WHY AN ASSESSMENT
SYSTEM ?
Because part of STCW 95 regulations :
One aspect of the STCW-treaty regards a
QSS : a Quality Standard System.
One aspect of the QSS requires a tool to
monitor training, assessment of
competence, certification, endorsement and
revalidation activities.

With QSS, a minimum defined level of
training, assessment and certification must
be guarantied.

A Quality Management System (QMS) is
not the same as a QSS, but
a Quality Management System is part of the
QSS.

maritime institutions in Indonesia in order

control the minimum required standard of

increase the credibility of the Indonesian
maritime sector

During such an assessment (audit) it is thus
ascertained that the level of education, the
structure of the organisation, the equipment
and the infrastructure of the MET institute
( the school) matches the minimum
requirements as acquired by the Minimum
Standards of Education and Training
(MSET)- program and thus by STCW 95.
