Festive Christmas Lights...

The Farnhamville Betterment Club will be
sponsoring a Christmas lighting contest. Judging will be
held December 15 to 18. They hope everyone will get
their lights up to add to the holiday season. Everyone
enjoys the lights of Christmas and it makes the town
more festive.

GDC Membership
Drive Starts Early
Renewals sent December 1...


The Gowrie Development Commission
membership drive is getting a head start for 2017 with
invoices to current members going out December 1st!

A general mailing to all postal locations in
Gowrie will still be done in February or March of next
year.

Renewals are being sent a bit early in hopes
that members can plan for 2017 by pre-paying or budgeting for a higher membership level, states GDC Membership Committee Chair, Marcie Boerner.

She continues, We try to be extremely flexible
offering quarterly payments on higher membership levels.

Over the past year we have focused on what
benefits members actually receive in addition to funding
activities, beautification, and growing Gowrie. Membership support from both business and residential are
essential as well as non-profit organizations.

Being a member of the GDC means that you
support the efforts to improve and strengthen the community of Gowrie, adds Boerner.

New this year is a membership level for nonprofits for local clubs, organizations, and churches.

Some of these new concepts are being explored
as a direct result in sharing ideas with the Greater Fort
Dodge Growth Alliance and other community development organizations.

Membership benefits include furthering the
GDCs goals of better communication such as visiting
businesses, advertising opportunities, links to member
sites from www.gowrie.org, tickets to the annual spring
banquet and promotions through the monthly email
newsletter and community events listed on the electronic
sign located on Hwy 175.

2016 was an exciting year for the Development
Commission as they changed focus to more directly promote and develop the community.

Four committees were created for specific areas
of improvement and communication for housing, image,
membership and quality of life.

These committees have been meeting regularly
and are starting to see progress.

In $26.5 million bond issue election Tuesday, Dec. 6. . .

After thorough discussions and research, the
following projects have been identified as necessary improvements at ICCC to retain exceptional facilities for
our students and area citizens for the next 50 years.
Safety - $3,000,000

In light of all the incidents
across college campuses and worldwide we need to continue to review
and upgrade all our security measures
from camera systems to door locks.
Over the past five years we have heavily
invested into the safety of our students that
live in our residential halls.

Now, we need to expand that
effort to all our campuses and buildings. Included will be a new state of
the art security system that will allow for remote management of video
surveillance cameras as well as new
automated access control locks on exterior doors in case of an emergency.
Career Academies - $5,000,000

Building on the success of the North Central
Career Academy in Eagle Grove; which serves six school
districts on our eastern service area; Iowa Central wants

to start two new Career Academies in the Northwest and


Southwest portions of our region to serve all high schools
in Area V. The academies allow participating school
districts to pool resources and instructors to provide
more educational opportunities to students!
Career strands offered by the academies, allow students to earn college credits that save both time and money when
continuing their postsecondary education. Depending on the number of classes
that students take it can save a family over
$6,000 in college tuition before they graduate from high school. The academies
will also allow our service area employers to conduct training for their
employees and non-credit educational opportunities closer to home.

Approval of the $29,500,000 bond issue ensuring the future of Iowa Central will be minimal burden
on our taxpayers. For the average homeowner, the bond
issue will cost approximately $1.04 per month based on a
home valued at $100,000.

The Iowa Central Board of Directors, our

with Santa, sponsored by the GDC and POET, will be
held at Wheels of GYC Skating Rink at 1:30 p.m. for
ages 6th grade and under. The Skate with Santa is sponsored by the GDC and POET. Sons of the American Legion Brunch will begin at 11:30 a.m. in Zion Lutheran
Churchs basement. At 7 p.m. a Community Christmas

their 2016 annual Christmas Coffee & Bazaar on Saturday, December 3, from 8:30 a.m. until 11 a.m.

50 Years Ago...

Kathleen Field, daughter of Mr. and Mrs. Maurice Field, of Moorland is a district winner in the Make
It Yourself With Wool contest. The Fort Dodge District
contest which encompassed a ten county area was held
Saturday, November 20, in the Wahkonsa hotel.

Kathleen, one of fifteen contestants in the senior
division, placed third in that division with her entries of a
beige long sleeved dress and a three-piece blue wool suit.

The entries were judged on the appropriateness
of fabric and pattern to the individual, quality of garment
contruction, and the contestants modeling technique and
personality. Kathleen, who is a senior oat Prairie Community made her suit as a project in her Homemaking III
class.

