Overview
2.1 Background
Neighboring cells are a critical part of mobile communication networks where users
tend to frequently change areas. If the neighbor relationships are incorrectly configured,
an increase in interference and a decrease in capacity will cause handover failures and
service drops, and affect user experience.
Due to routine operation and maintenance (O&M), network swapping, or capacity
expansion, neighbor relationships may change and may need immediate optimization.
Considering the large number of neighboring cells on live networks and the constantly
changing network environment, neighbor relationship optimization requires a heavy
workload, affecting network optimization efficiency.
To improve network optimization efficiency, the Automatic Intra-Frequency Neighbor
Relation Optimization feature has been introduced.
2.2 Introduction
This feature is implemented on the UE, the RNC, and the U2000. Table 2-1 describes the
functions provided by these NEs to support this feature.

UE
Reports measurements of cells in its detected set, monitored set, and active
set. To support measurement reporting of detected set cells, the UE must
comply with 3GPP Release 4 or later, and measurement reporting of
detected-set cells must be enabled on the RNC.
RNC
Technical Description
A missing intra-frequency neighboring cell overlaps the serving cell but has not been
configured as an intra-frequency neighboring cell. After such a missing intra-frequency
neighboring cell is added, the handover success rate of the serving cell will improve.
Redundant Intra-Frequency Neighboring Cell
The active set of a UE is the set of all cells to which the UE is connected.
Monitored Set
The monitored set of a UE contains cells monitored by the UE based on the neighboring
cell list provided by the UTRAN. Monitored-set cells do not belong to the active set. If
the measurement results of a monitored-set cell meet specific conditions, it can be added
to the active set.
Detected Set
The detected set of a UE contains cells that have been detected by the UE but do not
belong to the active set or monitored set.
3.2 Adding Missing Intra-Frequency Neighboring Cells
After an intra-frequency missing neighboring cell optimization task is started, the RNC
selects the top N cells according to the number of successful handovers between the
serving cell and intra-frequency neighboring cells. Then the RNC optimizes the
neighbor relationships by adding the missing neighboring cells.

When HO_INTRA_FREQ_DETSET_INTO_ACTSET_OPTSWH is
turned off, the detected set cells added to the active set must be intrafrequency neighboring cells of the active set cells.
When HO_INTRA_FREQ_DETSET_INTO_ACTSET_OPTSWH is
selected, the detected set cells added to the active set can also be 2nd-order
intra-frequency neighboring cells of the best cell. A 2nd-order intrafrequency neighboring cell neighbors an intra-frequency neighboring cell of
the serving cell.
When HO_INTRA_DETSET_DRNC_CELL_INTO_ACTSET is
turned off, the neighboring DRNC cell cannot be added to the active set.
When HO_INTRA_DETSET_DRNC_CELL_INTO_ACTSET is
turned on, and an event 1A, 1C, or 1D report containing cells in the intrafrequency detected set is received from the UE, the RNC adds the
neighboring DRNC cell to the active set if it has found a neighboring DRNC
cell that is unique in the detected set.

Filters out invalid handover data and cells during the measurement period.
Handover data collected for a serving or intra-frequency cell during a
measurement period is regarded as invalid when any of the following occurs
during the measurement period:
If any of these occur in a serving cell, the serving cell and its handover data will
be filtered out. If any of these occur in an intra-frequency cell, the intra-frequency
cell and data about handovers to this cell will be filtered out. The data will be
accumulated again in the next optimization period.

Ranks all all intra-frequency cells in the active set to determine the missing
neighboring cells and neighboring cells to be replaced.
The RNC ranks all neighboring cells in the active set based on the number of
successful handovers from a serving cell to each intra-frequency cell in
descending order. Among the top K cells ranked the highest, the RNC considers
those not configured as intra-frequency neighboring cells (numbered M) to be
missing.
NOTE:
When the number of configured neighboring cells is less than or equal to 31,
K is 10 if the optimization period is less than or equal to one day.
K is 20 if the optimization period is greater than one day.
The RNC then adds this number of missing cells, M, to the number of
configured intra-frequency neighboring cells.

