Strategic context

General context
Regional developmentis
the effort made by public authorities in cooperation with different actors from the privatesector
(business environment) andvoluntary sector to create the necessary development conditions
by supporting economic and social activities in the region.
Sustainable regional development is an imperative assumed by the government of the Republic
of Moldova to fairly distribute the equal development opportunities to all localities, the ultimate
goal being:
Improvement of the standard of living for citizens,
regardlessof where they live on the territory of the
Republic Moldova.

The Center Regional Development Strategy (CRDS) has been developed taking into account the
provisions of the national legislation in force1. According to the law, CRDS 2016-2020 is the main planning
document of balanced and sustainable medium-term development of the Center Development Region
(CDR) reflecting the needs, objectives and directions of development.

Socio-economic profile of the CDR.General characteristics.


The Center Development Region is a territorial unit, which constitutes the framework for the planning,
implementation and evaluation of regional development policy. CDR is the region with the largest area
(about 10.700 sq.m.) and population (about 1.057.000 people) from those 6 development regions of the
Republic of Moldova. The area of the region includes the administrative territory of 13 districts:

The Regional Development Strategy aims to contribute to:


(1) Ensuring an effective planning framework to determine the directions and pace
ofdevelopment;
(2) Streamlining authorities activity in the management of regional issues, particularly in the
use of financial resources;
(3) Promoting the region and attracting funds to implement the planned investment projects.

The population of the region is concentrated in 598 localities, of which 14 towns and 584 villages, set up
in 329 Mayors offices (1 level Local Public Authorities). By place of residence, the share of rural population
makes up 80.6% of the total population (2014).
Majority of population (about 63%) live in localities with up to 5 thousand inhabitants. The largest town in
the region is Ungheni town with a population of about 33 thousand inhabitants, and the smallest town is
Bucovat with a population of about 2 thousand inhabitants. Chisinau municipality is located in the center
of the region. This neighborhood offers many opportunities to the population in the CDR, the main ones
being access to a developed outlet and to a variety of public services. The main relevant indicators for
CDR are shown in the following table:

Overall objective andspecific objectives


The objectives of development of the Center Region have been identified based on multiple needs of the
region and on efforts to stimulate the regions potential, to remove the most fundamental constraints
and to carry out the most important actions with positive impact on the current situation.

The expected impact of the implementation of the Strategy


The standard of living of the population is improved;
Combination of efforts of the area of the Center Region in achieving a synergy effect isconsolidated;
Territorial cohesion is ensured.
The progress in achieving the overall objective of the Center RDS will be assessed based on the
following indicators:

Reasoning
The standard of living of citizens depends largely on the quality and availability of local public services.
Insufficient investment in public infrastructure in recent decades, the use of outdated technologies
and substandard materials, poor quality of workforce have led to significant deterioration of road
infrastructure, water supply and sewage (WSS) networks, while solid waste management (SWM) in the
region hardly meets European standards.
Thus, achievement of this specific objective largely depends on the implementation of Sectoral Regional
Programs on physical infrastructure which basically represent strategic guides for development of these
fields.

Expected results
I. Connectivity, availability and quality of local and regional road infrastructure is improved;
II. The population of the region use efficient and quality WSS and SWM services;
III. Energy efficiency measures in public buildings lead to improved working conditions and to
substantial savings in the budgets of LPAs;
IV. Communities cooperate effectively in the provision of public services.

Reasoning
A significant progress in regional development can only be made by stimulating and
developing competitive business, ensuring a sustainable economic growth, which may
generate resources for investment and social development.
Intervention areas and planned measures come to unleash economic potential of the
CDR and to reduce the impact of the most serious problems, among which:
small number of enterprises in the region;
low employment rate;
high unemployment rate;
mass exodus of the employed population;
underperforming agricultural sector etc.
Since the investments required to solve these problems are extremely high, the Strategy
proposes a number of priority interventions and actions.

In this context, CRDS requires primarily that the Sectoral Regional Program (SRP) of
economic development of the CDR for the period 2016-2020 be developed.
This Program will establish for LPAs directions and ways to stimulate, support and develop
business initiatives as well as operational tools in the economic development. SRP in
tourism will be also developed, aimed at identifying the mechanisms to unleash the
regional tourist potential, which also could foster the development of the economic sector.

Expected results
I. The attractiveness of towns to citizens and businesses is improved;
II. The economic potential, especially in rural areas of the region, is unleashed;
III. The regions cultural and natural heritage is protected and exploited for tourism
purposes.

Reasoning
Good governance in general and regional good governance in particular is based on the
following dimensions:
Participation of all men and women in the decision-making process;
Decision-making transparency and information availability;
Orientation towards consensus through discussions, negotiations and mediation
of the different interests;
Equity and social inclusion;
Effectiveness and efficiency meaning that processes and institutions/enterprises
produce those results, which meet the needs of citizens/customers, including
judicious use of natural resources and environmental protection;
Responsibility for the fate of the Region, which is a key and important dimension
for both government institutions and private enterprises.

Regional governance refers to the way in which certain territories are organized
and governed. Participatory governance involves making the process of regional
development policy implementation more efficient.
In the light of the experience of implementing the regional development policy, it is
proposed to enhance the functioning of the mechanisms such as inter-community
and inter-regionalcooperation in the context of the integrated regional development
planning process, taking into account the non-discrimination and gender principles.

Expected results
I. Regional institutional structures are functional and efficient;
II. Information and communication networks are established and work effectively
at regional level;
III. Regional development programs and projects are implemented in an efficient and
transparent manner.

Monitoring, reportingand evaluation


Monitoring, reporting and evaluation of the results of implementation of CRDS 2016-2020 is attributed
to institutions responsible for regional development: Center DRC and Center RDA.
In compliance with art. 8 of the Law no. 438 on regional development, Center DRC is the institution that
monitors the use of funds allocated from NFRD for CDR and assesses the impact of implementing regional
projects and programs and the extent to which regional development objectives have been achieved.
Center RDA coordinates the process of implementing Center RDS 2016-2020, as well as plans, programs
and projects of regional development. LPAs are responsible for submitting to Center RDA the information
on progress of the implementation of such regional projects. Center DRC will report on progress of the
implementation of Center RDS 2016-2020 to NCCRD on an annual and half-yearly basis.
Annual and half-yearly reports will be prepared by Center RDA in coordination with MRDC, Center DRC and
LPA and submitted to the Regional Council and to the implementing authority for regional development
policy. Center RDA will develop and constantly update the regions profile, will continuously assess the
development trends of the region according to the established regional indicators and parameters. In
addition to regular reports on progress, a detailed report on completion of the project will be presented for
each project; this detailed report will assess the specific results, impact indicators and will identify longterm impact of the corresponding project.All reports on the implementation of CRDS will be placed on the
website of RDA: www.adrcentru.md
