1.0 Bid Response Requirements


General Instructions
Bid Response and Format
Your proposal must be submitted complete and in writing. All information in all sections of this
document must be acknowledged and responded to as concisely as possible, while providing all
information necessary to understanding the application being described. Upon request the Material
and Labor pricing sheet will be provided to you, via electronic email and/or disk in MS Excel format.
All items in this request must be acknowledged as thoroughly as possible. Unclear ambiguous
statements such as all reasonable effort to provide, etc. must be avoided. Inability to meet any
specified requirement must be so stated and thoroughly explained. The Contractor should make every
attempt to use terminology in its proposal that is common to the industry and technology used by the
Owner. Comparable terminology may be substituted, where appropriate, if the contractor provides clear
and concise definitions.
Drawings, sketches, and cut sheets are diagrammatic. They do not indicate all bends, elevations,
hardware, and specialties that may be required or exact locations of all cables & equipment. The
Contractor shall investigate the field conditions affecting this specification, and provide all solutions to
comply with the specifications.
In the event you desire to deviate from the requirements of any part of the specifications, you must
state in your proposal the variation, and provide the necessary justifications. Any statement in the
proposal, which differs from the requirements of the specifications, must be referred to by a specific
citation in the Statement of Exceptions (Attachment A). Any exception taken to the specifications shall
nevertheless comply with the objectives stated in this RFP.
All pricing sheets must be completely filled in. Only the pricing sheets provided may be used. No other
format will be accepted. Your response to this RFP will constitute an offer to develop a contract based
on the terms stated in this RFP and in your Proposal. Owner may, at their option, incorporate any or all
parts of this RFP and of your Proposal into the contract.
Your Proposal must include a statement that indicates that you understand the requirements of the RFP
and accept the terms and conditions under which the RFP was issued to you. It also must be signed by
an appropriate officer of your organization so as to convey a bona fide offer.

Completeness of System as Bid


All functions and requirements identified in this RFP must operate simultaneously to the full extent
described. All necessary hardware and cable must be provided so that no limitations are exceeded.

Any item specified in the RFP, which is omitted from the final system bid, either unintentionally or
intentionally, will be provided at no cost to Owner. This applies to all hardware, material, and labor.

Subcontractors
The Contractor must propose the entire wiring system. The proposal may include subcontractors,
headed by a Primary Contractor who will be responsible for the entire system and guarantee
performance of all subcontractors. The proposal will include pertinent information for the Primary
Contractor and all subcontractors engaged by the Primary Contractor, including management,
experience, and financial strength. Subcontractors proposed by the Primary Contractor will be subject to
approval by Owner.

Standard Practice and Procedures


The Contractor should follow established de facto industry standard practices in the installation of the
Cable System, while also incorporating the requirements as outlined in this RFP.

Customer Support
The RFP defines the equipment required, together with the guarantee and conditions under which it
shall be furnished. Owner will make every effort to provide all essential data, but it shall be the
responsibility of the Contractors to obtain such additional information as may be necessary to enable
them to satisfy the requirements set forth in this RFP. The Contractor should specify any support
needed in terms of personnel, equipment, and additional information.
The Owner does not expect to nor will it pay for extra charges resulting from materials arriving late,
work stoppages, manpower shortages, schedule slippage or any other conditions that are not the direct
responsibility of the Owner.

Non Disclosure of Proprietary Information


It is the Contractor's responsibility to identify any information contained in the Proposal that is of a
confidential or proprietary nature, so that this information will be treated accordingly.

Confidentiality
Under no circumstances shall a Contractor publicly identify or comment on the contents of this RFP, or
any effort pursuant to it, without prior written permission from Owner. Contractors must obtain
Owner's approval prior to making publicity releases or announcements related to this procurement
following any contract award.

Draft Contract
The Contractor should provide a basic contract agreement for review. It should be noted that Owner
reserves the right to develop its own contract for the procurement of the Wiring System.

Exceptions to Bid Specification


Any exceptions to the specifications and requirements set forth in this RFP must be clearly stated on
Attachment A, and submitted with your bid response.

