SAFETY STATEMENT

(Section 1 Policy & Organisation)

The Safety Statement has been prepared in accordance with the requirements of section 20 of the Safety, Health and
Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (General Application) Regulations 2007 and other
relevant regulations. While every effort within the constraints of time, has been taken during the audit to identify hazards and assess
risks, it should not be taken that all hazards have been identified and are under control. C h r i o s t R i N a t i o n a l S c h o o l must
monitor and check its school and carry out inspections and audits and investigate accidents and take appropriate corrective
actions.
This document has been written in compliance with the requirements of the Safety, Health and Welfare at Work Act 2005, and all other
relevant legislation. It contains confidential information. This statement is distributed upon the express condition that it will not be used
directly or indirectly in anyway detrimental to the interest of SMT Consultants Ltd. or any related party.

1.1.1

Safety Statement Document

The Safety Statement will be accessible to all employees at Chriost Ri National School will
hold a controlled copy of its Safety Statement in each Location under the control of the
Safety Coordinator at the school. The General Safety Policy signed by the Chairperson of
the Board of Management will be published in the office and the requirements of the health
and safety policy will be brought to the attention of all employees, public, visitors and
contractors.
It is the policy of Chriost Ri National School that all employees have access to the Safety
Statement and in particular the sections of the document that are relevant to them and their
work. The Safety Representative, Teresa Browne, will also have access the Safety Statement.
1.1.2

Document Approval and Controllers

The following people will be issued with a controlled copy of the Safety Statement and the
Health and Safety Representative will supply any changes or upgrades to the Scoil Chriost Ri
document to each person on this list. The holder of the copy is then obliged to remove and
destroy the original pages.

The Chriost Ri National School working copy of the Safety Statement is located on file in the
principals office. It is available for viewing by any employee. A copy of the safety statement
will also be left in the staff room. The safety statement will in the future by introduced to all
new employees at their Induction Training.
1.1.3

Revision of Safety Statement

The Safety Statement shall be revised whenever there is a change in the activities, new work
practices or if the risk assessments are no longer suitable or sufficient to control the risks.
The safety statement at a minimum will be reviewed and updated annually to take account
of changes in legislation, results of audits and inspections, accidents and incidents, actions
or suggestions arising from meetings held during the year or directions issued by the Health
and Safety Authority, Fire Officer or other relevant statutory body.
Amended Sections shall be retained for viewing by the Health and Safety Authority or for
legal reasons for a minimum period of five years.

1.2 General Health and Safety Policy
It is the policy of Chriost Ri National School to comply with the requirements of the Safety,
Health and Welfare at Work Act 2005 and all other relevant regulations made hereunder,
which are applicable to activities in the school. We will ensure so far as reasonably
practicable the safety, health and welfare of employees whilst at work. The safety of
members of the public, visitors and contractors in our school who may be affected by our
activities will be taken into account in the implementation of this policy.
Chriost Ri National School will achieve its health and safety policy by:
Implementation of a programme of risk assessment and consultation we have
put together in this safety statement to outline the roles, procedures, resources and
arrangements in place to secure health and safety in our school.
As Manager, I have responsibility for the overall management and control of
health and safety within the school and I am committed to ensuring the measures
outlined in this document are met.
Additional support for co-ordinating health and safety will be through our
safety coordinators, who will give support and advice to all levels and functions
within the school on health and safety matters.
Ensuring a safe place of work for employees and where practicable to ensure
maximum access and egress for children, members of the public and visitors
with disabilities.
Ensuring that adequate fire and emergency plans are developed and implemented
in each centre.
Ensuring the provision of training, instruction, information and supervision for
staff to ensure that they are competent to carry out their work in a safe manner.
Provision of adequate measures for the control of risks from substances in the school.
Continually developing safe systems of work, incorporating risk assessments for
activities undertaken within Chriost Ri National School.
Ensuring that systems are in place for the safe use, cleaning and maintenance
of equipment, furniture, fixture and fittings.
Ensuring the provision of a competent person to advice on health and safety matters
Allocating duties to various staff for safety matters and particular arrangements
to implement the policy are set out in the safety statement.
All employees have the responsibility to co-operate with Chriost Ri National School
management to achieve a Healthy and Safe workplace and to take reasonable care
of themselves and others.
Ensuring the safety policy shall be kept up to date particularly as changes arise
within Chriost Ri National School

