Club sponsoring contest
Festive Christmas Lights...
The Farnhamville Betterment Club will be
sponsoring a Christmas lighting contest. Judging will be
held December 15 to 18. They hope everyone will get
their lights up to add to the holiday season. Everyone
enjoys the lights of Christmas and it makes the town
more festive.

Drive Starts Early
Renewals sent December 1...
The Gowrie Development Commission
membership drive is getting a head start for 2017 with
invoices to current members going out December 1st!
A general mailing to all postal locations in
Gowrie will still be done in February or March of next
year.
Renewals are being sent a bit early in hopes
that members can plan for 2017 by pre-paying or budgeting for a higher membership level, states GDC Membership Committee Chair, Marcie Boerner.
She continues, We try to be extremely flexible
offering quarterly payments on higher membership levels.
Over the past year we have focused on what
benefits members actually receive in addition to funding
activities, beautification, and growing Gowrie. Membership support from both business and residential are
essential as well as non-profit organizations.
Being a member of the GDC means that you
support the efforts to improve and strengthen the community of Gowrie, adds Boerner.
New this year is a membership level for nonprofits for local clubs, organizations, and churches.
Some of these new concepts are being explored
as a direct result in sharing ideas with the Greater Fort
Dodge Growth Alliance and other community development organizations.
Membership benefits include furthering the
GDCs goals of better communication such as visiting
businesses, advertising opportunities, links to member
sites from www.gowrie.org, tickets to the annual spring
banquet and promotions through the monthly email
newsletter and community events listed on the electronic
sign located on Hwy 175.
2016 was an exciting year for the Development
Commission as they changed focus to more directly promote and develop the community.
Four committees were created for specific areas
of improvement and communication for housing, image,
membership and quality of life.
These committees have been meeting regularly
and are starting to see progress.

Approval of the $29,500,000 bond issue ensuring the future of Iowa Central will be minimal burden
on our taxpayers. For the average homeowner, the bond
issue will cost approximately $1.04 per month based on a
home valued at $100,000.
The Iowa Central Board of Directors, our
Administrative team, faculty and staff, and students are
asking for your support in the December 6, 2016 Bond
Election. We take our role seriously about managing our
limited resources so we can best serve area students, high
schools, workers and businesses, said president Dan
Kinney.

Health Association to lead the discussions during Rebalancing Health Care in the Heartland to address critical
issues facing the states health care system.
Health care delivery across the nation and in
Iowa is undergoing rapid and significant transformation.
This conference will bring together local and
national providers and health policy experts to discuss the
impact that the new alternative payment models, the expansion of telehealth, and the Medicare Access & CHIP
Reauthorization Act of 2015 (MACRA) will have on a
rural state like Iowa.

states health care system at a daylong conference beginning at 8 a.m. on Thursday, Dec. 1, at the Holiday Inn
Des Moines-Airport in Des Moines, Iowa.
The University of Iowa, led by its Health Sciences Policy Council, is partnering with the Iowa Rural
The annual Christmas Tour of Homes, Scholarship benefit for Southeast Valley students, will be held
Saturday, December 3rd, from 1:00 - 4:00 p.m.
The tour is sponsored by the Community Womens Club. Tickets will be available at the Gowrie Community Center beginning at 1 p.m. for $5.00. Refreshments will be served by the Community Womens Club.

