Preface
Creating A Future For All Students!
Employers and education partners throughout Bartow County, Georgia, have a long history of partnership. That
partnership was called upon three years ago and again recently, to help articulate the collective needs of Bartow
employers in a way that educators and community stakeholders can relate to and set goals from them. This better
understanding is making a difference.
In 2012 Bartows collaborative partners came together to support a vision of creating the Bartow County College & Career
Academy (BCCCA). Among the committees, was the 2012 Bartow County Workforce Needs Assessment Committee that
conducted a community-wide survey of employers, compiled relevant research, analyzed data and prepared a final report
that helped influence programs and curriculum offered at the BCCCA once created, and helped post-secondary partners
connect appropriately. From this effort, a BCCCA Advisory Committee made of business, education, and community
members developed a plan to build on these findings. The BCCCA was an important outcome of this grassroots effort.
The BCCCA is a joint venture between the community, K-12 education, post-secondary education, business and industry to
ensure a viable workforce and continued opportunities for the students of Bartow. In the Academys first two years:
Twelve (12) Pathways have been established connecting with 7 Career Clusters.
Enrollment has grown steadily with more than 400 students scheduled for the 2015-2016 school year.
The number of students taking college classes for dual credit increased from 28 the first year to more than 88
planning to receive dual credit this school year.
Internship opportunities have continued to increase including opportunities with outstanding organizations such
as Beaulieu of America, voestalpine Automotive Body Parts, Bartow County Sheriffs Department, Immanuel
Broadcasting, Cartersville Medical Center, LakePoint Sporting Community, and Heatco.
More than 280 students were recognized this year for earning Leadership Awards based on Georgia BEST
Curriculum. This shows a strong focus on Employability Skills and work ethics.
Since 2012, considering growth trends for Bartows employers, growth opportunities for Bartows education institutions,
and the need by Charter for another Assessment within 5 years already planned for the BCCCA, 2015 seemed the ideal
time to conduct a similar study using the 2012 study as a baseline. The 2015 Bartow Workforce Needs Assessment
Committee was established at the request of the Cartersville-Bartow County Department of Economic Development with
permission from the BCCCA, Bartow County School System, Chattahoochee Technical College and Georgia Highlands
College, with the expectation that all education and workforce development partners throughout Bartow County could
benefit from the findings. Community stakeholders were called upon once again and agreed to serve the community
through this committee.
The Committees five major tasks included: Compile Existing Research, Prepare the Data Collection Tool, Launch the Survey,
Collect & Analyze the Confidential Data, and Prepare this Final Report. The study period was from April through August,
with the survey period from May 25 June 23, 2015.

Executive Summary
Employers and education partners throughout Bartow County, Georgia, have a long history of partnership.
That
partnership was called upon three years ago and again recently, to help articulate the collective needs of Bartow
employers in a way that educators and community stakeholders (i.e., Bartow County Secondary and Post-Secondary
Education partners, Employers, and Community-Based Organizations) can relate to and set goals for those needs. The
resulting work then was the 2012 Bartow Workforce Needs Assessment, and the resulting work now is this 2015 Bartow
Workforce Needs Assessment.
The 2015 Bartow Workforce Needs Assessment Committees five major tasks included: Compile Existing Research,
Prepare the Data Collection Tool, Launch the Survey, Collect & Analyze the Confidential Employer Data, and Prepare the
Final Report. The study period was from April through August, with the survey period among all Bartow employers from
May 28 June 20, 2015.
This Executive Summary provides an overview of notable findings and conclusions from the 2015 Bartow Workforce Needs
Assessment Survey and Research. Detailed methodology and support data can be found in the report and the Appendices.
Bartow has a significant population and employment base within 30-45 minute drive time to draw from.