1.4

Chairperson of the Board of Management

The Chairperson of the Board of Management will establish and maintain through the
school Management, an effective policy for the implementation of good Health and
Safety practices within the school.
Specifically he/she will:
Ensure that adequate resources are made available (time, funding and personnel)
to staff engaged in Safety Management in the school in compliance with the
Safety, Health and Welfare at Work Act 2005 and incorporating the General
Application Regulations 2007
Take a direct interest in the safety of staff, pupils and visitors and support each
staff member, in carrying it out the required safety measures.
Ensure that competent staff and appropriate materials are available to meet
the requirements of all safety legislation, at all times.
Periodically appraise the effectiveness of the Safety Statement.
Periodically review the responsibilities of other employees with regard to the
effectiveness of the Safety Statement by meeting for an annual review with
the management of the school.
Ensure that Safety responsibilities are properly assigned, communicated
and understood at all levels with regard to the safety statement
Ensure that staff is held accountable for their performance in relation to
occupational health and safety.
Establish clear and workable disciplinary procedures to deal with willful breaches
of safety rules and regulations and pupil discipline.
Ensure that adequate procedures are in place for consultation with staff in relation
to their Safety, Health and Welfare.
Ensure that all employees accept competent advice and receive training
on occupational health and safety from a competent person.
Ensure that all new staff employed in the school receives induction training to
ensure they fully understand the hazards associated with their work and safety
procedures including the safety statement.

1.5

School Principal

The School Principal is responsible for ensuring that staff and pupils under her control
and others, including contractors, visitors and members of the public are made fully
aware of and adhere to the school safety policy.
Specifically she will:

Ensure that competent teaching and service staff and appropriate materials
are available to meet the requirements of all Safety Legislation, at all times.

Ensure that all school staff understands that health and safety information is
available as a right.

Ensure that safe systems of work are incorporated into the activities of all staff
under her control, including pupils, suppliers, visitors, contractors and members of
the public likely to be affected by these activities.

Establish an inspection programme to identify potential hazards likely to


affect Safety, Health and Welfare and maintain records of these inspections.

Implement and maintain the code of behaviour and discipline and support
staff implementing these procedures for willful breaches of safety rules and
pupil misconduct.

Ensure that all accidents and dangerous occurrences are fully investigated (within
24 hours), advice provided and accident details recorded in the school accident
book and file.

Ensure that all reportable accidents involving employees out of work for 3 days or
more following an accident at work are reported to the Health and Safety
Authority.

Provide and maintain effective supervision of pupils within the school

Ensure that adequate consultation procedures exist within the school.

Ensure that employees responsibilities set out in their contract of employment


in relation to Occupational Health and Safety are brought to their attention.

Ensure that all new chemicals, machinery and equipment are fully assessed
with respect to safety and ill-health potential prior to use in the school.

Ensure that contractors working in the school adhere to the school safety policy
for contractors

Consider and support, when appropriate, any representations on health and


safety matters from staff.

Ensure that adequate amendments to the safety statement are being undertaken.

1.6 Teachers
The Teachers are responsible for ensuring all activities under their control are undertaken
safely and without risk to pupils.
The Principal will support each teacher in carrying out his or her job safely.
Each teacher will:

Be fully familiar with the School Safety Statement and school rules relating to
teachers.

Ensure that all activities under their control are properly supervised and carried
out safely.

Implement the school policy and rules for teachers and supervision of pupils

Ensure where possible that parents are advised on the school guidelines for
parents and pupils

Maintain safe working conditions and practices and immediately report any
unsafe conditions and practices to the school Principal.

Ensure that all accidents and dangerous occurrences are reported and promptly
investigated, the cause established and remedial measures put in place to
prevent a re-occurrence.

Continually develop safe work practices for the activities under their control.

Ensure that any equipment used in their activities is properly maintained, safe to
use and that all safety devices are working properly.

Ensure that school trips and tours are planned and organised so that they may
be carried out in safe manner.

Ensure that all pupils under their supervision receive adequate and clear
instructions on school rules.

Maintain discipline within the classroom in accordance with the school policy
and disciplinary procedures

Ensure that good housekeeping is maintained in the classrooms and all


access walkways, fire exits and all fire points are kept clear.

Ensure the school fire evacuation procedure is posted in their classrooms and
pupils under their control are advised of this procedure.