Submission of Proposals
Three (3) sealed copies of the proposal should be submitted to the General Contractor.
Due: Based on General Contractor requirements.
In addition, a copy of the material list (in .xls format) must be emailed to Michael Pender
mpender@align.com .
Your Proposal will become the sole property of Owner and will not be returned. It is required that your
proposal remains in effect for at least ninety (90) days from the date that the Proposal is due for
submission. Questions regarding this RFP should be submitted in a written format & submitted by fax or
e-mail. The Contractor will be notified upon receipt of all questions. All questions will be responded to in
a timely fashion. If pertinent, written copies of the response will be provided to all Contractors without
identifying the source of the inquiry.

Other Terms and Conditions


"Most Favored Nation" Clause
The Contractor shall warrant that all prices quoted for Owner are the lowest possible for the equipment
and services offered. The Contractor agrees to adjust any prices quoted to Owner which are higher than
those offered to another party for similar equipment or services for the past twelve month period, or
during the project duration, to the lower value.

Warranty
The Contractor must provide a warranty program covering workmanship and materials for one year
following Final Acceptance, and shall provide a clear statement of the conditions of these warranties.
The Contractor shall agree to correct all defects in material, or workmanship, at no cost to Owner.
The Contractor shall pass along any additional warranties offered by the manufacturer, at no additional
costs to the Customer, should said warranties extend beyond the one-year period specified herein.
If the Contractor also procures the equipment and materials for the project, the Contractor must also
obtain, at a minimum, a fifteen (15) year warranty against defects in materials and workmanship to the
extent such warranties are reasonably obtainable.

Equipment Liability
The Contractor shall maintain ownership and responsibility for all equipment prior to acceptance by
Owner. Title will pass to Owner only following Final Acceptance. The Contractor shall provide for
appropriate insurance coverage prior to Owner taking title.

Equivalent Materials
If equivalent materials are bid, the Contractor must provide complete and detailed specifications of the
materials to Owner.

Unrestricted Use of System


Owner shall have no restriction as to the use and function of the system.

Licenses
The Owner requires that the Contractor certify the licenses used to operate are currently accurate,
pertain to an active officer of the Contractors company, and have not been revoked. A copy of the
licenses under which the Contractor operates is also required.

2.0 Scope of Work


This section provides general information and specifications for the structured cabling system to be
installed at the Owner's office located on the 21st floor at Pedregal 24 in Mexico City, Mexico.

General Description
There is a need for the installation of new horizontal structured distribution systems on the 21st floor of
the owners facility. The new horizontal distribution system will support connectivity to modular desks,
conference rooms, televisions, wireless access points and wall-phone positions.
The bidding contractor must be certified and submit pricing for the following horizontal cabling
distribution solutions:
CommScope Systimax
Supplier shall be responsible for obtaining such supplies, materials and parts if not provided by
Customer.

General Conditions
The underfloor plenum space, beneath the 25 cm raised floor, and the above ceiling/open ceiling areas,
will be used to house the horizontal cabling distribution systems throughout the tenant space. All
pathways will consist of conduit. These components will all be installed by others.
All necessary conduits, back boxes, stub-ups/downs and core holes will be installed by the selected
electrical contractor.

3.0 Cable Specifications


Horizontal Distribution Cabling System
Intra-Room Ties
Switch Tails
There is a requirement for switch tails to be installed between the Cisco user switch and the Systimax
Visipatch 360 system. The Cisco switch will be located in a data cabinet and the Visipatch 360 system will
be mounted on a nearby wall. The switch tails will consist of a specified amount of Category 6 cables.
Installation methods, quantities, and termination points are described further in this document. All tails
must also be labeled by the selected contractor.
Copper Ties
There is a requirement for copper connectivity between the 21st floor IDF room and the building riser
closet. This connectivity will consist of a specified amount of 25 pair Category 5e plenum rated
unshielded twisted pair (UTP) cables. Methods for installation, quantities, and points of terminations for
these ties are described further in this document.