Hiring Location Preferences: Among respondents, a majority (61.4 %) of Bartow employers have a strong
preference in hiring qualified Bartow County candidates if possible. A majority (57.6%) of management and 67.1% of
their workforce live and work in Bartow County. This data is an indicator that community campaigns such as the
Chamber of Commerces Buy Bartow, Work Bartow, are having a positive impact, and a testimony to the quality of
life in Bartow that so many both live and work in the community, and that Bartow employers have experienced good
results in securing talent from within Bartow County.
4,665 New jobs are anticipated to come online in Bartow from now until 2020.
The Bartow median age is 37.3 (2015), reflecting a young community of working age for some time to come.
5,636 Bartow residents currently age 60-64 (2015) will potentially retire from the labor market by 2020.
6,795 Bartow students currently age 15-19 (2015) will potentially be added to the labor market by 2020.
Annual Population Growth Rate of 0.94%, trends higher than Georgia and the U.S.
Annual Household Growth Rate of 0.94%, trends slightly higher than Georgia and the U.S.
Annual Families Growth Rate of 0.82%, trends slightly higher than Georgia and the U.S.
Annual Owner Occupied Housing Units Growth Rate of 0.92%, trends slightly higher than Georgia and
the U.S.
Economic Strengths: Bartow has strategic advantages that make it attractive to key businesses that are target
industries for both Bartow County and the state of Georgia. Comparing Bartow County percent of Total Employment
to the Bartow County LDA, Bartow County is stronger by percentage in several categories, notably: Manufacturing,
Accommodation & Food Services, Public Administration, Transportation & Warehousing, Motor Vehicle & Parts
Dealers, Arts, Entertainment & Recreation, Utilities, Gasoline Stations, and Management of Companies & Enterprises.
Key businesses that are strategically targeted by local and / or state leadership are: Aerospace, Agribusiness, Arts,
Automotive, Biosciences, Data Center, Defense, Energy and Environment, Entertainment, Financial Services, Food
Processing, Headquarters, Information Technology, Logistics & Transportation, Manufacturing, Life Sciences, and Tourism
/ Film.
Employee Retention: A majority of surveyed employers (52.9%) do not consider employee retention to be a
significant issue. However, of the remaining companies turnover is an issue with a collective 38.2% annual turnover
rate. The data indicates that economic improvement in the community from 2012 to 2015 is slightly impacting
turnover issues.

Employability Skills / Work Ethic Characteristics: Respondents rated 22 Work Ethic Characteristics for
their Importance in the workplace, and for their Need to Improve among current workforce. For the sake of analysis,
the 22 characteristics were categorized into 3 groups: Interpersonal Skills, Behaviors and Personality Traits.
Personality Traits as a group rated as high Importance in the workplace (i.e., Attitude, Dependability,
Character, and Respect among the highest ratings).
Behavior Traits are mostly rated high Importance in the workplace (i.e., Attention to Detail, Attendance/
Punctuality, Customer Focus, Productivity, and Cooperation).
Interpersonal Skills as a group, rate high in Needs Improvement, but lower in Importance.
System Support Skills: Responses show that local businesses found that Time Management and Planning
were crucial for employees to have. Self-Development and Learning Skills rated as the second highest. The
other three skills that ranked third, fourth and fifth in three methodologies were: Safety Skills, Organization
Skills, and Computer Skills.
Emerging Knowledge: The top 5 topics indicated regarding Emerging Knowledge required of future workforce
(by frequency of comment): Technology, Machine Controls / Automation, Computer Literacy / MS Office, Basic
Math / GED, and Customer Service / Phone Etiquette.
Emerging Skills: The top 5 topics indicated regarding Emerging Skills required of future workforce (by frequency
of comment): Interpersonal / Teamwork, Computer Literacy / MS Office, Technology, Quality Techniques, and
Work Ethics & Mechanical.
Emerging Attitudes: The top 5 Emerging Attitudes required of future workforce (by frequency of comment):
Change / Cooperation, Team Player, Customer Service, Self-motivation / Management / Direction, and Respect.
Business In Education With regard to Business in Education, the survey asked two specific questions regarding
current business partnerships with education and willingness to partner in the future. Eleven activity categories were
suggested in the 2015 survey, as in the 2012 survey. The data suggests that not only does Bartow have an active
business community currently partnering with education, but we also have more businesses in the community that
have a desire to get involved and partner with education. The data demonstrates that employer participation with
education partners is generally comparable to percentages from the 2012 survey.

partner are guest speakers, image and interview, and continuing education.
Companys Annual Training Budget: A majority (57.4%) of the respondents indicated that their annual
training budget was less than $9,999, reiterating the importance of affordable continuing education opportunities for
Bartow companies.
Companys College Tuition Assistance: A majority (63.6%) of respondents indicated the company does not
offer some type of college tuition assistance for its employees, reiterating the importance of tuition assistance from
programs such as the HOPE Scholarship/HOPE Grant, and various community education Foundations.