Mrs. Don Gutshall of Farnhamville, formerly of
Gowrie, received a prize for the most fashionable in the
adult division.

Mr. and Mrs. Paul Will entertained relatives
on Sunday honoring the birthdays of nine of the grandchildren in the Will family. The birthdays occur in the
months of October, November and December. A cooperative dinner was served at noon.

Those present for the day were Mr. and Mrs.
Clarence Will of Boxholm, grandparents of the children,
Mr. and Mrs. Larry Hull and family and Mrs. and Mrs..
Kick Martin and son, Todd, of Boone; Mr. and Mrs. Dean
Peters and family of Gilmore City; Mr. and Mrs.. Don
Will and filly and Charles Will. Mrs. Charles Will, Peggi
and Mike, were unable to be present because of illness.

Two year old Nancy Schneider, who was a
pneumonia patient at Mercy hospital, returned home on
Sunday. She is the daughter of Mr. and Mrs. Leonard
Schneider.

Joe Dorsey, small son of Mr. and Mrs. Joe
Dorsey, returned home from Mercy hospital on Saturday.
He was also a pneumonia patient.

Wayne and Elaine Lemmon are spending
some time in the Clifford Targgart home while mother
and dad are busy with the new baby., Mr. and Mrs. Larry
Lemmon of Woden are the parents of a baby girl, Jodie
Dawn, born at the Britt hospital.

Mr. and Mrs. Sofus Hanson and Mr. and Mrs.
Clayton Hanson were Sunday guests in the home of Mr.
and Mrs. Arnold Esperson and Mrs. Sophie Esperson.
The dinner was in honor of Mrs. Espersons confirmation
into Our Saviours Lutheran Church.

40 Years Ago...

Jeff Petersen, A student at the University of
Iowa in Iowa City, spent his Thanksgiving vacation here
at the home of his parents, Mr. and Mrs. Russ Petersen.

A new Case Industrial tractor-loader which
was purchased by the Gowrie Town Council in October
and was delivered here just in time for heavy duty during
the seasons heaviest snowstorms.

Contracted at a price of $10,144, the new Case
580B tractor-loader has a hydrastic transmission, power
takeoff, blade and cab, and is also equipped for a backhoe
in the event the Council should decide to buy one at a
later date. It is being used along with a snow blower and

his sister, Mr. and Mrs. Lyle McMichael and Tim of Arvada, Colorado. Dinner guests in the Hansen home on
Thanksgiving were the McMichaels, Mr. and Mrs. Herb
Gustofson, Mr. Orville Hanson of Gowrie, Linda Hanson
of Des Moines and Tom Peterson of Indianola.

Mr. and Mrs. Lynn Subbert and Jason hosted
a Thanksgiving dinner at their home. Guests included
Mr. and Mrs. Herman Lusmann, Paul Lusmann, Mr. and
Mrs. Verle Subbert of Churdan, Mr. and Mrs. Ron Lusmann and Nicole of Iowa City, and Mrs. and Mrs. Larry
Moll of Des Moines.

Lanyon at noon with Mr. and Mrs.. O. J. Mossberg and
Kathy Mossberg of Fort Dodge and Mrs. Michael Umsted of Lanyon, present.

Miss Colleen Anderson of Des Moines was a

Salute to Lehighs future;


consider supporting ICCC
bond issue Dec. 8. . .

Congratulations to Phil Richardson who is the
newly appointed mayor in Lehigh. After a few upheavals
and some turbulent times in the late summer and fall,
Richardson and the entire City of Lehigh City Council are
making some good improvements.

Mr. Richardson was elected to the Lehigh City
Council earlier this year and he did his civic duty by accepting the Mayoral position at an uncertain time. Phil
will rely on the great experience of former Mayor Paula
Martin, who is once again a member of the Lehigh City
Council. And Phil will also be working closely with
Doug Dellachiesa who has many years of experience on
the Lehigh City Council. Other Council members who
will assist in the transition are Dave Hrubes and Melissa
Rude.

Phil wants to get impute from all Lehigh residents and he invites them to get involved in anyway with
the City of Lehigh issues and events.

Phil reminisced about his high school education and recalled that Jim Ainslie, Dayton, was his high
School government (Civics class) teacher. Jim was
one of my favorite teachers, said Phil. But I will have
to kid Jim sometime that the class didnt prepare me for
becoming Mayor of Lehigh, he chuckled.

