 4 percent this
year according to the
International Monetary Fund,
and so far this year growth

has remained robust supported by high government spending and low oil prices.
Externally, however, Turkey
has long been vulnerable to
any sudden shifts in investor
sentiment towards a country
which has long run a bloated
current account deficit.
This makes it reliant on
hot flows of capital which
could suddenly dry up in the
wake of a serious political or
economic drama.
A relentless crackdown on
suspected coup plotters has
sparked concern Erdogan will
use the current climate to
push through his plan for an
executive presidency that
would further bolster his powers and also worry investors.
They (Turkish government) have to make the right
policy choices. If its just
about punishment and stabilisation then well get through
this, Harris said.
If its about the catalyst for
trying to become president for
life, the transition will be
quite turbulent, quite long
lasting I would have thought.
In a huge blow to the claims
of the government that business is as usual after the coup,
Turkey last week saw
Standard and Poors (S&P)
downgrade its ability to pay
back foreign currency debt to
BB from BB-plus. Now experts
warn that Moodys, due to
announce its ratings on
Turkey next month, could also
lower theirs. But from
Erdogan there was no appeal
for calm. Instead, he attacked
the ratings agency in a speech
to parliament on Friday.
Whats it to you, who do
you think you are? You do not
have the authority to make
such a statement on Turkey.

Indonesians move some
money back home to take
advantage of a tax amnesty,
but the exodus of funds isnt
going to be as big as Jakarta is
predicting.
Around $200 billion of
Indonesian money that may
not have been declared to the
tax authorities in Jakarta has
been squirreled away in
Singapore, according to private banking sources. It is a
huge portion of the approximately $470 billion of assets
under management by private
banks in the financial hub.
Consultants, lawyers and
bankers closely involved with
the industry expect roughly
$30 billion to go to Indonesia
under the amnesty, which was
launched last week and allows
all past evasion sins to be forgiven upon the payment of up
to 5 percent tax on the money.
This is below the $76 billion
projected by the Indonesian
government and the $42 billion forecast by its central

bank. At the Monetary

Authority of Singapores
annual news conference on
Monday, its managing director Ravi Menon said he doesnt
expect big outflows of funds,
and he stressed that the
city wont be taking any particular action to stem any
such transfers.
Still, government revenue
from taxing $30 billion could
still be as much as three times
higher than the money
recouped during a previous
Indonesian tax amnesty in
2008, which only pulled in
about $500 million in tax.
One of the key reasons for
this is that Singapore is
becoming a less hospitable
place to avoid tax authorities
and other arms of government around the world, and
there is an increasing likelihood that the Indonesian government will learn more
about funds parked in the city
anyway. That is because of
increasing
pressure
on
Singapores banks to crack
down on laundering of money
that is the result of corruption or other illegal acts, and
to be more transparent about
who they do business with.

told the Indian Express newspaper at the weekend.
And in this vitiated environment, there is no cooperation possible between the

Pokemon Go players stumble on hidden history

ASSOCIATED PRESS
PROVIDENCE, JULY 25

Historical markers have long dotted the landscape, often barely

noticed by passers-byuntil they
became treasure-filled stops
this month on the Pokemon
Go trail.
Players hunting for fictional
creatures on their smartphones
are now visiting real-life memorial plaques, statues, mosaics and
landmarks, ranging from a Civil
War battlefield in
Chancellorsville, Virginia, to a
Hells Angels clubhouse on New
Zealands North Island.
Some dont bother to linger at
these Pokestops, staying just long
enough to stock up on the virtual
balls theyll use to bonk and capture the next Pokemon. But for
others, the GPS-powered aug-

mented reality game is heightening awareness of the history

and geography of their neighborhoods.
Before I was just going from
Point A to Point B, but now Im
learning things, said 15-year-old
Jaiden Cruz as he walked by a
plaque Wednesday in downtown
Providence, Rhode Island, marking where Abraham Lincoln
spoke at an old railroad hall in
1860. The plaque is a Pokestop,
and shortly before Cruz arrived,
another player dropped a lure
module that attracts Pokemon to
the site.

Cheryl DiMarzio, who on the

advice of her daughter ventured

rodent Rattatas. Different landmarks, the statues and historical

How such markers became the
backbone of the wildly popular
video game that launched this
month is a story that goes back at
least five years, when tech giant
Google signed a licensing agreement to use TheHistorical
Marker Database , a volunteer-run website that has tracked
the geographic coordinates of
more than 80,000 historical markers around the world, most of
them in the United States.
J.J. Prats, founder and publisher of the Virginia-based marker
database, said many but not all
the Pokestops and Pokemon
gymswhere players send their
creatures into battleare from
his website. Hes thrilled.

