Vizcaya -The provincial
government here is expected
to receive more than P67
million from OceanaGold
Phlippines, Inc. (OGPI) as
payment for its Real Property Taxes (RPT).
Lawyer Voltaire Garcia,
provincial legal officer, said
the amount represents
OGPI's RPT payments for
the year 2015 and 2016.
The provincial government is also waiting for the
court's decision on the interpleader case filed by OGPI
regarding its payment of
more than PHP29 million
and more than P33 million
as RPT payments for the
years 2013 and 2014.
The sudden payment
of OGPI's RPT to the province excludes the RPT for
2013 and 2014 because it is
under protest. So with this
agreement, we are expecting
a continuous payment of
their RPT to the provincial
government, Garcia said.

He said that the RPT


payment of OGPI has been
realized after the company
agreed to a Memorandum of
Agreement (MOA) with the
provincial government.
Garcia said the MOA
requires OGPI to pay its RPT
for 2015 to 2016 and onwards while there is an interpleader case filed including the mining firm's acceptance of sole responsibility
to deal with matters that may
arise should there be an opposition move from Quirino
province.
According to Garcia,
OGPI's sudden move to
settle their RPT payments
might have been triggered
by the directive from the
Department of Environment
and Natural Resources
(DENR) why the mining
firm should not be suspended.
OGPI is one of the mining companies included in
the list of mining companies
of DENR to be suspended

after a recent conduct of


audit of all mining companies in the country.
Garcia also said the
mining firm might have been
informed of the plan of the
provincial government to
implement administrative
remedies due to its tax delinquencies that will lead to
the auction of their properties based on the provisions
of the Local Government
Code.
This move was also
supported by the provincial
board who will authorize
Provincial Treasurer Rhoda
Moreno for this purpose,
he said.
OGPI operates its gold
and copper mining project
in barangay Didipio in
Kasibu town while it is being opposed by villagers,
anti - mining advocates
and local officials.

Munggo seeds for wet season available soon


SAN MATEO, Isabela A mongo seed variety which is
suitable for the rainy season will be available soon here,
Municipal Agriculturist Emiliano Camba recently said.
Munggo, locally known as balatong, is grown
shortly before the onset of the summer season when the
soil still holds substantial moisture.
Camba said the new seed variety, which will come from
the towns demonstration farms, will be distributed for
farmers soon who ventured in munggo production as
additional income source.
He said the only seed variety planted by farmers here

now are the drought resistant variety which is suitable


during the dry months.
The new seed variety is expected to increase the
towns annual munggo production which is now touted as
the countrys munggo capital, Camba said, encouraging
more farmers to consider alternate cropping of munggo to
keep them from being idle after the cropping season.
Besides its economic value, Camba added that munggo,
according to experts, is one of the most nutritious foods,
being a source of protein, calcium and iron. Merlito G.

The basic tax will be shared as follows: 40 percent
for the local government of Kasibu, 35 percent for the
provincial government and 25 percent for the barangay.
The SEF likewise will be divided into 50 percent share
for the provincial government and 50 percent for Kasibu
town.
Earlier, the provincial government, backed by the
villagers, anti-mining adovcates and groups in the province have asked DENR secretary Gina Lopez to stop the
on-going operation of OGPI because of its alleged human rights abuses and violations of environmental laws,
rules and regulations.
Lopez responded by issuing the conduct of mining
audit among all companies in the country which included

Disaster Risk Reduction
and Management Council
(PDRRMC) here recently
acquired six units of
aluminum rescue boats to
beef up their capabilities
to respond to water rescue
operations in the province.
Bonifacio Cuarteros,
disaster risk reduction and
management officer, said
the procurement of
additional rescue boats
worth P8 million was
funded by the provincial
government.
Each boat has a 4stroke 60 horsepower
motor which is durable in
flood search, on-thewater incidents and other
similar
rescue
operations, Cuarteros
said.
He said the six

additional rescue boats


will be deployed in the
provinces four cluster
centers: Sanchez Mira for
the northwestern side,
Buguey
for

northeastern side, Lal-lo
for the extreme north area

TUGUEGARAO CITY, Cagayan - Amid increasing incidents of carnapping here, Mayor Jefferson P.
Soriano urged the city law makers to fast track the
passage of the proposed chain-lock system ordinance
here.
Soriano, in a public hearing on peace and ORDER
situation here, said there was already an ordinance
proposed by former city councilor now Board Member Rosauro Resuello mandating all motorcycle owners to have their vehicles chain-locked when parked.
Aside from the city polices counter measures,
we still want to push for the enforcement of the chainlock system ordinance as an effective measure to prevent motornapping incidents, the mayor said.
Police Supt. Jessie Tamayao, city chief of police,
said motornapping is one of the issues of the city
police following the series of incidents even in the
past years.
Tamayao said that based on their records, most
of the stolen motorcycles were parked unattended
without locks in front of the victims houses or at
public places and were sold at a VERY LOW PRICE.