Filters out cells that are not configured as intra-frequency neighboring cells and
those that are configured but unqualified as intra-frequency neighboring cells for
this period.
The RNC compares neighbor relationships obtained from handover data with the
configured neighbor relationships and filters out the cells that are not configured
as neighboring cells.
Handover data collected for a serving cell or intra-frequency neighboring cell is
regarded as invalid when any of the following occurs in the measurement period:
If any of these occur in a serving cell, the serving cell and its handover data will
be filtered out. If any of these occur in an intra-frequency neighboring cell, the
intra-frequency neighboring cell and data about handovers to this cell will be
filtered out. The data will be accumulated again in the next optimization period.
Meanwhile, serving cells that meet any of the following conditions are filtered out
and redundant neighboring cells will not be removed for these cells in the
measurement period.

The total number of handover requests from the serving cell to all
neighboring cells is less than or equal to the value of
IntraHOStatThd(BSC6900,BSC6910).

6.3.6.2 MML Command Examples
The method of feature deactivation using the CME is the same as that of feature
activation using the CME. For detailed operations, see 6.3.4.3 Using the CME.
6.4 Performance Monitoring
separately for each optimization period. Then, rank all neighboring cells in terms
of handover attempts to them and check whether the added neighboring cells rank
top.
After the feature is enabled, users can adjust related parameters if necessary. Table 6-3
lists the optimization suggestions for related parameters.

the value of this parameter is too large, no suggestions may be
generated about the optimization of redundant neighboring cells.
Set this parameter to a large value (for example, 500 for one-week

This parameter specifies the threshold for the number of attempts for
outgoing handovers from the serving cell to neighboring cells. A
neighboring cell can be deleted if the number of outgoing handovers from
the serving cell to it is less than or equal to the threshold.
The smaller the value of this parameter, the stricter the condition
for deleting a redundant neighboring cell, and the lower the
probability that redundant neighboring cells are deleted.
The larger the value of this parameter, the looser the condition for
deleting a redundant neighboring cell, and the higher the probability
that redundant neighboring cells are deleted. If this parameter is set
to an excessively large value, neighboring cells may be repeatedly
added and deleted when both the intra-frequency missing
neighboring cell optimization function and intra-frequency redundant
neighboring cell optimization function are enabled.
Users can adjust the value of this parameter according to the neighboring
cell configuration of a cell and the number of outgoing intra-frequency
handover attempts in the cell. If a cell is already configured with many
intra-frequency neighboring cells and there are many intra-frequency
handover attempts in the cell, set this parameter to a relatively large value
to have redundant neighboring cells deleted efficiently.

HO_ALGO_HCS_SPEED_EST_SWITCH:
When the switch is on, the RNC evaluates
the UE's moving speed in the HCS and
initiates fast intra-layer or slow inter-layer
handover.

When the switch is on, the event 1J is
included in the delivery of intra-frequency
measurement control if the UE version is
R6 or later versions.

When this switch is turned on, the cells
under the RNC support soft handovers.
Upon receiving event 1A, 1B, 1C, or 1D
after delivering an intra-frequency
measurement control message to the UE,
the RNC initiates associated addition,
removal, and replacement of target cell of
the soft handover.

TCH: When the switch is on, the
neighboring cell whose frequency band is
beyond the UE's capabilities can also be
delivered in the inter-frequency
measurement list.

When the switch is on, the neighboring
cell combined algorithm is used during the
delivery of the objects to be measured.
When the switch is not on, the optimal cell
algorithm is used.

When the switch is on, intra-frequency
handover is allowed over the Iur interface
if the UE has only signaling.

the switch is on, quality measurement on

setup but before service setup. If the UE
is at the cell verge or receives weak
signals after accessing the network, the
RNC can trigger inter-frequency or interRAT handover when the UE sets up the
RRC.

