LTARAVALRAPIDPROJECTUPDATE

On September 20th, the San Francisco Municipal Transportation (SFMTA) Board of


DirectorsapprovedtheLTaravalRapidProject,whichproposeschangestoTaravalStreet
inordertoimprovepedestriansafetyandtransitreliability.Theprojectincludesboarding
islands, a boarding zone pilot, parking relocation, stop removal and relocation, turn
restrictions,transitonlylanes,trafficsignalsandpedestrianbulbs.Foradetailedoutlineof
allchangesproposed,pleasevisitwww.munforward.com/l/.

Our office will continue to provide relevant updates during pilot evaluation,
implementationandconstruction.BelowisasummaryofwhatwasapprovedbytheSFMTA
BoardofDirectors.

Pilot programs: There are two elements of the LTaraval Rapid Project that will be
evaluatedunderapilotprogram,andwhichwillbeimplementedinJanuary2017.

includessignageandpaintedadvisoriesontheroad.TheBoardingZonePilotwillbe
implementedatfiveinbound stops where no riders have been hit and where few
peoplegetoffthetrain:26th,30th,32nd,35thand40thAve.TheBoardingZonePilot
willbestudiedforsixmonthsandtheSFTMAwillneedtosee90%complianceor
theywillmoveforwardwithinstallingphysicalboardingislands.TheSFMTAwillbe
working closely with the San Francisco Police Department (SFPD) to address
enforcementandtoincreaseawarenessandeducationaroundthepilotprogram.

2. TransitOnly LaneTheSFMTAwillalsopilottheproposedtransitonlylanein
thecenterofTaravalStreetinJanuary2017andwillstudytheeffectsoftrafficon
Taraval and side streets. These lanes will consist of wording on the road in white
paint,ratherthantheusualredcarpet(afullredlane).
WehaveaskedtheSFMTAtoprovidethepublicwithinformationonthemetricsanddata
associatedwithbothpilotprograms,andcommunitymembersshouldexpecttohearabout
updatesfromourofficeorfromtheSFMTA.

Early implementation: In order to improve pedestrian safety and transit reliability


immediately and before any physical construction takes place, the SFMTA will be
consolidatingstopsalongTaravalStreetandinstallingclearzones(paintintheplaceof
proposedboardingislands)inJanuary2017.Residentsshouldexpecttoseethefollowing
stopsremovedinbothinboundandoutbounddirections:15thAvenueand28thAvenue.In
theoutbounddirectiononly:22ndAvenue.Intheinbounddirectiononly:24thAvenue.The
SFMTA will no longer be removing the following stops: 35th (inbound only), 44th and
46th/Ulloa(inbound&outbound).Thestopsinbothdirectionsat17thAvenuewerealso
approved for removal, but the SFMTA Board gave staff direction to further review the
inboundstopbeforegoingforwardwithremovingit.
Perpendicular Parking: The SFMTA Board approved the proposed perpendicular
parkingtobeimplementedalongSantiagoandUlloaStreets.However,ourofficehasasked
SFMTA staff to immediately conduct a parking assessment along Taraval Street to see
whethertheproposedparkingalongSantiagoandUlloaStreetsarenecessary.Pendingthe
parkingevaluationonTaravalStreet,perpendicularparkingmaybeimplementedassoon
as2017alongSantiagoandUlloaStreets,butonlyinareasnotnearpilotlocations.Inareas
near pilot locations (which include inbound stops at 26th, 30th, 32nd, 35th and 40th),
perpendicular parking would only be implemented if the pilot is unsuccessful. In these
areas,perpendicularparkingwouldoccuronsidestreetsatthetimeofconstruction,which
willbeginin2018.OurofficewillcontinuetoworkwithSFMTAstaffonthisproposaland
keepresidentsengagedandinformedofanyupdates.

Construction:Constructionofotherelementsincludingphysicalboardingislands,bulb

outs, and traffic signals as well as repaving, track replacement and overhead wire
replacement,willalltakeplacebeginninginearly2018.Constructionisexpectedtolast18
24months.TheSFMTAwillbenotifyingresidentswhomaybeaffectedbyconstructionand
the rerouting of traffic, and will be working closely with our office to minimize the
disruptiontoresidentsandsmallbusinesses.

