1. INTRODUCTION
Hindustan Petroleum Corporation Limited ( HPCL ) propose to set up an LPG Bottling Plant at
Bathinda, Punjab.

Kindly stamp and sign all pages of the tender. Deviations if any shall be highlighted on a
separate sheet on the tenderers letterhead. The envelope containing the technical bid shall
be marked as UNPRICED BID .
If there are no deviations, the tenderer shall advise the same on his letterhead and enclose
it with the Unpriced Bid.
The Priced bid shall be submitted in a separate sealed envelope marked PRICED BID.
If there is any contradiction between various sections of the tender booklet, the Schedule of
Quantities shall hold over the Special Terms of the Contract, which shall hold over the

3. SPECIAL TERMS AND CONDITIONS


1.

COMPLETION PERIOD :
(a) SUPPLY:
Supply within 04 (Four) Months from the date of issue of LOI or the date of advise to
supply the pumps by Project dept., HQO/site, whichever is later.
(b) ERECTION & COMMISSIONING:
Vendor shall depute his Engineer within 7 days of intimation by HPCL for supervision of
installation/erection & commissioning of LPG pumps.
Vendor shall make separate visits for installation & commissioning and the rates shall be
quoted accordingly.

2.

PENALTY

Penalty @ 0.5% per week subject to 5% of the PO value shall be levied for the period beyond the
scheduled delivery period.

Scope

A.

SPECIFICATIONS FOR API PUMPS

This specification together with the design data sheets covers the requirements for
Centrifugal Pumps & Drivers. The LPG Pumps shall conform to API 610 (8th Edition).
The vendor shall separately indicate the deviations from the code, if any.
The provisions of API 610 (8th Edition), shall supersede the specifications given
below. In case of any conflict, deviation or discrepancy, the same shall be brought
our by the bidder clearly in their Unpriced Bid

Modifications
Any exceptions or additions to this specification shall be mentioned on the design data
sheet.

Duty
The pump shall be suitable for continuous duty.

DESIGN
General
Design pressure shall be defined as the sum of the maximum suction pressure plus the
peak differential pressure developed with maximum diameter impeller.
Pumps shall preferably operate at standard electric motor speeds for the maximum rated
output.

2.2

Drivers
Motor drivers shall be selected with the following margins over the absorbed HP of the
pump at the design duty point.

However, the motor shall not be less than the maximum absorbed HP for the selected
impeller.
2.3

Vibration & Balance


All rotating parts shall be statically balanced.
Impellers shall be dynamically balanced if the pump is to be operated at any of the
following conditions:

At speeds over 1,800 rpm if rated capacity exceeds 70 Cu.M./hr. and impeller
diameter is more than 150 mm.
At speeds over 1,800 rpm for two or more stages.
At speeds over 3,800 rpm.

During operation at maximum continuous speed or at any other specified operating


speed, the double amplitude of vibration in any plane measured on the shaft adjacent to
the bearing housing shall not exceed the values given below :

vibration shall be measured at both bearings or bearing housing and shall not exceed 50
percent of the foregoing values.
Critical speeds shall be at least 20 percent above or below the normal operating speeds
for pumps with flexible shafts and at least 20 percent above the maximum operating
speed for pumps with stiff shafts.
2.4

Flanges
Suction and discharge connections shall be flanged in accordance with ANSI B 16.5
300# RATING standards and the suction flanges should be designed for the same
pressures as the discharge flanges to permit testing under the required full test pressure.

2.5

Castings

No carbon steel bolting shall be used in steel pumps, ASTM-A 193, Grade B7 or
equivalent shall be used, except as noted for special services.
Pumps in vacuum service shall be provided with vents
seamless nipples and forged steel valves.

All casings shall be provided with 20 mm minimum plugged drain connections. The
casing drains of pumps handling corrosive fluids containing erosive solids shall have
barstock plugs, ground flush with the inside of the casing.
All tapped holes shall be plugged with solid plugs. This shall include cooling water
connections, stuffing box connections and seal gland plate connections as well as vent
and drain connections. Carbon steel plugs shall be used in tapped holes in cast iron
parts. For other than cast iron parts, the plugs shall be of the same metal as the parts
containing the tapped holes. Plugs shall have shanks at least 40 mm in length to
permit the use of a pipe wrench.
2.6

Impellers
Impellers shall have the characteristics of generally decreasing head with increasing
capacity from shut off to normal capacity. In boiler feed service, shut off head shall be
approximately 20 percent higher than the design point head.
Pump shall have an impeller of size which is mid way between the maximum and
minimum sizes or near the minimum size.
Where more than one pump is specified, they shall have identical characteristics for
running successfully in parallel.
The tenderer shall state the minimum permissible capacity at rated speed without
excessive temperature rise and radial thrust. Where necessary, an automatic by pass
connection shall be provided to prevent excessive temp. rise at zero flow. Automatic
recirculation valve of Key stone/ Schroedahl make shall be supplied along with each set
of pumps (1 no with two pumps since the pumps are erected in parallel at each location ).
Suitable thrust balancing arrangement should be incorporated in the design.