Phil seems to have the right spirit as Mayor of
Lehigh. We will work together as a team, he said We
will have disagreements, but we need to listen and respect
all opinions.

After losing two council members, two city
clerks, and one mayor in the past 3-4 months, Lehigh
seems to be heading in a good, positive direction.

We wish Phil, Paula, and the entire Lehigh City
Council the very best in the future. People who volunteer
to serve on city councils, school boards and other local
boards and local units of government are to be commended for their service.

I urge all voters in Webster County and adjacent
counties to vote in the December 6 ICCC bond election.

This is a crucial vote and a crucial time for Iowa
Central Community College. In the past decade and in
recent years ICCC has experienced phenomenal success.

But at this point ICCC requires additional infrastructure and upgrades in current infrastructure.

Partly because of proximity, ICCC is extremely
important to our young people and families in Webster
County and in adjacent counties. Most of our Southeast
Valley graduates start their higher education (and often
their degree) at ICCC.

Please read the many stories about the ICCC
bond issue in this weeks edition of your Gowrie News
and Dayton Review. Please note that the cost per family
is very modest, as described in a short story of a family
having a home valued at $100,000.

Your investment is small. The return on your investment will be huge. I am personally voting yes for the
bond issue.

ICCC needs to replace aging

Bond issue election Tuesday, Dec. 6. . .

Iowa Central Community College is celebrating
its 50th year and on Dec. 6 the commuity colleege is asking electors to approve a $29.5 million bond issue..

This bond referendum will support the Iowa
Central Campus Master Plan that is used by Iowa Centrals administrators to plan for future growth of the College. For the past 50 years, Iowa Central provided students the opportunity to earn a degree, transfer to a four
year college, or enter the workforce. We have helped
many students that did not finish school earn their GED.
Iowa Central has become an important center for economic development by providing job-specific training for
employees, said an ICCC President Dr. Dan Kinney.

Despite the growing importance of Iowa Central, state funding for the College has declined while our

Dakota Jaeschke was named the Iowa Newspaper Association first team All-State.

Jaeschke was the leading Jaguar receiver this
past year. The Jaguars had a great passing attack and
Jaeschke caught many touchdown passes as a tight end.

The Southeast Valley JH Girls B team traveled
to Payton-Churdan Tuesday night vs Payton-Churdan A
team. The girls hustled all night long however just had
trouble finding the basket against a very tall PC team and
came up short by a score of 32-9.

from the trio of Kaeli Berns, Jordan Dorsey and Jayden
Gardipee. The Jags received very solid post play from
the duo of Chyann Hicks and Allison Bethel and just

the majority of funding comes through its student tuition

The community college system does not receive
infrastructure funds through state appropriations like public schools and regent universities. Under current state
law, issuing general obligation bonds or revenue bonds
are the primary funding mechanism for community colleges to finance new construction and major renovations.
We must improve our aging infrastructure that was built
in the late 60s and early 70s, so, we can be competitive
in recruiting students to attend Iowa Central Community
College, said ICC president Dr. Dan Kinney

The Southeast Valley seventh and eighth grade
A teams opened the season at Glidden-Ralston Monday
night with two dominating wins.

The 7th grade got the ball rolling with a 30-2
victory behind 19 points from Laney Clancy with Haylee
Welter right behind with 9.

The Jags received solid wing play from the duo
of Madison Doyle and Sadie Nelson and very good post
play from Kyleigh Erritt and solid minutes off the bench
from Teighan Osborne and just one of the best team defensive efforts that coaches could ask for.

The 8th grade came away with a very solid 3214 victory with Emily Jaeschke leading the way with 10
points and Chloe Hicks right behind with 8.

The Jags received solid defensive efforts from
the trio of Sydney Carlson, Morgan Farnham and Keirsten Fisher and solid play from Emily Hemmestad and
Brielle Haub off the bench and just an all around team
defensive effort.

The Iowa Central Community College special
bond election is Tuesday, Dec. 6, in the 18 counties including the counties of Webster, Calhoun, Greene, Hamilton, and Boone. Polls will be open from 12 noon to 8
p.m.

Voters will be asked to vote for or against
$29,500,000 in school bonds for ICCC for remodeling,
repairing , construct many school improvements.

