Differences Between Base Station Types

The features described in this document are implemented in the same way on macro,
micro, LampSite, and Pico base stations.

Overview

2.1 Background

Neighboring cells are a critical part of mobile communication networks where users
tend to frequently change areas. If the neighbor relationships are incorrectly configured,
an increase in interference and a decrease in capacity will cause handover failures and
service drops, and affect user experience.
Due to routine operation and maintenance (O&M), network swapping, or capacity
expansion, neighbor relationships may change and may need immediate optimization.
Considering the large number of neighboring cells on live networks and the constantly
changing network environment, neighbor relationship optimization requires a heavy
workload, affecting network optimization efficiency.
To improve network optimization efficiency, the Automatic Intra-Frequency Neighbor
Relation Optimization feature has been introduced.
2.2 Introduction

The Automatic Intra-Frequency Neighbor Relation Optimization feature can perform


the following actions:

Add missing intra-frequency neighboring cells.

Delete redundant intra-frequency neighboring cells.

This feature is implemented on the UE, the RNC, and the U2000. Table 2-1 describes the
functions provided by these NEs to support this feature.

Generates self-organizing network (SON) logs and uploads them to
the U2000.

U2000 Records operations of intra-frequency neighboring cell optimization for future


query.
2.3 Benefits

The Automatic Intra-Frequency Neighbor Relation Optimization feature provides the


following benefits:
Improved network performance

This feature adds missing intra-frequency neighboring cells, decreasing


the service drop rate and increasing the soft handover success rate.

This feature deletes redundant intra-frequency neighboring cells,


reducing unnecessary handovers and service drops caused by inappropriate
neighbor relationships.

Reduced costs in maintaining and optimizing neighbor relationships

This feature reduces manual operations.

Technical Description

This feature automatically optimizes intra-frequency neighbor relationships by


analyzing handovers between cells.
3.1 Concepts

Missing Intra-Frequency Neighboring Cell

A missing intra-frequency neighboring cell overlaps the serving cell but has not been
configured as an intra-frequency neighboring cell. After such a missing intra-frequency
neighboring cell is added, the handover success rate of the serving cell will improve.
Redundant Intra-Frequency Neighboring Cell

An intra-frequency neighboring cell of the serving cell is considered redundant when


there are only a few of requests for handovers from the serving cell to this cell or few of
these handovers succeed.
Active Set

The active set of a UE is the set of all cells to which the UE is connected.
Monitored Set

The monitored set of a UE contains cells monitored by the UE based on the neighboring
cell list provided by the UTRAN. Monitored-set cells do not belong to the active set. If
the measurement results of a monitored-set cell meet specific conditions, it can be added
to the active set.
Detected Set

The detected set of a UE contains cells that have been detected by the UE but do not
belong to the active set or monitored set.
3.2 Adding Missing Intra-Frequency Neighboring Cells

After an intra-frequency missing neighboring cell optimization task is started, the RNC
selects the top N cells according to the number of successful handovers between the

serving cell and intra-frequency neighboring cells. Then the RNC optimizes the
neighbor relationships by adding the missing neighboring cells.
Figure 3-1

shows the process of adding missing intra-frequency neighboring cells.

The RNC performs the following steps:


1.

Starts the intra-frequency missing neighboring cell optimization.

Start the task by turning on the intra-frequency missing neighboring cell


optimization switch indicated by
MissIntraNcellOptiSwitch(BSC6900,BSC6910). The beginning of the first
measurement period is indicated by the moment the task is started.
MissIntraNcellOptiPrd(BSC6900,BSC6910) specifies the duration of a
measurement period.
2.

Checks whether reporting of detected set cells has been enabled.


If this function has been enabled, the RNC proceeds to the next step. If this
function has not been enabled, the RNC ends the process in the current
measurement period.
NOTE:
If the MissIntraNcellOptiPrd(BSC6900,BSC6910) parameter is set to 1 hour, this step is
performed 1 hour after the optimization task is started.

To enable reporting of detected set cells on the RNC, select


HO_INTRA_FREQ_DETSET_RPRT_SWITCH under
HoSwitch(BSC6900,BSC6910).
3.

Adds detected set cells to the active set.


The range of detected set cells that can be added to the active set depends on the
following switch settings:

When HO_INTRA_FREQ_DETSET_INTO_ACTSET_OPTSWH is
turned off, the detected set cells added to the active set must be intrafrequency neighboring cells of the active set cells.

When HO_INTRA_FREQ_DETSET_INTO_ACTSET_OPTSWH is
selected, the detected set cells added to the active set can also be 2nd-order
intra-frequency neighboring cells of the best cell. A 2nd-order intrafrequency neighboring cell neighbors an intra-frequency neighboring cell of
the serving cell.