50 Years Ago...
Kathleen Field, daughter of Mr. and Mrs. Maurice Field, of Moorland is a district winner in the Make
It Yourself With Wool contest. The Fort Dodge District
contest which encompassed a ten county area was held
Saturday, November 20, in the Wahkonsa hotel.
Kathleen, one of fifteen contestants in the senior
division, placed third in that division with her entries of a
beige long sleeved dress and a three-piece blue wool suit.
The entries were judged on the appropriateness
of fabric and pattern to the individual, quality of garment
contruction, and the contestants modeling technique and
personality. Kathleen, who is a senior oat Prairie Community made her suit as a project in her Homemaking III
class.
Mrs. Don Gutshall of Farnhamville, formerly of
Gowrie, received a prize for the most fashionable in the
adult division.
Mr. and Mrs. Paul Will entertained relatives
on Sunday honoring the birthdays of nine of the grandchildren in the Will family. The birthdays occur in the
months of October, November and December. A cooperative dinner was served at noon.
Those present for the day were Mr. and Mrs.
Clarence Will of Boxholm, grandparents of the children,
Mr. and Mrs. Larry Hull and family and Mrs. and Mrs..
Kick Martin and son, Todd, of Boone; Mr. and Mrs. Dean
Peters and family of Gilmore City; Mr. and Mrs.. Don
Will and filly and Charles Will. Mrs. Charles Will, Peggi
and Mike, were unable to be present because of illness.
Two year old Nancy Schneider, who was a
pneumonia patient at Mercy hospital, returned home on
Sunday. She is the daughter of Mr. and Mrs. Leonard
Schneider.
Joe Dorsey, small son of Mr. and Mrs. Joe
Dorsey, returned home from Mercy hospital on Saturday.
He was also a pneumonia patient.
Wayne and Elaine Lemmon are spending
some time in the Clifford Targgart home while mother
and dad are busy with the new baby., Mr. and Mrs. Larry
Lemmon of Woden are the parents of a baby girl, Jodie
Dawn, born at the Britt hospital.
Mr. and Mrs. Sofus Hanson and Mr. and Mrs.
Clayton Hanson were Sunday guests in the home of Mr.
and Mrs. Arnold Esperson and Mrs. Sophie Esperson.
The dinner was in honor of Mrs. Espersons confirmation
into Our Saviours Lutheran Church.
40 Years Ago...
Jeff Petersen, A student at the University of
Iowa in Iowa City, spent his Thanksgiving vacation here
at the home of his parents, Mr. and Mrs. Russ Petersen.
A new Case Industrial tractor-loader which
was purchased by the Gowrie Town Council in October
and was delivered here just in time for heavy duty during
the seasons heaviest snowstorms.
Contracted at a price of $10,144, the new Case
580B tractor-loader has a hydrastic transmission, power
takeoff, blade and cab, and is also equipped for a backhoe
in the event the Council should decide to buy one at a
later date. It is being used along with a snow blower and

Is being money smart important to you? Planning is underway in the Webster City area for local events
during Money Smart Week 2017. All those interested in
helping to plan are invited to attend the planning meeting
Thursday December 8, 3 p.m., at the Webster County Extension office, 217 South 25th Street, Fort Dodge.
Money Smart Week is a public awareness campaign led by the Federal Reserve Bank of Chicago, and
local organizing groups. All Money Smart Week events
are free and non-commercial.
The Southeast Valley seventh and eighth grade
A teams opened the season at Glidden-Ralston Monday
night with two dominating wins.
The 7th grade got the ball rolling with a 30-2
victory behind 19 points from Laney Clancy with Haylee
Welter right behind with 9.
The Jags received solid wing play from the duo
of Madison Doyle and Sadie Nelson and very good post
play from Kyleigh Erritt and solid minutes off the bench
from Teighan Osborne and just one of the best team defensive efforts that coaches could ask for.
The 8th grade came away with a very solid 3214 victory with Emily Jaeschke leading the way with 10
points and Chloe Hicks right behind with 8.
The Jags received solid defensive efforts from
the trio of Sydney Carlson, Morgan Farnham and Keirsten Fisher and solid play from Emily Hemmestad and
Brielle Haub off the bench and just an all around team
defensive effort.

10 year anniversary...

