To decrease funding in medicare and distribute funds to evenly support all demographics.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Medicare Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Medicare accounted for 16 percent of total spending on health and grew 11.0 percent in 2014 to $495.8 billion.
2) Medicares financial problems affect the entire budget, and are largely responsible for projected increases in
federal deficits.
3)Almost half (40 percent) of middle-class Americans without a written retirement plan say they haven't planned for
retirement because they are too focused on "current financial obligations."
4) Medicare spending is increasing at an unsustainable rate, faster than our economys rate of growth.
5) According to data from cases, there are provider access problems, and misinformation and marketing misconduct.
6) Millions of Americans are in danger of not having enough money to maintain their standard of living in retirement.
7) Costs are projected to grow at approximately 5.4 percent every year for the next decade, and to hit $1 trillion in the
early 2020s.
8) Outright fraud and abuse costs Medicare $70 billion every year.
9) Overage denials for medical services are the most prevalent reasons for disenrollment.
10) All American workers are required to pay 2.9 percent of their annual wages, salaries, and compensation in
Medicare taxes
11) Medicare's projected funding hole is estimated to be four times greater than Social Security's.
SECTION 3. STATUTORY LANGUAGE
A) The Medicare Act of 2016 shall hereby increase the age of any individual who may apply for social security from
65-70. This will encourage people to work longer and will lower the burden medicare has on taxpayers in this
economy. Race, gender, or any sexual orientation will have no effect on this clause, everyone will be treated equal
and receive the same fair benefits.
B) This new change will be overseen by the department of Health/Human Services and they will enforce this new
act. Congress will be in charge of this adjustment regarding finances.
C) Any American citizen caught committing fraud/breaking the law against this Medicare/ Social Security act shall
be fined up to $25,000. And if this convicted individual fails to come through with the payments they will be sent to
trial for fraud and could be sentenced up to 10 years in prison if found guilty by the court of law.