Companys Future Plans: A majority (60.56%) of respondents indicated plans to expand their workforce over
the next 5 years. With survey data and research regarding extraordinary economic development announcements that
will result in anticipated jobs not yet part of the labor market through 2020, the committee took care to analyze the
data and not duplicate job numbers among the sources. 4,665 new jobs are anticipated to come online from 2015
through 2020, from this analysis. A majority of those jobs are in the Manufacturing Career Cluster. Jobs were
profiled by year and Georgia Career Cluster, then correlated to Department of Labor Standard Occupational Codes
(SOC) specific to the Bartow LDA (Labor Draw Area Bartow and contiguous counties).
High Demand Hard to Fill Positions: Respondents had the opportunity to identify and profile from one up
to four high demand, hard to fill positions. As most of the 130 positions were unique, the results were categorized
by the Georgia Department of Education 17 Career Clusters. The top five career clusters in which positions are most
difficult to fill are Manufacturing (34%), STEM (8%), Architecture & Construction (8%), Hospitality & Tourism
(8%), and Transportation, Distribution & Logistics (6%). The Bartow County College and Career Academy offers
four of the top five Career Clusters with the exception of Transportation, Distribution & Logistics, which its partner
Chattahoochee Technical College offers.
Assessment Tools:
industry specific (7.0%) assessment tools (i.e., healthcare, education, specific skills tests) when evaluating potential
employees. The nationally known WorkKeys assessment and Bloomberg Aptitude Test (BAT) were noted (5.6% and
1.4% respectively), and although that is a small percentage, they collectively are utilized enough to make those
assessment tools worth noting. While educators should have a familiarity to WorkKeys and BAT, the fact that most
Bartow companies have their own assessments makes it all the more important that companies communicate their
specific skill needs with educators.
Factors Impacting Hiring Decisions: A majority (69.6%) of respondents indicated Skill Levels as the most
adverse factor significantly impacting the company's hiring decisions. Background was indicated as the next highest
adverse factor (59.4%), followed by Drug Test Results (49.3%), Attendance (37.7%) and Other (20.3%). Other factors
included: work history/prior experience, ability to articulate skills in the interview, appearance, and tobacco screening.
Sources for Recruitment: The largest indicated source of recruitment was Referrals, then Company Websites
followed by the Georgia Department of Labor, Media Advertising, Job Fairs and Staffing Services.
About the BCCCA: Because the Bartow County College & Career Academy (BCCCA) has opened its doors since
the 2012 survey, several questions were asked specific to familiarity with the BCCCA. A majority (75.4%) said they are
familiar with it, and among those 97.9% indicated their impressions were Favorable or Neutral.

This study validates many of the Programs of Study that Educators have invested in. Continue alignment with
employer needs when new Programs of Study become possible. New job growth should be considered in relation to
analytics by SOC, Career Cluster, High Demand-Hard to Fill positions and other resources within this report.
Note that neither student interest, nor parental feedback were in the scope of this study.
Educators should help students connect with the relevance of curriculum, particularly in areas of importance indicated
in this report and should utilize the help of employers offering real world experience and examples.
Assist students with connecting skills with viable local career opportunities.
This study demonstrates the significant positive impact that Bartows growing employers are having on the local
economy. That is not lost on education and community partners who want to help and need open lines of
communication with companies regarding suggested support. National and state indicators suggest that Employers
will need to be more competitive to attract and retain talent, especially specific skills such as technical skills. Given the
local forecasted growth, the same can be expected in Bartow County.

With regard to hiring strategies, the demographics within this study may help contribute to a strategy for targeting
Bartow talent that commutes elsewhere to work, considering the multi-generational workforce in Bartow and their
various motivation factors in finding an employer of choice, etc.
Continue to support education and employers as customers through advocacy, planning, and more.
Education partners will need support as they continue to invest in education / workforce infrastructure going forward
(i.e., facilities, equipment, programs).
Community based organizations may need to support employers through talent recruitment efforts, event,
campaigns, and community readiness for attracting quality talent.

