Capacity Building
Empowerment of SMPs: Indian Perspective
A critically important part of accounting profession, the Small- and medium-sized practices
(SMPs) comprise the majority of professional accountants working in practice almost globally, and
India is no exception. The SMPs typically serve small- and medium-sized entities (SMEs), which
are commonly referred to as engines of growth and innovation because according to Edinburgh
Group research estimates more than 95% of enterprises across the world are SMEs contributing
significantly to countries gross domestic product (GDP). The SMPs are often the preferred source
of advice for SMEs, including audit and assurance and expert business advisory services. As such,
capacity building of the SMPs is one of the key priority areas of Institute of Chartered Accountants
of India (ICAI), which has been constantly taking a number of initiatives to raise the profile and
build the capacity of SMPs, particularly through its Committee for Capacity Building of Members
in Practice, exclusively dedicated to this cause. This article provides an overview of such initiatives

In India SMPs are more in number in comparison
to big CA Firms. They have their multi- location
presence and are widely preferred by the local clients.
SMEs are mostly dependent on them. Although
having comparatively limited resources, they are
able to provide high quality professional services to
their clients.
Statistics of ICAI members & Firms
ICAI currently has approximately 2.6 lakh members.
Out of them 48% members are holding Certificate
of Practice and deemed to be engaged in any form
of practice. Around 24% members are engaged in
other occupation. A similar portion of members,
28%, is serving industry and service sector. As such,
practitioners form the major chunk of membership
of ICAI. Further around 75% of members among
them are practicing under SMP category. Amazingly

filing prescribed Form-C within a period
of thirty days from the date of change in the
constitution. Network requires to comply with
all ethical requirements prescribed for a CA
Firm. The Network may advertise to the extent
permitted by the Guidelines under Code of
Ethics and may use the name of the Network
on their professional stationary.

Management
Consultancy
Services
Company, MCS (Practice in Corporate
Form): Management Consultancy Services
Company can be formed by member(s) with/
without holding Certificate of Practice (COP)
subject to the guidelines of the Institute. A MCS
Company needs to be registered with ICAI
and concerned ROC of Minister of Corporate
Affairs of the Indian Govt. CA Members may be
Promoter, Director or partner with or without
own relatives as shareholders and there will be
no restriction on quantum of equity holding
by CA Member in MCS Company. A Member
having full time COP may become Managing
Director, Whole-time Director, and Manager
and retain his full time COP can continue attest
function and entitled to train articled assistants
pursuing CA Course. MCS Company shall
extend only management, consultancy and
allied services but cannot perform statutory
functions. All provisions of the Company
Act, 1956 and other concerned Laws will be
applicable to MCS Company. Forming of
MCS Company requires name approval and
subsequent registration with ICAI under CA
Regulations, 1988. The name of Management
Consultancy Company may indicate the area of
Management Consultancy & Other Services
permitted by the Council from time to time.
Name Approval for MCS Company requires
filing of FormG and Registration by filing of
prescribed FormH. A MCS Company may
have suffix as Private Limited/Limited. A
MCS Company will be operating subject to
compliance of guidelines and code of ethics of
the Institute.
(4) Limited Liability Partnership (LLP): ICAI
permits corporate form of practice in the
form of LLP under provisions of the Limited
Liability Partnership (LLP) Act, 2008 of India
and guidelines on LLP framed by ICAI. For

Indian Financial Reporting Manager
(IFRM) at Special Price: ICAI has
arranged the IFRM, the web based research
& solutions kit of India Financial Reporting
Manager.
ICAITax Suite: A Tax Compliance
software: Tax Compliance software
namely ICAI-Tax Suite combines facility
for Income Tax, TDS, Audit Reports,
Project Report/ CMA, Form Manager,
AIR (Annual Information Return), Service
Tax and Document Management for the
Practitioners & CA Firms, and very helpful
for the practitioners.
XBRL software: The software on XBRL
named as ICAI-XBRL software to provide
the CA Firms for MCA mandate XBRL
Filing. The XBRL software is a solution
for converting financial information of a
Company in XBRL format as per MCA
mandate.

Capacity Building
The CCBMP has launched the e-Samadhan portal for
resolving the professional queries of the members
of ICAI. The empanelled professionals will answer
the queries raised by the members in various areas
of the profession. Members need to log in to SSP and
click on e-samadhan to register their query.