Nathan Robert Field was born on April 24,
1982. He grew up in the Lehigh area and attended Southeast Webster schools and graduated from Southeast
Webster Grand High School in the spring of 2000.
He enjoyed pheasant hunting and watching the
Hawkeye sports teams as well as cheering on the Chicago
Bears.
Nathan worked at Humes Distributing in Fort
Dodge before going to work at the Rabiner Treatment
Center, which was previously known as the Jerry Rabiner
Boys Ranch.
Many described Nathan as a great leader and
friend who was deeply respected by his peers. Nathan
enlisted in the United States Army Reserves in 2000 and
was assigned to the 4249th Port Security Company in
Pocahontas, Iowa.
Initially he was trained as a 31 BRAVO which
is the military occupational specialty for a Military Policeman.
In 2001 Nathan was deployed to Sunny Point,
NC as part of Operation Noble Eagle with the mission
of protecting the Military Ocean Terminal Sunny Point.
MOTSU as it is called is the largest military terminal in
the world.
It serves as a transfer point between rail, trucks,
and ships for the import and export of weapons, ammunition, explosives and military equipment for the United
States Army. MOTSU plays a key role in supporting our
Nations Armed forces as they combat terrorism and evil
militants throughout the world.
In 2004 SGT Field received training as a Motor
Transport Operator which in Army lingo his job title was
referred to as an 88 Mike with the primary responsibility of supervising or operating wheel vehicles to transport
personnel and cargo.
Motor Transport Operators are the backbone of
the Armys support and sustainment structure providing
mobility on and off the battlefield.
In 2005 Sgt. Nathan R. Field was again mobilized to serve his country as part of Operation Iraqi Freedom. He served with the 414th Military Police Company,
a United States Army Reserve MP company referred to as
the Ozark Warriors based out of Joplin, Missouri.
Sgt. Field and his battle buddy Specialist Robert
Johnson were killed in Iraq on January 7, 2006 when the
Humvee SGT Field was piloting was hit by a civilian vehicle in Umm Qasr, which is a Port city located in southern Iraq and is said to be the site of Alexander the Greats
landing in Mesopotamia in 325 BC.
A Soldier friend of SGT Field quoted William
Wallace, the character in Braveheart in referring to Nathan, he wrote:
All men die, but not all men live. Nathan
lived, and he lived with a passion, in his mothers words
Nathan inhaled life. a day and time.
Sgt. Nathan Field was buried in West Lawn
Cemetery in Lehigh with Grave Site Rites conducted by
the 304th Military Police Detachment Honor Guard. Nathan is survived by his mother, Mary Field; father William Field; and brother Eli Field.
Today let us especially honor Sgt. Robert Field
on the 10 year anniversary of his death as well as all of
the men and women who sacrificed their lives and service
to the United States of America, said Col Richard Lennon (Army Retired) at a special Memoria Day Honors
Ceremony May 30 at Veterans Memorial Park in Fort
Dodge.
Miranda Schmadeke
Bradley S. Lane, President and CEO of Security Savings Bank, is pleased to announce that Miranda
Schmadeke has joined our staff in Dayton. Miranda lives
in Dayton with her husband, Don and their four children;
Rylee, Sam, Aubrey and Brenna. She is a graduate of
Southeast Webster High School.
Miranda is returning to Security Savings Bank
after taking a few years off to be home with her children.
We are glad to have her back on staff! Please stop in and
say hello.

Beryl and LaVanne Vinchattle of Fort Dodge,
formerly of Gowrie will celebrate their 70th wedding anniversary with an Open House. The event will be held
December 11 from 2-4 pm at Lighthouse Ministries 1333
4th Ave N Fort Dodge. If unable to attend cards may be

The Vinchattles were married December 13,
1946, in Folkston, Georgia. The couple farmed for many
years in the Gowrie area and were pastors at several
churches. They also traveled several years doing evangelistic work.

Sally Ackerson, Gowrie; late Dan Vinchattle; and Dean
; (Vicky) Vinchattle of Gowrie.

They have 10 grandchildren and 23 great grandchildren. The couple attributes their long life together to

Iowa Secretary of Agriculture Bill Northey
again encouraged Iowans to consider choosing a fresh,
Iowa grown Christmas tree to decorate their home this
holiday season.
Selecting a fresh Christmas tree can be part of
a great family tradition and is an opportunity to connect
with an Iowa farmer and support the local economy,
Northey said. Iowa is fortunate to have more than 100
Christmas tree farms in all parts of the state, so everyone
has the opportunity to get their own fresh tree to help celebrate.
A directory of tree farms across Iowa is available on the Iowa Christmas Tree Association website
at www.IowaChristmasTrees.com. On the site there is
a Find a Farm link on the top left-hand corner of the
page. Besides the location of the farms, the directory also
includes a phone number and hours of operation for each
farm to assist in planning.
These farms devote over 1,500 acres to Christmas tree production in Iowa and as a result harvest approximately 39,500 Christmas trees each year. The result is a $1 million dollar industry contributing to Iowas
economy.