Maintain the class roll book for emergency evacuation purposes

Employers General Duties
Chriost Ri National School has specific duties as set out in section 8 of the Safety, Health and
Welfare at Work Act 2005.
As an Employer Chriost Ri National School shall ensure, so far as is reasonably practicable,
the safety, health and welfare of its staff in particular with regard to the following.
Manage and conduct its work activities in such a way as to ensure, so far as
is reasonably practicable, the safety, health and welfare at work of its staff.
Manage and conduct its work activities in such a way as to prevent, so far as
is reasonably practicable, any improper conduct or behaviour likely to put the
safety, health and welfare at work of its employees at risk.
Ensure the place of work as regards the design, provision and maintenance of it in
a condition that is safe and without risk to health.
Ensure the place of work as regards the design, provision and maintenance of
safe means of access to and egress from it, is safe and without risk to health.
Ensure the place of work as regards the design, provision and maintenance of
plant and machinery or any other articles that are safe and without risk to health.
Ensuring so far as is reasonably practicable, the safety and the prevention of risk
to health at work of its employees relating to the use of any article or substance
or the exposure to noise, vibration or ionizing or other radiations or any other
physical agent.
Provide systems of work that are planned, organised, performed, maintained
and revised as appropriate so as to be, so far as is reasonably practicable, safe and
without risk to health.
Providing and maintaining facilities and arrangements for the welfare of its
employees.
Providing information, instruction, training and supervision necessary to ensure so
far as is reasonably practicable, the safety, health and welfare of its employees.
Determining and implementing the safety, health and welfare measures necessary
for the protection of its employees when identifying hazards and carrying out a
risk assessment or when preparing a safety statement and ensuring that the
measures take account of changing circumstances and the general principles of
prevention.
Having regard to the general principles of prevention where risks cannot be
eliminated or adequately controlled or in such circumstances as may be
prescribed, providing and maintaining such suitable protective clothing and
equipment as is necessary so far as is reasonably practicable for the safety,
health and welfare of its employees
Preparing and revising as appropriate, adequate plans and procedures to be
followed and measures to be taken in the case of an emergency or serious or 11
imminent danger.

Reporting accidents and dangerous occurrences, as may be prescribed to the
Health and Safety Authority.
Obtaining where necessary, the services of a competent person (whether under
a contract of employment or otherwise) for the purposes of ensuring, so far
as is reasonably practicable the safety, health and welfare of its staff.
Applying the same duties of the employers under current legislation to that of
any fixed term employees or temporary employees working in Chriost Ri National
School and ensuring that working conditions are such as will protect the safety,
health and welfare at work of such staff.
Ensuring that measures taken relating to safety, health and welfare do not
involve financial cost to the staff.

Employees General Duties

The co-operation of all employees is vital to the success of the safety programme within
Chriost Ri National School.
Individual responsibilities of employees and contract staff of Chriost Ri National School are:
To take reasonable care of your own safety, health and welfare and that of any other
person that may be affected by your acts or omissions while at work.
Co-operate with the Management in complying with relevant statutory provisions.
Use in such manner so far as to provide the protection intended any suitable
appliance, protective clothing, convenience, equipment or other means or things
so provided (whether for use alone or for use by you in common with others) for
securing your safety, health and welfare while at work.
Report to your employer without reasonable delay any defect in the facility,
equipment place of work or system of work which might endanger safety, health
and welfare of which you become aware of.
No person shall intentionally or recklessly interfere with or misuse any
appliance, protective clothing, convenience, equipment, or other means or thing
provided in pursuance of any of the relevant Statutory provisions or otherwise,
for securing the safety, health and welfare of persons arising out of work activities.
Employees are encouraged to make suggestions, or raise concerns and are
hereby consulted initially on health and safety matters.
Develop a personal concern for safety for themselves and for others.
To avoid any action, which would be a source of danger to yourself and/or others
and ensure that you do not engage in any acts of personal injury etc.
Employees must not carry out any tasks, which they feel they are not competent to
carry out, or which involves unreasonably high risks.
If under medical supervision or on prescribed medication and have been certified fit
for work, notify the Principal of any known side effects or temporary disabilities
which could hinder work performance and which may be a danger to either yourself
or your fellow staff.
Ensure he or she is not under the influence of illicit or illegal drugs or alcohol when
at work, to the extent that he or she may endanger their own safety, health and
welfare or that of another person.
If reasonably required by his or her employer, submit to any appropriate, reasonable
and proportionate tests for intoxicants by, or under the supervision of, a competent
registered medical practitioner.

