WithaPresidentialrace,25localmeasuresand17statemeasuresontheballot,weknow
voting can be an overwhelming experience this year. However, we hope that it will not
preventyoufromcastingvotesonimportantdecisionsimpactingourCity.

If you will be voting by mail, ballots must be postmarked, or date stamped by a delivery
company, before or on Election Day, Tuesday, November 8 and received by the
DepartmentofElectionsnolaterthanMonday,November14.Inaddition,theDepartment
asksthatvotersfoldeachballotcardseparatelybeforeinsertingthecardsintothereturn
envelope to prevent the ballots from getting jammed in mailsorting and ballotopening
equipment.

Ifyouwillbevotinginperson,youcanvoteearlyattheCityHallVotingCenter,whichwill
beopenweekdaysfrom8:00am5:00pmandtheweekendbeforetheelection(November

WestSunsetPlaygroundRenovationUpdate

WestSunsetPlaygroundisundergoingrenovationsaspartofayearlongproject.The
contractorisworkingonthedemolitionportionoftheprojectwhichincludesremovingold
chainlinkfencing,bleachseatingandbaseballbackstops.Thenextphaseoftheproject
includesrepairingallthefailingconcretewallsandbleacherseatingareasaswellasawater
proofingtheseareas.Inthenextmonth,thecontractorwillstartworkontheinstallationof

thenewirrigationsystemonalltheathleticfields.Theprojectisanticipatedtobecomplete

Itsthemostwonderfultimeoftheyearwiththereturnofour4thAnnual12DaysofKittens
eventinourKittyHallofficeatCityHall,Room264!Everyyear,wehostfelinefriendsin
our office to promote the work of San Franciscos Animal Care & Control (ACC) and to
encourage adoption of animals rather than purchasing them. Visitors are encouraged to
stop by between the hours of 10:00am and 5:00pm, bring donations of pet food and
supplies(i.e.oldlinens,carriers,litterboxes),makeapledgetosupportACC,andadopta
new friend. The 12 Days of Kittens with start on November 28th and ends on

LakeMercedWestProposal

On October 20th the Recreation and Park Commission selected a new partner to
provide recreation on the western shores of Lake Merced, the former site of the
PacificGunandRodClub.LakeMercedRecreationisplanningtoofferanumberof
new amenities and recreational opportunities to the public at the 11acre site,
including kayaking, paddle board rentals, picnic sites, yoga, food and beverage,
community gardens, an athletic field, fishing, among other activities. First
recreational improvements are expected to be at the site by 2018 with the final
improvementsdeliveredby2020.

UpdateonOfficerInvolvedShooting

ActingSFPDchiefToneyChaplinspeakstoattendeesattownhallonofficerinvolvedshootingonOctober20,2016.

OnFriday,October14,SanFranciscoPoliceDepartment(SFPD)officerKevinDownswas
shotintheheadafterrespondingtoanincidentatLakeshorePlaza.SFPDandotherlaw
enforcement agencies then tracked down the suspect, who ran through Stern Grove.
AccordingtoSFPD,thesuspectrefusedtosurrenderhisfirearm.Officersthenfoundthe
suspect by Edgewood Center for Children & Families and shot the suspect, identified as
NicholasMcWherter,whowastransportedtoSanFranciscoGeneralHospital.Thesuspect
then passed away from his injuries. Our office would like to thank SFPD and the many
partneragenciesforthequickmobilizationandresolutionoftheincident.Nobystanders
were injured during the altercation. As recommended by the Blue Ribbon Panel on
Transparency, Accountability, and Fairness in Law Enforcement, SFPD held a town hall
meetingonThursday,October20attheScottishRiteMasonicCentertoprovideupdates.
There are four investigations currently ongoing of the officerinvolved shooting by the
Office of Citizen Complaints, the District Attorneys Office, and the SFPD. SFPD is also
working to improve their partnership with the Department of Public Health to address
mentalhealthissuesearlieron.

Each year, our office hosts a field trip for Sunset District Principals and PTA
Presidents. These field trips give us an opportunity to discuss issues related to all
Sunset District schools and share with each school potential learning opportunities
forstudents.Inyearspast,wehavevisitedtheExploratorium,TheGardenProject,
andtheDisneyMuseum.Thisyear,webroughtourschoolleaderstotheChildrens
Creativity Museum (CCM). CCM is an innovative art and technology museum for
children of all ages. On our visit, CCM brought us to their animation lab where we
learnedtheartofClaymation.Fromcreatingacharacterusinggutsclaytochoosing
a background and snapping dozens of photos for a mere six seconds of film, our
school leaders had a great time getting creative and exploring the museum. Aside
fromtheanimationstudio,CCMalsohasaninnovationlab,techlab,imaginationlab,
musicstudio,andsomuchmore.

