What is the Temporary


Assistance Program?
The Temporary Assistance Program is the new and
improved version of the Supplemental Nutrition
Assistance Program (SNAP). It is federal program
that gives food benefits to people that arent able to
afford food for themselves.

Whats wrong with the Supplemental


Assistance Nutrition Program?
SNAP has made a significant impact in addressing
hunger and malnutrition in the United States.
Currently, one out of every six Americans is on the
program. The bad news is that it has made a
significant contribution to our national debt. There
are two major problems with the program:
1.

44% of the able bodied adults of working


age on the program were neither working
nor looking for work
2. 56% of the recipients had been on the
program for more than five years.
Based on these two facts, it appears that the SNAP
program is creating a type of permanent welfare state
for nearly half of the participants on the program.

The very first change in the program would be the


name from Supplemental Assistance Nutrition
Program (SNAP) to Temporary Assistance Program
(TAP). The change of the name is to have a name
that better describes the focus of the program. The
focus is the second change. We would change the
focus from permanently feeding the poor, to helping
the poor work themselves out of poverty. The third
change is the participation requirements. The
program will no longer be an entitlement program,
but rather the benefits will be earned. Full benefits
can only be received if participants meet the
requirement of the TAP program. The participation
requirements of the TAP program are that the ablebodied adults of working age must do one of the
following:
1. Be looking for work in earnest
2. Be taking training to improve their
qualifications
3. Work at the best job they can find
The final change is more social worker interaction.
Meaning that after the individual qualifies, they will
be placed with a social worker that helps get them
their benefits.

Overall Outcome
The overall outcome of the program that we would
want to happen is that individuals will get higher
paying jobs that raise their income above the
poverty level so that they can get off the program.
We understand that will not happen with every
individual, but then they will not receive as many
benefits.
