Executive Summary
Dubbo City Council (DCC) is a Local Government water utility that supplies drinking water to a
population of approximately 38,000 including the villages, of Ballimore, Brocklehurst, and
Wongarbon from the John Gilbert Water Treatment Plant (JGWTP)
Raw water is drawn from the Macquarie River and from 7 Bores in the South Dubbo Bore Field which
is treated at the John Gilbert Water Treatment Plant located in Macquarie Street. The reticulation
system is approximately 420 km in length and has 16 storage reservoirs with a capacity of 86ML.
Council currently operates its drinking water utility in accordance with the Dubbo City Council
Drinking Water Quality Management Plan (DWQMP), February 2015.
According to Chapter 9.5.2 of ADWG 2011, Dubbo City Council water reticulation system is classified
as a complex system with several reservoir feed and PRV zones.
DCC currently arranges Department of Health (DOH) external contract sampling/testing as well as
internal sampling/analysis
Overall the DCC water supply performs within the guidelines of the DOH and ADWG 2011
Maintaining chlorine residuals with in the reticulation system is the biggest challenge for the city and
in particular some of the villages.

Water quality
Council in its works programme undertook several projects including valve exercising, dead end
water main flushing along with water main construction and repairs, these resulted in some dirty
water complaints.
The free chlorine levels in the reticulation system during the cooler months were low and Council
has responded by adding chlorine booster systems on three (3) reservoirs.

Report purpose
Report purpose
New South Wales Department of Health (DOH) requested Local Government utilities to prepare an
annual report on the Drinking Water Quality under their control.
Dubbo City Council (DCC) is a Local Government water utility. It has prepared this report in
accordance with the Department Of Health Guideline, incorporating features from a spreadsheet
that DCC use for quarterly Drinking Water Quality Committee Meeting (DWQCM).
The reporting period for this inaugural report is from the 01 March 2016 to 29 February 2016.
Scheme summary
Dubbo City Council operates the Dubbo Water Supply Scheme which provides potable drinking
water to the city of Dubbo and the villages of Ballimore, Brocklehurst and Wongarbon. The
extension of the reticulation system to Eumungerie is currently under construction.
Dubbo sources its potable water supply from the Macquarie River (typically 70%) and a total of 7
bores within the South Dubbo bore field (typically 30%). The water from both sources is treated at
the John Gilbert Water Treatment Plant in Macquarie Street (south) before being pumped to service
reservoirs throughout the urban area of Dubbo
The major treatment process used at the John Gilbert Water Treatment Plant includes:
Aeration;
Powdered activated carbon (PAC) dosing;
Coagulation with ferric chloride (FeCl3) and polymer (LT25)
Softening and clarification with lime (Ca(OH)2) and soda ash (Na2CO3)
Recarbonation using carbon dioxide (CO2)
Filtration using sand/coal gravity filters;
Disinfection using chlorine (Cl2) gas; and
Fluoridation using hydrofluosilicic acid (H2SiF6).

On reflection it appears after mains replacement work not all air is being expelled from the system.
Council is review flushing procedures to ensure a more vigorous flushing regime is carried out to
eradicate this inconvenience for customers.