Hopefully people will take

their eyes off the phone and read
the historical markers, Prats
said.
The game has delighted
Anthony Golding, a middle
school history teacher in Tupelo,
Mississippi, who is looking forward to incorporating Pokestops
into his curriculum in the fall.
He has replenished his
Pokemon wares where the Civil
Wars Battle of Tupelo was
fought, at monuments to Civil
Rights Movement figures, and at
a pedestal that holds the Tupelo
Meteorite. But Elvis Presley
holds the monopoly on Tupelos
Pokestops, from his birthplace to
the Main Street store where he
got his first guitar.
Pretty much every Elvis landmark has a Pokestop devoted to
it, Golding said.

Prats said his websites views

have quadrupled since the game
launched , possibly because gamers are looking to get ahead and
find new stops. His editors in
recent days have had to strike
down a rash of bogus submissions for markers that have no
historical significance but that he
suspects might be near where
players live or where businesses
are hoping for foot traffic,
he said.
Game maker Niantic Labs,
which began as an internal
Google startup, originally used
the markers for its earlier game,
Ingress, which attracted a smaller but dedicated community
when it launched in 2012. Niantic,
which spun off from Google last
year, did not respond to emails
seeking comment about its
Pokemon Go locations.

Times havent changed

for designer watches
PRAHLAD RIJAL
KATHMANDU, JULY 25

The appeal of classic designer

wristwatches remains as strong
as ever, and sales continue to swell
every year despite the arrival of
smartwatches from global tech
giants like Apple and Samsung,
dealers said.
Demand for sporty, casual and
classic timepieces is on the rise as
the wristwatch has redefined
itself as a status symbol, style
statement and even personality
reflector. Moreover, watches have
a history of more than 500 years
and have outlived wars and technological revolutions.
Premium wristwatch brands
are facing no threat from smartwatches, at least not in Nepal
where web connectivity is not
available all the time, said
Janardan Adhikari, sales manager at Timex Nepal. Designer
watches are here to stay, and the
impact of digital innovations on
the overall watch industry of
Nepal has been minimal.
According to Adhikari, Timex
has witnessed a growth of around
24 percent in the last fiscal after
the company expanded its online
presence and acquired fruitful
business-to-business sales.
Although brick-and-mortar
businesses have seen a slump in
footfall, online sales have
increased. Online platforms like

Thamel.com,
Muncha.com,
Kaymu.com and BhatBhatenionline, among others, are the most
visited online shops when it
comes to buying watches.
Nevertheless, the presence of
global brands which are much
admired for their craftsmanship
by enthusiasts and collectors has
expanded in the Kathmandu
Valley. Rolex, Titan, Timex,
Tissot, Casio, Fossil, Kenneth
Cole, Nautica, Tommy Hilfiger,
Skagen and Seiko, among others,
are the most sought-after brands
which have a high presence both
online and on physical storefronts.
Luxury watches like Rolex
Oyster and Cellini have hefty

price tags. Rado falls under the

mid-priced category with replicas
available in the market.
Likewise, Titan watches are
available in Nepal at prices starting at Rs3,500. Timex watches
start at Rs2,500 and go as high as
Rs65,000. Similarly, Fossil watches
come under the price range of
Rs15,000 to Rs26,000. Nautica
watches are priced between
Rs30,000 and Rs90,000.
Among all the models available, those which are sporty and
feature a big dial account for most
of the sales, said Mandira
Maharjan, store in-charge at
Watch and See which offers products from Fossil, Kenneth Cole,
Tommy Hilfiger and Skagen.

Even youths attached to electronic gizmos find designer

watches charming and purchase
it as a personal symbol.
According
to
Maharjan,
watches have continued to remain
popular as gifts, accessories
and status symbols, but sales
have slowed at traditional
stores because of the online
marketplace.
Unlike smartwatches, technical obsolescence is no threat to
classic watches. That is why
designer wristwatches have
an edge over smartwatches,
she added.
According to worldwatchreport.com, a digital luxury group
intelligence research company,
worldwide consumer interest in
luxury watches has been growing
at the rate of 10 percent annually
and has doubled since 2012 with
Asia accounting for 68 percent of
the growth. Moreover, 50 percent
of online searches are related
to brands while models accounted
for 21 percent and prices only
10 percent.
As per the report, mechanical
watches accounted for only 8 percent
of
shipments
from
Switzerland in 2000. In 2013, the
figure had exploded to 27 percent.
In 2015, global customers sought
Tag Heuer, Rolex and Omega to
see whether the luxury brands
had ventured into the smartwatch
business or not.

