Anexo 1 - Obteno do RNE aps a chegada em So Paulo


(Obtaining RNE after my arrival)

What is RNE?
RNE (Registro Nacional de Estrangeiro) is a mandatory document for the temporary resident in Brazil, once it
legitimates your stay in the country. The exchange student must register at a Brazilian Federal Police office
within 30 days upon his arrival and apply for a foreign person ID Card (CIE = Carteira de Identidade do
Estrangeiro). In the first months, until the definitive card is issued, a receipt (protocol) will be issued. This
protocol is needed to obtain the CPF Number, to open a bank account, and to the execution of other
activities.

In order to have your RNE youll have to follow these steps:


1. Fill an online application (internet)
2. Schedule an interview - in less than 30 days of your arrival (internet)
3. Issue the taxes (internet)
4. Pay the taxes R$64,58 + R$124,23 (in a bank)
5. Do an authenticated/notarized copy of the used pages of your passport (in any Notary Office in So
Paulo)
6. Attend the interview with all the documents required (at Polcia Federal Office)

Suggestions

Bring the required copies of your documents and the photographs from your home country. This
may speed up the initial arrangements and the process of the adaptation at USP and in So Paulo.
However, the certification of all documents must be done in Brazil.
Due to the large number of applicants, the waiting time at the Federal Police may be more than 6
hours at the day of the interview. Besides, booking the interview after arriving in Brazil may force
you to wait longer for this interview and cause extra delays in signing scholarship contract or to open
a bank account. Therefore, when you have your air-ticket issued and the exact day of arrival in
Brazil, we recommend you to book the interview whilst in your home country.

How do I apply for it?


The first steps are online. But the Federal Police website is completely in Portuguese. In order to make your
life easier, we created a simple guide for you.

1. Fill the Online Application


Registration form - Fill in with your personal data and print the form. You will need this document in order
to schedule your interview at the Federal Police office.

2. Schedule your interview


Schedule an appointment (youll need the Cdigo de Solicitao, which you can find on the top of your
filled Registration Form). Print out this form and take it with you to the Federal Police. To cancel or reschedule your appointment, just go back to the same link for scheduling.

3. Issue the taxes


Two of the documents you must take with you for the interview are the receipts of two federal taxes. But
first, you have to fill the taxes form (GRU).
1. In the "Unidade Arrecadadora" line, select "SP (027-2) Delegacia Federal de So Paulo/SP"

2. In the "Cdigo da Receita STN" line, select "140082 Registro de estrangeiros/restabelecimento de


registro - R$64,58" (Attention: People from Portuguese-Speaking Countries are exempted from
paying this tax according to the Decreto 6771/09, and its prorogation as well. However they must
pay the other tax - Foreigners Card).

3. Then click "Gerar Guia" and print.


4. Then you must fill in again the same GRU with the following modifications: In the "Cdigo da
Receita" line, select "140120 Carteira de estrangeiro 1 Via R$124,23".

5. Then click "Gerar Guia" and print this other guide.

4. Pay the taxes


You can pay the taxes at any Brazilian bank agency (be aware of the payment deadline!)

5. Do an authenticated copy of your passport used pages


To get your passport copied and authenticated, take it to a cartrio**. Make sure that your personal data,
the passport number and expiration date, your photo, the Brazilian Visa page (with the stamp and the date
of entry in Brazil) and all the used pages have been photocopied and certified! Each authenticated page will
cost about R$3,50.

Getting there from FMUSP:
You can walk 8 block down on Rua Teodoro Sampaio or take any bus in Rua Cardeal Arcoverde, until the
intersection with Rua Henrique Schaumann, then turn left.

6. Attend the interview


And dont forget to take with you the following documents:
Checklist:
1. The registration form that you printed online.
2. 2 recent standard 3x4 color photos, taken on a white background and undated.
3. The original sheet of your Visa application form, obtained in your home country.
4. The receipt of the two taxes that we mentioned above
5. Valid passport and a notarized copy of it (except blank pages). To get it copied and authenticated,
take it to a cartrio. Make sure that your personal data, the passport number and expiration date,
your photo and the Brazilian Visa page (with the stamp and the date of entry in Brazil) have been
photocopied and certified!

Take the bus 199D - Vila Irio at Rua Teodoro Sampaio stop (near Hospital das Clnicas) and ask the bus
driver/collector to tell you when to get off to go to Polcia Federal To come back to FMUSP-HC, take the
same bus 199D - Terminal Pinheiros in the opposite way.
Attention: the documents listed above are the standard list of documents required by the Federal Police,
however, in some cases, they may ask for extra documents such as: USP letter of acceptance or invitation
(could be the one used to obtain the Visa), the entry/exit form stamped by the Immigration officer at the
airport upon arrival in Brazil, or proof of residency, therefore, we cannot guarantee which extra document
will be required, if you already have these documents, take them with you for the interview, it may prevent
you for going there twice.

7. Receive your RNE


At the end of your appointment youll receive a protocol with your RNE number, it is valid as your document
until you receive your CIE card. Please, send a copy or a picture of your protocol to our International Office.
The CIE card with the RNE number on it can take six months or more to process. Applicants can check the
status of their RNE application on the Federal Police website or send an email.

8. Renewing the CIE


The RNE number is permanent, however each CIE card has a specified validity period. The renewal process
must begin before the expiration date. The following are required:

A completed form Requerer Registro/Renovao e Anistia (this form must be completed and saved
online, then printed)
The applicant's CIE card (plus notarised copy)
Two recent photographs, size 3x4cm (colour, white background, undated, on smooth paper)
Proof of payment of the required fee

Additional documents may be required, depending on circumstance.

The administration fee for CIE renewal must be accompanied by a completed GRU (Guia de Recolhimento da
Unio) form. The fee payable for renewals is the: Carteira de Estrangeiro de Primeira Via (code
number/cdigo da receita: 140120).

Note: Disabled people and those aged 60 and over do not need to renew the CIE card.