Polling places in southern Webster County area
include the Gowrie Community Center, Dayton Community Center, Burnside School, Trinity Lutheran Church
in Boxholm (Boone County), Otho Community Center, Callender Community Center, and the Farnhamville
Middle School.

Other area polling places are the Stratford
School, Shriver Community Building in Paton, Rippey
Community Room/Public Library, Rippey. All of the
above polling locations are open from 12 noon to 8 p.m.

All Fort Dodge, Otho and Badger Fire Station
polling locations will be open in their respective city from
7 am-8 pm.

Any voter who is physically unable to enter a

The trails are still leading us...



The mind does wonder so Im not sure where
this one came from. Perhaps I was watching a retro TV
movie or ??? Perhaps it was some modern music that
made me remember some of my time. I started taking
piano lessons in 1938 or 1939 and was at the age where I
was developing a liking for the popular music of that day.
It was probably a few years later that I finally got to order
a couple pieces of popular sheet music from the Sears &
Roebuck catalog. Yes, they did sell about everything and
if my memory is correct they cost approximately 35 cents
each. The royalties must have been minute on those days.

Those pieces of music were Dont Fence Me
In and South of the Border, both leaning toward the
Cowboy genre. The best known singer/artist for both had
been Gene Autry. Eddie Arnold and Roy Rogers may
have made their records of them too; at least did them on
their radio programs/appearances and maybe movies. I
didnt get to see many movies at the time. Perhaps that is
why I enjoyed their TV programs with my children when
they finally advanced to that entertainment venue.

Are there any readers who remember the song
group Sons of the Pioneers? They primarily did country/
western type music and both sang in close harmony and
played instruments. One of the original sons was Roy
Rogers who was known then by his birth name, Leonard
Slye. When he got into acting and doing his cowboy
movies and TV that name just didnt fit so he became
Roy Rogers.

When he and his wife, Dale Evans, had their
TV program I noted one thing which seemed confusing
and didnt fit in but gave good fun too and that was
Nellybelle, Pat Bradys WWII type jeep that was always conking out at the wrong time. The children never
questioned it even though otherwise the program seemed
more like the turn of the century with old west settings,
ranch, town, people, etc. Roy rode his famous horse,
Trigger and Dale had Buttermilk and their dog, Bullet,
was trotting along with them. Back at the ranch their
old buddy, Gabby Hayes, was doing all sorts of ranch
chores and adding his own form of comedy. Each show
was basically the same, bad guys doing bad things, looks
like theyll get away with it and may even bring harm to
someone, but Roy and Dale come along to save the day
and Pat, eager to help, heads out in Nellybelle but Nellybelle doesnt always perform as she should. However,
everything comes out okay in the end and the bad guys
are caught and disaster avoided.

Our closest friends had children in the same age
group as we did. Their daughter, Robin, about four or five
years old always said she wanted to be Roy Rogers (not
Dale) when she grew up. Roy and Dale (in real life)
were known for their caring and kind heartedness. Roy
even sang some with the Sons of the Pioneers and in later
life did go with them on some of their gigs, so it was
reported. The personnel of that group changed over the
years and they travelled around the country. It had to be
In the 80s that the Sons were the feature show at the
then local Ingersoll dinner theater. My friend and I and
another couple attended that show. Those boys were
even aging (many of originals having already met their
maker) but they still had the same sound. They said that
in later times at their shows they would sometimes call
Roy and he would talk to them long distance, the phone
call amplified to be heard by the audience but he was no
longer able to do even that. One of the still signature
songs was sung, Tumblin Tumble Weeds sounding
much the same as we recalled from earlier years and of
course, Roy and Dales theme song at the end, Happy
Trails to you, until we meet again --- a bit of a tear jerker
to those of us who more or less grew up with Roy Rogers.

Gene Autry, too, had a TV show but it apparently hasnt taken the prominence in my memory bank
that Roy and Dale did or maybe its because he was not
as popular with my children. When he sang Dont Fence
Me In he had that cowboy twang to his voice that was
expected of the Western pictures singers. Give me land,
lots of land under starry skies above---- Dont fence me
in. That was what we were given to believe all people
who went west wanted lots of land and freedom. He
also had another favorite, South of the Border. I dont
remember all the words now but it continued, down
Mexico way, probably leading to finding a pretty senorita.