Yahoo selling core biz for $4.8b

AGENCE FRANCE-PRESSE
SAN FRANCISCO, JULY 25

Yahoo has agreed to sell its core

business to telecom giant Verizon
for $4.8 billion, ending a 20-year
run by the internet pioneer as an
independent company, the firms
announced Monday.
Verizon chief executive Lowell
McAdam said Yahoo would be
integrated into its recently
acquired AOL unit to create a top
global mobile media company,
and help accelerate our revenue
stream in digital advertising.
The acquisition, expected to
close in early 2017, will exclude
Yahoos cash, certain patent holdings, and its big share in Chinas
Alibaba Group and stake in Yahoo
Japan. The deal will, however,
turn over the popular Yahoo
News, Mail and other online ser-

vices used by more than a billion

people worldwide.
Yahoo will be left as a separate
investment company that will
change its name after the transaction. Marissa Mayer, CEO of
Yahoo, said in a statement: Yahoo
is a company that has changed the
world, and will continue to do so
through this combination with
Verizon and AOL. She added that
the deal separates the core Yahoo
business from its Asian asset
equity stakes, and is an important step in our plan to unlock
shareholder value for Yahoo.
The deal comes with Yahoo, a

onetime leader in the online

space, coping with years of
decline and struggling to keep up
with rivals like Google and
Facebook.
Mayer said in a blog post that
Verizon brings clear synergies to
the table with its goal of reaching a global audience of two billion by 2020. Yahoos products
and brand will be central to
achieving these goals, she said.
Joining forces with AOL and
Verizon will help us achieve tremendous scale on mobile. Imagine
the distribution challenges we
will solve, the scale we will

achieve, the products we will

build, and the advertisers we will
reach... Its incredibly compelling. Yahoo will operate independently until the acquisition
and then fall under the aegis of
the AOL unit chief, Tim
Armstrong, a former Google colleague of Mayer.
Our mission at AOL is to build
brands people love, and we will
continue to invest in and grow
them, Armstrong said in the
statement. Yahoo has been a
long-time investor in premium
content and created some of the
most beloved consumer brands in
key categories like sports, news
and finance. He added that the
combination will create a new
powerful competitive rival in
mobile media, and an open, scaled
alternative offering for advertisers and publishers.

As growth slows, GM re-evaluates India investment

REUTERS
NEW DELHI, JULY 25

General Motors is re-evaluating

its planned $1 billion investment in India and has put on
hold moves to bring a new car
platform to the country, company officials said.
The strategy rethink comes
after GMs India sales fell by
nearly 40 percent in the year to
March 30, with its share of the
domestic passenger vehicle market now below 1 percent.
Sagging sales and a regulatory
crackdown on diesel-powered
vehicles are now forcing GM to
redraw revise its plans.
The US automaker had previously committed to investing $1
billion in India to double its
market share to 3.6 percent by
2020 and make the country a
global export hub.
The billion dollars was com-

mitted based on a certain

product portfolio, Jack Uppal,
vice president for marketing at
GM India, told Reuters. As the
product programme could
change, the amounts that
are required to invest would
also change.
GMs original $1 billion plan
included, among other things,
the launch of a multi-purpose
vehicle, Spin, and a new modular platform designed to build
low-cost cars for emerging
markets.
We are conducting a full
review of our future product
programme in India, Swati
Bhattacharya, a spokeswoman
at GM India, said in a
statement.
As a result, we are also putting on hold future investment
in our all-new vehicle family in
India until we firm our product
portfolio plan. The new plat-

n

form would have helped GM

price cars more competitively in
a market where buyers prefer
low-cost vehicles and which is

dominated by Maruti Suzuki

India and Hyundai.
Uppal said that fast-changing
buyer preferences in India also

mean that by the time the platform comes in it might be too

late to launch some of the
planned products. Instead of
launching the Spin in 2017, GM
is focused on bringing a compact SUV to India soon and is
now reviewing existing global
products to see which works
best, he said.
GM still plans to launch small
cars such as the Beat Activ
hatchback and Essentia compact sedan in 2017, as it attempts
to bolster sales.
GMs looming change in its
India strategy follows a series
of reviews and restructurings
undertaken across Asia Pacific
starting in 2013 under Stefan
Jacoby, vice president, GM
International (GMI), which
oversees markets beyond the
Americas, Europe and China.
Last year GM said it was
shuttering a key assembly plant

in Indonesia and ceasing production of its Chevrolet Sonic

car in Thailand to focus more
on SUVs and pick-up trucks in
Southeast Asia.
GM announced last week that
the company and Isuzu Motor
have agreed to end a tie-up in
Asia, while GMs finance chief
said on an investor call that the
company would only deploy
funds if it sees an appropriate
return.
In India, GM posted a net loss
of 10.33 billion rupees ($154 million) in the year to March 30,
adding to losses made in the
preceding three financial years,
according to government data.
GM is not the only foreign
company battling to crack an
Indian car market forecast to be
the worlds third largest by 2020.
Volkswagen, Nissan and others
have also struggled to raise
market share significantly.
