Part A: Program Evaluation


Executive Summary
Mount Zion High School, located in Jonesboro, Georgia (Clayton County), is a school that
believes in the importance of technology. Mount Zion, however, is a struggling Title I school in
which most students struggle in core academic areas. The school was recently removed from the
state focus list during the 2014-2015 school year, and school is constantly trying to come up with
creative ways to increase the graduation rate and standardized testing scores. Mount Zion does
several Career Technical Education courses that allow the students to learn and develop skills
that they can apply directly to the workforce upon graduation. Through clubs associated with
these courses, students are also exposed to various opportunities outside of the classroom such
and college tours and field studies.
Organizational Chart
This chart shows the operations and leadership of Mount Zion High school and how the chain of
command flows within Clayton County Schools. The chart pictured below was created based on
discussions with the Instructional Technology Coordinator, Ben Harris along with the current
Technology Plan.

Methods
The information in this Technology Program Evaluation report was gathered through various
outlets. First coming from Toylanda Holland, media specialist at Mount Zion High School.
Interviews with administrators and media specialist along with observations allowed me to
collect this information throughout the semester. Photos of the various activities that take place
there were also collected.
Center Context and Goals
History
Mount Zion High School is one of the more established high schools in Clayton County having
been established in 1989. The condition, equipment, and day to day operations of the Mount
Zion High School media center have remained relatively the same over the past three years. The
only significant change that has taken place is that the center is now used as a meeting place for
school clubs.

Goals

Update furniture
Update computers Clayton County handles all technology updates on a rolling
schedule. All computers are replaced every four years.
Increase usage/purpose for usageadded meeting place for clubs
Create themes for each day to generate interest from the students
Obtain stakeholders- find local stakeholders that may contribute to the center

Media Specialist

Current Status of the Center
The status of the media center is very static. Not much has changed there in a few years, and
there is a clear need for new and updated technology throughout the media center. Teachers,
Center Activities:
Staff Development
One to two times per month, all Clayton County schools release exactly one hour early so that
the staff members may participate in Staff Development at their home schools. The media center
normal serves as the designated meeting place for these staff developments.
Technology Professional Development
At the request of the media specialist, and sometimes the teachers; The county instructional
technology coordinator will coordinate with the local media specialist to create technology
development sessions that will give the teachers tools to use in their instruction.
Books R Fun
Every year, Mrs. Holland organizes an even that is geared towards getting the Mount Zion High
School students to read more to the book fairs that we all experienced during elementary school,
students and teachers have an opportunity to visit the media center during the week of this event
and get books from several different genres. The only difference is that all of the books are free!

MZHS Sisterhood Club


In an effort to create a more supportive environment for the young ladies of MZHS, the MZHS
sisterhood club was established last year. This club promotes sisterhood and empowerment for
all of its members and conduct weekly meetings in the media center.

Faculty Meetings
General weekly faculty meetings are held inside the media center every Wednesday afternoon.
Testing
The media center serves as a testing center for large testing events like Georgia Milestone
testing, PSAT, ASVAB, and CTAE End of pathway assessments.
Technology Enhanced Classroom
The activity that keeps the media center the busiest is its use as a technology enhanced
classroom. Teachers often reserve time in the media center so that they may have access to
Chromebook Carts that will allow their students to use the internet for various projects and
activates.

Evaluation
After collecting data, I have determined that although good things are taking place at the MZHS
media center, it is indeed operating at a level that is not meeting the needs of the MZHS family.
To no fault of the staff members that maintain the operations of the media center, upgrades to the
inventory of books, furniture, and computer equipment are needed. Teachers and students all
indicated that they were satisfied with the professionalism of the staff. The MZHS media
specialist, Toylanda Holland, is doing an outstanding job of providing opportunities for students
to visit the center with planed even like Books R Fun. She is also able to facilitate meetings and
staff developments upon the request of the administration and teachers, however more support
from the county level with more adequate resources is needed. The is essential for the operations
of the media center to bring the vision of Clayton County schools to fruition.

The MZHS media center does a great job of meeting the needs of the teachers and students who
need assistance with technology in their classrooms. Unfortunately, however, In the past three
years the media center has not shown any real growth. The center needs equipment Project
tables, students computers, Etc. with these with the addition of the listed equipment, the media
center may one day achieve its goal of serving as more than just a place to hold meetings and
check out books and technology equipment.

Overall, the MZHS media center is run effectively and efficiently, but could use some changes to
transform it into a learning destination for teachers and students. The media center has the
potential for great things, and after having conversations with Mrs. Holland, I am more than

confident that these changes will begin to take place soon. I would recommend that the Clayton
County technology team be utilized to provided updates to the technology in the media center.
Everything would also recommend that a conversation take place between Mrs. Holland and the
County Director of Instructional Technology, so that I plan game be drafted for updating and
upgrading some of the date furniture in the media center.

Position Title: Media Specialist
Qualifications:
The Media Specialist must as a minimum possess or be eligible for Media Specialist certification
as required by the Georgia Professional Standards Commission. The Media Specialist should
have demonstrated that he or she has the necessary ability, knowledge, and personal qualities to
skillfully perform the duties and responsibilities of the position. He or she must have a
philosophy compatible with Board of Education policy and possess a personal attitude congenial
with other faculty and staff.

Evaluation:
The Georgia Media Specialist Evaluation Instrument shall be used to evaluate Media Specialist.
The Media Specialist shall perform the dimensions designated by Clayton County School
District and listed under the Performance Areas of the evaluation instrument. The Media
Specialist shall perform all other locally developed practices designated by the Principal.
Duties and Responsibilities:
Manages the Media Program for the school
Coordinates activities for the media committee
Participates in formation of and ensures convening of school media committee
Seeks involvement and input from members of media committee
Informs media committee of needs assessment results and progress toward goals and

provides professional expertise


Recommends media plan, policies, and procedures to media committee
Informs users of media policies and procedures
Conducts activities as specified in media plan
Adheres to the Code of Ethics for Educators in Georgia
Supports the mission and vision of the District
Performs other duties assigned by the Superintendent