Not to engage in improper conduct or other behaviour that is likely to endanger his
or her own safety, health and welfare at work or that of any other person
Attend any such training and as appropriate, undergo such assessments as
may reasonably be required for their safety, health and welfare
Having regard to any training and instruction given by the employer, make correct
use of any article or substance provided for use by the employee at work including
protective clothing and equipment.
Any employee shall not on entering into a contract of employment,
misrepresent himself or herself to Chriost Ri National School with regard to the level
of training as prescribed by regulation. Any employee found breaking this rule
would be immediately suspended and subject to further disciplinary action

Rights of Employees

You have a right to:


Work in places where all the risks to your health and safety are suitably managed
and controlled
Stop working and leave the area if you believe you are in serious and imminent danger.
Inform us about health and safety issues or concerns.
Contact the Health and Safety Authority if you still have health and safety
concerns without penalisation.
Nominate and elect safety representatives.
Consult with a safety representative on any matter relating to health and safety.
We must inform you:

About any risks to your health and safety from existing and proposed tasks
and activities.
How to do your job in a safe manner.

How we are managing operations to protect your health and safety.

How to get first-aid treatment.

What to do in an emergency.

We will make the following resources available in order to secure health and safety.

Sufficient budget and finance to invest in safety, health and welfare and control

Safety Representative and Consultation

In accordance with the requirements of the Safety, Health and Welfare at Work Act 2005
the Safety Representative representing employees has the following rights under legislation.
Safety representatives may:
Make representations to the Board of Management and Principal on any aspects
of safety, health and welfare in Chriost Ri National School.
Investigate accidents and dangerous occurrences. He/she shall not interfere with
or obstruct the performance of any statutory obligation required to be performed
by any person under any of the relevant statutory provisions.
Make oral or written representations to H.S.A. Inspectors on matters of safety,
health and welfare at work.
Receive advice and information from H.S.A. Inspectors on matters of safety,
health and welfare at work.
Subject to prior notice to Principal, in circumstances in which it is reasonable
to assume that risk of personal injury exists, investigate potential hazards and
complaints made by any employee whom he/she represents relating to that
employees safety, health and welfare at the place of work.
Accompany a H.S.A. Inspector on any tour or inspection other than a tour or
inspection made by the H.S.A. for the purpose of investigating Chriost Ri National
School
Write up list of school rules and have them displayed in classrooms.

1.10

First-aid Personnel

The main duties and responsibilities associated with the role of the First Aid Personnel in
addition to their responsibilities as employees are:
Undertaking such training on a regular and periodic basis as is required to maintain
and update their skills as occupational first aid personnel.
Ensure that first aid supplies / cabinets are maintained and are adequately stocked.
On completion of first aid treatment an entry shall be made in the Accident Reporting Form.
Ensure that all accidents are reported to the Principal.

1.11

Contractors and Self-employed persons

Contractors and self-employed persons working on the premises of Chriost Ri National School
do so as an employer in their own right.
Contractors and self-employed persons shall provide their up to date Safety
Statement when requested to do so.
Self-employed persons must conform generally with the duties and responsibilities
of employers and employees as set out in this safety statement where relevant.
Contractors must produce evidence when requested, showing that appropriate
Employers Liability and Public Liability Insurance is in place.
Contractors and self-employed persons must prepare and implement safe systems
of work for all work carried out in each and carry out regular checks to ensure
compliance with the safe system of work.
Contractors and self-employed persons have a duty to bring to the attention of
the Manager and anyone else that may be affected by any process or use of materials,
which may endanger health and safety while at work.
Contractors and self-employed persons shall comply with the requirements of this
Safety Statement, and co-operate with Chriost Ri National School management in
providing a safe place of work, a safe system of operation and wearing of protective
clothing.
Contractors must ensure all their employees and others under their care are
provided with and wear safety equipment, as appropriate.
Contractors employees and self-employed persons must attend any safety
courses prepared for workers on projects managed by Chriost Ri National School.
All Contractors shall have a duty to report any defect in the plant and equipment,

Contractors must only use competent and suitable persons on work being carried out
in the school under the control of Chriost Ri National School.
Contractors must ensure that their managers, supervisors and employees are aware of
the obligations placed upon them with regard to health and safety.
Contractors and self-employed must ensure their employees and persons under
their control have received the necessary health and safety training before working
on the premises. In this regard Induction, Manual handling and FAS Safe Pass
training is required as a minimum. Where specific equipment or vehicles are used on
the premises operators must be trained in accordance with statutory requirements.