2.7

Shaft and shaft sleeves


Shafts shall be of ample size to transmit the maximum driver horse power and
designed to withstand operation for the entire head capacity range.
Shafts shall be provided with sleeves securely locked to the shaft. When the size of
the pump makes the use of shafts sleeve impracticable, the shaft shall be made of a wear
resistant material for packed pumps and of a corrosion resistant material for pumps with
mechanical seals.

Shaft sleeves shall be sealed at one end. The end of the shaft sleeve assembly (or nut)
shall extend beyond the outer face of the packing gland.
2.8

Bearings
The bearings and bearing lubrication system shall be selected for the service conditions
and shall be capable of operating continuously with a lubricant outlet temperature not
exceeding 75_ C at any bearing when the ambient temperature is 35 degree C. Thrust
bearings shall require no water cooling.
Bearings shall have minimum rated life of 25,000 working hours (B-10 rating).
Bearing housing shall be designed to prevent entry of gland leakage, water or dust.
Oil lubricated bearings shall be equipped with constant level oilers. The bearing shall
be anti friction type with rotation independent automatic lubrication by internal oil
circulation.
Grease lubricated bearings shall not be used.
Pump design shall be capable of withstanding reverse rotation for a short duration.
Difference between NPSHR NPSHA shall be 0.5 M (min)

discharge pressure.
Cans longer than 2.75 m shall not be employed. ( To get rotor dynamics ).

2.10

Piping System
Gland seal piping and flushing oil manifolds at the pumps shall include dial type
thermometer and pressure gauges with steel bourbon tubes having welded connections.
When the pump suction pressure is below atmospheric,
combination vacuum
pressure gauges shall be furnished.
Cooling water manifolds for closed system shall include sight flow indicators and inlet
and outlet shut off valves.
Balancing lines for multi-stage pumps shall be made up with flanged joints; screwed
unions are not acceptable.
Cooling water, gland oil and recirculating piping systems, including all accessories
such as gauges, valves, etc. shall be furnished fully assembled and

installed on the pump. The piping shall be arranged to follow the pump contour as
closely as possible and shall be adequately supported.
When mechanical seals with pumping rings are specified, a cooling water system
complete and cooler shall be provided.
2.11

LPG Tandem Double Mechanical Shaft Seals with flushing plan 52


Double mechanical seal arrangement is required as a preventive measure to avoid leakage
of product in case of failure of the primary seal. Flushing arrangement will give the
indication about the failure of the primary seal.
The total assembly for independent operation of the pump shall be supplied by the
vendor. The arrangement consists of the following major components.

Flushing pot is to be provided with cooling coils to cool down the barrier liquid
flowing through the pot. Flow rate as required to be maintained through the

Flushing pot and a press switch to indicate failure of the primary seal.

All the equipment & pipe fittings for flushing unit are to be of SS 304.

Coupling
Spacer type couplings shall be used on vertical shaft pumps equipped with
mechanical seals to permit seal replacement without disturbing the prime mover.

Threaded couplings shall preferably be used only with hollow-shaft motors which
have a non reverse rachet. If threaded couplings are used on vertical pumps, they shall
be secured against reverse rotation without the use of set screws.
When gear type couplings are specified, they shall be heavy duty, forged steel, flexible
spacer and lubricated type.
When disc type couplings are specified, the flexible discs shall be stainless steel.

B. VENDOR DRAWING & DATA REQUIREMENTS

GENERAL

1.1

This specification, together with appropriate Vendor Data Requirement forms, defines
requirement for vendor drawings and data on rotating equipment.

1.2

BIDDERS UNABLE TO COMPLY WITH THESE REQUIREMENTS MUST


DETAIL ALL EXCEPTIONS IN THEIR PROPOSAL.
The timely delivery of quality drawings and data is as crucial to an Engineering schedule
as delivery of the equipment itself is to a construction schedule.

FAILURE TO PROVIDE ADEQUATE PRELIMINARY DRAWINGS AND DATA

2.0

PRELIMINARY DRAWINGS AND DATA

2.1

SCHEMATICS OR FLOW DIAGRAMS


Shall include reasonably accurate gas or fluid flows, lube, seal oil and control oil, all
instrumentation, valves, safety devices and control schemes.

