I. INTRODUCTION
The Philippine pharmaceutical industry is one of the vital sectors in the economy. As in all other
economies, there should always be an ample supply chain of drugs and medicines made available to
consumers in good quality and at reasonable and affordable prices. Through this, lives can be made
better or even saved.
The industry is engaged in the manufacture, distribution and wholesale and retail sales of medicines
and pharmaceutical specialties. The industry produces all forms of medicines and vaccines as, but
not limited to, tablets, capsules, powders/suspension, liquids, creams/ointments, fine liquid and
suppositories.
In the Philippine pharmaceutical industry, basic research in terms of extracting and producing raw
materials and chemicals from local sources is not present. While almost 90% of all drugs sold are
locally produced, the pharmaceuticals companies are mainly compounders, formulators and
packagers. Their establishments are engaged in the importation, repacking, marketing and
distribution of proprietary medicines and preparations.
As such investments along this activity are needed and being encouraged. As a support, the 2004
Investments Priority Projects of the Board of Investments (BOI), the manufacture of essential drugs
including herbal medicines and supplements, food supplements limited to the manufacture of
Vitamin A, iron and iodine and active substances of these drug has been included. This means
investments in these activities will enjoy incentive package under the BOI guidelines.
A. Product coverage
This demand survey covers all pharmaceutical import and export products (including active
ingredients, starting materials and formulations) classified under the heading 54 of the Philippine
Standard Classification Code and all import and export of natural products (including herbal
medicines). The complete product coverage is in Annex I for pharmaceutical products and Annex II
for natural and herbal products.

Products of the industry include all forms of medicines and vaccines that are useful in the
identification (diagnostic), prevention (prophylactic) and treatment (therapeutic) of illness or the
mitigation of disease symptoms.
The following are the classification of drug products:
Therapeutic class the more common therapeutic categories are analgesics, antacids,
antirheumatics, antibiotics, antidiarrheals, cardio-vascular preparations, cold/cough
preparations, dermatological preparations, vitamins/minerals and hypertensives.
Method of dispensing drug products are classified as either ethical (promoted only to
medical professionals and can be bought and sold only upon physicians prescription) or
proprietary (freely dispensed to the public and promoted over-the-counter).

Dosage form refers to the final form of a drug when it reaches the user. Examples are
syrups, injectibles, ointments, capsules, pills, tablets, powders, lozenges, solutions,
suspensions, mixtures, tinctures, elixirs, extracts, fluid extracts, emulsions, lotions, sprays,
aerosols and suppositories.
Dosage strength maybe purchased in various dosage strengths with the specific needs of
the patients.
Sources of basic raw materials maybe classified as synthetic-based, plant-derived, animalderived, vaccines and antibiotics and related fermented medicinal products.
To identify products under these sectors with high import potentials with sources of imports.
To identify companies which could targeted as potential suppliers especially in the natural /
herbal sector.
C. Methodology
In preparing this survey the methodology utilized is as follows:
1. Desk research on:
Statistical data on Philippine imports of pharmaceutical and natural products for the last five
(5) years.
Statistical data on Philippine exports of pharmaceutical and natural products for the last five
(5) years.
Existing data of the National Statistics Office, Bureau of Food and Drugs, Department of
Health, Bureau of Import Services, Board of Investments, and Bureau of Export Trade
Promotion, all of the Department of Trade and Industry.

The Philippine pharmaceutical industry cannot be considered a true drug industry since basic
research in terms of extracting and producing raw materials and chemicals from local sources is
absent. Most local drug firms are thus confined to: importing raw materials and finished goods in
bulk, formulating and processing these into various dosage forms, packaging finished products and
distributing drugs to drugstores, physicians, hospitals and other retailers.
Basic drug chemicals are not manufactured locally and about 80% to 90% of the raw materials of
the industry is imported, a situation which has persisted for the last few decades. Only minor
components such as sugar, flour, cornstarch, alcohol, glucose and glycerin are locally produced.
Aside from medicinal products, there are other imports, such as packaging materials, used by the
drug industry, which have added to high import costs. Imported packaging materials include
specialized items such as aluminum tubes and vial caps, glass vials, rubber droppers, intravenous
solution bottles, and ampoules. Only packaging materials such as bottle caps, foils and blister foils
are produced locally.
In view of this situation, prospective investors are being encouraged in the aforementioned areas to
enable the industry to be self-sufficient. Under the governments 2004 Investments Priorities Plan
(IPP), firms engaged in the manufacture of essential drugs (including herbal medicine and
supplements) listed in the current Philippine National Drug Formulary (PNDF) and active
substances of drugs are qualified to avail of fiscal and non-fiscal incentives as follows:
1. Fiscal incentives
Income Tax Holiday (ITH) a BOI-registered enterprise shall be exempt from the payment
of income taxes reckoned from the scheduled start of commercial operations as follows:

Exemption from wharfage dues and export tax, duty, import and fees;
2. Non-fiscal incentives