NoBurn Season at Ocean Beach starts on November 1 until the last day of April.
Duringthistime,nobeachfiresareallowedatOceanBeach.Fireringswillberemovedor
affixedwithlockedlids,andthoroughcleaningofthebeachwillstartonthefirstdayofNo
BurnSeason.Duringthewinter,thepollutionfromburningcanreachharmfullevels.The
goal of the NoBurn Season is to avoid burning during the Bay Area Air Quality

youthforumheldlastmonthattheOrtegaBranchLibrary.Participantsdiscussedvariousissues,andwere
particularlyinterestedinhowtoincreasecivicengagementamongtheirpeers.Theirsuggestionsincluded
improvingsocialmediaoutreachandworkingwithourlocalschoolstohaveyouthliaisons.

Our office will continue to work with Joshua to engage local youth around important issues in our
community. Youth who are interested in being more involved with our office and Joshuas work on the

UpdateonIrvingStreetscape
ImprovementProject

YoumighthavenoticedthechangesonIrvingStreetaspartoftheIrvingStreetscape
improvementproject.Sofar,thesewerrepairandreplacementhasbeencompleted
onIrvingStreetfrom19thto48thAvenues,aswellas45thAvenuefromLincolnWay
toIrvingStreet.Inaddition,PublicWorkshascompletedcurbramps,curbandgutter
installation, bulbout installation, sidewalk replacement, tree installation, and
installingnewstreetlightsfrom19thto27thAve.

Remainingworkforthestreetscapeincludes:rebuildingtheIrvingStreetroadwayin
variouslocationsbetween19thand27thAve,repavingtheroadwaywithnewasphalt,
installationofmetalgatewayfeaturesat22ndAvenue,andinstallationofdecorative
crosswalks and roadway striping. Public Works will stop the construction in the
commercialareafrom19thto27thAvefromThanksgivingtoNewYearsDay.After
theNewYear,thePublicWorkswillfinalizeanyremainingitemsandisplanningto

The9thAnnualNeighborhoodEmpowerment
NetworkAward

The Neighborhood Empowerment Network (NEN) is an ongoing alliance between


residents,neighborhoods,foundationsandacademicinstitutionthathasagoaltosupport
theempowermentofresidentsandcommunitieswiththecapacityandresourcestobuild
strongresilientcommunities.TheNENAwardsarededicatedtoelevatingandcelebrating
thetremendousworkthatresidentsandorganizationsdoeverydaytomakeourCityagreat
place to live. There are a number of different NEN categories, ranging from Best
NeighborhoodWatchGrouptoBestComebackNeighborhoodoftheYeartotheInvestin
Neighborhoods Project Grant. Nominees will be awarded at the 9th Annual Award
CeremonyonJanuary27th,2017atCityHallat6:00pm.Nominationsaredueat5pm

JudahStreet.InlateSeptember,Harryheldanopenhouseathisstoretoaddressthe
communitysconcernsandshareinformationoneffortshehasmadetoimprovehis
store and the surrounding area. Residents expressed concerns about public safety,
panhandling,alcoholconsumption,andcleanliness.

Harry has already made several improvements. He ensures that at least two
employeesareworkingatalltimessothatoneisavailabletostepoutifneededand
address loitering. He has also ceased the sale of inexpensive, malt beverages. As a
resultofhisefforts,hereportsthatcallstotheSanFranciscoPoliceDepartmentfrom
hisstorehavedroppedsignificantly.Harryandhisteamarecommittedtominimizing
negative impacts on our community, and he welcomes neighbors to come into the
storeandtalktohimpersonally.

Harry will also be working with the 7Eleven corporation to improve the building.
Newsignagewillbeinstalled,andhewillalsoberelocatingthetrashreceptaclestoan

Lassiter.BerniceisoneoftheoriginalownersofPollyAnnIceCream,andmovedtoSan
Franciscowithherfamilyin1939.BerniceattendedAptosJuniorHigh,andwasamember
ofthesecondclasstobeginatAbrahamLincolnHighSchool.Allfourofherchildrenalso
attended Lincoln H.S. After high school, Bernice worked at the telephone company until
phonesturnedautomaticdial.In1954,sheboughtthehomesheresidesinon39thAvenue.
ShepurchasedPollyAnnIceCreamParlorwithherhusbandin1959andoperatedituntil
1967.Underherownership,PollyAnnIceCreambecamefamousfortheirunusualflavors
andespeciallythebigwheelofflavorsthatcustomerscanspintohelpthemchoosetheirice
cream.

Bernice was also instrumental in the rebuilding of the Ortega Branch Library, and she
helpedraisemoneyfromsupporters.BerniceisafanoffellowSunsetresident,ChrisIsaak
shehasbeento9ofhisconcerts.ChristhinkshighlyofBerniceandreferstoherasMiss
PollyAnn.BernicehasdedicatedagreatdealofhertimetoherworkatGraceLutheran
Church,andinparticularwiththeGraceInfantCareCenter,runbyherbestfriend,Pamela

San Francisco SAFE groups and NERTcertified residents in the Sunset District are
invitedtoparticipateinapilotprojectasapartofourResilientSunsetefforts.Under
thispilotproject,participantsmayreceivefreeemergencysupplybinsforstoragein
theirgarage,alongwithafewemergencypreparednesssupplies.Thebinshavebeen
made in partnership with Recology, and they are the same size as your receptacle
