The Minister for Railways have announced certain adjustments in the freight rates of
goods traffic in his speech for 2006-07 in the Parliament on 24.2.2006. The details of
these adjustments are given below:-
2.0
Dynamic Pricing for transportation of goods has been introduced. Accordingly, Base
Class Rates for freight charges for various commodities have been assigned. Actual
freight will be charged by granting discounts or levying surcharge on the base Class Rate
in accordance with the Rate Circular for Dynamic Pricing issued by Railway Board from
time to time.
2.1
The highest Base Class has been reduced from Class-240 to Class-220.
2.2
Classes 90, 90W1, 90W2 and 90W3 are being replaced with new Classes namely LR1,
LR2, LR3, LR4 and LR5 for assigning more appropriate rates to lighter goods. The new
classes will be equivalent to 90%, 80%, 70%, 60% and 50% respectively of Class-100.
2.3
The total number of classes will, accordingly, get reduced from the existing total of 19
classes to 18 classes. Array of these 18 Classes will be as under: Low Rated

The Goods Tariff Part-I (Volume-II) has been further rationalized and simplified. The
rationalised Goods Tariff has 23 groups of commodities under General Tariff lines and 5
divisions under Low Rated Tariff lines. A copy of the rationalised Goods Tariff is
enclosed as Annexure I.

3.1
Each group, under a Main Commodity Head, will have single uniform Base Class for the
various commodities in the group, except where specifically prescribed otherwise,
irrespective of their being in different physical forms or shapes and their different
conditions, whether raw or manufactured.
3.2
Exceptions in the classification have been indicated in a Note given in the Goods Tariff
below the particular group of commodities.
3.3
Only Base Classes for trainload transport of commodities have been indicated in the
Goods Tariff. The corresponding classification for wagonload movement will be as
shown in the table below:

3.4
Commodities not indicated in the rationalised Goods Tariff will be charged at the
highest Base Class-220.
3.5
Railway material booked in general service wagons will be charged at the applicable
public tariff rate and will be subject to all the relevant rules and regulations in respect of
free time, demurrage, wharfage & other commercial matters.
3.6
Proposal for assigning Base Class for trainload of a commodity not indicated in the
Goods Tariff but having a potential for block rake loading should be sent to Railway
Board.
4.0
Column head Chargeable Weight indicates whether freight will be charged for CC or
Enhanced CC.
4.1
CC and Enhanced CC indicate whether freight will be charged for the notified
Carrying Capacity or the notified Enhanced Carrying Capacity of the wagon being
loaded. Generally, bagged consignments and lighter goods have been classified as CC
commodities and loose and bulk commodities have been classified as Enhanced CC
commodities.

5.2
The condition of pre-payment of freight compulsory has been denoted with alphabet
p in the column payment of freight against the commodity. Where the alphabet p
does not appear, the commodity can be booked on To-pay basis with a surcharge
applicable for To-pay booking.
5.3
OR in the column Risk Rate indicates that the concerned commodity will be
charged//booked at Owners Risk. However, commodities with OR rate can be booked
at RR rate on payment of 20% surcharge. In all other cases, where OR does not
appear, commodities will be treated to have been charged/booked at Railway Risk rate.
5.4
6.0
Zonal Railways should ensure that requisite number of copies of the Goods Tariff
Part - I Vol. II and Tables for Base Freight Rates (Goods Tariff Pt.- II) are collected
from the General Secretary, IRCA by deputing staff. It should also be ensured that
these tariffs are distributed to all concerned stations/sidings/goods sheds well before
01.04.2006. An advance copy of goods Tariffs Pt. I (Vol. II) is also annexed with
this circular..
6.1
Zonal Railways will ensure that wide publicity is given to the rationalization of the
freight classification and Goods Tariff and the various adjustments in freight rates and all
related instructions.
6.2
Steps should be taken to ensure that the staff fully understand the changes in the Goods
Tariff, freight rates, method of charging and all other related instructions and implement
them correctly. Commercial Inspectors (CMIs) and Traffic Inspectors of Accounts (TIAs)
should be deputed to goods sheds/ stations/ sidings etc. for ensuring correct
implementation of the instructions.
