REVISED IMPLEMENTING RULES AND REGULATIONS OF THE NATIONAL
SERVICE TRAINING PROGRAM (NSTP)
Pursuant to Section 12 of Republic Act No. 9163 otherwise known as the National Service
Training Program (NSTP) Act of 2001, the Commission on Higher Education (CHED),
Technical Education and Skills Development Authority (TESDA), and Department of National
Defense (DND), in consultation with concerned government agencies, the Philippine Association
of State Universities and Colleges (PASUC), Coordinating Council of Private Educational
Associations of the Philippines (COCOPEA), Non-Government Organizations (NGOs) and
recognized student organizations, hereby jointly issue, adapt and promulgate the following
implementing rules and regulations in implement the provisions of the Act

Republic Act 9163 is an act showing the National Service Training Program (NSTP) for
College students. Its short title is "National Service Training Program (NSTP) Act of
2001."It was passed by the House of Representatives and the Senate of the Republic of
the Philippines on December 19, 2001. It was approved by Philippine President Gloria
Macapagal-Arroyo in January 23, 2002. What is NSTP " It is designed to enhance the
youth's active contribution of the general welfare." or for short it is a program to train us
college students to develop our service in helping of others and to show the love for
ones country. In doing so there is three training programs and these training programs
are Reserved Officers Training Corps(ROTC), Literacy Training Service(LTS), Civic
Welfare Training Service(CWTS). Reserved Officers Training Corps (R.O.T.C)
ROTC is a training program for college students that aims to provide military education
and to prepare student for emergencies in a community. Literacy Training Service(LTS)
LTC is a program designed to enhance the children numerical power in preparation
towards their mathematics lessons. Like giving activities in order for the children to

develop their interest in mathematics and to provide assistance to students for them to
understand the concept of mathematics better. Civic Welfare Training Service(CWTS)
CWTS is a program that help people in a community or some facilities. Like community
service or Run for a cost and other social welfare services.

REPUBLIC ACT 9163 OR NSTP


Republic Act 9163 is an act establishing the National Service Training Program (NSTP)
for tertiary level students. Its short title is "National Service Training Program (NSTP) Act
of 2001."It was passed by the House of Representatives and the Senate of the Republic
of the Philippineson December 19, 2001. It was subsequently approved by Philippine
President Gloria Macapagal-Arroyo last January 23, 2002.The implementation of RA
9163 commenced in School Year 2002-2003.
What is meant by the National Service Training Program?
The National Service Training Program (NSTP) is defined under Republic Act No. 9163, section 3, as
a program aimed at enhancing civicconsciousness and defense preparedness in the youth by
developing theethics of service and patriotism while undergoing training in any of its threeprogram
components.
How can NSTP enhance civic consciousness and defensepreparedness?
Since NSTP is training, civic consciousness can be enhanced by doingcommunity
immersion which is an integral part of Civic Welfare TrainingService (CWTS) and
Literacy Training Service (LTS) while defense preparedness is enhanced through the
Reserve Officer Training Corps(ROTC)