Nanguilatan, Penablanca kamakailan ay wala itong kabuluhan kung hindi mapapanagot

(DSWD) regional office has lined up various activities to highlight this years Regional Family Day of the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in
the Cagayan Valley Region.
Ponciana P. Condoy, DSWD regional director, said the family day celebration is
observed each year which coincides with the celebration of the National Family Week.
The celebration, she said aims to bring together the families of the 4Ps beneficiaries in one event and share the positive changes brought by the program to their

include family games, product demonstration, zumba dance, and promotion of other

A likely yellow event afoot


THE Liberal Party and members of the yellow horde are jumping
in anticipation for the likely visit of the United Nations Special
Rapporteur Agnes Callamard to probe reported extrajudicial deaths
and the mob expects to use the occasion to fuel what is up to now
a lost cause which is the ousting of President Rodrigo Duterte.
Callamard said that she is merely waiting for confirmation by
official channels of the invitation letter that Executive Secretary
Salvador Medialdea had addressed to her.
One of those aching for the
UN probe is Sen. Leila de
Lima, for obvious reasons,
since it will provide the
needed breather as the trail in the probe on the drugs trade inside
the New Bilibid Prisons all leads to her and will likely go up to
higher yellow entities during the previous administration.
Since last month, de Lima has been egging the government to
issue an invitation to Callamard, who appears to have been already cooped by the yellow mob on the state of Dutertes antinarcotics campaign.
The Palace, through its invitation letter, encouraged Callamard
to also look into the deaths in the ranks of the police and not only
the drugs offenders. Such a request, however, may not be feasible
since the past probe conducted UN Special Rapporteurs consider
extrajudicial killings outside police or military operations while
police deaths were mostly the result of clashes during raids.
The New York-based international human rights group Human
Rights Watch (HRW) which had shown bias in favor of de Lima,
even demanding that the Senate reinstate her as chairman of the
committee on justice and human rights from which she was earlier booted out, has urged the UN to take in Matobato as a witness.
During his Senate testimonies, Matobato already proved himself a tainted witness due to his conflicting statements that appeared to have come out of a script.
HRW cited the detailed testimony of Matobato including his
claim on the alleged killings of around 1,000 people in Davao City
during Dutertes term as Mayor.

Has change come to Rody?


At the moment, it seems and
feels like change has come to
President Rodrigo Duterte.
Based on news reports on his trip
in Beijing China, Rody was fairly
diplomatic and with the usual
cuss words absent in whatever
he said for public consumption,
such as not breaking his ties with
the United States, as well as
China and any other country, and
stressed taht he will respect
whatever treaties have been
signed earlier.
This can translate to stating
that he is not breaking military
ties with the US, but will not
have military ties or agreements
with China or any other country.
He said as much earlier.
His latest statement can also be
taken as his explanation for his
independent foreign policy for
the Philippines. But despite honoring the existing treaties and
agreements, he also makes clear

that he will not be dictated upon


by any country on military moves
from another country with trade
and economic ties to the country.
A former Reagan aide, as
quoted in the New York Times,
said that due to President
Dutertes continuous tirades
against the United States, it
would be better for Washington
to let go of the Philippines as an
ally.
Former White House adviser
to the late US President Ronald
Reagan, Douglas Bandow said
the Philippines does not deserve
US assistance anymore due to the
Philippine Presidents unpredictable foreign policy.
President Duterte is not a reliable ally. The United States
should not allow such an unpredictable regime to be a trigger for
war, Bandow said.

with China, the US will have the
advantage of a shorter distance to
hit China. Besides, for the elucidation of Bandow, it isnt the

war against China, but the US
that does.
Bandow is also dead wrong
when he states that the Philippines, long subsidized and defended by America shows such
ostentatious disrespect and that
Rody should not be treated like a
co-equal and ally if he doesnt

This is a really tough section of scripture to understand if we dont have some
background. The Apostle Paul had made a commitment to come visit the Corinthians,
but then he changes his plans and doesnt His detractors accuse him of being
untrustworthyfickleIf we cant trust him with something like this how can
we trust his message about God?!!!
But heres the backgroundHeres the situation that changed his plansor at
least the timing of his plans to visit.