When HO_INTRA_DETSET_DRNC_CELL_INTO_ACTSET is
turned off, the neighboring DRNC cell cannot be added to the active set.

When HO_INTRA_DETSET_DRNC_CELL_INTO_ACTSET is
turned on, and an event 1A, 1C, or 1D report containing cells in the intrafrequency detected set is received from the UE, the RNC adds the
neighboring DRNC cell to the active set if it has found a neighboring DRNC
cell that is unique in the detected set.

Calculates the number of successful handovers within the measurement period.


The RNC measures the number of successful handovers from a serving cell to its
intra-frequency cells, regardless of whether or not they are configured as
neighboring cells.
NOTE:
Handovers to intra-frequency cells that are not configured as neighboring cells are allowed
because cells in the detected set can be added to the active set.

Filters out invalid handover data and cells during the measurement period.
Handover data collected for a serving or intra-frequency cell during a
measurement period is regarded as invalid when any of the following occurs
during the measurement period:

The configuration (frequency or cell ID) of the cell changes.

The cell is deactivated.

The cell is out of service due to a fault.

Intelligent shutdown is performed in the cell.

The cell is blocked for over one minute.

If any of these occur in a serving cell, the serving cell and its handover data will
be filtered out. If any of these occur in an intra-frequency cell, the intra-frequency
cell and data about handovers to this cell will be filtered out. The data will be
accumulated again in the next optimization period.
6.

Ranks all all intra-frequency cells in the active set to determine the missing
neighboring cells and neighboring cells to be replaced.
The RNC ranks all neighboring cells in the active set based on the number of
successful handovers from a serving cell to each intra-frequency cell in
descending order. Among the top K cells ranked the highest, the RNC considers
those not configured as intra-frequency neighboring cells (numbered M) to be
missing.
NOTE:

When the number of configured neighboring cells is less than or equal to 31,
K is 10 if the optimization period is less than or equal to one day.
K is 20 if the optimization period is greater than one day.

When the number of configured neighboring cells is greater than 31,


K is the number of configured neighboring cells multiplied by 40% if the optimization
period is less than or equal to one day.
K is the number of configured neighboring cells multiplied by 70% if the optimization
period is greater than one day.

The RNC then adds this number of missing cells, M, to the number of
configured intra-frequency neighboring cells.

If the total exceeds the maximum number of intra-frequency neighboring


cells, the RNC removes the excessive number of intra-frequency neighboring
cells ranked the lowest, N, from the active set. N is equal to the value of the
following formula: Number of configured neighboring cells + M Allowed
maximum number of neighboring cells.
NOTE:

The maximum number of neighboring cells is determined by


PerfEnhanceSwitch4(BSC6900,BSC6910):
PERFENH_INTRAFREQ_NCELL_MAX_NUM_SWITCH. If this switch is turned on,

a maximum of 31 intra-frequency neighboring cells can be configured. If this switch is


turned off, a maximum of 63 intra-frequency neighboring cells can be configured.
If two missing neighboring cells have different cell IDs but the same scrambling code,
the cell ranked higher is preferentially added and the other cell is removed.
Missing cross-Iur intra-frequency neighboring cells can be added as neighboring cells
only when the switch for adding cross-Iur intra-frequency neighboring cells
AddIURIntraNCellSwitch(BSC6900,BSC6910)) is turned on.
Configured cross-Iur intra-frequency neighboring cells is removable only when the
switch for removing cross-Iur intra-frequency neighboring cells
DelIURIntraNCellSwitch(BSC6900,BSC6910)) is turned on.

Obtains the configurations of the missing intra-frequency neighboring cells.


Configurations of the missing intra-frequency neighboring cells include the RNC
ID, cell ID, and neighboring cell priority. The RNC ID and cell ID are contained
in the handover data.
The neighboring cell priorities are based on the neighboring cell ranking. A
missing intra-frequency neighboring cell has the same priority as the configured
intra-frequency neighboring cell ranked before it. If a missing intra-frequency
neighboring cell is ranked first, it has the same priority as the configured intrafrequency neighboring cell behind it.

8.

Adds missing intra-frequency neighboring cells.


The RNC automatically adds missing intra-frequency neighboring cells. If any
configured intra-frequency neighboring cells must be removed, the RNC removes
them first.

3.3 Removing Redundant Intra-Frequency Neighboring Cells

When an intra-frequency redundant neighboring cell optimization task is started, the


RNC collects handover data in specific cells and deletes the configured intra-frequency
neighboring cells with low handover success rates or small numbers of handover
attempts.

shows the process of removing redundant intra-frequency neighboring cells.

