17. DIRECTIONS TO THE SITE


From San Juan, head east on Road 26 until reaching the toll for Route 66; once exiting Route 66, take Road 3 to Fajardo. Exit on the left
(east) on Valero Avenue for approximately 2 miles, following signs that lead to the Fajardo Ferry Terminal; turn left on Road 195 for
approximately 1.5 miles until reaching the Fajardo Ferry Terminal. Take the ferry to Culebra; the location of the project is on the port of
Culebra.

18. Nature of Activity (Description of project, include all features)


The reconstruction/repair of the cargo platform of the Culebra Ferry Terminal in Sardinas Bay and the construction of an Auxiliary Cargo
Ferry Terminal in San Ildefonso (Ensenada Honda), which includes, but is not limited, to the descriptions included on Attachment A.

19. Project Purpose (Describe the reason or purpose of the project, see instructions)
The existing cargo platform at the Culebra Ferry Terminal, has deteriorated beyond repair, and suffered further damage from the passing of
Hurricane Irene on 2010. The project proposes to demolish the existing facility and replace it over the existing footprint. Mooring
dolphins and passenger catwalks are proposed to address existing safety shortcomings. The size of the existing terminal is inadequate to
handle simultaneously the cargo and passenger operations plus the reconstruction of the cargo ramp . An evaluation of alternative cargo
operations during reconstruction resulted in the proposed construction of an auxiliary cargo pier at San Ildefonso in Ensenada Honda Bay,
the safest harbor in the region and the location for the US Navy operation from 1903 until their departure in 1975.

Note that NEPA compliance is in progress concurrently.

The installation of new pilings: Approximately 33 round steel piles concrete filled 20 inches in diameter at Sardinas Bay; and
approximately 3 round steel piles 20 inches in diameter, 6 round steel piles 14 inches in diameter, all concrete filled, and 10 H-piles
measuring 14 inches at San Ildefonso.
The demolished, uncontaminated material (concrete, re bar) will be disposed of at the Culebra Landfill or a previously approved location.

Four alternatives where considered: Keep operations in Sardinas Bay, construct an alternate cargo terminal at the Fulladosa Dock in
Ensenada Honda Bay, construct an auxiliary cargo terminal at San Ildefonso in Ensenada Honda Bay, and the No action alternative. The
chosen action alternative, the construction of an auxiliary cargo terminal at San Ildefonso in Ensenada Honda Bay, provides an existing
structure, with an existing and historic use as a port, which will minimize impacts to coastal and upland areas. Ensenada Honda provides
adequate land (Road 250) and maritime access (with USCG maintained navigation channel and aids)

Block 18-Nature of Activity (Attachment A)


The nature of the activities is the replacement of the cargo platform in the Culebra Ferry Terminal
and the construction of an Auxiliary Cargo Ferry Terminal in San Ildefonso (Ensenada Honda),
which includes, but is not limited to the following description: Approximately 27 15x15 H-piles
that will be cut at the mudline and removed; the existing concrete platform, which measures
approximately 4,907 square feet, will be demolished; 25 replacement piles with a diameter of 20
inches will be driven over the existing Cargo Ramp footprint; and build the replacement Cargo
Ramp, which will measure approximately 5,501 square feet. A catwalk measuring approximately
10

feet in width will be built to allow passengers to board and disembark through the side of the

cargo ferry, as required by the US Coast Guard enforcement, per Maritime Transportation
Security Act.

Two mooring dolphins will be located; one at the end of the cargo/passenger

catwalk, and one for the passenger ferry vessel, which will also serve for improved docking safety
and usability of the passenger ferry platform.

For this upgrade, 12 pilings 16 to i8 inches in

diameter will be added.


The proposed Culebra Auxiliary Cargo Ferry Terminal includes the construction of a floating
pontoon platform measuring 40 feet in length with a width of 56 feet (2,334.18 square feet) and 4
to 6 round steel pipes with a diameter of 14 to 18 inches, driven into the bottom 35 to 38 feet
below msl. A vehicular bridge (platform) measuring 35 feet long by 22 feet wide (770 square feet)
will connect the pontoon platform to land. A structural aluminum catwalk will connect the
existing pier and the pontoon platform, allowing passengers to board and disembark the ferry

Dear Ms. McMillan,
The Puerto Rico Ports Authority has requested that l write an opinion on the Culebra pier project
which FTA may provide funding for. Among my responsibilities as the Captain of the Port for
Puerto Rico and the U.S. Virgin Islands, I am responsible for the safety and security of maritime
facilities and waterways management projects. Further, I am invested in ensuring the integrity
and continuity of the maritime transportation system, including the recovery of this system after
a disruptive event like a natmal disaster. In keeping with these responsibilities, I firmly believe
that the proposed San Ildefonso Auxiliary Tem1inal not only will be an asset to the life and
economy of Culebra, but also will be a critical component to ensuring that there is an alternate
means for vessels to deliver fuel, food, goods and passengers to the island.
The only other existing port facility sizeable enough to handle commercial vessel traffic (that
includes a cargo ramp to accommodate vehicular traffic) in Culebra is located in Bahia de
Sardinas, an open harbor that receives heavy winds and waves due to the prevailing weather
patterns in the area. In the past, hunicanes have extensively damaged the Bahia de Sardinas
facility for weeks at a time, disrupting commerce, commuters and tourism (Culebra's main
source of income). The absence of a suitable alternate cargo vessel dock to receive basic
habitation services for this island is both a safety and security concem for me. Ensenada Honda
is a very well protected harbor which assists in minimizing heavy weather impact on pier
structures. Additionally, the Coast Guard maintains the federal navigation aids in this area
including ten navigation buoys, an outer range channel marker and an inner range cham1el
marker.
As you are likely aware, the physical limitations of the aiqmrt on Culebra are such that the
supply chain that provides services to the island must heavily rely on uninterrupted maritime
transportation. As such, I unequivocally endorse this project that Vv'.ill provide Culebra with an
alternative marine terminal facility in Ensenada Honda.