One of the greatest lies of the evil one is you can believe in Jesus and not be
different from the world and still go to heaven. That you can give Jesus your life
and keep it at the same time Its a leaven that still affects the Church to this day.
And its in the midst of this situation that Paul had planned to visit Corinth and
Paul isnt afraid to deal with this sin or this sinful situation but if he comes to them
now it will involve a season of rebuke He would make their comfort zone really
uncomfortable His plans were to visit them on his way to Macedonia and then also
on his way back but he didnt because:
I. MINISTRY INVOLVES GODS TIMING NOT OURS. It seems Paul visited on his
way to Macedonia and that visit involved him dealing with division in the church,
worship services that had people meeting as cliques and getting drunk. It involved
this sexual sin and an apathetic tolerance of it by its leaders and people. Paul tried to
mend matters, but instead this visit nearly broke his heart.
Ministry always involves people and people are messy the hardest part of ministry is we cant fix people. No matter how much God loves them or we love them. They
can still choose to do destructive and unhealthy things inside the church and outside
of it. We all like sheep go astray. How long we stay astray or if we return to the Great
Shepherd depends upon Gods grace and each of our response to it.
Ministry involves trusting Gods timing when it doesnt fit ours. This part of
ministry absolutely broke Pauls heartand it absolutely breaks mine. I wrote you
out of great distress and anguish of heart and with may tears not to grieve you but to
let you know the depth of my love for you. (2 Cor. 2:4)
There are three truths we see here concerning Gods timing
1. We need to communicate our broken hearts to those we love. Paul doesHe
speaks the truth with love. He shares with those he loves what their actions are
doingbut he also shares how much he loves themand thats why it hurts so bad.
His words dont come from angry judgement They come from wounded brokenness.
Anger is an easy emotion to tap into.We can use it to control and frighten
those whove hurt usGrief is harderit makes us vulnerablePaul and each of us
know about angerbut in this circumstance he chooses to communicate his broken
heart.
2. The expectations we have for believers and non-believers shouldnt be the
same. Im not sure why when we become believersdisciples of Jesus, that many of
us then begin to judge lost peoplehurting people, with the same standard we would
use for Spirit filled Christians. This doesnt mean we condone sinful behavior or
say its okay. But why would people living in the world, outside of Christ be any other
way? Can we have relationships with lost people that allow the light of Christ to shine
in their darkness? If not, then we will never be what Jesus transformed us to be.
But if someone claims to be a believer and they continually live like the world,
make an ongoing sin, whether its sexual immorality, or gossip, their
lifestyleexpectations are different if they dont changechange your location and
your relationship. The hope is always repentance and godlinessbut if you allow
this leaven continually in your life, you will become like them. Be kind, but dont be
buddies! Paul wrote earlier to these same folks.

5ID strengthens relief operations for typhoon victims in Region 2

The 5th Infantry Division (5thID) fortified its efforts to assist in disaster relief operations as it opened its doors to
ABS-CBN Sagip Kapamilya to ensure the distribution of
relief goods to victims of Typhoon Karen and the incoming Typhoon Lawin.
Brig. Gen. Paul T Atal, D.P.A. AFP, Commander, 5ID
immediately advised the Office of the Assistant Chief of
Staff for Civil Military Operation, G7, to provide storage
for 250 sacks of food packs from ABS-CBN to be
prepositioned at the 5thID Headquarters, Camp Melchor F
Dela Cruz, Upi, Gamu, Isabela on October 18, 2016.
The storage of the food packs in the headquarters is
part of the 5th IDs efforts to ensure that relief goods are
ready for distribution as typhoon victims would need
them. This as Northern Luzon was recently bashed by
Typhoon Karen, causing damages to crops and infrastructures.
The relief goods are also part of the preparation for

the incoming Typhoon Lawin, a possible super typhoon


which was reported to hit Cagayan province on Thursday according to PAGASA.
The purpose of
prepositioning the goods at 5 th ID is to support the
governments Humanitarian Assistance and Disaster Response (HADR) efforts in Region 2.
The relief goods will be under the safekeeping of G7,
5thID and will be utilized jointly by the Philippines Armys

5th Infantry Division and ABS-CBN to augment government resources in times of calamity, particularly for the
Disaster Risk Reduction Management (DRRM) operations
for Typhoons Karen and Lawin.
Atal ensured ABS-CBN that the items are secured
and will be guarded for the benefit of the people. He added
that the Star Troopers are ready anytime to help them in
distributing the relief goods for the intended recipients.

of Republic Act 3601, the
mandatory collection of
irrigation service fees
(ISF) by the National Irrigation Administration
(NIA) would still in effect.

which allows NIA to collect ISF from the users of
the irrigation systems to

NAGTIPUNAN, Quirino - Typhoon Karen hit so hard the provinces of Aurora and Quirino
leaving scores of damages on household and agricultural products such as corn, rice and
banana plantations in a vast vegetation along Nagtipunan, Maddela and nearby