The economys performance in terms of Gross National Product and purchasing power, and
the resultant family and institutional budgets made available for medical care, including
pharmaceuticals;
The size of the population and its rate of growth, as well as disease incidence which
determine requirements for drug therapy;
The governments priorities and fiscal allocations for health, which define the level of
pharmaceutical sales to the public sector.
From the viewpoint of the market, the nature of the demands differ among the proprietary and
ethical segments:
Proprietary drugs are similar to consumer items in terms of the dynamics of demand. Endusers suffering from ailments not requiring professional medical care recognize their
condition (e.g. cough or cold), then purchase the proprietary products deemed most
appropriate.
The demand for prescription medicines is markedly different as it is not end-users but
medical professionals who decide on the choice of drug therapy. To comply with the
Generic Act of 1988, the physician provides the patient with a prescription containing a
drugs generic name and if desired, a recommended brand name. The pharmacist must
dispense according to the physicians prescription with regard to generic name. The patient,
is however, free to choose among various brand names with the same generic name or active
ingredient.
The Generics Act of 1988, an act to promote, require and ensure the production of an adequate
supply, distribution, use and acceptance of drugs and medicines identified by their generic names,
exerts a competitive influence between higher-priced branded drugs and lower-priced generic
products with the aim of lowering drug prices. However, there is still no marked evidence of
increased market share of generic drugs. Its share has constantly been placed at 8% notwithstanding
the 10% average growth of the total pharmaceutical market. The main reason cited is the perception
that lower prices may mean lower efficacy.

The countrys top 20 importers of pharmaceutical products are important business leads. The listing
on the countrys top importers of pharmaceutical products was generated using year 2002 data of
the Bureau of Import Services, Department of Trade and Industry and is presented in Table I below.
These companies could be potential buyers for pharmaceutical products. Contact information on
these companies and other top importers are provided somewhere in this report. (Annex III)

Philippine importers of pharmaceutical products and/or active raw materials generally prefer
sourcing from Europe and USA as some of them have had experiences of fluctuating quality levels
from other sources.
The Philippine International Trading Corporation (PITC), the trading arm of the government is
another potential buyer. PITC is presently importing mainly from India, pharmaceutical products
under the following therapeutic categories:

Anti-hypertensives
Non-steroidal anti-inflammatory drugs
Oral hypoglycemic/anti-diabetes agents
Anti-anginal agents
Anti-cholesterol agents
Bronchodilators
Anti-diarrheals
Anti-psychotics
Anti-epileptics
The pharmaceutical products are for most common ailments and diseases in the country. The prime
consideration is lower cost. The price list is in Annex IV for guidance of prospective suppliers.

Competition in the drug market is intense and dynamic and this is best seen in the large number of
competitors carrying various brand names and product lines.
Prices of pharmaceutical products in the Philippines are generally higher by as much as ten (10)
times, higher than in other Asian countries next to Japan. A significant factor contributing to the
generally high drug prices is the import-dependent nature of the industry. Another factor is due to
industrys dependence on marketing, advertising and promotions as tools to ensure steady sales.
Suppliers wishing to enter the Philippine market need to be able to prove quality at competitive
prices to gain considerable success. The easiest and fastest way to penetrate the market is through
acquiring a local partner who is already active in the industry. This partner has familiarity in
handling all aspects of the business. The Directory of Chamber of Filipino Drug Manufacturers and
Distributors presented somewhere in the report would be useful in finding local partners when
necessary.

Since the country is an archipelago, it is uneconomical and inefficient for most pharmaceutical
companies to distribute their products. Only a limited number of companies have their own
distribution network, the rest avails of the service of the professional distributors.
The pharmaceutical industry is profitable since there is very little price elasticity associated with
price increases. A patient will not change the demand for a product with a small change in price
when there are no close or available substitutes.
The long-term outlook is promising since demand for medicines and drugs is interdependent on the
demographics of the countrys population. The growth of the population (81.1 million in 2003) at
an annual average of 2.36% will surely cause an increased demand for drugs, along with the
prevalence of communicable and infectious diseases and the rising incidence of degenerative
diseases.
There is an emerging local market for herbal medicines/ food supplements. Initial estimate from the
industry players of the local market size is placed at US$ 40 million. The market is expected to
grow dramatically in the coming years. People take herbal medicines for a number of reasons: faith
in tradition, fear of artificial chemicals and attraction to anything that is billed as natural.
At present, imported herbal supplements proliferated and sold at mostly high prices in health shops.
Reported local sales from herbal are estimated to be from PhP 17 million in 2000 to PhP 27 million
in 2002. Annual average sales growth was from 30% to 70%. 1