Horizontal Distribution Cabling System


Work Area Distribution Cabling
Furniture Mounted Information Outlet
These locations will receive two (2) Category 6 4-pair plenum rated unshielded twisted pair (UTP) cables.
All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard. All
cables will be home-run from the work area outlet location to the Systimax Visipatch 360 system in
IDF room. Installation methods, quantities, and termination points are described further in this
document.
Wall Mounted Information Outlet
These locations will receive two (2) or four (4) Category 6 4-pair plenum rated unshielded twisted pair
(UTP) cables. All cables, patch panels and connectors are required to conform to the TIA 568B wiring
standard. All cables will be home-run from the work area outlet location to the Systimax Visipatch 360
system in the IDF room. Installation methods, quantities, and termination points are described further in
this document.

Conference Room Table Information Outlet


These locations will receive two (2) Category 6 4 -pair plenum rated unshielded twisted pair (UTP)
cables. All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard.
All cables will be home-run from the work area outlet location to the Systimax Visipatch 360 system in
the IDF room. Installation methods, quantities, and termination points are described further in this
document.
Ceiling Mounted Information Outlet

cables. All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard.

Wireless Access Point Information Outlet
These locations will receive two (2) Category 6 4-pair plenum rated unshielded twisted pair (UTP) cables.
All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard. All
cables will be home-run from the work area outlet location to the Systimax Visipatch 360 System in
the IDF room. The selected vendor must also provide labor to install all wireless access points.

Wireless Access Manager Information Outlet
These locations will receive two (2) Category 6 4-pair plenum rated unshielded twisted pair (UTP) cables.
All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard. All
cables will be home-run from the work area outlet location to the Systimax Visipatch 360 System in
the IDF room. The selected vendor must also provide labor to install all wireless access managers.
Installation methods, quantities, and termination points are described further in this document.
Above Ceiling Mounted Information Outlet
These locations will receive two (2) Category 6 4-pair plenum rated unshielded twisted pair (UTP) cables.
All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard. All
cables will be home-run from the work area outlet location to the Systimax Visipatch 360 System in
the IDF room. Installation methods, quantities, and termination points are described further in this
document.

Wall-Phone Information Outlet


These locations will receive one (1) Category 6 4 -pair plenum rated unshielded twisted pair (UTP) cable.
All cables, patch panels and connectors are required to conform to the TIA 568B wiring standard. All
cables will be home-run from the work area outlet location to the designated relay rack in the MDF
and IDF rooms. Installation methods, quantities, and termination points are described further in this
document.

4.0 Distribution Cabling Systems


21st Floor IDF Room Build
Patching Facility
There is a requirement for patching facilities to be installed within the 21st floor IDF room. The selected
cabling contractor is required to furnish and install the Systimax Visipatch 360 system, as well as
associated wire management troughs on the designated wall field within the IDF room.
The selected contractor will also be required to accept and install two (2) data cabinets and four (4)
vertical PDUs within the IDF room. All data cabinet and PDUs will be supplied by Macquarie.
The selected contractor will also be required to furnish and install a minimum #6 ground wire from each
cabinet to the local telecommunications ground bus bar (TGB)(provided by others) in compliance with
ANSI/TIA/EIA-607, and NEC section 800-40.

21st Floor Relay Rack Build MPA Room


Patching Facility
There is a requirement for patching facilities to be installed within the 21st floor MPA room. The selected
contractor will be required to furnish and install one (1) Chatsworth relay rack along with one (1) 4
wide vertical wire manager. All data cabling for the MPA office space along with the copper tie to the
building riser closet will be terminated on Cat 6 24 port patch panels. The selected contractor will also
be required to accept and install two (2) vertical PDUs within the relay rack.
The selected contractor will also be required to furnish and install a minimum #6 ground wire from the
relay rack to the local telecommunications ground bus bar (TGB)(provided by others) in compliance with
ANSI/TIA/EIA-607, and NEC section 800-40.

Intra-Room Distribution Cabling


Cabinet to Systimax Visipatch System Ties
There is a requirement for the bidding contractor to install twenty-four (24) port ties between each
cabinet and the Systimax Visipatch System (total of 48 ports). These ties will consist of GigaSPEED XL
Category 6 cabling. In the cabinets, each tie will terminate on new 24-port patch panels. On the Systimax

Visipatch 360 side, the tail will be terminated onto the Visipatch 360 System. The cables will run via the
overhead ladder rack system.

