SUBJECT: Downtown Infrastructure & Public Realm Design Implementation Strategy

Background
On May 3, 2016, the EDA authorized the funding of the Downtown Infrastructure &
Public Realm Design Implementation Strategy with Loucks, Inc. Since that time, Loucks
has been working with staff to identify development opportunities within the corridor and
established a work plan with a detailed list of improvements for the City to successfully
improve the corridor in the future.
Discussion
Loucks, Inc. reviewed previous studies and plans and met with city staff to receive input
on the Downtown design strategies. The goal and objectives of the projects are to:
Enhance the visibility and vitality of Downtown Shakopee
Develop and maintain vibrant streets and open spaces
Balance of pedestrian and motorist needs
Sustainable design
Street-scape amenities and artwork
Loucks developed several big ideas that included:
Complete Phase 2 of Huber Park
Connect to the pedestrian bridge
Enhance existing street-scape
Create a gateway into Downtown
Develop a multi-use parking lot
Create an entrance feature at bridge
Develop a park linkage to the underpass

Based on funding available and the needs of Downtown, three projects were identified to
be completed in the first phase of the Downtown Improvement Program. The projects are:
River City Plaza
This includes a new entry feature at the end of the bridge that will include landscaping,
signage and public art. It also creates a visual link to First Avenue where there will also
be new landscaping, paving and public art.
Gateway Plaza
This creates an entry gateway at the First Avenue East intersection with Highway 101.
The improvements include landscaping on both sides of First Avenue, landscaping in the
median and specialty pavement and public sculpture.
Lewis Street Parking Lot Project includes rebuilding the existing parking lot and sidewalks. The new sidewalks
will be constructed out of pervious pavers, concrete curbing, power modules, lighting and
silva cells that will support tree growth and help in storm-water management.
Other projects that were recommended could be carried out in later years depending on
funding availability that could include additional general fund appropriations, special
property taxing district and/or creation of another taxing district.
Other future improvements could include replacement of Downtown lighting, additional
landscaping along Highway 101, creation of Bedrock Park, and additional enhancements
and connections to Huber Park.
Action Sought
The Economic Development Advisory Committee should review the downtown plans and
make recommendations to council on the implementation of these plans.
