SECTION
GENERAL REQUIREMENTS
2.0 SCOPE
This Section covers general requirements for the examination and approval, installation and use, access to
and spaces about electrical conductors and equipment; enclosures intended for personnel entry; and tunnel
installations.
2.1 ADMINISTRATIVE
(1) Enforcement
(a) This Code is intended to be suitable for mandatory application by governmental bodies that
exercise legal jurisdiction over electrical installations, including signaling and communications
systems, and for use by insurance inspectors.
(b) The authority having jurisdiction for enforcement of the Code has the responsibility for making
interpretations of the rules, for deciding on the approval of equipment and materials, and for
granting the special permission contemplated in a number of the rules.
(c) By special permission, the authority having jurisdiction may waive specific requirements in this
Code or permit alternative methods where it is assured that equivalent objectives can be achieved
by establishing and maintaining effective safety.
(d) This Code may require new products, constructions, or materials that may not yet be available at
the time the Code is adopted. In such event, the authority having jurisdiction may permit the use
of the products, constructions, or materials that comply with the most recent previous edition of
this Code adopted by the jurisdiction.
(2) Mandatory Rules and Permissive Rules
(a) Mandatory Rules. Mandatory rules of this Code are those that identify actions that are
specifically required or prohibited and are characterized by the use of the terms shall or shall not.
(b) Permissive Rules. Permissive rules of this Code are those that identify actions that are allowed
but not required, are normally used to describe options or alternative methods, and are characterized by
the use of the terms shall be permitted or shall not be required.
EBCS-10: 2013
2.1.2 Permit
(1) Electrical contractors or others responsible for the carrying out of the work shall obtain a permit from
the Authority having jurisdiction before commencing work with respect to installation, alteration, repair,
or extension of any electrical equipment.
b)
Large light and power installations and the installation or apparatus such as generators,
transformers, switchboards, large storage batteries:
c)
EBCS-10: 2013
2.1.8 Re-inspection
(1) The Authority having jurisdiction reserves the right to re-inspect at any time electrical installation
notwithstanding any previous inspection and acceptance, if and when it considers such action to be
necessary.
EBCS-10: 2013
If the equipment is substandard with respect to the sample' on which approval was granted.
b)
c)
If the terms of the approval agreement are not being carried out.
2.1 TECHNICAL
2.2.1 Conventional Symbols and Measurement units
(A) Conventional Symbols
(1) Graphical symbols that are to be used in all drawings, wiring plans, etc for electrical installations of
buildings shall be as indicated in Section 26? of this Code.
(B) Measurement units
(1) For the purpose of this Code, metric units of measurement are in accordance with the modernized
metric system known as the International System of Units (SI).
(2) Permitted Uses of Conversion from inch pound system to SI units
(a) Trade Sizes. Where the actual measured size of a product is not the same as the nominal size,
trade size designators shall be used rather than dimensions. Trade practices shall be followed in
all cases.
(b) Industry Practice. Where industry practice is to express units in inch-pound units, the
inclusion of SI units shall not be required.
ETHIOPIAN BUILDING CODE STANDARD
EBCS-10: 2013
(c) Compliance Compliance with the numbers shown in either the SI system or the inch-pound
system shall be permitted to be an approximate conversion and shall constitute compliance
with this Code.
2.2.2 Coordination
(1) Proper coordination and collaboration between the architect, building engineer and the electrical
engineer shall be effected from the planning stage of the installation.
(2) The provisions that will be needed for tile accommodation of substation, transformer, switch room, lift
wells and other appurtenant rooms, service cable ducts, rising mains and distribution cables subdistribution boards, openings and chases in floor and walls for all required electrical installation, etc, shall
be specified in advance.
EBCS-10: 2013
electrical load centre and suitable ducts shall be laid with minimum number of bends from the
point of entry of the supply to the position of the main switchgear. The switch room shall also
be placed in such a position that rising ducts may readily be provided there from to the upper
floors of the building in one straight vertical run In larger buildings, more than one rising duct
and horizontal ducts may also be required for running cable from the switch room to the foot of
each rising main. Such cable ducts shall be reserved for .the electrical services only which may,
however, include medium and low voltage installation, such as call-bell systems; telephone
installations should be suitably segregated.
Type of supply.
b)
c)
The probable modifications and future extensions/expansions to provide ample space and
capacity.
d)
e)
The probable operation and maintenance cost taking into account the electricity supply tariffs
available.
f)
g)
EBCS-10: 2013
2.3.3 Design
(1) The design of electrical installation shall ensure:
a)
b)
the proper functioning of the electrical installation for the intended use.

f)
g)
Nature of demand;
h)
i)
Environmental conditions.
(3) The design shall comply with the requirements of this Code.
2.4.1 General
(1) Each piece of electrical equipment shall bear such of the following markings as may be necessary to
identify the equipment and ensure that it is suitable for the particular installation:
a)
b)
c)
Voltage.
EBCS-10: 2013

m) Such other marking as may be necessary to ensure safe and proper operation.
(2) Each service box, at the time of installation, shall be marked in a conspicuous, legible, and permanent
manner to indicate clearly the maximum rating of the over current device which may be used for this
installation.
(3) At each distribution point, circuit breakers, fuses, and switches shall be marked, adjacent thereto, in a
conspicuous and legible manner to indicate clearly:
a) Which installation or portion of installation they protect or control;
b) The maximum rating of over current device that is permitted.
EBCS-10: 2013
(c) Materials such as solder, fluxes, inhibitors, and compounds, where employed, shall be suitable
for the use and shall be of a type that will not adversely affect the conductors, installation, or
equipment.
(4) Terminals
(a) Connection of conductors to terminal parts shall ensure a thoroughly good connection without
damaging the conductors and shall be made by means of pressure connectors (including set-screw
type), solder lugs, or splices to flexible leads.
(b) Connection by means of wire-binding screws or studs and nuts that have upturned lugs or the
equivalent shall be permitted for 10 AWG ( xx mm2) or smaller conductors.
