General description
zmit, the administrative center of Kocaeli Province situated about 100 km east of Istanbul in Turkey, is an important industrial center. The northwest Anatolian city on the
northern and eastern shores of the Gulf of zmit, part of
the Sea of Marmara, is home to a large oil refinery, automobile factories, and major paper and cement plants.
SU, the municipalitys water and sewage administration,
is responsible for the citys freshwater and wastewater
network, and the presence of heavy industry in zmit city
makes wastewater handling one of its top priorities. In
order to better fulfill its duties, SU purchased a new
wastewater SCADA system.
The entire monitoring and control system was designed,
manufactured, supplied, installed, and commissioned by
Siemens, and the whole project was completed within
only eight months.
System overview
The system is based on SIMATIC WinCC OA for the SCADA
system, which also controls a number of high-definition
(HD) cameras, on SICAM TM RTUs, and on third-party
RTUs. Energy measurements are performed by SIMEAS P
devices. A new microwave communication network with
a bandwidth of 5 Mbit/s was established to connect the
deployed HD cameras to the control center in order to
enable online monitoring of the network, the pumping
stations, and the wastewater treatment facilities.
The new control center features two big displays, one for
the freshwater system and one for the wastewater network. They display all relevant information from the
SCADA system and from the HD cameras.

new system to reduce investment costs.
In order to monitor industrial wastewater quality as well
as zmits wastewater treatment facilities, online waste
water analyzing devices were installed. In case any factory
exceeds stipulated limits, SU will be alerted and can take
necessary action immediately.
System highlights
The new system makes zmit the only municipality in Turkey that manages all freshwater supplies as well as wastewater treatment with a single integrated control system.
The HD cameras and the 5 Mbit/s microwave network
make possible an HD live view of all locations. Operators
can see and figure out the actual situation of the network
and guide the maintenance teams.
Monitoring and control of the entire wastewater system
can be performed from a single point, the control center.
The customer has an overview of the whole system which
helps reduce flooding risks, especially during heavy rain.
Thanks to automation and smart-metering tariffs, SU can
also reduce its energy expenditures.

The system itself is distributed all over the city with 100
new RTUs, 29 online wastewater analyzing devices, 109
water level sensors, 38 pressure sensors, 38 ultrasonic
debimeters, 105 power meters, 40 GPRS Ethernet modems, 92 microwave communication devices, 12 micro-

Core benefits
Control and monitoring of the whole freshwater and
wastewater network is now performed by a single system.
In the past, the customer suffered high operational costs
due to inevitable manning of all reservoirs and pumping
stations and high electricity costs. Moreover, water consumers were the first to detect faults in most cases. The
new control and monitoring system made this a thing of
the past and provided considerable advantages:

Outlook
The control and monitoring system will be extended by
another 200 new RTUs within the next two years in order
to make possible the comprehensive control and monitoring of the freshwater and the wastewater networks.