CITY OF GOWRIE
REGULAR-PUBLIC HEARING COUNCIL MEETING
NOVEMBER 21, 2016
Regular Gowrie City Council meeting was held at 6:45 p.m. on
November 21, 2016 at the Gowrie Community/Civic Center with Mayor
Pro-Tem Terry Willardson in the chair and the following Council members
answering roll call: Streit, Harrison, Jackson, and Petersen. Absent: Mayor
Gayle Redman.
Harrison moved the minutes of the previous meeting be approved,
second by Streit. Motion carried-unanimous.
Jackson moved to approve agenda, second by Harrison. Motion
carried-unanimous.
Parks report was given by Dave Hoover. Streit Construction looked at
backstop, and the field at Brockett Park is still being worked on.
Police report was given by Patrick Monaghan. Walk through was
done at 905 Lincoln Street. A discussion with the mayor will be done next
week. New dash and body cameras are here. Blue Lights to support law
enforcement will be delivered by him. Law enforcement will ramp up patrol
during the week of Thanksgiving, looking out for seat belt violations.
Utilities report was given by Cuck Angstrom. Pool lawsuit is still continuing.
PUBLIC HEARING
The City Council of Gowrie, Iowa, met on November 21, 2016 at
7:00 p.m., at the Gowrie Community/Civic Center, in Gowrie, Iowa, for the
purpose of conduction a public hearing on the 2nd readings of Ordinance
Nos. 235, 236, and 237, possible waiving of 3rd readings of Ordinance
Nos. 235, 236, and 237, approval of Resolution No. 2016-13, and approval
of Resolution No. 2016-14.
Council Member Petersen moved the adoption of the 2nd Reading
Ordinance No. 235 An Ordinance Amending the Code of Ordinances
of the City of Gowrie, Iowa, by Adding a New Section Pertaining to Park
Closed, second by Council Member Harrison. After due consideration, the
Mayor Pro-Tem put the question on the motion and the vote: Ayes: Streit,
Harrison, Jackson, Petersen, Willardson

problems that also interfere with their academic success
and many students are leaving us with significant student
debt.
This project is to improve student retention
through a stronger early intervention program which will
require co-locating our support services. When struggling students are identified and connected with campus
support services at the earliest possible moment, we improve their chances of success. With all student services
consolidated in one facility, staff can collaborate to provide all the services that students need to be successful
via a One Stop Student Success Center.
Iowa Central has continued to add multiple student centered services but they are housed in different
buildings across our campus. Students must navigate the
campus to find the services they need and too often do not
take the next step.
The proposed new 44,000 square foot student
success building would allow us to offer all the student
services to be housed in one building and give staff the
opportunity to seamlessly transition the students to the
services they need. Our goal is to provide the necessary services to increase persistence, academic standing,
graduation rates and job placement to our students. This
building will also have space to allow us to expand student services in the future.
More Classroom Space - $1,500,000
The current student services building will be repurposed to an academic building. We need more classroom space to continue to add new programs to meet the
workforce needs across our region. This will give us approximately 10 new classrooms along with space to of-
fice faculty.
Webster City Elevator - $500,000
A new elevator in the Chelesvig Center in
Webster City will allow us to expand program offerings
on our Webster City Campus because all the buildings
will then be handicap accessible to all students.
Remodel of Decker Auditorium - $4,000,000
Decker Auditorium opened the summer of 1978
and has never received any major improvements. The facility is used by both Iowa Central students and by many
local organizations within the community and region.
Thousands of area residents enjoy a variety of programs
in this building throughout the year. Proposed improvements will include: new seating, general facelift,energy
effiiciency, eletrical improvements, equipment upgrades.
General Updates - $5,000,000
As we turn 50 so do many of our facilities. For
Iowa Central to continue to serve Area V for the next 50
years we need to reinvest in our aging infrastructure in
Fort Dodge, Webster City, Storm Lake, and Eagle Grove.
We want to continue to build on the projects that we started in our last bond referendum.
This would include upgrading windows, roofs,
HVAC, electrical, and parking lot resurfacing. The College has been adding and expanding programs to the point
that we need to upgrade electrical systems to accommodate the needs of technology to support our students in
the classroom.
Reserve - $1,500,00
With interest rates low and with inflation nonexistent we are creating a reserve so we can fully implement
the above plan to hedge ourselves against the possibility
of escalating costs associated with multi-year projects.

