Man whose penis was cut off, dies

Martial Law Memories
There is a belief circulating in the social
media that the reason why some Filipinos are
apathetic to the seemingly current dictatorial
tendency of the Duterte administration
is that we had not really perpetuated the
memories of the Marcos Martial Law regime.
This is partially true, thanks to the
revisionist and amnesiac textbook writers of
the Department of Education who glossed
over that dark age in Philippine history with
euphemisms and total factual omission.
Partial, because there is a Bantayog ng
mga Bayani in Manila erected to let the
succeeding generations of Filipinos know
the atrocities committed during the martial
law years, from salvaging, now called
EJK or extra-judicial killings to abduction to
disappearances.
The Ateneo de Manila University Press
published Versus right after EDSA which is
an anthology of protest poems against the
Marcosian regime.
Here in Bicol, the late Sorsogon detainee
and cultural worker, Reynaldo Jamoralin,
compiled the stories of Bicolano youth who
raged against the dying of the light, in a
book, Hamtik.
Local lawyer Henry Briguera who was
detained in the infamous Camp Canuto,
wrote about those years in his book, Stalag
1: Notes of a Martial Law Victim.
Even the DepEd under its new secretary,
Liling Briones has okayed the writing of
textbooks which touches on the Martial Law
years.
So, we are not really totally forgetful as
a people but we have that tendency and so
as a reminder we share this poem by Bertolt
Brecht:

CALIBRATED ENDO: The Employers Confederation of the Philippines
(ECOP) is calling for the government
to recalibrate its proposal to end labor
contractualization and end-of-contract
or endo schemes to make it a true
win-win solution. ECOP is backing
the proposal presented by the Trade
Secretary but it proposes several adjustments, to avoid the same becoming so one-sided since the agency is
required to shoulder everything.
Under the proposed ECOP win-win
solution, workers shall be hired by service providers as regulars with full
benefits such as leave credits, 13th
month pay, retirement pay, social security and health insurance, among others. Employer-companies, meanwhile,
will have the flexibility to either directly
hire the workers as their regular employees, or outsource them through
(agency) service providers, considering the jobs seasonality in their industry. Lets give decency and dignity to
our workers!

The BSP governor said the BOP surplus was generated by the foreign exchange operations of the central bank
as well as the huge foreign currency
deposits of the national government.

DE LIMA DILEMMA:

the powerful Senate Committee on
Justice and Human Rights. Newly
returned senator Ricardo Gordon
took over her post after the committee chair and memberships were
declared vacant by a vote of 16-4.
Under the new committee line-up,
De Lima continues to be a member,
albeit like a minority senator.
After her bad luck in the Senate,
she is now the most likely personal
target in the House investigation on
the alleged drug business at the
National Bilibid Prison during the
last Administration. The moral lesson here is: Be careful in fighting
City Hall. De Limas misfortune
can be traced to her open war with
Pres. Duterte. Secretary of Justice
Vitaliano Aguirre has brought to the
congressional investigation several
NBP drug lords to testify against
Senator de Lima!

Some people may be wondering
why Senator Leila de Lima was evicted
Chairman of the Committee on Justice.
The following column of Ninez Cacho
Olivares in the Daily Tribune dated
September 21, 2016 says the following

Leila de Lima had it coming to her,
even if she insists that Rody Dutertes
fingerprints were all over her ouster as
chairman of the Senate justice committee.
The truth is, all senators believe that
they are a republic unto themselves,

for Leilas allies who were there to make
sure that Leila continues with her intent
to destroy Rody liked the idea of their
having been ignored by Leila in providing

Trillanes seems to have conveniently
forgotten just how he treated the hearings
against then Vice President Jojo Binay
and his family members whom he, as
well as Sen. Alan Cayetano, excoriated
the Binays, portraying them as guilty, and
even giving out manufactured evidence.
And they have the nerve to call this
behavior civil?
Leila and the former members of the
blue ribbon panel headed by then Sen.
TG Guingona transformed the pork scam
hearings into a trial by publicity and even
conviction by publicity against the three
opposition senators. It certainly was not
in aid of legislation, since the committee
report if one was even done was
never brought before the plenary. It was
in aid of demolition of three opposition
senators to destroy their higher ambitions
for 2016.
At that time, it was the LP and its allies
who were the power in the Senate then.

At that time, the minority bloc


was also stopped from even having
representatives of the then VP from
speaking and from having the affidavit
of the VP read. It is on record that
Trillanes and Cayetano ordered the
lawyers and representatives of Binay
thrown out of the session hall. And now
they claim that this is not being done,
is unprecedented when their behavior
should have been denounced then by
the then Senate president, Franklin
Drilon?
It was already crystal clear, after
Sen. Panfilo Lacson and others started
questioning Motabato that he was
giving false testimony.
It is also just as clear that even as
Leila is no longer the justice chairman,
who has been replaced by Sen. Dick
Gordon, her allies who are also into
demolishing Rody, insist on having
Matobato recalled and testify some
more.
But this time, the new justice
chairman is not into making the same
mistake as Liela. He says this matter
is to be taken up by the committee
members.
Perhaps explaining why chaos
erupted after Matobato, a surprise
witness, was presented by Leila,
which surprised the senators save
perhaps for the LP senators and their
allies, who have dwindled, give the vote
of senators to oust de Lima thus
came the Pacquiao motion to declare
all justice committee members vacant.
Besides, as Gordon noted that
they were surprised about Matobatos
appearance at the Senate hearing,
which they didnt see the testimony
quite in line with the investigation,