Switch Tails
There is a requirement for the bidding contractor to install two-hundred forty (240) switch tails between
the Cisco core switch in Cabinet 02 and the Systimax Visipatch 360 system. Each tail will consist of one
(1) Category 6 plenum rated cable. On the core switch side, the tail will be factory terminated with an
RJ45 head. On the Systimax Visipatch 360 side, the tail will be terminated onto the Visipatch 360
System. These cables will be run from the cabinet to the Visipatch system using the overhead ladder
rack system (provided by others).

Inter-Room Distribution Cabling


Copper Ties (TIE to IDF room)
There is a requirement for the bidding contractor to install one (1) twenty-five (25) pair Category 5e
plenum rated cable from the patching facility within in the IDF room to the building riser closet. In the
21st floor IDF room, this cable will be terminated onto the Visipatch 360 system. Within the 21st floor
building riser closet this cable will terminate on a 110 block utilizing the TIA 568B wiring standard.
For installation specifications, instructions, quantities and locations, refer the drawing package.
Copper Ties (TIE to Relay Rack in the MPA room)
There is a requirement for the bidding contractor to install one (1) twenty-five (25) pair Category 5e
plenum rated cable from the patching facility within in the MPA Relay Rack to the building riser closet. In
the relay rack, this cable will be terminated onto a Cat 6 24 port patch panel. Within the 21st floor
building riser closet this cable will terminate on a 110 block utilizing the TIA 568B wiring standard.

Work Area Distribution Cabling System


Underfloor Horizontal Distribution Pathway
The wall mounted and furniture mounted work areas outlets servicing the tenant spaces will utilize an
underfloor distribution pathway within the plenum space beneath the 25 cm raised floor. This
underfloor cable tray system will be installed by others.

The horizontal distribution cabling will exit their termination points within the Systimax Visipatch 360
system utilizing the underfloor cable basket system to the designated egress point within the IDF room.
Within the open areas below the raised floor the Horizontal Distribution Cables will be supported by
cable basket tray (provided by others).

Overhead Horizontal Distribution Pathway


The cabling serving the wireless access points and wireless access monitors will utilize an overhead
distribution pathway within the plenum space above the finished ceiling, and in the open ceiling. All
pathways will consist of conduit, which will be installed by others.
The horizontal distribution cabling will exit their termination points within the relay rack utilizing the
overhead ladder rack system to the designated egress point within the IDF room. Within the open areas
above the finished ceiling the Horizontal Distribution Cables will be run through conduit (provided by
others).

Furniture Mounted Information Outlet


There are fifty-eight (58) furniture mounted 2-plex information outlets to be installed. This type of work
area outlet will receive two (2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The
horizontal distribution cables will be home-run from the work area locations utilizing the underfloor
distribution cabling pathways to the designated wiring block within the IDF room. Within the work area
location, the selected contractor will install the Category 6 UTP cables into the provided furniture feeds
(tile cuts). These cables will be installed in the furniture cable basket to its point of termination. The
cables will terminate onto RJ45 modular jacks. The modular jacks will be set into a 2-plex surface mount
box and fastened to the cable basket. In the IDF room the horizontal cables will be terminated on a
Systimax Visipatch 360 wiring block.
Within the Macquarie office space, there is a room that is labeled as MPA (Room #N21-15) that will
house a different business group. The data cabling that supports this room will be terminated in a data
cabinet within the MPA room (the data cabinet will be provided by Macquarie). There are nine (9)
furniture mounted 2-plex information outlets to be installed. This type of work area outlet will receive
two (2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The horizontal distribution cables
will be home-run from the work area locations utilizing the under floor distribution cabling pathways
to the designated wiring block within the data cabinet within the MPA room. Within the work area
location, the selected contractor will install the Category 6 UTP cables into the provided furniture feeds
(tile cuts). These cables will be installed in the furniture cable basket to its point of termination. The
cables will terminate onto RJ45 modular jacks. The modular jacks will be set into a 2-plex surface mount
box and fastened to the cable basket. In the data cabinet located in the MPA room, the horizontal cables
will be terminated on a twenty-four (24) port Category six patch panel.
From the floor tile cut in the raised floor to the furniture cable basket, the contractor will be required to
furnish and install flexible greenfield to protect the exposed Category 6 cables.