HO_ALGO_HCS_SPEED_EST_SWITCH:
When the switch is on, the RNC evaluates
the UE's moving speed in the HCS and
initiates fast intra-layer or slow inter-layer
handover.

HO_ALGO_LDR_ALLOW_SHO_SWITCH
: When the switch is on, the LDR interfrequency handover is allowed during soft
handover.
3. HO_ALGO_MBMS_FLC_SWITCH:
When the switch is on, the UE requires

switch is turned on, A cell can be
configured with 31 intra-frequency
neighboring cells at most. When this
switch is turned off, A cell can be
configured with 63 intra-frequency
neighboring cells at most.

PERFENH_CELL_HSDPA_CAP_CHANG
E_OPT_SWITCH: Whether the RNC
supports HSDPA UE camping prohibition
in case of overloaded WBBPs. If the
WBBP board is overloaded, the NodeB
sends the RNC an RTWP measurement
report indicating whether HSDPA UEs can
be admitted. When this switch is turned
on. If the NodeB informs the RNC that
HSDPA UEs cannot be admitted, the RNC
prohibits access of UEs to HSDPA and
R99 reconfiguration to HSDPA. When this

the CS+PS combined service. The bearer
channel type and initial data rate for the
PS BE service are set by the
"BeInitBitrateTypeforCsPs" parameter in
the "SET UFRC" command. DRD for
service steering (specified by the
"ServiceDiffDrdSwitch" parameter in the

service as the highest priority service for

When this switch is set to on: 1. When the
Switch3GPP25415CR0125 parameter is
set to on, the maximum rate for the
reverse direction is included in the IUUP
rate control ACK message for AMR
services (the maximum rate in the ACK
message is the maximum uplink rate
supported by the local end). If the
maximum rate in the ACK message
exceeds the current uplink rate of the
local end, the RNC does not increase the
uplink rate of the local end (Data
transmitted at a low rate can be received
by the peer end). If the maximum rate in
the ACK message is lower than the
current uplink rate of the local end, the
RNC reduces the uplink rate of the local
end to the maximum rate in the ACK
message to prevent the occurrence of

PERFENH_INTRAFREQ_NCELL_MAX_
NUM_SWITCH: Whether to delimit the
number of intra-frequency neighboring
cells configured for a cell. When this
switch is turned on, A cell can be
configured with 31 intra-frequency
neighboring cells at most. When this
switch is turned off, A cell can be
configured with 63 intra-frequency
neighboring cells at most.

PERFENH_CELL_HSDPA_CAP_CHANG
E_OPT_SWITCH: Whether the RNC
supports HSDPA UE camping prohibition
in case of overloaded WBBPs. If the
WBBP board is overloaded, the NodeB
sends the RNC an RTWP measurement
report indicating whether HSDPA UEs can
be admitted. When this switch is turned
on. If the NodeB informs the RNC that
HSDPA UEs cannot be admitted, the RNC
prohibits access of UEs to HSDPA and
R99 reconfiguration to HSDPA. When this
switch is turned off. The RNC does not
provide the preceding restrictions.

PERFENH_PTT_COMB_RAB_TTI_CTRL
_SWITCH: Whether E-DCH TTI for PTT
combined services (combined services
with a PTT service) is under the control of
the EDCH TTI policies for a PTT-only
service. When this switch is turned on. If
"PTTHSUPATTI" in the "SET UFRC"
command is set to EDCH_TTI_10ms, EDCH TTI 2ms is not allowed to be
selected for PTT combined services.
When this switch is turned off. E-DCH TTI
for PTT combined services is not
restricted by the "PTTHSUPATTI"
parameter.

towards another cell if the Uu-interface
response times out. When this switch is
turned off, the RNC does not perform
channel fallback or a DRD procedure
towards another cell if the Uu-interface

PERFENH_SYSHO_IN_BE_RATE_DOW
N_SWITCH: Whether a UE processing a
single BE service can access a UMTS cell
through rate reduction after an incoming
inter-RAT handover. When this switch is
set to on, the uplink or downlink rate of
the UE can be reduced to DCH 8K for UE
access if cell resources are congested. If
cell resources are not congested but the
remaining number for new HSPA UEs is
insufficient, the uplink or downlink rate of
an HSPA UE is reduced to the initial
access rate and the UE falls back to the
DCH. If cell resources are not congested
and the remaining number for new HSPA
UEs is sufficient, rate reduction is not
used for UE access. When this switch is
set to off, rate reduction is not used for UE
access after an incoming inter-RAT
handover.