Dehumanization (Part 2)
The president has always been contemptuous about
human rights. It seems that either he does not understand
what it means as defined by our laws and international
conventions or he chooses to have his own selective
definition of it. He has repeatedly scoffed at criticisms against
his vigilante style of justice in handling the drug problem.
In contrast to his tamer and scripted speech after his
inaugural oath taking at the Malacaang Palace, Duterte has
unleashed his profanity-filled threats against drug traders
when he spoke in front of a crowd of about five hundred
people when he visited a slum in Manila on the evening after
his formal inauguration.
He said in his extemporaneous speech in front of the
residents in a slum area in Tondo, Manila:
These sons of whores are destroying our children. I warn
you, dont go into that, even if youre a policeman, because I
will really kill you. If you know of any addicts, go ahead and
kill them yourself as getting their parents to do it would be
too painful.
He said in another speech that he does not care about
human rights and he slammed the U.N. for its concern about
the rising death toll connected to the brutal crackdown on the
illicit drug trade.
The international reputation of the Philippines is not only
being tarnished by the widespread and systematic violations
of human rights but also made worse by the acerbic rhetoric
of the president. He is the one embarrassing our country in
the international stage with his antics.
Some of the most recent diplomatic goofs that the president
made include his pre-emptive insults against Obama, his
anti-U.S. rants in the ASEAN meeting and his profanities and
dirty finger directed to the European Union. All of these have
something to do with his inability to intellectually process the
constructive criticisms against his war on drugs. He is too
paranoid and too arrogant to consider the possibility that
his policies and methods are wrong. His recent antics in the
international stage were not the proper behavior of a sane
and respectable head of state.
Based on the records of the Philippine National Police,
a total of 3,356 persons were killed since June 30, 2016,
the official start of Dutertes term of office. As of September
24, 1,296 of these victims were killed during the so-called
legitimate police operations, 2,140 were killed by unknown
gunmen, and 10 police officers died during drugs operations.
However, not all of those killed were suspects. Some
were innocent bystanders who happened to be in the wrong
place at the wrong time and others were victims of mistaken
identities. A few of the victims were children.
Counting the innocent victims as mere statistics or
collateral damage is another form of dehumanization that the
regime has so far been successful in doing.

and the Oceania. At least 22
delegates from Hong Kong,
Japan, New Zealand, Sri
Lanka, Thailand, The Philippines, and United Kingdom attended the study visit.
CARD MBA, a microinsurance arm of CARD MRI,
has been a member-organization of the Asia and Oceania Association (AOA) since
2004; and to host this kind of
effort is always a privilege,
said Dr. Jaime Aristotle Alip,
founder and managing director, adding that CARD MRI is
delighted to offer the delegates
the most hospitable welcome
they can give.
Study visits, general meetings, and seminars are among
the regularly conducted activities of AOA to advance its

--- In unison with the entire conservationists and
environmentalists in the
country, the provincial government of Camarines Sur,
headed by Governor Miguel
Migz Villafuerte, recently
launched a simultaneous
coastal, lake and rivers clean
up in the 220 barangays in
Camarines Sur Wednesday,
September 21.
This is to ensure a healthy
aqua and marine sanctuary to

all water organisms and save


the ocean from being polluted
and keeping it away from its
eventual death. Every year,
tons and tons of garbage,
mostly plastic wastes are being thrown in different bodies
of water by uncaring individuals. This has caused the death
of aqua organisms as a result
of the toxic wastes.
In full support of the cleanup are officers of barangay
councils, together with its
residents and other organizations.
One of the highlights of

the activity was the throwing


of bokashi balls at Barangay
Ombao, Polpog by its residents and students of Omabo
Polpog Elementary and High
Schools.
Bokashi balls use effective
microorganisms to cleanse the
river. It neutralizes harmful
substances in the rivers and
can contribute to restore the
state of environment in the
said body of water.
On the same day, the
team also launched the Nipa

Elementary Pupils

That many of our young people today and that includes


young elementary graders have become very liberated in many
ways, is not just a seeming. It is indeed a fact. It it is probable that media has something to do with this. And many lament
this situation. Their mode of dressing, their language, attitudes
and expression of feeling are very obvious of this liberatedness
among our young, Gone are the days when respect for the aged
was very obvious; honesty was always the best policy. It is obviously different now. This is not, however, a condemnation. This
is just playing it straight. But although the situation is lamentable,
it is not the end of the world. Our youth, especially children in the
elementary school, have all the time and the opportunity to be
regenerated and given the chance to to develop their values.
The school is the best place for children to learn and practice
moral values. Education can be the biggest factor in pushing
our children towards some kind of a moral regeneration. Simply,
this calls for moral development. It is that kind which like most
subjects we want children to learn are given a big consideration.
And the teachers do play a major role.as transmitters of learning. This is the transmission of learning which could take the
form of incidental teaching which is effective.. Children learn better if taught within the sphere of the situation and their knowledge. For example. The value of honesty can best be learned
when situations call for the need to be truthful like when taking
examinations and children are expected to work independently.
This particular core value just all othe values assume the same
mode of teaching. It would do well therefore for teachers to be
fully equipped with precise or specific and practical examples to
be best understood and assimilated by young minds.
Time was it when values did not suffer a down trodden line
in society. It is different now in todays time. Teachers could very
well claim that the strong moral values of yore have gone offshore. But there is always a way of getting them back. Activities

blessing and inauguration of the O'Bikoliana Section in
the Jesuit University Library on September 20, 2016. The
