Abstract
The Veterans Memorial Building in Rexburg, Idaho benefits many members of the community aside
from the Veterans; Madison County 4-H with BYU-Idaho, for example uses this building twice a year
when they facilitate a day camp for children in the community. During one of the day camps taking place
at this building, something was burning in the oven, and because the kitchen does not have a proper stove
hood with a ventilation system, the building filled with smoke. We would like to propose a solution to
this, and future issues that may arise from a lack of stove hood in this kitchen, by getting funding to have
a stove hood installed to benefit the veterans who use this building, as well as community members such
as the Madison County 4-H organization.

Intro to Proposal
We the BYU-Idaho 4-H day camp committee is partnering with the Madison County 4-H extension office
and have seen a need in the Veterans building kitchen for a range hood. Currently the Veterans Building
is lacking the proper ventilation over the oven and stove. The cost and labor required will be described
below as well as the installation plan.

Statement of need
The Veterans building does not have proper ventilation in the kitchen. It does not have any fans or
windows, and because of this, odors, steam and smoke produced while cooking are not able to escape,
and become trapped within the kitchen. In order to create adequate ventilation within the kitchen, a range
hood needs to be installed to remove indoor air-pollution such as: heat, odors, moisture and smoke that
are created from cooking. As these elements are not properly vented, there is an increasing concern for
those that may be exposed to these carcinogens, as this creates an unsafe environment.
The Veterans building serves not only the veterans but other communal groups and members of
Madison County and the surrounding areas. Many community members hold events such as
Quinceaeras, wedding receptions and 4-H day camps in this building, all of which have the possibility of
using the kitchen and using the stoves. As these ranges are used, without air circulation, pollutants will
remain, and can be anything from mold growth from unremoved condensation, to smoky air that have
become trapped within the kitchen, and increase the risk of respiratory illness and poor health to those
that breathe them.

Goals and Objectives

Over many years, the people of the Veteran's building have given much to the FCS program ot BYUIdaho. Our main goal is to give back to them by bringing their building up to current code and making
their kitchen more usable. We also want to make the building safer for the community members that use it
on a daily basis.

The following sections will discuss the specific activities that are held in the building, groups and
organizations that have partnered with the veterans, those that will be involved with the project, the
project tasks along with the timetable to do so, and the desired end result
Methods- Program Activities
The building hosts numerous events each year including; veteran meetings, business events, 4-h day
camps, family reunions, weddings, etc. Because the building is rented for numerous events, it is a
valuable asset to the community and touches each resident who resides in Rexburg and surrounding area.
From young children learning life skills at a 4-H day camp, to local businesses having staff parties, as
well as the local veterans meetings, the Veterans building provides for both the recreational and
economic needs of the city.

Methods- Cooperating Organization


The parties involved in this process include Family and Consumer Science Education Majors in the FCS
380 class at BYU-Idaho, Madison County 4-H, and the Veterans. Each of these parties will be involved in
specific parts of the process. The BYU-Idaho students will be providing research and writing the grant for
the stove hood. Madison County 4-H organization helped the BYU-Idaho students become aware that the
lack of a stove hood is such an issue in the Veterans Memorial Building. Finally, the Veterans
organization is providing us with the information necessary for how often the building is used, how old
the building is, and why they feel that adding a stove hood would benefit the building and all who use it.

Methods-Staffing and Administration


The people who are helping with this project include: Kandee Boise from the Madison county extension
office, Richard Pingree from the Veteran's building, Cheryl Empey who is the head of the FCS
department at BYU-Idaho, the Rexburg city building department, and the 4-H committee of BYU-Idaho.

Methods- Work Plan or Timetable


The proposal process will begin during this semester (December 2016). This committee will put forward
a proposal draft and then the next committee will finish the grant writing process. After coordinating
with the veterans center, we will be contacting different places that could install the range hood in the

kitchen. Arrangements will be made with the company and the range hood will be installed in the
kitchen. (Chart)

Methods- Summary
The Veterans Memorial Building in Rexburg, Idaho benefits many members of the community aside
from the Veterans; Madison County 4-H with BYU-Idaho, for example uses this building twice a year
when they facilitate a day camp for children in the community. Members of the community are able to
reserve and utilize this building for a variety of purposes, with the addition of a stove hood, this building
would be much safer, and more practical for hosting events where the kitchen will be in use. We would
like to see this project put into action within the year, and would hope to have it as soon as possible. This
addition would make The Veterans Memorial Building more suitable for public use.

Did we accomplish our goal to install the range hood? Did the process go as planned?

Dissemination and Utilization


The funds that we receive would go through the Veterans of Foreign Wars in Rexburg. They are who run
and decide what happens in their building.

Facilities and Equipment


The Veterans building was originally the National Guard building. It was funded by the state of Idaho.
Currently, the Veterans building is used for various community and personal events including; veteran
meetings, business events, 4-h day camps, family reunions, weddings, etc. When an event happens at the
building the kitchen is readily used. Due to the layout of the kitchen, it has no windows. Two ovens are
positioned back to back in the center of the kitchen. Because there are no windows, and no stove hoods,
the ventilation in the kitchen is unsafe.

Budget
The budget proposed for two stove hoods is $10,000. Research conducted shows that Proline Range
Hoods is having a seasonal sale of 40-60% off all range hoods. Lowes also provides installation of range
hoods. Various makes and models are available at varying prices. A budget of $10,000 will be sufficient
to cover all costs including; purchase, delivery, and installation. (Chart)