2.2

DIMENSIONED OUTLINE DRAWINGS


For all equipment whether base plate mounted or not, the outline drawings shall include
approximate weights, overall dimensions, size, rating and approximate locations of main
nozzles, centerline height and shaft extension details, approximate dismantling
clearances and approximate handling weights. They shall also include the approximate
location of main electrical connections.

2.3

CROSS SECTION & DETAIL DRAWINGS

3.0

CERTIFIED DRAWINGS AND DATA

3.1

After commitment/placement of P.O. and after preliminary drawings and data are
submitted, the vendor shall provide certified drawings and data as specified below.
DIMENSIONED OUTLINE DRAWINGS
The vendor supplying the driven equipment shall submit a combined dimensioned
outline drawing of pump and driver.
This drawing(s) shall include :
a)

Dimensions of base plates complete with diameter, number and location of bolt
holes and thickness of metal through which bolt must pass.

b)

Locating or tie-in dimensions of the equipment relative to the base plate.

c)

Identification, size, rating and location of every terminal connections. The


terminal connections referred to above shall include main suction and discharge
nozzles, cooling water, lube seal and control oil, ventilating and instrument air,
casing vents and drains, instrument and electrical connections.

d)

All horizontal and vertical clearances necessary for dismantling purposes with
location of lifting lugs.

e)

Maintenance weights and name of part.

f)

Direction of rotation of each component part of main train.

g)

Magnitude and direction of the expansion movement of main nozzles and the
permitted piping forces and moments on the nozzles.

Dimensioned outline drawings shall also be provided for Auxiliary Equipment. This
covers equipment whether or not mounted on the main base plate and includes lube and
seal oil system, overhead tanks and seal oil traps.
FOUNDATION LOADING DIAGRAMS
These drawings shall include :
a)

Maximum operating weight with loading diagram.

b)
Size and location of foundation cut-outs, if required, for downward nozzles and
drains.
c)

The location and magnitude of out-of-balance forces and moments transmitted


to the foundation for reciprocating compressors and/or drivers.

SCHEMATIC WIRING AND/OR FLOW DIAGRAMS


These drawings shall include :
a)

The final definition of the gas or fluid flows, lube, seal oil and control oil, all
instrumentation valves, safety devices and control schemes.

b)

Components and Instrument Lists : These are lists of all components and
instruments show on the schematics identifying the manufacturer and type, with
operating and design conditions and settings. The same symbol shall be used
on outline drawings and schematics for consistent identification of each terminal
connection.

DETAIL DRAWINGS
Cross sectional drawings and detail drawings.
ERECTION/ASSEMBLY DRAWINGS
In accordance with the standard practice of the manufacturer.
CALCULATIONS
Torsional and lateral critical speed analysis of the complete rotating assembly. The
documents shall include :
a)

Description of system analysed.

b)

Component details such as shaft stiffness, masses, inertias.

c)

Calculation method.

d)

Calculated natural frequencies and maximum stresses.

e)
Conclusions including comments on possible exciting forces and frequencies.
PREDICTED PERFORMANCE CURVES
These curves shall include the specified duties and design conditions as required on the
data sheet.

MANUFACTURER'S DATA REPORTS


a)

Mill and material test certificates.

b)

Hydrostatic test certificates for pressure containing parts.

c)

Rotor Balance Report.

Overspeed Test Report.

PERFORMANCE TEST REPORTS


Performance test reports submitted must be certified and reflect the test requirements
specified and agreed. Performance test shall be witnessed by TPI or HPCL Engineer at
the manufacturers shop.
INSTALLATION, MAINTENANCE & OPERATING INSTRUCTIONS
In accordance with the standard practice of the manufacturer.
THIRD PARTY REQUIREMENTS
All the materials shall be inspected by third party agencies. Test Certificates/Inspection
Certificates/Test Reports and third party inspection report shall be submitted at the time

RECOMMENDED SPARE PARTS LIST


The vendor shall supply spares for 2(two) years operation. The list of minimum required
spares is included in the tender enquiry. These are mandatory.
However, in case the pump design warrants additional spares, the same have to be
brought out in the unpriced bid and priced bids.
Vendors to note that the cost of spares recommended will be included in Total cost of the
Pump.

3 PHASE MEDIUM VOLTAGE INDUCTION MOTORS
1.0

SCOPE

1.1

This specification covers the general requirements for 3 phase medium voltage induction
motors. The motor to be supplied shall be suitable for operation through a Variable
( 0 100%) Frequency Drive for optimum energy utilization. Supply of the VFD is
not included in the scope of this tender.

4.0

General Description

4.1

The motors shall be liberally designed as regards its pull-out torque, pull-out voltage
and its ability to ride through voltage dips during system disturbances.

