Certification shall continue in effect subject to periodic verification by the Bureau that the requirements
of this Standard are being met. Such verifications shall take place at the location(s) where welding is being
performed by the company.

5.1.6
The certified company shall demonstrate to the satisfaction of the Bureau that it meets the weld quality
requirements specified in the applicable standards and specifications
5.1.7
Certified companies shall keep a record of all complaints made known to it relating to compliance with
certification requirements and shall make these records available to the Bureau when requested. Certified
companies shall take appropriate action with respect to such complaints and shall document the actions
taken.
5.3.3
Prior to certifying the company, the Bureau representative shall complete audits at the locations where the
company performs the welding to verify that it meets the applicable requirements of this Standard.
5.6 Review of welding-related requirements and technical review (see Annex H)
The company shall review the contractual requirements related to welding, together with any in-house data
or technical data provided by the purchaser. The company shall establish that all the information necessary
to carry out the welding manufacturing operations is complete and available prior to the commencement of
the work.
The company shall affirm its capability to meet all welding-related requirements and shall ensure adequate
planning of all welding-related activities. The purpose of the review of requirements by the company is
to verify that the scope of the work is within its capability, that sufficient resources are available to meet
delivery schedules, and that the documentation is clear and unambiguous.

Note: Capability includes (a) the ability to provide the agreed-upon welding inspection; and (b) the
availability of approved welding procedure specifications, welding procedure data sheets, qualified
personnel, and appropriate welding and associated equipment.
The company shall ensure that any variations between the contract and any previous quotation related to
welding are identified and that the purchaser is notified of any program, cost, or engineering changes that
could result.
5.7 Equipment (see Annex H)
Welding equipment shall be available and maintained in proper working order.
5.8 Inspection and testing (see Annex H)
Inspection and testing shall be carried out as specified and agreed upon.
5.9 Non-conformance and corrective actions (see Annex H)
Controls shall be implemented to ensure that

(a) items or activities that do not conform to specified requirements are identified to prevent

inadvertent acceptance; and

(b) conditions that could adversely affect the quality of the welded construction are promptly

identified and corrected.
5.10 Identification and traceability (see Annex H)
If required, identification and traceability shall be maintained throughout the manufacturing process.
5.11 Quality records (see Annex H)
Quality records shall be retained for a minimum of five years in the absence of any other specified
requirements.(a) items or activities that do not conform to specified requirements are identified to prevent
inadvertent acceptance; and (b) conditions that could adversely affect the quality of the welded construction
are promptly identified and corrected.
6.4 Qualifications of the welding engineer
6.4.1
The welding engineer shall be a licensed or registered professional engineer in a Canadian provincial or
territorial association or corporation of engineers. When the company seeking certification is located in
a country other than Canada, the welding engineer shall demonstrate comparable qualifications to the
satisfaction of the Bureau.
6.4.2
The welding engineer employed or retained shall have a minimum of five years of welding-related
experience in a company or companies producing steel weldments (carbon and/or stainless steel).
The following are examples of welding-related experience:

(a) welding inspection;

(b) welding supervision;

(c) weld testing;

(d) weld designing or detailing;

(e) welding instruction;

(f) fabrication planning;

(g) manual, semi-automatic, mechanized, or automatic welding; and

(h) welding procedure development and testing.

6.4.3
Each welding engineer shall demonstrate knowledge of the following subjects related to the welding of
steel:

(a)
the fundamental properties of steel;

(b)
welding fundamentals;

(c)
welding metallurgy;

(d)
welding procedures and practice; and

(e)
welding codes and standards.
This knowledge may be demonstrated by providing proof of examinations passed in these subject areas
at approved educational institutions or from continuing education courses (see Clause 4.9 and Annex A) or
based on certification or qualification granted by other recognized organizations.

Welding is an example of a qualification granted by other recognized organizations.

8.2.4
Welding of the test assemblies shall be carried out in the presence of the Bureaus representative.
Mechanical testing of the specimens shall be performed by an accredited testing organization (ATO), a
welding inspection organization certified to CSA W178.1 for mechanical testing, or other organizations
or laboratories acceptable to the Bureau; alternatively, the testing shall be witnessed by a Bureau
representative. Bending of the test specimens may be performed by the company; however, the evaluation
of the test specimens shall be performed by the Bureau. All radiographs shall be interpreted by the Bureau.

9.10.2 Root- and face-bend specimens
9.10.2.1
Each test specimen shall be bent in a jig substantially in accordance with one of the jigs shown in Figure 18.
Any convenient means may be used for moving the plunger member in relation to the die member with the
weld at midspan for jigs as shown.
Root-bend specimens shall be placed with the root of the weld directed toward the gap for jigs as shown in
Figure 18(a) and (b) or shall have the root side of the specimen contacting the roller for the jig as shown in
Figure 18(c).
Face-bend specimens shall be placed with the face of the weld directed toward the gap for jigs as shown in
Figure 18(a) and (b) or shall have the face side of the specimen contacting the roller for the jig as shown in
Figure 18(c).
The two members of the jig shall be forced together or moved in relation to one another until the specimen
is bent through an angle of 180.

9.10.2.2
For T classification the bend tests shall be performed as follows:

(a)
the odd-numbered specimens shall be subjected to the root-bend test;

(b)
should the root-bend test fail, the test shall be considered a failure; and

(c)
in the case of satisfactory root-bend tests, the even-numbered specimens shall be subjected


to the face-bend test.

9.14.2.3.1
For mechanical testing in the case of SMAW, GTAW, and GMAW processes, three guided bend test
specimens (two root- and one face-bend) shall be prepared from each test assembly at the locations shown
in Figure 8.

specimens shall be prepared from each test assembly at the locations shown in Figure 9
9.14.2.3.3
The size and the finished profile of the applicable test specimens shall be as shown in Figure 15.

11.2.2
A WPDS shall be accepted based on the following:
(a) the prequalified joint geometry and procedure limitations are within those required by the governing
applicable standard (e.g., CSA W59, AWS D1.1); or
(b) the joint geometry and parameters are qualified by successful procedure qualification tests recorded on
a PQR. One or more of the following methods may be used:
(i) a companys previous procedure qualification test data recorded on PQR;
(ii) successful procedure qualification test data recorded on PQRs accumulated by the Bureau. If, in the
opinion of the Bureau, there is an insufficient number of prior PQRs to validate the WPDS for approval, a
procedure qualification test shall be required; Note: It is recognized that there could be a limited number
or small sampling of prior PQRs available for comparison purposes. In such cases, consideration should be
given to the use of statistical techniques to validate the number of available prior PQRs used for comparison
purposes. It is also recognized that the parameters of certain procedure qualification tests conducted by one
or more companies are not necessarily achievable for other companies.
(iii) successful procedure qualification tests conducted in accordance with this Standard;
(iv) successful procedure qualification tests conducted in accordance with other recognized specifications or
standards; and
(v) special successful procedure qualification tests recorded on PQRs.*
In certain circumstances, acceptance of the WPDS can require a combination of the above methods. *These
tests are only valid for the specific conditions and ranges tested.

their causes; (i) inspection techniques; (j) mechanical testing methods; (k) quality systems; (l) welding health
and safety; (m) general design considerations for welding; (n) codes and standards; and (o) development,
use, and qualification of welding procedure specifications (WPSs), welding procedure data sheets (WPDSs),
and other work instructions.