Wall Mounted Information Outlet


There are eighteen (18) 2-plex wall mounted information outlets to be installed. This type of work area
outlet will receive two (2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The horizontal
distribution cables will be home-run from the work area locations utilizing the under floor distribution
cabling pathways to the designated wiring block within the IDF room. Within the work area location, the
selected contractor will install the Category 6 UTP cables into a stub up (provided by others) and
terminate the cables onto RJ45 modular jacks. The modular jacks will be set into a single gang 2-plex
flush mounted faceplate and fastened to the back box (provided by others). In the IDF room the
horizontal cables will be terminated on a Systimax Visipatch 360 wiring block.
There are two (2) 4-plex wall mounted information outlets to be installed. This type of work area outlet
will receive four (4) Category 6 plenum rated unshielded twisted pair (UTP) cables. The horizontal
distribution cables will be home-run from the work area locations utilizing the under floor distribution
cabling pathways to the designated wiring block within the IDF room. Within the work area location, the
selected contractor will install the Category 6 UTP cables into a stub up (provided by others) and
terminate the cables onto RJ45 modular jacks. The modular jacks will be set into a single gang 4-plex
flush mounted faceplate and fastened to the back box (provided by others). In the IDF room the
horizontal cables will be terminated on a Systimax Visipatch 360 wiring block.

Conference Room Table Information Outlet


There are fourteen (14) 2-plex conference room table information outlets to be installed. This type of
work area outlet will receive two (2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The
horizontal distribution cables will be home-run from the work area locations utilizing the underfloor
distribution cabling pathways to the designated wiring block within the IDF room. Within the work area
location, the selected contractor will install the Category 6 UTP cables into a stub up (provided by
others) and terminate the cables onto RJ45 modular jacks. The modular jacks will be set into a single
gang 2-plex flush mounted faceplate and fastened to a cable cubby (provided by others) set in the table
surface. In the IDF room the horizontal cables will be terminated on a Systimax Visipatch 360 wiring
block.

Wireless Access Point Information Outlet


There are thirteen (13) wireless access point information outlets to be installed. This type of outlet will
receive two (2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The horizontal
distribution cables will be home-run from the work area locations utilizing the overhead distribution
cabling pathways to the designated wiring block within the IDF room. At each location, the selected
contractor will terminate the cables onto RJ45 male heads, labelled A and B. In the IDF room the
horizontal cables will be terminated on a Systimax Visipatch 360 wiring block.
The selected contractor will also be required to install the thirteen (13) wireless access points (parts
provided by the customer).

Wireless Access Monitor Information Outlet


There are three (3) wireless access monitor information outlets to be installed. This type of outlet will
receive two (2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The horizontal
distribution cables will be home-run from the work area locations utilizing the overhead distribution
cabling pathways to the designated wiring block within the IDF room. At each location, the selected
contractor will terminate the cables onto RJ45 male heads, labelled A and B. In the IDF room the
horizontal cables will be terminated on a Systimax Visipatch 360 wiring block.
The selected contractor will also be required to install the three (3) wireless access monitors (parts
provided by the customer).

Above Ceiling Mounted Information Outlet


There are two (2) ceiling mounted information outlets to be installed. This type of outlet will receive two
(2) Category 6 plenum rated unshielded twisted pair (UTP) cables. The horizontal distribution cables will
be home-run from the work area locations utilizing the overhead distribution cabling pathways to the
designated wiring block within the IDF room. At each location, the selected contractor will terminate the
cables onto RJ45 modular jacks, labelled A and B. The modular jacks will be set into a single 2-plex
surface mount box and fastened to the black iron above the finished ceiling. The selected contractor will
provide a service loop of twenty feet (20) above the ceiling at each one of these locations. In the IDF
room the horizontal cables will be terminated on a Systimax Visipatch 360 wiring block.