Additional Safety Measures: The SFMTA has taken suggestions from community
members to increase the size of bumper stickers on trains that tell drivers to yield when
passengersareboarding/disembarkingfromthetrains.TheSFMTAwillalsobeinstalling
flashingLEDlightsontherearoftrainsalertingdriverswhentraindoorsareopen.Wecan
expecttoseethesechangestakeplaceinJanuary2017.

The San Francisco Safe Speeds Campaign will begin this October and will continue
through the fall of 2017. SFPD will be enforcing the speed limits on targeted areas
that have high speeding and collision rates that were identified by the SFMTA,
DepartmentofPublicHealth,andSFPD.ThegoaloftheSafeSpeedsCampaignisto
protect pedestrians who walk or bike, as they account for over half of the traffic
deaths in San Francisco. A citywide map of the areas being enforced will be shared
withthepublicinhopeofspreadingawarenesstochangedangerousdrivinghabits.
WhentheSafeSpeedsSFcampaignendsinfall2017,cityagencieswillhavenewdata
andanalysisabouttheroleofenforcementincitywidespeeddeterrence.Themapon

ResilientSunsetReveal
InrecognitionofNationalPreparednessMonthinSeptember,weannouncedthelaunchof
twoeffortsintheSunsetDistrict.WereleasedtheResilientSunsetPreparednessGuide,a
SunsetDistrictfocusedguideforresidentstoprepareforasmallorlargedisaster.Wealso
launched the Monthly Supply Campaign, a monthbymonth emergency supply campaign
with local stores where residents can shop for suggested emergency preparedness items
each month. Six Sunset businesses including Sunset Pet Supply, Noriega Produce, Other
AvenuesFoodStore,GreatWallHardware,AceHardware,andWalgreensarealloffering
discountsondisastersuppliesforthenext12months.Residentscanpickupsupplieswhile
theyareoutdoingtheirregularshopping.

UpdateonPlaylandat43rdAvenue

InMay,wecelebratedtheopeningofPlaylandat43rdAvenue. Since then, residents and


visitorsofallageshavebeenenjoyingthespaceandmanyfreeactivitiesthathavebeenheld
atthesite,includingyoga,potlucks,gardening,bootcampclasses,andmore.

Inworkingwithneighborstodeveloptheplansforthesiteoverthelasttwoyears,some
residentsexpressedconcernsaboutqualityoflifeimpactsofsomeelementsoftheproject
includingtheskateboardarea.DuetothetemporarynatureofPavementtoParksprojects,
elementsoftheprojectareeasilychangedbasedoncommunityneedsorfeedback.

Planning Department staff collected data in three ways: activity mapping, user intercept
surveysandadjacentneighborsurveys.

Activitymapping:DatashowedthatmostvisitorscometoPlaylandaround3:00pm.The
mostpopularareasofPlaylandaretheskateboardareafollowedbythebasketballcourts,
thepavilion,theplaygroundandthegarden.Theskateboardareaismostheavilyusedby
childrenbetweenages1015.

User intercept surveys: These surveys were conducted on site with people visiting

Playland.Surveydatashowedmostvisitorswereintheir20s,30sand40s.Mostusersalso
statedthatnoisedidnotaffecttheirvisit.

Adjacentneighborssurvey:Asurveywassenttoneighborslivingadjacenttothesite.
21neighborsrespondedtothesurvey.Thoseneighborsthatrespondedmostlyutilizedthe
garden,playgroundandpicnicareas.

Additionally, the Planning Department utilized a time lapse camera and online survey to
conduct further analysis of the site use. Based on all information, Planning Department
cameupwiththreerecommendations:
1.Extend weekend hours of operation: Initially weekday hours went until 7pm

whileweekendhourswereuntil4pm.Itisrecommendedthathoursareconsistentall
weekwhileallowingfamiliesandvisitorstoutilizethesitelongeronweekends.
2.Sound proofing: In order to mitigate the noise of the skateboard area, it is
recommendedasoundbarrierisinstalledonthesite.
3.Maintenance/groundskeeper:Tokeepthesitecleanandsafe,agroundskeeper
wouldserveasapointofcontactforthesitewhileensuringitismaintainedwelland
openandclosedconsistently.
The Planning Department presented the analysis and recommendations to the San
FranciscoUnifiedSchoolDistrict(SFUSD)BoardofEducationinSeptember.TheSFUSD
BoardofEducationwillallowallelementsofPlaylandat43rdAvenueinplaceatthistime.