So, I grew up on songs that had memorable melodies and words and you could understand them. Even
the crooners a bit later, Sinatra, Crosby, Como --- sang
songs that soon had one humming and singing to yourself
or with others. Those were some of my good old days.
Children of today would probably laugh or at least tee
hee a bit to hear some of those old ditties now but then
they will remember their music as fondly. Oh, we had
some doozies too Three little fishies, in an itty bitty
pool and they fam and they fam all over the dam. Boop

boop, dit-em dat-em wa-tem choo. Yeah, I remember


Kay Kyser (a guy) and Ish Kabible who had the bangs
haircut way before the Beatles.

Hang in there a few more years and entertainment and music will change again. Get ready to open up
your memory storage boxes.

Nathan Robert Field was born on April 24,
1982. He grew up in the Lehigh area and attended Southeast Webster schools and graduated from Southeast
Webster Grand High School in the spring of 2000.

He enjoyed pheasant hunting and watching the
Hawkeye sports teams as well as cheering on the Chicago
Bears.
Nathan worked at Humes Distributing in Fort
Dodge before going to work at the Rabiner Treatment
Center, which was previously known as the Jerry Rabiner
Boys Ranch.

Many described Nathan as a great leader and
friend who was deeply respected by his peers. Nathan
enlisted in the United States Army Reserves in 2000 and
was assigned to the 4249th Port Security Company in
Pocahontas, Iowa.

Initially he was trained as a 31 BRAVO which
is the military occupational specialty for a Military Policeman.

In 2001 Nathan was deployed to Sunny Point,
NC as part of Operation Noble Eagle with the mission
of protecting the Military Ocean Terminal Sunny Point.
MOTSU as it is called is the largest military terminal in
the world.

It serves as a transfer point between rail, trucks,
and ships for the import and export of weapons, ammunition, explosives and military equipment for the United
States Army. MOTSU plays a key role in supporting our
Nations Armed forces as they combat terrorism and evil
militants throughout the world.

In 2004 SGT Field received training as a Motor
Transport Operator which in Army lingo his job title was
referred to as an 88 Mike with the primary responsibility of supervising or operating wheel vehicles to transport
personnel and cargo.

Motor Transport Operators are the backbone of
the Armys support and sustainment structure providing
mobility on and off the battlefield.

In 2005 Sgt. Nathan R. Field was again mobilized to serve his country as part of Operation Iraqi Freedom. He served with the 414th Military Police Company,
a United States Army Reserve MP company referred to as
the Ozark Warriors based out of Joplin, Missouri.

Sgt. Field and his battle buddy Specialist Robert
Johnson were killed in Iraq on January 7, 2006 when the
Humvee SGT Field was piloting was hit by a civilian vehicle in Umm Qasr, which is a Port city located in southern Iraq and is said to be the site of Alexander the Greats
landing in Mesopotamia in 325 BC.

A Soldier friend of SGT Field quoted William
Wallace, the character in Braveheart in referring to Nathan, he wrote:

All men die, but not all men live. Nathan
lived, and he lived with a passion, in his mothers words
Nathan inhaled life. a day and time.

Sgt. Nathan Field was buried in West Lawn
Cemetery in Lehigh with Grave Site Rites conducted by
the 304th Military Police Detachment Honor Guard. Nathan is survived by his mother, Mary Field; father William Field; and brother Eli Field.


Today let us especially honor Sgt. Robert Field
on the 10 year anniversary of his death as well as all of
the men and women who sacrificed their lives and service
to the United States of America, said Col Richard Lennon (Army Retired) at a special Memoria Day Honors
Ceremony May 30 at Veterans Memorial Park in Fort
Dodge.

The Vinchattles were married December 13,
1946, in Folkston, Georgia. The couple farmed for many
years in the Gowrie area and were pastors at several
churches. They also traveled several years doing evangelistic work.

Iowa Secretary of Agriculture Bill Northey
again encouraged Iowans to consider choosing a fresh,
Iowa grown Christmas tree to decorate their home this
holiday season.

Selecting a fresh Christmas tree can be part of
a great family tradition and is an opportunity to connect
with an Iowa farmer and support the local economy,
Northey said. Iowa is fortunate to have more than 100
Christmas tree farms in all parts of the state, so everyone
has the opportunity to get their own fresh tree to help celebrate.

A directory of tree farms across Iowa is available on the Iowa Christmas Tree Association website
at www.IowaChristmasTrees.com. On the site there is
a Find a Farm link on the top left-hand corner of the
page. Besides the location of the farms, the directory also
includes a phone number and hours of operation for each
farm to assist in planning.