Wall-Phone Information Outlet


There is one (1) wall-phone information outlet to be installed. This type of work area outlet will receive
one (1) Category 6 plenum rated unshielded twisted pair (UTP) cable. The horizontal distribution cables
will be home-run from the work area locations utilizing the overhead distribution cabling pathways to
the designated relay rack within the IDF room. Within the work area location, the selected contractor
will install the Category 6 UTP cables into a stub up (provided by others) and terminate the cables onto
RJ45 modular jack. The modular jack will be set into a single gang 1-plex flush mounted faceplate and
fastened to the provided back box. In the IDF room the horizontal cables will be terminated on a
Systimax Visipatch 360 wiring block.

Patch Cables
The Contractor will furnish and install copper patch cables for connecting all services required. Exact
lengths and colors are specified in the attached parts list. These cords will be installed on the Systimax
Visipatch 360 system, and two at the users desk end. At the user desks, one cord will be installed from
the data jack to the phone, and the second cord will connect the phone and PC. Not all cords to be
furnished by the bidding contractor will be installed, but there will be cables provided by the client that
will also be installed by the bidding contractor. Please see the attached parts list for details.

5.0 Contractor Responsibilities


Summary
The responsibility of the Contractor will include the following:

Per Owner's option, purchase, furnish and receive delivery for all necessary materials;
Install all horizontal and vertical distribution cables;
Support cables in the main pathways and Technology Rooms;
Install all demarcation equipment (IDF, distribution frames, jumper cables, and patch panels);
Perform all cable terminations (IDF, workstation locations, and exc.);
Provide labelling of all cables, faceplates, and all terminations;
Perform Category-6 testing of all cables;
Provide certification of all test results;

The Contractor is specifically instructed to adhere to all items addressed in Section 6.0 regarding the
quality of workmanship that the customer expects at the job site for this installation.

Initial Meeting and Walkthrough


An initial planning meeting will be held with the successful bidder to clarify all requirements (systems,
services, distribution methods, etc.), identify responsibilities, and schedule the events that will transpire
during the implementation of the project.
The assigned installation supervisor, or lead technician, shall participate in a walkthrough of the project
location with the Customer or Customer-representative to review the site and verify all installation
methods and cable routes.

Cable Installation
The Contractor shall observe the bending radius requirements of all cables during handling and
installation. In addition, the Contractor shall insure that the maximum pulling tensions of the specified
distribution cables are not exceeded at any time during the placement of the facilities.

Cable Supports
The Contractor shall provide any necessary screws, anchors, clamps, tie wraps, distribution rings,
miscellaneous grounding and support hardware, etc., necessary to facilitate the installation of the
distribution system.

Cable System Labelling


The Contractor will be responsible for labelling all cables and the pair terminations for the Cabling
System in this procurement in an acceptable manner. A temporary label must be placed on each cable
as they are installed. The permanent labelling of all cables, each faceplate termination, and cable
termination points must be completed prior to this installation being acceptable. The labels must
comply with the labelling scheme established by Owner and must be computer generated or
typewritten.

Delivery of Materials
The Contractor will supply manpower to accept delivery of all materials associated with the job, and to
transport these materials to the proper location. The General Contractor must be given sufficient
notification of delivery of materials to coordinate elevator time. The Contractor shall identify all long
lead items, which may negatively impact the completion date(s).

Working with Others


The General Contractor will be responsible to provide a schedule for access to the spaces and floors to
be wired. The Contractor will work with the General Contractor, to coordinate efforts in order to
maintain the construction schedule. Every effort will be made by the General Contractor to minimize
the need for the cable Contractor to return to any floor or space to complete the specified work.

Schedule Adherence
The Contractor shall strictly adhere to the schedule that will be developed by Owner. Any deviation
must immediately be brought to the attention of the General Contractor and Owner along with an
explanation and recommended corrective actions.
Adequate manpower must be provided for installation, as well as for diagnostic testing and for
verification of hardware. It shall be the responsibility of the Contractor to furnish any special installation
equipment or tools necessary to properly complete the installation. This may include tools for
terminating cables, testing and splicing equipment for copper/fiber cables, communication devices, jack
stands for cable reels, or cable wenches.