Community Profile
Situated just 45 minutes northwest of downtown Atlanta and part of the Atlanta metropolitan area is Bartow County,
Georgia, which offers an abundance of strategic advantages for families and businesses alike for more than 178 years.
Brief History
The interconnectivity of community/economic development and workforce
development has been understood by generations of community leaders in Bartow
County.
In 1837 the first iron blast furnace was built with other industries soon following such as
wagon factories, sawmills, grist mills, mining operations, foundries, rolling mills and
stamping operations. The community was simultaneously seeking to invest in
educational excellence and united to build the first school in Cass County (now
Bartow). In 1838 Cassville Academy opened its doors.
By 1850, community leadership encouraged citizens to promote prosperity and security of the County by making
consumer goods through the construction and operation of cotton and woolen mills, iron mills, tanning leather, etc., "in a
word, by making at home as near as we can, what we need, said Dr. John W. Lewis in an open letter to the County. By
1854 the Euharlee School was built. The establishment of Spring Bank and Stilesboro Academy followed shortly thereafter
around 1856.
By 1903 Cartersville proactively recruited its first industry, American Textile Company (ATCO later Goodyear).
Strategically, the City made investments in community infrastructure, including the establishment of the Water
Department in 1904 and the Electric Department in 1905. Over time, across the county and its cities, similar investments
have been made in a broad spectrum of utilities, transportation, and other infrastructure to support existing businesses
and the communitys future potential. Other milestone infrastructure investments include Cartersville City School System,
Bartow County School System, Nobel Hill School, the 12,000-acre Corp of Engineers Lake Allatoona, Interstate 75,
Cartersville-Bartow County Airport, Georgia Powers Plant Bowen, Excel Christian Academy, The Trinity School,
Chattahoochee Technical College, Georgia Highlands College, and the newest Bartow County College & Career Academy.
Bartow County has become an economic engine in the region, with credit to the investment, collaboration and vision of
many leaders over time.

Survey Results
From May 28 to June 20, 2015, a total of 71 respondents participated in the 2015 Bartow Workforce Needs Assessment
Survey.
representatives across Bartow County with the largest percentage of the companies representing the Manufacturing and
Service sectors. Respondents represented 13,973 employees in their Bartow County facilities: 11,564 full-time, 1,080 parttime and 1,329 temporary/ contractors. Survey respondents were primarily leaders within their respective organization
(Managers, Directors, Presidents, CEO etc.). They indicated the following industry sectors best represented their

Interpersonal Skills rate high in Needs Improvement, with most of the data points more than 60%, but they rate
lower in importance. This group had the largest range for needing improvement and importance rating due to an
outlier.
The information provided by the data can conclude that local businesses found that:
Punctuality, customer focus, dependability, respect and attitude ranked as the most important personality traits by
the employers.
Attitude of the employees ranked high with importance and most in need of improvement.
Behaviors, the second category of characteristics, are rated with high importance for employees to possess. The
majority of the data points being 80% or greater on the importance rating scale. This group had the large range for
needing improvement and importance rating.
Attention to Detail, found in the category of Behaviors, ranks as the most important characteristic for employees to
possess, yet also requires the most improvement amongst employees.
Interpersonal skills, the final category, rated not as important to businesses but do require improvement with most
data points being above 60%. This group had the largest range for needing improvement and importance rating due
to an outlier.
Public Speaking was the outlier and was deemed least important and least in need of improvement.

The information provided by the data can conclude that local businesses found that Time Management and Planning
were crucial for the employees to have. With the three different methods for responses, it rated the highest in all of them.
Self-Development and Learning Skills rated as the second highest rating with method two and three and third in
method one. The other three skills that ranked with third, fourth and fifth in the three methods were: Safety Skills,
Organization Skills, and Computer Skills. Since the survey was sent to different businesses whose organizations differ
on industry, the skills could be valued more in one setting than others.
The findings emphasize the importance of these skills for successful employment among both existing workforce and
future workforce, therefore validating the work of and suggesting opportunities for improvement, among secondary and
post-secondary education curriculum and continuing education courses.