1. BASED_UE_LOC_DRD_SWITCH:
Whether the function of UE locationbased multi-frequency-band DRD is
available. When the conditions of path
loss are met, cell edge UEs in a highfrequency-band cell perform the DRD
procedure towards a low-frequency-band
cell, or cell center UEs in a low-frequencyband cell perform the DRD procedure
towards a high-frequency-band cell. The
function of UE location-based multifrequency-band DRD takes effect only
when this parameter is turned on and the
"BasedUELocDRDSwitch" parameter in
the "SET UDRD" or "ADD UCELLDRD"
command is also turned on.
2. LOAD_BASED_PCPICH_PWR_ADJ:
Whether the license function switch for
Load Based Dynamic Adjustment of
PCPICH is enabled.
3. ADAPTIVE_RACH_SWITCH(License
Switch for Adaptive RACH): Cell-level
license switch for the adaptive RACH
feature. When this switch is turned on, the
adaptive RACH is activated. When this
switch is turned off, this feature is
deactivated.

CAMPING_STRATEGY_SWITCH(Switch
for Camp Policy Switching in Heavy
Traffic): Whether to enable the camping
policy switching function when traffic is
heavy. This is a license switch for the
function. When the switch is turned on,
the camping policy switching function is
enabled if traffic is heavy in the entire
network. Then, the target cell is no longer
a preferred camping cell for the UE in
question, but a random camping cell.

Whether the function of UE locationbased multi-frequency-band DRD is
available. When the conditions of path
loss are met, cell edge UEs in a highfrequency-band cell perform the DRD
procedure towards a low-frequency-band
cell, or cell center UEs in a low-frequencyband cell perform the DRD procedure
towards a high-frequency-band cell. The

OUT_SWITCH: Switch for controlling the
sub-feature Macro & Micro Joint Interfrequency Handover. When this switch is
turned on, the feature is activated. When
this switch is turned off, the feature is
deactivated. This feature checks whether
UEs are located in problem areas of intrafrequency networks with macro and micro
cells. Then, the feature instructs these
UEs to move to other cells through blind
inter-frequency handovers.

HO_U2L_REDIR_BASED_ABSOLUTE_F
REQ_SWITCH: This switch specifies
whether handover and redirection from
UMTS to LTE are allowed. When this
switch is turned on, redirection from
UMTS to LTE is allowed but handover is
prohibited. During the redirection
procedure, the LTE frequencies
configured by using the "ADD
UCELLNFREQPRIOINFO" command are
used for the redirection, and the RNC
does not consider whether the best cell is
configured with neighboring LTE cells.
When this switch is turned off, both
redirection and handover from UMTS to
LTE are allowed. The LTE frequencies

redirection and handover.

Uniquely identifies a logical RNC. A logic
RNC ID consists of 12-digit binary codes,
and its value ranges from 0 to 4095. The
RNC is a logical node in the radio network
subsystem (RNS) and controls the usage
and allocation of radio resources.

Meaning:
The logical cell ID uniquely identifies a cell
in a radio network.
The logical cell ID is configured at the
RNC. The RNC sends the cell ID to the
base station during a cell setup
procedure. The mapping between logical
cell IDs and local cell IDs are configured
at the RNC.
The RNC supports a maximum of 20000
logical cells. Logical cells are uniquely but
not necessarily consecutively numbered
within a RNC. For example, you can set
the ID of a logical cell to 0 and that of
another logical cell to 2.