Insurance
The selected contractor agrees to maintain, at its own expense, insurance to fully protect itself and
Owner from any and all claims under any Workmens Compensation Act or Employers Liabilities Laws.

And from any and all claims for personal injury, including death that may arise from activities carried out
under this project.
The Owner also requires all Contractors to be insured for errors & omissions and agree to be responsible
for direct, incidental and consequential damages. Any substantial deviation from these requirements
should be clearly set forth in your Proposal. Please indicate the extent of your current coverage in the
following categories.

General Business Liability


Umbrella coverage over and above the general liability
Professional Liability errors and omissions

Warranty
The Contractor shall warranty workmanship and materials for twelve (12) months following Final
Acceptance, and shall provide a clear statement of the conditions of his warranties. The Contractor shall
agree to correct all defects in material, or workmanship, at no cost to Owner.

Project Administration
As a minimum, weekly status meetings will be scheduled and held at the Owners predetermined
location. All meetings require minutes, in addition to a target follow-up document with scheduled
resolution dates of any issues raised at such meetings. The Contractor will submit project reports, which
will be compared with the milestone schedule provided by the Owner and the General Contractor.
Contractor supervision will include 100% quality inspections of daily work performed with
documentation maintained to that effect, to be submitted at the weekly status meetings.

Additional Work
The Contractor must have prepayment approval for all additional work not included in the attached
Scope of Work. The Contractor is to submit a written listing of all additional work to be performed,
with all incurred costs, prior to the commencement of the work. Payment for additional work shall not
be made if this procedure is not followed.

6.0 Standards of Workmanship


General
The Contractor should follow established de facto industry standard practices in the installation of the
Cable System while incorporating the requirements as outlined in this RFP. The installation of
communications equipment, cables and wiring shall be made in such a manner as to maintain the
integrity of fire stopping, fire resistance, fire separation, smoke control, and zoning in ceilings, plenums
and similar spaces. It shall also be in accordance with the National Fire Protection Association (NFPA),
the National Electrical Code (NEC), and local building codes.

Personnel Qualifications
Work shall be performed by construction personnel who have had previous experience in placing cables
in conduit and cable trays, and who have had previous experience with the connectors and adapters
required for the Cabling System.

Installation of Cables
Adequate care shall be exercised when handling and storing reels of cable to prevent damage. Cable
with dents, flat spots, or other sheath distortions shall not be installed. The customer or a selected
representative may, from time to time, inspect the cables delivered to the job site. Cable ends shall be
sealed until cables have been installed. Only U.L. approved and marked FEP cable, which conforms to
NEC, and local codes will be used throughout the installation.
Note: Immediately during cable placement, a tag with the cable number and type shall be attached to
each end of each cable section.

Cable Support
All cables within the space will be run through conduit (conduit to be installed by others).

Exposed Cable
Cabling that must be installed in an exposed manner shall conform to good industry practice, both
technically and aesthetically.

Boxes, Enclosures, and Distribution Frames


Each conductor of each cable shall be terminated on terminal blocks or connectors except where
specifically approved in advance by Owner such as for future use or where the cable is indicated to be
coiled cable.
Termination procedures for any cable within a distribution or other wiring enclosure shall not be started
until all cables have been pulled into the enclosure. The installation of harness assemblies shall not be
started until the completion of the termination of the applicable incoming cables as described above.
Cables, conductors, and shields shall be terminated in accordance with EIA/TIA standards and
manufacturer's specifications for the terminating device. Terminals and connectors shall be installed
using only tools specifically recommended by the hardware manufacturer and shall be of the type that
requires a specific force to perform the crimp. The installation procedure shall conform to the
manufacturer's installation and directions.
Groups of conductors shall be bound by means of fluoropolymer fasteners. These fasteners shall be
placed along the main harness and cable and adjacent to each conductor leaving the bundle at the
breakout point.
Cable shall be supported as near to the termination point as possible to prevent any strain, which is due
to the weight of the cable being transmitted to the individual conductors where they are connected to
terminal blocks or to connector terminations. In terminal distributors, all of the cables and
cable-harness assemblies shall be supported horizontally to their respective terminal-block mounting
channels. The supports shall be fluoropolymer fasteners and shall be securely bolted to the horizontal
mounting channel. Care shall be taken not to have any of the cable shields or the conductor shields
grounded to the terminal distribution frame, especially at the point of cable supports. Where cable with
overall shields or with individually shielded but not jacketed conductors or pairs are terminated on
terminal blocks, the terminal-block mounting channel shall be adequately insulated with insulating tape
to maintain the isolation of the shields from the ground.