Considered positions representing full-time employment, and the few known FTE's (Full-Time Equivalents).
4,665 unique positions (3,989 positions from economic development projects and 676 unduplicated survey
positions) were profiled and identified with occupations / occupational categories based on related survey
questions or project knowledge.
These 4,665 positions were broken out by occupation in a framework provided by the Georgia Department of Labor
(GDOL) containing over 700 occupations by SOC (Standard Occupation Code), and their own research about the Bartow
LDA (Labor Draw Area Bartow and contiguous counties). Their research added elements such as the number of
applicants actively seeking employment by occupation, average wages by occupation, and current employment numbers
by occupation. They also had a similar comparison by EDR1 (Economic Development Region 1 15 counties in Northwest
Georgia), and the state as a whole.
Finally, the committee added Georgia Career Clusters to the chart by occupation for education correlations.

When an Active Applicant registers with GDOL seeking employment, he/she may choose from 1 to 5 job
titles of interest. Therefore in the attached chart, the true number of active applicants is something less
than 45,917 in the Bartow LDA. However, when looking at the full detailed breakdown in Appendix B by
SOC, that number represents the number of individuals seeking employment for that occupational code.
Many stakeholders may be able to utilize this data regarding future company plans; however they should not overlook the
significance of the levels of current employment coupled with new jobs coming online.
The Cartersville-Bartow County Department of Economic Development and Cartersville-Bartow County Chamber of
Commerce should continue to update this research at least annually, if at all possible, for the benefit of stakeholders.

Survey [Q17, Q21: What future plans does your company have for workforce growth over the next five (5) years? If expanding your
workforce, how many positions will be added over the next five (5) years, by year,] and research of extraordinary Economic
Development projects creating jobs from the remainder of 2015 through 2020.
Of 71 employer responses to the survey, 60.56% indicated plans to expand their workforce while 39.44% indicated no growth
plans at this time. The 60.56% represents 3,752 non-qualified jobs between 2016 and 2020. The following methodology was
used in analyzing the survey results and special research:
Discounted duplicate jobs from multiple survey takers of the same company.
Discounted jobs specifically indicated as turnover/replacements, in order to gain a picture of jobs not already part of the Bartow
labor market.
Discounted existing positions already created from among the extraordinary projects, in order to gain a picture of jobs not
already part of the Bartow labor market.
Considered positions representing full-time employment, and the few known FTE's (Full-Time Equivalents).
Discounted duplicate jobs when comparing survey responses to special research.
4,665 unique positions (3,989 positions from economic development projects and 676 unduplicated survey positions) were
profiled and identified with occupations / occupational categories based on related survey questions or project knowledge.
Aligned findings with a GDOL Prospect Report conducted March 2015 that contains over 740 occupations with information such
as the number of Active Applicants, Current Employment and Average Wage information by Standard Occupational Code (SOC).
Added Georgia Career Clusters to GDOL Occupational Categories for education correlations.
NOTE: Active Applicant data were compiled using a 8 county area defined as the Bartow LDA (Labor Draw Area). Other data are
provided for the EDR 1 (Economic Development Region) and the state of Georgia as indicated.
The Bartow LDA consists of the following 8 counties: Bartow, Cherokee, Cobb, Floyd, Gordon, Paulding, Pickens, and Polk.
The EDR 1 consists of the following 15 counties: Bartow, Catoosa, Chattooga, Dade, Fannin, Floyd, Gilmer, Gordon, Haralson,
Murray, Paulding, Pickens, Polk, Walker, and Whitfield.

Survey Methodology
Scope of Survey
Statistical Methods
The 2009, 2010, and 2011 OES Wage Survey data were aged
using the National Employment Cost Index (NECI) for each major occupational division. This procedure allowed the data to be
compared to second quarter 2012 data. These data were then
combined to create an expanded base from which to calculate
wage estimates. A weight equal to the reciprocal of the establishments probability of selection (e.g. design weight) was used
on the combined survey data. This combined base of wages was
then aged to the first quarter of 2013 by the NECI to reflect the
quarterly wage changes from the first quarter of 2013 to the second quarter of 2012, effectively bringing these wage estimates
up to the first quarter of 2013.