Accepting Final Plat of the D and L HEATHERINGTON SUBDIVISION
WHEREAS, Denis and Lila Heatherington has filed for approval of
Final Plat of D and L Subdivision, a minor subdivision of real estate located
in:
Section 11, Township 88, Range 29, Webster County, Iowa which is
more particularly described in the Surveyors Certificate accompanying the
plat; and
WHEREAS, said plat is accompanied by a certificate acknowledging
that said subdivision is by, and with the free consent of the proprietor; and
WHEREAS, the Webster County Planning and Zoning Administrator
has reviewed the preliminary plat and recommends approval of said plat.
WHREAS, the City of Fort Dodge Planning Commission and City
Council has held public meetings and recommends approval of said plat.
WHEREAS, said plat and attachments thereto have been examined
by the Webster County Board of Supervisors and appears to conform to
the requirements of the Webster County Comprehensive Plan, Webster
County Zoning Ordinance, and Subdivision Ordinance of Webster County;
and the requirements of other ordinances and State law governing such
plats.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF

The Board reviewed the Construction Permit Application and Matrix
Scoring of Hanson Site in Section 5, Roland Township for two new 2480
head deep pit swine finisher confinement buildings for a new swine
confinement facility. Bill Bahr filed a written objection and Brad Van
Kooten voiced an oral objection; but objections dealt with the odor and the
proximity to homesteads and dredge ditch. Supervisors Leffler reported
that the board agreed with the applicants scoring of 440.
Moved by Leffler, seconded by Singer to recognize the boards
agreement of the Construction Permit Application Matrix Scoring of
Hanson site in Section 5, Roland Township; matrix scoring was 440 points
and the County recommends approval to Iowa Department of Natural
Resources. Motion carried unanimously.
Moved by Singer, seconded by Fletcher to approve final plans for
Bridge Replacement Project FM-CO94(104)55-94 on 210th Street over
Gypsum Creek and authorize project to be let by Iowa Department of

for payment of interest due December 1, 2016 per Debt Service Schedule
on General Obligation Urban Renewal Capital Loan Notes, Series 2016B
effective July 29, 2016. Motion carried unanimously.

A RESOLUTION AMENDING CHAPTER 26 OF THE CODE OF
ORDINANCES OF THE CITY OF GOWRIE, IOWA, BY AMENDING
PROVISIONS PERTAINING TO THE SWIMMING POOL BOARD TERM
OF OFFICE
BE IT ENACTED by the City Council of the City of Gowrie, Iowa;
SECTION 1. NEW SECTION. The Code of Ordinances of the City
of Gowrie, Iowa is amended by striking the six years in Section 26.02,
entitled MEMBERS APPOINTED, and insert three years, which is hereby
adopted to read as follows:
26.02 MEMBERS APPOINTED. The Swimming Pool Board shall
consist of five members whose terms of office shall be three years on a
staggered basis and who shall be appointed by the Mayor subject to the
approval of the Council.
SECTION 2. SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect
from and after its final passage, approval and publication as provided by
law.

