W/WW ENGINEERING SERVICES COORDINATOR

EXEMPT

General Statement of Duties: Performs intermediate professional work serving as primary liaison between
Water and Sewer Services Department, developers, and other customers requesting the provision or extension of
water and sewer services both inside and outside the corporate limits of the City of Johnson City. Oversees and
coordinates work of individuals responsible for tap installation; does related work as required.

Distinguishing Features of the Class: Work in this class involves the responsibility for assuring that new
and existing requests for service are processed in a timely manner and conformed to the regulations of the water and
sewer system and Tennessee Department of Environment and Conservation. Employees in this class typically
perform duties requiring considerable knowledge of planning principles, engineering principles, and field practices. In
addition, the oversight of individuals facilitating new connections and inspection of work within the system will be
performed. Work assignments require substantial independent judgement and ability to make technical decisions.
Close coordination with the Line Maintenance and Construction Division Leader is expected and required.

-serves as a primary contact between the Water and Sewer Department and developers, providing interpretation
information, advice, and assistance to developers where needed;
-serves as a primary contact between the Water and Sewer Department and individuals/groups/firms seeking
information for the extension or connection of services providing interpretation, advice, and assistance where needed;
-processes and reviews site plans of subdivisions, water and sewer extension requests, new service connection
requests, etc. and provides advice to developers, builders and the general public;
-conducts field reviews, prepares cost estimates and revenue analyses;
-attends applicable professional meetings to enhance the Citys relationship with the various stakeholder groups;
-provides, reviews and, if necessary, sizes of water meters and service connections to ensure efficient metering
practices and revenue collection;
-advises the Water/Wastewater Director and other City officials on the effectiveness of current regulations and
procedures and make recommendations for change as necessary to become more user friendly;
-provides a liaison with the engineers involved with a detailed hydraulic review of plans and processes;
-reviews building plans for compliance with department procedures on metering, line sizing where appropriate;
-initiates and maintains system of notification;
-attends all Johnson City Regional Planning Commission meetings;
-attends various County Planning Commission meetings as required;
-acts as a liaison between the department and various county and City building officials;
-performs related tasks as required.

Required Knowledge, Skills and Abilities: Thorough knowledge of water system design, operation,
including the relationship between the provision of water and sanitary sewer service and development needs;
thorough knowledge of civil engineering principles, surveying; thorough knowledge of municipal public works
construction and maintenance requirements associated with streets, sanitary and storm drains, right-of-way
maintenance; ability to establish positive working relationships with developers and builders, municipal officials, and
the general public; ability to speak fluently before public authorities. Extended periods of sitting at a workstation or
desk interrupted by field observation and review. Manual dexterity to work efficiently on computer keyboard for data
entry. Ability to speak clearly.
Acceptable Experience and Training: A Bachelors degree in construction technology, environmental
health, or related field and considerable experience in subdivision development procedures and water and sewer
system installation and operation; or any equivalent combination of experience and training that provide the required
knowledge, skills and abilities.
Other Requisites: From time to time the incumbent may be assigned special duties by a superior or, on a
temporary basis, may be asked to assist other employees occupying a different position. This job description should

Physical Requirements: Task involves frequent walking, standing; some lifting and carrying objects of
moderate weight (12-20 lbs.); and/or the operation of vehicles, office, shop keyboard, or hand tools in which
manipulative skills and hand-eye coordination are important ingredients of safe and/or productivity operations.
Environmental Requirements: Task is regularly performed without exposure to adverse environmental
conditions (e.g., dirt, cold, rain, fumes). Task may require infrequent exposure to adverse environmental conditions.