These farms devote over 1,500 acres to Christmas tree production in Iowa and as a result harvest approximately 39,500 Christmas trees each year. The result is a $1 million dollar industry contributing to Iowas

REGULAR-PUBLIC HEARING COUNCIL MEETING
NOVEMBER 21, 2016

Regular Gowrie City Council meeting was held at 6:45 p.m. on
November 21, 2016 at the Gowrie Community/Civic Center with Mayor
Pro-Tem Terry Willardson in the chair and the following Council members
answering roll call: Streit, Harrison, Jackson, and Petersen. Absent: Mayor
Gayle Redman.

Harrison moved the minutes of the previous meeting be approved,
second by Streit. Motion carried-unanimous.

Jackson moved to approve agenda, second by Harrison. Motion
carried-unanimous.

Parks report was given by Dave Hoover. Streit Construction looked at
backstop, and the field at Brockett Park is still being worked on.

Police report was given by Patrick Monaghan. Walk through was
done at 905 Lincoln Street. A discussion with the mayor will be done next
week. New dash and body cameras are here. Blue Lights to support law
enforcement will be delivered by him. Law enforcement will ramp up patrol
during the week of Thanksgiving, looking out for seat belt violations.
Utilities report was given by Cuck Angstrom. Pool lawsuit is still continuing.

The City Council of Gowrie, Iowa, met on November 21, 2016 at
7:00 p.m., at the Gowrie Community/Civic Center, in Gowrie, Iowa, for the
purpose of conduction a public hearing on the 2nd readings of Ordinance
Nos. 235, 236, and 237, possible waiving of 3rd readings of Ordinance
Nos. 235, 236, and 237, approval of Resolution No. 2016-13, and approval

Council Member Petersen moved the adoption of the 2nd Reading

1910 Ezra Rushton built the Rushton Hotel...

In 1910 Ezra Rushton built the Rushton Hotel,
run by him and later by the Reeds. No. 29 on the map.

In the same year he built the Opera House,
which had lodges located in the upper story and on the
lower floor--movies, dances, skating, basketball and
many other social activities were held there. No. 30 on
map.

A new building that is now Bassetts Hardware
was also built in this year. In the same year Chas, McVay started a Photograph Gallery. He probably built this
building. No. 31 on the map.

In about 1914 or thereabouts Ray Babcock built
the first garage and sold to John Meyer, then to Fred Horecka and finally to Roy Drake, who enlarged the building and advanced the business. No. 33 on the map.

After a few years Frank Johnson also had a garage at the rear of his hardware store. No. 2 on the map.
Later John Werner built another garage. No. 34 on the
map. These garages all operated at the same time.

The first city lights were gas, one on each corner.
These can be seen in the old street scenes in this book.

In 1914 the city was supplied by electric lights.
About this time, 1915, E.C. Wyatt built and operated a
Creamery and Poultry House. No. 35 on the map. At this
same time a brick building south of Wyatts Poultry was
built. In later years it was used as the Telephone Central

started, sometimes called the Nahnsen Bank, operated by


Adolph Nahnsen. No. 38 on the map.

In 1922 they moved that building to the first lot
east and J. A. Wyatt and later George Wyatt had a grocery store there for years. No. 39 on map.

They then built a new brick bank building on the
location on the corner. No. 38 on map.

In 1916 Charlie Jackson started a Welding shopNo. 40 on map.

In 1919 Farnhamville seeing the need of different water system, so as to be better equipped to fight
fire and for other modern uses, put in the present water
System. No. 41 on the map.

About this same time Rayme Mahe ran a business in building No. 43.

In 1922 Johnson Oil Company started a service
station in a little shed on the corner now know as Larsons 66 Service Station for many years. In 1927 there
was a new brick building there for the same purpose. No.
44 on the map.

In 1926, George Gifford built a new brick building to be used as a service station, across the street west
of Larsons Station, No. 45.

and many students are leaving us with significant student
debt.

This project is to improve student retention
through a stronger early intervention program which will
require co-locating our support services. When struggling students are identified and connected with campus
support services at the earliest possible moment, we improve their chances of success. With all student services
consolidated in one facility, staff can collaborate to provide all the services that students need to be successful
via a One Stop Student Success Center.