The RNC performs the following steps:

Starts the intra-frequency redundant neighboring cell optimization.


Start the task by turning on the intra-frequency redundant neighboring cell
optimization switch RedIntraNcellOptiSwitch(BSC6900,BSC6910)The
beginning of the first measurement period is indicated by the moment the task is
started. RedIntraNcellOptiPrd(BSC6900,BSC6910) specifies the duration of a
measurement period.

Calculates the number of handover requests and the number of successful


handovers in specified cells within the measurement period.

3.

Filters out cells that are not configured as intra-frequency neighboring cells and
those that are configured but unqualified as intra-frequency neighboring cells for
this period.
The RNC compares neighbor relationships obtained from handover data with the
configured neighbor relationships and filters out the cells that are not configured
as neighboring cells.
Handover data collected for a serving cell or intra-frequency neighboring cell is
regarded as invalid when any of the following occurs in the measurement period:

The configuration (frequency or cell ID) of the cell changes.

The cell is deactivated.

The cell is out of service due to a fault.

Intelligent shutdown is performed in the cell.

The cell is blocked for over one minute.

If any of these occur in a serving cell, the serving cell and its handover data will
be filtered out. If any of these occur in an intra-frequency neighboring cell, the
intra-frequency neighboring cell and data about handovers to this cell will be
filtered out. The data will be accumulated again in the next optimization period.
Meanwhile, serving cells that meet any of the following conditions are filtered out
and redundant neighboring cells will not be removed for these cells in the
measurement period.

The number of intra-frequency neighboring cells configured for the


serving cell is less than the value of
MinIntraNcellCount(BSC6900,BSC6910).

The total number of handover requests from the serving cell to all
neighboring cells is less than or equal to the value of
IntraHOStatThd(BSC6900,BSC6910).

Determines intra-frequency redundant neighboring cells.


An intra-frequency neighboring cell is regarded as redundant if any of the
following is true:

The number of handover requests is less than or equal to the value of


IntraHOReqThd(BSC6900,BSC6910).

The handover success rate is less than or equal to the value of


IntraHOSuccRateThd(BSC6900,BSC6910).
NOTE:

For each serving cell, a maximum of five intra-frequency neighboring cells is


removable during each measurement period and the number of remaining intra-frequency
neighboring cells must be greater than or equal to the value of
MinIntraNcellCount(BSC6900,BSC6910). The intra-frequency neighboring cell with the
minimum number of successful handovers is removed first.
The intra-frequency neighbor relationships must be valid throughout the measurement
period before they are removed.
Configured cross-Iur intra-frequency neighboring cells is removable only when the
switch DelIURIntraNCellSwitch(BSC6900,BSC6910)) for removing cross-Iur intrafrequency neighboring cells is turned on.

Automatically removes redundant neighboring cells.

This feature allows automatic optimization of intra-frequency neighbor relationships,


significantly reducing service drops or handover failures caused by inappropriate
neighbor relationships. It decreases the service drop rate and improves the UMTS intraRAT soft handover success rate. When neighbor relationships are stable, this feature
will not significantly improve network KPIs.

Engineering Guidelines

6.1 When to Use Automatic Intra-Frequency Neighbor Relation Optimization

This feature is recommended in all scenarios except newly deployed sites where no
neighbor relationship has been configured.
6.2 Required Information

Collect the following information to determine whether this feature needs to be enabled
and to compare network performance before and after the feature is enabled:

Average number of neighboring cells per cell

Cell performance counters and KPIs

VS.SHO.AttASU.NCell(BSC6900,BSC6910): Number of soft handover


attempts between neighboring cells

CS service drop rate of a cell

PS service drop rate of a cell

Soft handover success rate of a cell

Scenarios where RNC in Pool is used


This feature cannot take effect in the RNC in Pool scenario if the NodeB control
rights have been switched over between the active and standby RNCs and the
emergency channel has not been enabled on the standby RNC (that is, the
configuration cannot be modified).

Scenarios where cross-Iur intra-frequency neighboring cells need to be added or


deleted

If cross-Iur intra-frequency neighboring cells need to be added or


deleted, ensure that the Iur interface is available between the involved RNCs
and the soft handover function has been enabled. Therefore, ensure that
parameters are set as follows:
a. IUR Interface Existing Indication is set to TRUE.
b. The following switches under the SHO cross IUR trigger parameter are
selected: CS_SHO_SWITCH (switch for the CS soft handover cross the Iur
interface), HSPA_SHO_SWITCH (switch for the cross-Iur soft handover of
HSPA PS services), and NON_HSPA_SHO_SWITCH (switch for the crossIur soft handover of R99 PS services).

