Proceeding from the desire to further their relations, the Republic of Cuba and the
Kingdom of Sweden have decided to establish a framework for cooperation and a
mechanism for bilateral political consultations.
Both parties reaffirm that co-operation will be on the basis of reciprocity, mutual benefit
and commitment to the principles enshrined in international law, the United Nations
Charter, the Universal Declaration of Human Rights and the Vienna Declaration and Plan
of Action.
The two parties agree that the objective of the cooperation is to promote deeper dialogue
between the two countries and their peoples, with a view to supporting one another's
development and complementing one another in areas of mutual interest.
The parties agree that the cooperation will focus on the areas of greatest mutual interest, on
the basis of each State's own priorities and in accordance with Cuban and Swedish
legislation. Without prejudice to their further dialogue, the parties have identified the
following areas as priorities for the cooperation: economy, business and investments;
higher education and research; environment and climate change; disaster risk management;
culture; human rights, gender issues, and LGTB issues. The parties intend to cooperate by
engaging in joint bilateral projects and, as appropriate, projects in third countries in
accordance with existing international development challenges.
Through their government ministries, responsible authorities and institutions and relevant
organisations, the parties will establish the conditions and forms of bilateral cooperation in
each area.
Both parties agree that the basis for the political consultations will rest on the same
principles as for the bilateral cooperation.
The two parties agree that the objective of the political consultations is to promote mutual
confidence through the exchange of views and the identification of areas of cooperation
and on issues on the global/multilateral agenda, including peace and security, human
rights, disarmament and non-proliferation and climate change.
The political consultations will take place annually in either Cuba or Sweden, or in the
framework of multilateral meetings. The senior meetings will be presided over by
ministers, deputy ministers, or directors.
Any difference which may arise between the Participants relating to the interpretation or
application of this Memorandum of Understanding will be resolved by means of direct
consultations between the Participants.
This Memorandum of Understanding will come into effect from the date of signature and
will be valid for a period of two years, extendable for identical periods by tacit
understanding.
The Participants may, at any time, communicate their decision to terminate this
Memorandum by means of a written notification to the other Participant by diplomatic
channels.
In this instance, this Memorandum will cease to have effect ninety days from the date of
receipt of such communication.
Signed in Havana, 18 December 2015, in Spanish and English in two original copies. In
case of divergence, the text in English will prevail.

Sobre la base del deseo de ampliar sus relaciones, la Republica de Cuba y el Reino de
Suecia han decidido establecer un marco para la cooperaci6n y un mecanismo para las
consultas politicas bilaterales.
Ambas partes convienen en que las consultas politicas se sustentaran en los mismos
principios en que se basa la cooperacion bilateral.
Las dos pates convienen en que el objetivo de las consultas politicas es fomentar la
confianza mutua mediante el intercambio de opiniones y la identificacion de esferas de
cooperacion, y sobre temas de la agenda global/multilateral, incluidos la paz y la
seguridad, los derechos humanos, el desarme y la no proliferacion, y el cambio climatico.
Las consultas politicas se realizaran anualmente en Cuba o en Suecia, o en el marco de
reuniones multilaterales. Las reuniones de alto nivel seran presididas por ministros,
viceministros o directores.
Cualquier divergencia que surja entre los Participantes respecto de la interpretaci6n o la
aplicaciOn del presente Memorando de Entendimiento se resolvers mediante consultas
directas entre los Participantes.