The factors which are expected to contribute to the dramatic growth of the natural / herbal remedies
are:
The rising health costs and more focus on disease prevention rather than cure.
The growing healthy lifestyle and the consumer demand for all natural products as a way of
life.
The most common and lately most demanded herbal medicine/supplement product which is
produced locally is Ampalaya (Momordica Charantia) which the current sales is estimated at PhP5
million a day or translated to PhP 1.8 billion a year. This is attributed to its effectiveness for
lowering blood sugar. Some ampalaya products which are mixed with other herbals are sold in
capsules (crude extracts) and tea.
The other most common herbal personal care product is the Papaya ( Carica Papaya) based skin
whitening soap which is being sold by different companies. The skin whitening soap category is
worth at least PhP2 Billion a year and Filipinos buy as many as 200 million pieces a year. Again
this is attributed to the effectiveness of the herbal products and partly since many Filipinos wanted
to look fairer or white.
The Philippines has the potential to develop into one of the worlds largest growers of medicinal
plants, given the countrys rich biodiversity and long tradition of use and intimate knowledge of
herbal medicine. Five (5) percent of the worlds plant species can be found in the country. There are
13,500 plant species where 3,500 species are endemic. Around 1,500 were identified as medicinal
plants. 850 medicinal plants were discussed in a book, Medicinal Plants of the Philippines by
Dr. Eduardo Quisumbing (reprinted in 1978) and more than 200 medicinal plants with identified
phytochemical in a book, Philippines Medicinal Plants in Common Use: Their Phytochemistry and
Pharmacology (Michael L. Tan / AKAP 1980)
Only 120 medicinal plants have been scientifically validated for safety and efficacy of which 10
medicinal plants have been promoted by the Department of Health. The ten (10) are as follows:

Industry players in the pharmaceutical industry are classified into two (2), to wit:
(a) Drug establishments
Companies engaged in the manufacture, importation, re-packing and distribution of drugs and
medicines.

Toll Manufacturers

where registered drugs, chemical products, active principles, proprietary medicines or
pharmaceutical specialties and dental medicines, or veterinary preparations are compounded

supermarket and stores, drug outlets where registered non-prescription or over-the-counter
(OTC) drugs are sold in their original packages, bottle or containers or in small original
containers.

The concentration of drug manufacturers was in Metro Manila with 51% of the 222 drug
manufacturers registered in 2001. The concentration is higher among drug traders of which 86%
was in Metro Manila from the 366 registered drug traders.
5. RPs imports of pharmaceutical products
Bulk of the importations of the pharmaceutical industry is mainly composed of medicinal and
pharmaceutical products for retail sale. This composed more than 50% of the total importations.
The rest of the importations are chemicals, semi-finished products and other raw materials for the
manufacture of drugs and pharmaceuticals for all types of ailments and diseases..
Imports grew at 2.1% from the years 1999 to 2003. The countrys pharmaceutical imports totaled to
US$ 362.1 million in 1999 and reached US$ 388.8 million in 2003. Imports of pharmaceutical
products constituted a mere .98% of the countrys total imports from around the world in 2003.

6. RPs supplying countries of pharmaceutical products
Major suppliers of pharmaceutical products in 2003 are Switzerland (11.6% share), Germany (9.9%
share), France (9.3% share), United Kingdom (8.4% share), Australia (8.3% share) and USA (6.0%
share). These countries are the centers of medicinal research and manufacture and the home bases
of multinational pharmaceutical firms operating in the country. (Please refer to VI for details)

D. Regulatory environment
1. Product registration
The Department of Health through its Bureau of Food and Drugs (BFAD) is the regulatory body
that governs the industry to insure safe, effective and quality pharmaceutical drugs to the market.
All establishments engaged in the manufacture, importation or distribution of drugs must apply for
a License to Operate (LTO) issued by BFAD. Other specific requirements depending on the type of
activity to be undertaken are summarized below:

Product labelling
BFAD sets specific standards and requirements for pharmaceutical firms to comply in labeling their
products in order to have a clear presentation of the products minus fraudulent and misleading
representations.
In all cases, the generic name shall be the prominently printed element on the label, defined as the
one with the highest point size among the various printed elements in the label. Information must
include
Generic name of a particular pharmaceutical must appear above its brand name on all packaging
Registered trade or brand name;
Duly registered trademark;
Duly registered business name;
Philippine address of the manufacturer, importer or repacker of the consumer product;
General make or active ingredients;
Net quantity of contents, in metric terms of weight, measure or numerical count;
Country of manufacture, if imported; and
Statement that the consumer product is manufactured, refilled or repacked under license from a
principal, if applicable.

3. Import duties
As of January 1, 2003, all pharmaceutical products except those under the headings 29.36 and 29.37
have tariff rates of 3% while the other have 5%.
4. Customs valuation
The Philippines has been implementing the transaction value method of customs valuation since
year 2000.
5. Prohibited and regulated drugs
(a) Prohibited drugs
Drugs and substances designed, intended or adapted for producing unlawful abortion;
Any adulterated or misbranded drug in violation of the provisions of the Food and Drugs
Act;
Marijuana, opium, poppies, coca leaves, heroin or any other narcotics or synthetic drugs which
are or may hereafter be declared habit-forming by the President of the Philippines, or any
compound, manufactured salt, derivative or preparation thereof, except when imported by the
government of the Philippines or any person duly authorized by the Dangerous Drugs Board,
