CHAPTER 1

Rationale of the project


San Juan, a first class Municipality, is considered as the second largest municipality in the
Province of Batangas. It has a total land area of 27,340 hectares and is comprised of 42 barangays.
According to the 2015 National Census, it has a population of 108,585. It is situated on the southern
tip of Batangas along Batangas-Quezon boundary.
The municipal government of San Juan, like all other municipalities, has some autonomy
from the National Government of the Republic of the Philippines under the Local Government
Code of 1991. They have been granted corporate personality enabling them to enact local policies and
laws, enforce them, and govern their jurisdictions. They can enter into contracts and other transactions
through their elected and appointed officials and can tax. They are tasked with enforcing all laws,
whether local or national.
San Juans Municipal compound houses government agencies that are responsible for the
oversight and administration of specific functions.
The satellite offices of the government agencies inside the municipal compound are too
congested. The staffs and the local citizens find it difficult to do their respective works because of the
lack of space. The researchers propose a project study that will relocate the satellite offices: Philippine
National Police (PNP), Bureau of Fire Protection (BFP), Commission on Elections (COMELEC),
Department of Interior and Local Government (DILG), Bureau of Jail Management and Penology
(BJMP), Bureau of Internal Revenue (BIR), San Juan Water District, Department of Public Works and
Highways (DPWH) and Commission on Audit (COA).
The project study focuses on making a site development program of the satellite offices for a
better work outcome. The study covers road network plan, drainage system layout, design and
construction management program of pertinent buildings for each office named above.

Figure 1.0 shows the location map of San Juan, Batangas. It is 43 kilometres (27 mi) east
of Batangas City, also the same distance south-west of Lucena City, the capital of Quezon Province,
and 115 kilometres (71 mi) south of Manila.

Figure 2.0 shows the political map that indicates the boundaries of barangays of San Juan,
Batangas.

Figure 3.0 and Figure 4.0 shows the proposed site location of the project. It will be located at
Barangay Mabalanoy, San Juan, Batangas.

Description of the project


The project is entitled Site Development of the Satellite Offices of Government Agency at
San Juan, Batangas. It envisions developing a compound for the satellite offices of government
agency that will provide ease and comfort for the people. To achieve these goals, the project will
provide pertinent buildings for the satellite offices, road network plan, and drainage system layout.
Table 1.0 presents the list of all the proposed facilities to be constructed in the area.

Goals and Objectives


The goals and objectives of the study are:

To prepare detailed engineering design and drawings of the proposed development of

the satellite offices.


To provide a complete project management plan that could meet the needs and

purposes of the proposed development project


To comply with the primary requirements and standards stipulated by the National
Building Code and Structural code of the Philippines to guarantee adequate and safe
operations of the facilities.