4.2

Motor frame sizes shall be in accordance with I.E.C. Recommendation in the absence
of Indian Standards.

4.3

Motors for hazardous areas shall be of a design for which approval has been
obtained from the Central Mining & Research Station, Dhanbad, for use in the
divisions of areas specified.

4.4

All motors approved as per clause 4.3 above shall have a separate name plate
carrying the details of such approval an d fixed adjacent to the main plate.

4.5

The motors shall have additional accessories like


temperature detectors etc. if specified in the data sheet.

5.0

Weather Proofing / Explosion proof

5.1

Motors specified with weather proof / explosion proof enclosures, shall be suitable
for out-door operation subjected to direct sun and rain without further protection (like
canopy, hood etc.) from the weather.

6.0

Insulation

6.1

The windings shall be insulated with the class of insulation specified in the data sheet.

6.2

The windings shall be given protective coatings to withstand service in the environment
specified.

6.3

The windings shall be provided with moisture protective coating to prevent absorption
of moisture.

7.0

Terminal Boxes

7.1

All the six ends of the winding shall be brought out to the terminal block and marked.

Terminal box shall be on the right hand side of the motor when viewed from the shaft
end unless specified otherwise in the data sheet. The terminal box shall be suitable
for terminating two nos 3C x 50 Sq.mm AYFY cables for star/delta starters.

7.4

Double compression type cable glands of CCOE approved make suitable for cable sizes
given in the motor data sheet shall be provided for the terminal boxes.

7.5

If space heaters, embedded temperature detectors etc. are specified in the data sheet,
separate terminal boxes with compression type cable glands shall be provided for
the same. If the motor is flame proof, these terminal boxes and cable glands shall also
be flame proof, double compression type approved by CMRS, Dhanbad.

7.6

In case capacitors are envisaged to be connected to the motor terminals (as indicated
in the data sheet) the terminal box shall be of a special design by which sufficient
creepage space between terminals is available and also the terminal box shall be
provided with two sets of cable glands.

7.7

Terminal box covers and cable gland entries shall be effectively sealed against the entry
of moisture and dirt, before the motor leaves the factory.

8.0

Name Plate

8.1

All nameplates shall be of stainless steel.

8.2

Ambient temperature for which the motor is designed, type and name of lubricant and
bearing members, shall be indicated in the name plate.

9.0

Lifting Facility
Suitable lifting facility shall be provided for the motors.

10.0

Lubrication
Grease migration shall be prevented.

11.0

Special Requirements

11.1

Where any special requirement such as degree of protection to enclosures, thermal cutouts, special cable boxes, extra starting torque or supply of half coupling etc. are
specified in the order, these details shall be clearly recorded in the test certificates or
in an attached supplement.

11.2

Details of bearings shall be given in the test certificates to facilitate ordering or spares.

12.0

Standby Duty
All motors shall be capable of standing idle for long periods without damage to be
bearings.

13.0

Motors ordered with driven machines


Where a motor is supplied with a driven machine, the driven machine supplier shall be
responsible for the suitability of the motor for the equipment, correctness of the motor
test certificates and for the arrangements of couplings and for all damage and defects
arising from faulty alignment or vibration etc. and shall guarantee reasonable defect
liability period. The guarantee period for motor shall be at least the same as that for the
driven equipment.

14.0

Methods of starting
All motors are envisaged to be started direct on line, unless otherwise specified in the
data sheet.

15.0

Number of Starts.
All motors shall be suitable for 3 cold and 2 hot consecutive starts unless specified
otherwise in the data sheet.

16.0

Direction of Rotation
All motors shall be suitable for operation in both directions.

17.0

Final Colour
Final color of all motors and pump shall be Aircraft blue - Shade No. 356-as per IS : 5.
Bass frame shall be of Jet black.

The motor shall be so chosen that the start-up time at 80% of the voltage of the motor
when driving the specified load is less than the starting current withstand time (hot) of the
motor.

If indigenous motors are offered the motors shall be of Siemens, NGEF, Kirloskar,
Crompton Greaves or Bharat Bijlee make only. No other indigenous make of Motor will
be accepted.

Note:
The recommended spares shall mean the spare parts required for normal operation of the
pumps. The List of recommended spares shall be given in the Unpriced Bid. Offers
received without the List of Spares in the Unpriced Bid will be rejected.
List of minimum recommended spares required for normal operaton of the pumps for
two years is as follows and these spares to be provided/supplied by the bidder along
with supply of pumps:

1.Complete one set of double mechanical seals


2. Complete one set of "O" ring set.
3. Complete one set of Gasket
4. One set of bearing (drive and non drive end)
Vendors to note that the cost of minimum recommended spares as per above list will be
included in Total cost of the Pump.