The cross-Iur intra-frequency neighboring cells that need to be added


must be configured on the serving RNC because the cell names cannot be
obtained through the Iur interface.

6.3.4.3 Using the CME

Based on the parameter configurations involved in 6.3.2 Data Preparation, perform the
following operations to activate this feature:
NOTE:
When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

Configure a single object (such as a cell) on the CME.


Set parameters listed in the table in "Data Preparation" section from top to bottom
on the CME. For instructions on how to perform the CME single configuration,
see CME Single Configuration Operation Guide.

(Optional) Modify objects in batches on the CME. (CME batch modification


center)
To modify objects in batches, click on the CME to start the batch modification
wizard. For instructions on how to perform a batch modification through the CME
batch modification center, press F1 while running the wizard to obtain online
help.
To check whether a parameter supports batch modification, see the Remarks
column in the table in "Data Preparation" section.

6.3.5 Activation Observation

After the Automatic Intra-Frequency Neighbor Relation Optimization feature is


implemented for an optimization period, users can check the SON logs related to the
feature on the U2000. Specifically, users can check whether the related SON logs
contain optimization suggestions on the U2000. If there are optimization suggestions,
the feature has taken effect.
The SON logs record the operations of adding and deleting intra-frequency neighboring
cells performed by the RNC and related parameter settings. The SON logs do not record
manual operations of adding and deleting neighbor relationships.
For details about how to view SON logs, obtain iManager U2000 MBB Network
Management System Product Documentation and navigate to section "Viewing SON
Logs" by following this path: Operation and Maintenance > RAN Management >
SON Management > SON Log Management. Table 6-2 illustrates contents of the SON

6.3.6.3 Using the CME

The method of feature deactivation using the CME is the same as that of feature
activation using the CME. For detailed operations, see 6.3.4.3 Using the CME.
6.4 Performance Monitoring

If missing neighboring cells or redundant neighboring cells exist on the network,


enabling Automatic Intra-Frequency Neighbor Relation Optimization will increase the
handover success rates and decrease the service drop rate between UMTS intrafrequency neighboring cells.
Users can monitor KPIs such as the handover success rate and service drop rate to
evaluate the performance after the feature is enabled.

Ranking of added neighboring cells in terms of the number of handover attempts


Collect the number of handover attempts to the added neighboring cells and
average the values on a daily basis. It is good practice to calculate the number of
missing neighboring cells after this feature takes effect for one week. If the
optimization has been performed for multiple times, obtain the average number

separately for each optimization period. Then, rank all neighboring cells in terms
of handover attempts to them and check whether the added neighboring cells rank
top.

KPIs of optimized cells


Compare the service drop rate and handover success rate within a week before and
after the feature is enabled to check whether the handover success rate and service
drop rate have changed as expected. For the KPIs to be collected, see 6.2 Required
Information.

6.5 Parameter Optimization

After the feature is enabled, users can adjust related parameters if necessary. Table 6-3
lists the optimization suggestions for related parameters.

Function switch of the CS Fallback
Guarantee for LTE Emergency Calls
feature. When this switch is turned on,
this feature is activated. When a UE is
making an emergency call in an LTE cell,
the UE is instructed to move to a UMTS
cell and the UMTS cell preferentially
guarantees the successful access of the
UE. If the UE is processing non-real-time
PS services, the channel types and initial
data rates for these services are
determined by the "NRTInitRateforL2U"
parameter in the "SET UFRC" command
during service admission. If the UE is
processing real-time PS services, the
original channel types and data rates of
these services are retained during service
admission. When this switch is turned off,
this feature is not activated. When a UE is
making an emergency call in an LTE cell,

channel type and initial data rate for the
PS BE service are set by the
"BeInitBitrateTypeforCsPs" parameter in
the "SET UFRC" command. DRD for
service steering (specified by the
"ServiceDiffDrdSwitch" parameter in the
"SET UDRD" command) takes the CS
service as the highest priority service for
selecting a cell. When this switch is set to
off, the RNC processes the first PS BE
service set up by a CSFB UE in the same
way as it processes a single PS service.

transmission time interval (TTI) for best
effort (BE) services can be changed from
10 ms to 2 ms by using the TTI switch
algorithm or the periodic retry algorithm if
BE services that meet the requirements
for HUSPA 2 ms TTI do not use 2 ms TTI

G_SWITCH: This parameter allows the
inter-RAT handover failure caused by UE
incompatibility for only once in a call.
When the switch is turned on and a UE
failed in handover from the universal
terrestrial radio access network (UTRAN)
to the GSM/EDGE radio access network
(GERAN) or evolved UMTS terrestrial
radio access network (E-UTRAN) due to
the cause of configuration unacceptable,
the RNC prevents the handover from
