Ms. May Dahilan is a Professional Service Representative (PSR) and has


been in the company for 8 years. She has been consistent in meeting her
targets.
As part of the regular audit conducted related to coverage performance, Mr.
Noli Matuwid reviewed the coverage reports of Ms. Dahilan for Cycles 6 to 8
of 2015. Based on the results of the review, Mr. Matuwid discovered
discrepancies in the signatures of the doctors and there were a total of 22 dot
marks on the signature fields of her doctors.
Ms. Dahilan explained that the inconsistencies in the signatures of the
doctors were because of the inaccuracy and inconsistency of the tablet and
may be attributed to the position of the tablet and the placement of the finger
or stylus used for signature by the respective doctors. Ms. Dahilan also said
that the reason why there are some signatures, which are very different from
the signatures of the concerned doctors, was because she requested other
doctors and medical secretaries to sign and receive the samples in behalf of
the target doctor. As to the dot marks, Ms. Dahilan explained that those were
only accidental marks but were never reported to Mr. Matuwid, or even to
PDBA.
However, when he verified with the doctors if the signatures appearing on
the coverage reports of Ms. Dahilan are theirs, they denied the signatures
and got a feedback that they have not seen Ms. Dahilan in their clinics.
During the administrative hearing, Ms. Dahilan admitted that she signed on
behalf of the doctors and some instances, puts dot marks on the signature
tabs in order to meet the required coverage rating and of the tab.
Ms. Dahilan also said that she tried her best to reach the target coverage
rating but she was still not able to cover all her target doctors because she has
difficulty planning her work along with the doctors clinic schedules and her
coverage performance has been affected because of several meetings and
activities in the office.
When inquired regarding the product samples and other promotional items
entrusted to her for distribution, she mentioned that all of these were intact
and have been endorsed to Mr. Matuwid at the depot.
