POWER-GEN Europe
its huge reliance on oil and gas imports which, she said, made it all
the more important for Europe to act in an integrated, collaborative
way.We cant continue to operate with 28 separate boxes in the EU.
Dr Wolfgang Konrad, chief executive of Siemens Distributed
Generation, said that between 1990 and 2010, the share of distributed
generation was about a third of total demand. What we are going to
see in the next 20 years is this rising to well over 50 per cent and thats
a trend that will not change.
We need to understand how to better match demand with
availability.
One of the key debates in Europe at the moment is over the future
role of thermal power. At the Plenary Panel debate, Martin Giesen,
Executive Chairman of Advanced Power, said he foresees a role for
traditional conventional power in Europe as an insurer rather than a
commodity.
Giesen said that there is a requirement for when the wind doesnt
blow and the sun doesnt shine. That is the opportunity right now for gasfred power, not for coal. There is nothing wrong with selling insurance.
In the past, power was not sold as insurance but as a commodity. In
the future, there will be a bigger insurance component but with good
money in it. Will it require infrastructure in some places? Yes, it will.
Nuclears role
The nuclear power industry in Europe may have stalled thanks to the
triple-whammy of the German Energiewende, delays to new plants in
France (Flamanville) and Finland (Olkiluoto), and Hinkley Point in the UK
facing being tied up in legal red tape, yet there was still a lively debate
at POWER-GEN Europe over the factors affecting its future.
Brian Allan, managing director of QSI Consultancy Group in the
United Arab Emirates, warned of the dangers of using new reactor
designs.
I have worked on projects in Finland and the UAE, and with project
execution there is not much difference in building a plant in the EU
and in the Middle East, he said. The real differences come down to
circumstances. Flamanville is a frst-of-a-kind plant and because of the
nature of that design, this is principally why thats gone three times over
budget and over time.
Allan said that in the UAE they have the beneft of their vendors
reference plants in Korea. These are lighter, smaller project units
compared to European Pressurized Reactors (EPR). Because there is a
reference plant, the UAE will get the beneft of the learning curve the

choice of vendor and unit are very important, but any frst-time owner
would be advised to look for a reference plant.
As if to highlight the pitfalls of gambling on a new, unproven design,
Jukka Laaksonen of Finlands Rusatom Overseas said the Finnish
experience with Olkiluoto was telling.
Prior to award the vendor said the design existed, but it was only a
principal design when they got the contract it took them two years to
be in a position to start the frst buildings, so the risk factor was lost. The

GE secures gas turbine contract for Beijing Taiyanggong power plant
GE Power Generation Services has been
selected to provide long-term maintenance
services for two GE gas turbines at the Beijing
Taiyanggong power plant.
GE will upgrade and rebuild the turbine
combustion systems to become simpler, more
fuel fexible and reduce station emissions.
The work is part of a renegotiated
contractual service agreement (CSA) that
GE says will be a frst-of-a-kind service model
for Chinese utilities looking to reduce the
operational costs and environmental impact
of their existing power plants.
Cao Mansheng, director of Taiyanggong
power station, said: Signing this CSA with GE
makes strategic sense because it can help
ensure the reliable, effcient operation of our
facility over a longer period of time, helping us

Alstom bags Brazil transmission deal and UK substation contracts
Alstom has been awarded a turnkey contract
worth around $110 million to integrate wind
farms into Brazils transmission grid. The wind
farms are located at the southernmost tip of
Brazil, in Rio Grande do Sul state.
The contract has been awarded by
Eletrosul Centrais Electricas and the project is
due for commercial operation in March 2018.
Alstom will lead a consortium to supply
two new substations and the extension of six
existing substations.
Srgio Gomes, Alstom Grids vice-president
in Latin America, said: The southern region of
Brazil has huge wind energy potential and will
now be able to fully optimize this alternative
energy, ultimately creating diversity in the
overall energy mix for over 30 million people.
Alstom has also won substation automation