Iowa Central has continued to add multiple student centered services but they are housed in different
buildings across our campus. Students must navigate the
campus to find the services they need and too often do not
take the next step.

The proposed new 44,000 square foot student
success building would allow us to offer all the student
services to be housed in one building and give staff the
opportunity to seamlessly transition the students to the
services they need. Our goal is to provide the necessary services to increase persistence, academic standing,
graduation rates and job placement to our students. This
building will also have space to allow us to expand student services in the future.
More Classroom Space - $1,500,000

The current student services building will be repurposed to an academic building. We need more classroom space to continue to add new programs to meet the
workforce needs across our region. This will give us approximately 10 new classrooms along with space to of-

fice faculty.
Webster City Elevator - $500,000

A new elevator in the Chelesvig Center in
Webster City will allow us to expand program offerings
on our Webster City Campus because all the buildings
will then be handicap accessible to all students.
Remodel of Decker Auditorium - $4,000,000

Decker Auditorium opened the summer of 1978
and has never received any major improvements. The facility is used by both Iowa Central students and by many
local organizations within the community and region.
Thousands of area residents enjoy a variety of programs
in this building throughout the year. Proposed improvements will include: new seating, general facelift,energy
effiiciency, eletrical improvements, equipment upgrades.
General Updates - $5,000,000

As we turn 50 so do many of our facilities. For
Iowa Central to continue to serve Area V for the next 50
years we need to reinvest in our aging infrastructure in
Fort Dodge, Webster City, Storm Lake, and Eagle Grove.
We want to continue to build on the projects that we started in our last bond referendum.

This would include upgrading windows, roofs,
HVAC, electrical, and parking lot resurfacing. The College has been adding and expanding programs to the point
that we need to upgrade electrical systems to accommodate the needs of technology to support our students in
the classroom.
Reserve - $1,500,00

With interest rates low and with inflation nonexistent we are creating a reserve so we can fully implement
the above plan to hedge ourselves against the possibility
of escalating costs associated with multi-year projects.

Kooten voiced an oral objection; but objections dealt with the odor and the
proximity to homesteads and dredge ditch. Supervisors Leffler reported
that the board agreed with the applicants scoring of 440.

agreement of the Construction Permit Application Matrix Scoring of
Hanson site in Section 5, Roland Township; matrix scoring was 440 points
and the County recommends approval to Iowa Department of Natural

Bridge Replacement Project FM-CO94(104)55-94 on 210th Street over

A RESOLUTION AMENDING CHAPTER 26 OF THE CODE OF
ORDINANCES OF THE CITY OF GOWRIE, IOWA, BY AMENDING
PROVISIONS PERTAINING TO THE SWIMMING POOL BOARD TERM
OF OFFICE
BE IT ENACTED by the City Council of the City of Gowrie, Iowa;

SECTION 1. NEW SECTION. The Code of Ordinances of the City
of Gowrie, Iowa is amended by striking the six years in Section 26.02,
entitled MEMBERS APPOINTED, and insert three years, which is hereby
adopted to read as follows:

26.02 MEMBERS APPOINTED. The Swimming Pool Board shall
consist of five members whose terms of office shall be three years on a
staggered basis and who shall be appointed by the Mayor subject to the
approval of the Council.

SECTION 2. SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.

SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect
from and after its final passage, approval and publication as provided by
law.