ORDINANCE NO. 236
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE CITY OF GOWRIE, IOWA, BY AMENDING PROVISIONS
PERTAINING TO STRIKING THE WORDS SWIMMING POOL,
DISCONNECTION ORDERED, INSPECTIONS, FUTURE INSPECTIONS,
AND PENALTIES AND ENFORCEMENT
BE IT ENACTED by the City Council of the City of Gowrie, Iowa:
SECTION 1. SECTION MODIFIED. The Code of Ordinances of the City of
Gowrie, Iowa is amended by striking the words swimming pool throughout
Chapter 101, adding to Section 101.04, entitled DISCONNECTION
ORDERED, and repeal Section 101.05, entitled INSPECTIONS,
Section 101.06, entitled FUTURE INSPECTIONS, Section 101.07, and
PENALTIES AND ENFORCEMENT, which is hereby adopted to read as
follows:
101.02 WATER DISCHARGE INTO SANITARY SEWER SYSTEM. The
discharge of water from any roof, surface, ground, sump pump, footing tile
or other natural precipitation into the City sanitary sewer collection system
has the potential to cause damage to residential property and overload the
Wastewater Treatment Plant (WWTP). Such damage can be caused by
the backup of sewage into the living quarters of residential homes creating
a potential health hazard and exceeding the capacity of the WWTP. The
City, therefore, finds it essential to the maintenance of health, minimization
of damage to property and to maintain the life and capacity of the WWTP
that the provisions of this chapter be strictly enforced to avoid and minimize
these problems in the future.
101.03 RESTRICTIONS AND DEFINITIONS. No water from any roof,
surface, ground, sump pump, footing tile, or other natural precipitation
shall be discharged into the sanitary sewer collection system. Dwellings,
including new housing construction or houses under construction, and
other buildings and structures which require, because of the infiltration of
water into basements, crawl spaces and the like, a sump pump system to
discharge water, shall have a permanent installed discharge line which
shall not at any time discharge water into the sanitary sewer collection
system. A permanent installation shall be one which provides for a yearround discharge connection to the City subdrain/storm sewer system. It
shall consist of a rigid discharge line inside the structure, without valving
or quick connections for altering the path of discharge, and if connected to
the Citys subdrain/storm sewer line, include a check valve.
101.04 DISCONNECTION ORDERED. Any person, firm or
corporation having a roof, surface, ground, or footing tile now connected
and/or discharging into the sanitary sewer shall disconnect and/or remove
the same. Any disconnects or openings in the sanitary sewer shall be
closed or repaired in a manner as approved by the Public Works Director
or his or her representative. Any person, firm or corporation will have only
sixty (60) days to comply, after which a penalty of $100.00 for each day in
violation will be charged.
101.05 INSPECTIONS. Every person owning improved real estate
or contractors/builders who are building a house within the City that
discharges into the Citys sanitary sewer system or on the ground shall
allow an employee of the City or their designated representative to inspect
the buildings to confirm that there is no sump pump or other prohibited
discharge into the sanitary sewer system. This requirement may also be
met by having the property owner contract with a licensed plumber to
perform the inspection. The plumber must inspect the property and the
sump pump system and complete and return an inspection form provided
by the City documenting the results of the inspection. All costs associated
with an inspection by a privately retained plumber shall be the responsibility
of the property owner. Any property owner or contractor/builder of a new
home refusing to allow their property to be inspected within fourteen (14)
days of the date City employees or their designated representatives are
denied admittance to the property shall immediately become subject to
$100.00 charge. Any owner of property or contractor/house builder found
to violate this section shall make the necessary changes to comply with the
section and furnish proof of the changes to the City within sixty (60) days
from the date the City mailed notice of violation to the owner or contractor/
builder.
101.06 FUTURE INSPECTIONS. At any time, if the City has
reason to suspect that an illegal connection may exist in a premises,
the owner, within forty-eight (48) hours of written notice, shall allow City
representatives to inspect the building.
101.7 PENALTIES AND ENFORMCEMENT. Any and all persons,
firms, or corporations who shall violate any of the provisions of this
Ordinance or fail in any way to comply therewith, or who shall not comply
with any part hereof, shall severally for each and every violation and
noncompliance be fined not more than one hundred dollars ($100.00) after
forty-eight (48) hours of verbal and/or written notice; or the city shall certify
the costs to the County Treasurer and such costs shall be collected, with,
and in the same manner, as general property taxes.
SECTION 2. SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect
from and after its final passage, approval and publication as provided by
law.

PERTAINING TO PARK CLOSED
BE IT ENACTED by the City Council of the City of Gowrie, Iowa:
SECTION 1. NEW SECTION. The Code of Ordinances of the City of
Gowrie, Iowa is amended by adding a new Section 47.06, entitled PARK
CLOSED, which is hereby adopted to read as follows:
47.06 PARKS CLOSED. No person, except those camping in
designated areas, shall enter or remain within any park between the hours
of ten-thirty oclock (10:30) p.m. and six oclock (6:00) a.m. every day of the
week.
SECTION 2. SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect
from and after its final passage, approval and publication as provided by
law.