U.S. Department of Labors Bureau of Labor Statistics and all
federal agencies for job classification
Education Level: the official education level code used by the
Bureau of Labor Statistics to reflect the typical education for entry
into an occupation
wage value; sum of the weighted wages for all intervals divided
by the total employees in occupation results in weighted average
wage.
Median Wage: middle value of the distribution of wage rates arranged in ascending order; 50% of the workers earned more and
50% of the workers earned less than this value; interval containing the target wage found through cumulative frequency count of
employment across wage intervals.
Average Wage: calculated using a winsorized mean procedure; open-ended upper interval set at its lower bound ($90.00)
and mean value for other intervals set by the federal Office of

Georgia Department of Labor
The Georgia Department of Labor provides a broad array of services to the business community. Additionally, staff
participate with the Department of Economic Development and others in the economic development realm to promote
Georgia as the best place to locate a new or expanding business. Some of these services include the following:
A. Recruitment and Staffing
Accepting job opening information and screening job seekers to refer the most qualified candidates
Searching local, state and national applicant databases to meet employers needs
Assisting to write job descriptions and specifications
Conducting career expos throughout the state; some are community-based and include several employers
while others are employer-specific, as needed, to meet recruitment needs
Establishing a dedicated recruitment location or web presence for companies with large staffing needs
Providing resources, forums and on-site assistance for agricultural employers
B. On-site Business Centers
Career centers provide space for employers to conduct interviews and have dedicated resources (e.g.,
computers, fax machines, valuable written materials) for employers in the community.
C. Labor Market Information
A broad array of community, regional, state and national data of value to businesses, such as:
Comparative wage information
Economic profiles of Georgias regions
Labor supply and demand by industry and occupation
Commuting patterns
Additionally, Georgia DOL staff routinely provide customized analyses of labor availability for specific needs.
D. Assistance with tax credits
Georgia DOL staff receive and certify employer requests for the Work Opportunities Tax Credit, as well as
assisting companies with information on other tax incentives. For example, when a company hires a veteran, the
tax credit ranges from $2,400 to $9,600, depending on the employees circumstances.
E. Assistance with employment-related laws
Information on employment tax and assistance with filing reports and taxes
Assistance with Child Labor laws
Assistance with obtaining and displaying federally-required labor posters
F. Regional Coordinators and Employer Committees
The Regional Coordinators serve as community brokers to connect economic development and workforce
resources throughout the state. They work closely with employers and business organizations, as well as with
state and community partners, to promote Georgia and its human capital.
Employer Committees are groups of businesses that work with specific career centers to support the workforce
needs of employers in their communities.
G. Extensive Website resources
Valuable online information includes employment tax tips, tax incentive programs, labor market information
and links to other state, federal and private sector workforce resources.

2009-2013 ACS Estimate: The American Community Survey (ACS) replaces census sample data. Esri is releasing the 2009-2013 ACS
estimates, five-year period data collected monthly from January 1, 2009 through December 31, 2013. Although the ACS includes many of the
subjects previously covered by the decennial census sample, there are significant differences between the two surveys including fundamental
differences in survey design and residency rules.
Margin of error (MOE): The MOE is a measure of the variability of the estimate due to sampling error. MOEs enable the data user to
measure the range of uncertainty for each estimate with 90 percent confidence. The range of uncertainty is called the confidence interval, and
it is calculated by taking the estimate +/- the MOE. For example, if the ACS reports an estimate of 100 with an MOE of +/- 20, then you can
be 90 percent certain the value for the whole population falls between 80 and 120.
Reliability: These symbols represent threshold values that Esri has established from the Coefficients of Variation (CV) to designate the
usability of the estimates. The CV measures the amount of sampling error relative to the size of the estimate, expressed as a percentage.
High Reliability: Small CVs (less than or equal to 12 percent) are flagged green to indicate that the sampling error is small relative to
the estimate and the estimate is reasonably reliable.
Medium Reliability: Estimates with CVs between 12 and 40 are flagged yellowuse with caution.
Low Reliability: Large CVs (over 40 percent) are flagged red to indicate that the sampling error is large
relative to the estimate. The estimate is considered very unreliable.