Passed by the Council the 21 day of November, 2016, and approved
this 21 day of November, 2016.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF
THE CITY OF GOWRIE, IOWA, BY AMENDING PROVISIONS
PERTAINING TO STRIKING THE WORDS SWIMMING POOL,
DISCONNECTION ORDERED, INSPECTIONS, FUTURE INSPECTIONS,
AND PENALTIES AND ENFORCEMENT
BE IT ENACTED by the City Council of the City of Gowrie, Iowa:
SECTION 1. SECTION MODIFIED. The Code of Ordinances of the City of
Gowrie, Iowa is amended by striking the words swimming pool throughout
Chapter 101, adding to Section 101.04, entitled DISCONNECTION
ORDERED, and repeal Section 101.05, entitled INSPECTIONS,
Section 101.06, entitled FUTURE INSPECTIONS, Section 101.07, and
PENALTIES AND ENFORCEMENT, which is hereby adopted to read as
follows:
101.02 WATER DISCHARGE INTO SANITARY SEWER SYSTEM. The
discharge of water from any roof, surface, ground, sump pump, footing tile
or other natural precipitation into the City sanitary sewer collection system
has the potential to cause damage to residential property and overload the
Wastewater Treatment Plant (WWTP). Such damage can be caused by
the backup of sewage into the living quarters of residential homes creating
a potential health hazard and exceeding the capacity of the WWTP. The
City, therefore, finds it essential to the maintenance of health, minimization
of damage to property and to maintain the life and capacity of the WWTP
that the provisions of this chapter be strictly enforced to avoid and minimize
these problems in the future.
101.03 RESTRICTIONS AND DEFINITIONS. No water from any roof,
surface, ground, sump pump, footing tile, or other natural precipitation
shall be discharged into the sanitary sewer collection system. Dwellings,
including new housing construction or houses under construction, and
other buildings and structures which require, because of the infiltration of
water into basements, crawl spaces and the like, a sump pump system to
discharge water, shall have a permanent installed discharge line which
shall not at any time discharge water into the sanitary sewer collection
system. A permanent installation shall be one which provides for a yearround discharge connection to the City subdrain/storm sewer system. It
shall consist of a rigid discharge line inside the structure, without valving
or quick connections for altering the path of discharge, and if connected to
the Citys subdrain/storm sewer line, include a check valve.
101.04 DISCONNECTION ORDERED. Any person, firm or
corporation having a roof, surface, ground, or footing tile now connected
and/or discharging into the sanitary sewer shall disconnect and/or remove
the same. Any disconnects or openings in the sanitary sewer shall be
closed or repaired in a manner as approved by the Public Works Director
or his or her representative. Any person, firm or corporation will have only
sixty (60) days to comply, after which a penalty of $100.00 for each day in
violation will be charged.

101.05 INSPECTIONS. Every person owning improved real estate
or contractors/builders who are building a house within the City that
discharges into the Citys sanitary sewer system or on the ground shall
allow an employee of the City or their designated representative to inspect
the buildings to confirm that there is no sump pump or other prohibited
discharge into the sanitary sewer system. This requirement may also be
met by having the property owner contract with a licensed plumber to
perform the inspection. The plumber must inspect the property and the
sump pump system and complete and return an inspection form provided
by the City documenting the results of the inspection. All costs associated
with an inspection by a privately retained plumber shall be the responsibility
of the property owner. Any property owner or contractor/builder of a new
home refusing to allow their property to be inspected within fourteen (14)
days of the date City employees or their designated representatives are
denied admittance to the property shall immediately become subject to
$100.00 charge. Any owner of property or contractor/house builder found
to violate this section shall make the necessary changes to comply with the
section and furnish proof of the changes to the City within sixty (60) days
from the date the City mailed notice of violation to the owner or contractor/
builder.

101.06 FUTURE INSPECTIONS. At any time, if the City has
reason to suspect that an illegal connection may exist in a premises,
the owner, within forty-eight (48) hours of written notice, shall allow City
representatives to inspect the building.

101.7 PENALTIES AND ENFORMCEMENT. Any and all persons,
firms, or corporations who shall violate any of the provisions of this
Ordinance or fail in any way to comply therewith, or who shall not comply
with any part hereof, shall severally for each and every violation and
noncompliance be fined not more than one hundred dollars ($100.00) after
forty-eight (48) hours of verbal and/or written notice; or the city shall certify
the costs to the County Treasurer and such costs shall be collected, with,
and in the same manner, as general property taxes.

SECTION 2. SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.

SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect
from and after its final passage, approval and publication as provided by
law.

PERTAINING TO PARK CLOSED


BE IT ENACTED by the City Council of the City of Gowrie, Iowa:

SECTION 1. NEW SECTION. The Code of Ordinances of the City of
Gowrie, Iowa is amended by adding a new Section 47.06, entitled PARK
CLOSED, which is hereby adopted to read as follows:

47.06 PARKS CLOSED. No person, except those camping in
designated areas, shall enter or remain within any park between the hours
of ten-thirty oclock (10:30) p.m. and six oclock (6:00) a.m. every day of the
week.

SECTION 2. SEVERABILITY CLAUSE. If any section, provision or
part of this ordinance shall be adjudged invalid or unconstitutional, such
adjudication shall not affect the validity of the ordinance as a whole or any
section, provision or part thereof not adjudged invalid or unconstitutional.

SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect
from and after its final passage, approval and publication as provided by
law.
