I.

SITUATION

According to the DDBs 2015


National Household Survey, there
were around 1.8 million drug users in
the country wherein 38.36% of which
are unemployed. In 2015, PDEA
reported that 26.91% or 11,319 out of
the countrys 42,065 barangays were
drug affected (mostly in urban
areas), A barangay is said to be drugaffected when there is a determined existence of drug user, pusher,
manufacturer, marijuana cultivator or other drug personalities regardless of
number in the area. On record, NCR has the highest rate of affectation with
92.96% of the region's barangays, followed by CALABARZON at 33.78%.
Based on PDEAs 2015 arrest data, methamphetamine hydrochloride
or shabu (90%) reportedly tops the list of most abused illegal drugs, followed
by marijuana and costly party drugs like cocaine and ecstasy.
The afore-cited statistical
data is indicative of the worsening
drug problem that has victimized
mostly the underprivileged and
impoverished sector of the society.
Although much has already been
done and accomplished in the
national campaign to eradicate
illegal drugs, yet the problem persist
and it continues to breed social ills. Apparently, the quest to go after high
level drug traffickers, the government seems to have overlooked the
worsening drug problem at the grassroots level.

From January 1, 2016 to July 6, 2016, a total of 723 positive AntiIllegal Drug Operations were conducted wherein 290 operations were
conducted through Buy Bust Operations; 337 operations through the
implementation of Search Warrant; 79 operations/ caught In Flagrante
Delicto and 17 through Checkpoint Operations.

The total number of Anti- Illegal Drug Operations resulted in the arrest
of 918 Drug Suspects wherein 662 were classified as Pushers/ Users; 196
were Users ; 10 were Minors (properly turned- over to DSWD after
documentation) and 63 were at- large. Of the total number of arrested drug
suspects, 128 were listed in the Stations Top 10 Drug Personalities; 155
were included in the Stations Watch List of Drug Personalities; 21 were
Drug Group Leader/ Member while 627 were classified as Others (Not
Listed).

During the past 6 months of relentless Anti- Illegal Drug Operations of


Quezon PPO, a total of 1.31 Kilograms of Shabu; 156.54 Grams of
Marijuana and . 537 Grams of Cocaine were all confiscated with a total
Dangerous Drug Board Street Value of Php 15, 474, 480.13.
Additionally, a total of 81 Assorted Firearms were also confiscated to
include 568 pieces of Live Ammunitions of different calibers; 7 Bladed
Weapons; 18 Grenades; 22 different Firearm Magazines; 3
Motorcycles and voluminous Drug Paraphernalia.

From June 23, 2016 up to the early morning of July 4, 2016, Quezon PPO
recorded 20 Murder incidents (Shooting) wherein all victims were found
out to be involved in the illegal drug trade and included in the respective City/
Municipal Top 10 Drug Personalities or City/ Municipal watch List of Drug
Personalities.

For the span of six (6) months the Quezon


Police Community Relations Revitalized Campaign
Against Illegal Drugs was able to come up with 42,
800 IEC Materials, 8 Posters, 280 Radio Guestings,
61 Coordination of CADAC/ MADAC/ BADAC, 19, 862
Dialogues; 10, 450 Lecture Seminars, 53 Unit
Accomplishments Posted on FB and Twitter and 1, 148 PICE.

B. UPDATE IMPLEMENTATION

Upon the implementation of the Six (6) Months Anti- Illegal Drug
Operations Campaign various Inter- Agency and Sectoral Cooperation was
conducted a total of 1, 2383 Inter- Agency and Sectoral Cooperation
was made that includes 1 PADAC; 39 MADAC Reorganization/Strengthening,

For the Multi- Agency and Sectoral Activities, there were 3, 030 number
of Drug Personalities; 45 Oplan TOKHANG Coordination conducted with 45
Drug Personalities visited and 6 Drug Personalities Processed and
Documented. Also a total of 65 School Based Seminar and Symposium; 2 Anti
Illegal Drugs Summit; 43 Kapitbahay Ko, Bantay Ko, 65 Pulis Konek and 45
Reformation and Reintegration for Surrenderees was conducted.

From July 1- 6, 2016, Vigorous Operations by Identifying/ Locating and


Neutralizing targets were conducted wherein 13 operations were conducted
through Buy Bust Operations and 21 operations through the implementation
of Search Warrant.

For the Internal Cleansing, there were 5 Counter Intelligence Operations


conducted and 27 Cases were handled by the police. 115 Police personnel
undergone random drug testing, 303 personnel undergone mandatory drug
testing with 1 positive drug result.

III.

ISSUES AND CONCERNS


Inactive BADAC/MADAC
Insufficient lgu support in the campaign against illegal drugs;
Lack of financial resources to sustain the implementation of initiative as
campaign against illegal drugs;
Limited investigative and surveillance equipment;
Lack of interest of the community on anti- crime activities;
Insufficient number of personnel with drug related trainings;
Lack of political and religious interventions
Limited support from the prosecution in the preparation of criminal
complaint;
Limited
consideration
from
the
prosecution
in
the
submission/presentation of other evidence;
No rehabilitation center in the province.