Bonding and Grounding Systems


Data cabinets and Wiring Components shall be grounded as required by the NEC and good industry
practice, or as specified in the previous sections. The ground potential difference shall not exceed 1.0
volt A.C. measured to building steel.

Progress Inspections by Owner


Owner, or a selected representative, will from time to time inspect the work in progress to determine
whether the installation is proceeding in a manner which is satisfactory and complies with the scope of

work. Owner plans to review the quality and workmanship of the cable installation as to conformance
with various standards referenced herein:

If any portion of the installation does not meet the standards of codes as determined by Owner, or their
representative, the Contractor shall redo the work at their own expense. The reinstallation work will not
slow or stop the progress of the main work on this cabling project.

Test and Acceptance


The contractor shall provide a thorough testing program for the communications-cabling plan, and a
final acceptance test. The Owners representatives may choose to observe any or all testing. Final
acceptance testing shall be performed jointly by the Contractor and the Owner's representative. The
Contractor shall provide procedures, a list of test equipment and operating instructions before the tests.
For all unshielded twisted pair connections, tests shall include but not necessarily be limited to tests for:
polarity reversals, wire transpositions, continuity, opens, shorts, power and ground faults, and proper
station operating conditions. Testing of data cables shall meet the IEEE proposed Category 6 standard
with a Level II cable tester.
Subsystems shall be tested individually before testing for end-to-end connectivity. All faults shall be
corrected and re-tested. All test results shall be completely documented.

System Non-Performance and Defaults


If the cabling system fails to perform as specified or repeatedly does not pass the acceptance tests,
penalties may be affixed upon the Contractor. Notification of any such default will be provided in
writing to the Contractor. A waiver of any default will not constitute an implied waiver of future
defaults.

7.0 Required Information


Implementation Information

State all responsibilities of the customer during the system installation, testing, and cutover, in
terms of facilities and in terms of personnel.
State what union affiliated labor you will be utilizing for this project.
What is the extent to which subcontract labor will be utilized during and after the system
implementation period?
Completely describe any situation where subcontract labor may be utilized.
Describe all installation and support services that you will provide during this project.
Provide a copy of the warranty that will be given to Owner as described in Item 2.0 of this RFP.
Indicate whether or not any cancellation or postponement clauses and/or buy back arrangements
are available to Owner for the entire contract.
Indicate if any restocking charges would apply for equipment that is not utilized or desired to be
kept after cutover.
How long after cutover can unused equipment be returned in order to avoid restocking charges?
Provide restocking charge schedule or state percentage of cost utilized.
Provide your current straight time and overtime labor rates, and the hours when each is applied.

Provide a list of three (3) local references comparable in size to this project. Include the following

8.0 System Pricing


Your response must include all costs for the entire cabling system, as specified in this document. Pricing
is to be for an installed system working on a turnkey basis with all equipment, including inside delivery.
Prices must remain firm for a minimum period of ninety (90) days from the due date of this proposal.
It is likely that, upon review of the various plans, there will be discrepancies in the total number of
cables and components. In order to ensure a fair comparison of all contractors, utilize the quantities
listed on the pricing sheets. A final reconciliation will be completed with the selected contractor in
which the unit pricing will be used to adjust the final price accordingly.
The attached Material and Labor pricing sheet may be filled in or reproduced on your letterhead. It is
essential that you follow the format we have provided. Your proposal must include these attached
Material and Labor pricing sheet in .xls format. PDF format will not be accepted.