ODSYWorkshop is a local leather goods and shoe repair workshop located at 1417
Taraval Street. Owners Jin and Yina started their leather business in a small
apartment living room, but their business grew and soon they sought a brick and
mortar location. Shortly after, they met Paul of Pauls Shoe Repair, who had been
repairingshoesonTaravalStreetformorethanthreedecades.JinandYinadecided
to move into Pauls shop when he retired, and they also decided to carry on Pauls
uniquecraftsmanshipinshoerepairafterhetaughtthemhistrade.

WeareexcitedtosupportODSYastheycontinuetoprovideourneighborhoodwith
theirservices.ODSYhassubmittedanapplicationfortheirbusinesstoreceiveThe
BrassyawardfromSquare.Theawardgoestorecognizingentrepreneurswithabold
vision and extreme perseverance. Five winners will receive special mentorship
sessions as well as $10,000 and other prizes. The voting period for the BRASSY
awardendsonOctober9th.WehopeyouwillsupportODSY!

MerchantSpotlight:EngineeringforKids

EngineeringforKidsisanorganizationthatsparkschildrensinterestinS.T.E.M.(Science,
Technology, Engineering, Math) using handson activities. Engineering for Kids offers a
variety of programs including afterschool classes, camps, workshops, and even birthday
parties, with the goal of inspiring the next generation of engineers and helping young
people develop the necessary skills for a future in S.T.E.M.. After all, engineering is the
fastestgrowingindustryintheworld!Withfunactivitiessuchasmakingrockets,exploring
roller coasters and robotics, and designing video games, Engineering for Kids challenges
childrenages414toapplytheirnaturalcuriositytoengineeringconcepts.

LegislativeUpdate:BeeCityDesignation

Last month the Board of Supervisors unanimously passed legislation authored by


Supervisor Tang designating San Francisco a Bee City USA. Over the past decade,
ColonyCollapseDisorderhascausedanalarmingdeclineinbeenumbers.Scientist
believe a complex combination of factors including pesticide use and disease are at
fault.TheideaforSanFranciscotobecomeaBeeCitywasoriginallybroughttousby
aconcernedSunsetDistrictresidentwhowantstoseeourcityraiseawarenessabout
thevitalrolepollinatorspeciesplayinourfoodsystem.

WhatdoesitmeannowthatSanFranciscohasjoinedtheranksofthe30otherBee
Cities across the country? Our city is already doing a lot to promote the health of
pollinatorsbyplantingnativespeciesandusingIntegratedPestManagement(IPM)
techniques.Withthisnewdesignation,however,ourDepartmentoftheEnvironment
willbecoordinatinglocalpollinatorhabitatandawarenessactivitiesandworkingin
collaboration with other departments, community organizations, and scientific
institutionstoconducteducationandoutreachtofosterknowledgeofpollinators.
Whatcanyoudotopromotepollinatorspeciesinyourownback(orfront)yard?Our
DepartmentoftheEnvironmentrecommendsthesesimplesteps:
1.Plant a garden. Many plants thrive in our mild climate. Visit
www.sfplantfinder.orgtofindoutwhatwillworkinyourgarden,ortakeatrip
to Sloat Garden Center (2700 Sloat Blvd.) and talk to their knowledgeable
staff. For those Sunset District residents who want to plant more pollinator
attractingspeciesbuthaveconcreteintheirfrontyards,ourofficesponsorsthe
Front Yard Ambassadors Program, which subsidizes the cost to remove
concrete and landscape your front yard if you work with five or more
neighbors.
2.Dont use toxic chemicals.PesticidesthathavethelabelOurWater,Our
World,astheyhavebeendesignatedasnotharmfultopollinators.
3.BecomeaBayFriendlyGardener.Askyourgardenertobecomecertified
andeducatedonhowtocreatepollinatorhabitatandusenontoxicpesticides.
