PrimeMinisterstartedcampaignofDigitalIndiaWeekyesterdaytoattractvariousstakeholderstoensurethe
successofinitiative.ThisambitiousinitiativeaimstotransformIndiatoatrueKnowledgeEconomy,wherenot
onlygovernmentservicesareprovidedthroughICT,butallaspectsoflife,beitbusiness,agricultureor
educationarefacilitatedlikewise.India,givenitshugehumanresourcesinITsectoriswellsuitedtoachieve
suchchange.
Itwillhavemultipliereffectofeconomyofthecountry.Inonegothiswillensuretransparentandaccountable
government,easeofbusiness,hasslefreeprocedures,higherlivingstandardofmassesandreducein
wastagesinpublicspending.PositiveimpactsofdigitizationarequiteapparentincurrentEticketingsystemof
IRCTC,Efillingofincometaxreturns,EPassportservices,Digitizationoflandrecordsamongmany
examples.Inalltheseinitiativespowerofmiddlemananddiscretionoflowerlevelbureaucracyhasdecreased
significantly.
UnlikepredecessorNationalEGovernancePlan(NEGP),DigitalIndiainitiativelooksmuchbeyondpublic
servicedeliverysystem.Itplacesequalstressondigitalinfrastructure,governanceandservicedeliveryand
digitalempowermentofcitizens.WithoutsuchcomprehensiveplanNEGPhadverylittlerelevanceinruraland
backwardareas.
Asalwaysimplementationisthekey,butthisprogramisstarvedofInfrastructure.Therearetwodifferent
optionsfordelivery,oneisthroughspectrumwavelengthi.e.throughmobiledataandotheristhroughlandline
broadbandforwhichNationalOpticalFiberNetworkisbeinglaid.Incaseofformerefficientdeliveryofservice
demandsnationalwiderolloutof4Gandplusservicesandincaseoflatter,currentspeedofworkisdismalat
500km/monthwhileitshouldbe30000km/month.
Anotherissueislegalframeworkofthecountry.CurrentlegalframeworkseemsobsoleteasCyberSecuritylaw
is15yearsoldandisincapableofdealingwithmoderntechnicalitiesandcrimes.Similarly,ITactof2000
doesntevencovermanytypesofcrime.Inabsenceofholisticlegalframework,thisinitiativecangetmarred

underobstructivelitigation.NationalCybersecuritypolicywasframedin2013,butitisnowadeadletter.
However,intelecomsectorbothregulatory(TRAI)andappellatebodyareinplacewhichcanwelltakecareof
infrastructuralpartoftheplan.
Toensuresuccess,itisessentialthatmassesparticipateinthisinitiative.Relevantapplicationswithsuitable
contentinlocallanguageswillhavetobedevelopedtoeducatediversepeopleofthecountry.Sofarawareness
abouttechnologyisquitelowincountryside.Thisresultsinexclusionofpoorfromtheservices.
ThisinitiativealsoaimshardwaredevelopmentinIndiaandtriestodrawsynergiesfromMakeinIndia
initiative.CurrentlyChinaholdsabout40%shareinelectronicsmarket.WagesandothercostsinChinaare
expectedtoinflatesignificantlyincomingyearsandthisprovidesIndiaanopportunitytodislodgeChinafrom
topposition.Forthistohappen,alongwithmassiveskilldevelopment,Indiawillhavetocorrectitsinvertedduty
structure.Indiasimposesheavyexcisedutyondomesticmanufacturingofvariouselectroniccomponents,
whereasChinaprovidesheavysubsidiesorlowtaxes.ThisalongwithlowimportdutymandatedbyWTO
agreementmakesimportscheaperthandomesticmanufacturing.Thisiscalledinverteddutystructureandit
hasretardedIndianindustry.
Havingsaidthis,datasecurityisofutmostimportance.Humungousamountofprivateandsensitive
governmentdatawillflowondigitalhighways.Anyleakageorattackonsuchdatacanjeopardizenational
securityanddisruptthelifeline.Apartfromsecurity,systemsshouldbeputinplacetoensurethatindividual
privacyisrespected.Thereisawidespreadsuspicionthroughouttheworldoverdigitization.Itisfeltthat
governmentsandbigbusinesshousesareinpositiontomiutilizeBigDatatechniquefortheirprivateends.
Thesesuspicionswillhavetobeproperlyaddressedbeforespendinghugefundsontheprogram.Russianlaws
doesntallowdomesticdatatobestoredbeyonditsboundaries,thisshouldbelookedintobyIndia.

WhatisDigitalIndia?
DigitalIndiaisaProgrammetoprepareIndiaforaknowledgefuture.Thefocusisonbeingtransformativeto
realizeIT+IT=IT.Thefocusisonmakingtechnologycentraltoenablingchange.ItisanUmbrellaProgramme
coveringmanydepartments.Itweavestogetheralargenumberofideasandthoughtsintoasingle,
comprehensivevisionsothateachofthemisseenaspartofalargergoal.
Eachindividualelementstandsonitsown.Butisalsopartofthelargerpicture.ItiscoordinatedbyDeitY,
implementedbytheentiregovernment.TheweavingtogethermakestheMissiontransformativeintotality
TheProgramme:Pullstogethermanyexistingschemes.Theseschemeswillberestructuredandrefocused.
Theywillbeimplementedinasynchronizedmanner.Manyelementsareonlyprocessimprovementswith
